The British Council in Colombo, Ceylon, as far back as the 1960's, has shaped the founder of Lyrarc.com's knowledge of Britain in shaping the ideas of the Modern World we know today, knowledge of its parliament and democracy, that are vital in shaping society in China, India, and other nations in Asia, Latin America and Africa to this day. For this reason the closing of the British Council facilities around the world to pay a loan it had taken years ago under the Conservatives during Covid, is to be seen as a major blow. This report in The Guardian is about fears the world's leading soft power agency, which is more than that a transmitter of ideas that shape the Modern World and all our democracies in Europe and America, Asia, other parts of the world, will disappear in a decade. The Madrid building which houses the British Council in Madrid at 13 Paseo del Martinez Campos in Madrid's Chamberi district, has been put up for sale to pay Covid era debt. About 5000 Spanish students attend classes in English and prepare for exams in 35 classrooms. Over the years hundreds of thousands of Spanish people passed through this building. 320 jobs will be lost, employees with passionate dedication who it will be difficult to replace. Another center in Barcelona also is expected to close. This comes at the wrong time when Britain needs to make its voice heard in the world, when a mediocre level of British parliamentarians and leaders since Blair and David Cameron have allowed this to happen. English language classes in Italy at the British Council are also being shut down. Paris building may also be sold, and shrinking operations in the Baltic Republics, Croatia and Austria. This will be a major blow to helping spread knowledge of British parliamentary traditions, its history and participation in shaping the Modern World we know today.  It is now hoped and this is a message to Labour's Andy Burnham who studied English at Cambridge, to restore Britain's image and the value of its parliamentary and other lasting contributions to the Modern World, to the benefit of all nations, to cancel this debt and give the British Council new leadership for the next 2 decades. Neil Kinnock, a Labour leader, and a chair of the British Council says- “The British Council does not want to make these cuts. They are being forced into it by the conditions required by the Treasury." “I sympathise very much with the staff, so does the leadership,” he said. The British Council had “camped out” in the Foreign Office for last three or four years and put up a “hell of a fight”. Kinnock said: “What the government should do is either find a way of cancelling the debt, or even rescheduling the debt. Because it’s to absolutely nobody’s advantage to lose the British Council.” A desperate effort to pay an outstanding £197m debt from a Covid-era Conservative government emergency loan on commercial terms, with interest to be repaid by September, is what is causing this massive destruction of a century old institution that belongs to Europeans, to Asians, and to the world at large for better societies through knowledge. Who runs Treasury in Britain? Rachel Reeves, who has no concept of the role constructive Britons have played for two hundred years from the time the British agent at Rajkot encouraged Mohandas Gandhi (Gandhiji) to study in London in 1888, a role that the British Council has played since its founding. His name Sir Frederick Souter, who wrote the letter of recommendation for Gandhi to enter the University College, London. Sir Dingle Foot, Solicitor General of the UK, another Labour leader, played that role for a youngster of 22 years at the University of Baroda in India, for Law School at the University of London in 1969, after years of educational experience at the British Council in Colombo, Ceylon. China's loans and projects in Latin America and the unwinding of projects in 2026. China had shifted policy to collecting back $10 billion of loans to Venezuela in meetings of its envoy with Maduro the day the US acted to remove Maduro, says this report in WSJ. China is shifting to reduce losses in the region from loans. Over last 2 decades China has loaned Venezuela $100 billion in exchange for oil shipments. As its oil industry production declined without US assistance Venezuela went deeper in debt. This is another aspect of the problems that this type of model of development brings to finance building of rail and transport, seen across the world from Venezuela down to small countries like Sri Lanka and Zambia. For China this could amount to hundreds of billions of dollars in loans that lack transparency and are opaque to Africa and Latin America, when its construction industry debt and local government debt has led to problems. Greg Ip says in WSJ that China turned to lender after 2010 and financed loans for development, for roads, highways and infrastructure in Asia and Africa. Between 1970 and 1990 the World Bank was extensively involved in infrastructure projects, by 1990 it retreated from this role and China after 2010 was lending at double the rate of the World Bank for it Belt and Road Initiative programs. At G20 New Delhi, India, Biden and Modi, leaders of Brazil, and South Africa, agreed on advancing the World Bank's loan capacity by $100 billion for next decade under leadership of Ajay Banga. Thjis is happening at the meeting of finance leaders in Marrakech, Morrocco in 2023. The IMF and the World Bank were set up after World War II under the agreements signed at Bretton Woods, New Hampshire, as postwar finance system. The IMF was to serve as lender to countries facing short term finance crises, and the World Bank to finance development in poor countries such as India, Indonesia and after 1990 China. The largest borrowers from the World Bank were India, China and Indonesia. India is at $37 billion loans outstanding in 2021, China at about $21 billion after repaying much of its loans. By 2010 Brazil, Mexico, China and India had shifted to international capital markets for development support. Total outstanding debt of World Bank is $460 billion in 2021. ...

Pokhara airport Nepal cost about $200 million but it does not get international flights from India which make it unsustainable. On the 10th anniversary of China's Belt and Road which has invested $1 trillion in development projects in poor countries of Asia and Africa, NYT's Wakabayashi, Sharma and Fu look at the China project that built a new international airport at Pokhara. CMAC initially submitted a bid for $305 million about twice what it would otherwise cost says this report, which was lowered to $216 million. Nepal signed a 20 year agreement with China. Only Chinese firms would be used in construction. A quarter of the loans at no interest. The rest a loan at 2% interest with repayment starting in 2026 from the Export Import Bank of China.

This NYT report covers the period around 2019 and since when Tesla established its first factory in China.  It is the remarkable story of how the intuition and rapid decisionmaking  of Huang Li, a top Shanghai official and now premier since 2022, helped China create its own EV industry from scratch. He did this by giving Tesla a start with a new factory in Shanghai with $1.5 billion in incentivized loans and building it in 1 year 2019-2020.  A top Shanghai official Huang Li hoped to attract Tesla to China in 2019 after contacts were opened through California officials. Tesla had its only factory at Fremont, California, and had worked with the state government on a program of emissions credits as a form of financing that it could use. California officials  advocated for a similar policy in China in 2019. With Mr. Li's backing the Tesla factory in Shanghai was built in 1 year, California style emissions credit were put in place in China. What Mr. Huang Li's intuition told him was that China was at a turning point it had to take strong steps for a emissions free auto industry to tackle climate change. A company like Tesla offered an opportunity to do this. The factory was built faster than Chinese time in 1 year and loans of $1.5 billion helped finance this. Li correctly sensed that local supplier chain had to be built giving China a way to build its own EV industry. CATL was a lead supplier to Tesla. By providing assistance to CATL and other suppliers and using China's rapid development model Li was able to build an entire EV vehicle industry from scratch. BYD became through work in the pandemic years the largest EV maker in the world, and CATL the largest battery maker. Tesla provided the impetus which Li took on with the idea of building its own versions to soon overtake Tesla in 4 years between 2020 and 2024. BYD went even further and developed its own in house battery technology to cut costs and bring prices down. ...

The dangers to China's economy and banking system from the large number of bad loans at the local level. Difficulties of absorbing bad loan losses by the central government as new loan losses are piled on top of previous loan losses from earlier efforts to tide over bad loans. Considering all nonperforming loans that may end up as sovereign debt China's national debt is upwards of 80% of GDP, say Walter and Howie. The lack of any serious change in policies, inability to control lending for state enterprises and local governments, the tax on savings with low interest rates which keeps down domestic consumption, and the absence of a serious discussion on these issues leaves China exposed to higher systemic risk from excessive financial leverage.

Central Huijin, part of China's sovereign wealth fund, China Investment Corporation, bought shares of China's four major banks in October 2011 to prevent steep price declines. China's bank stocks have lost about a third of their value in 2011. The four major banks- China Construction Bank, Agricultural Bank of China, Bank of China, and the Industrial and Commercial Bank of China- control two-thirds of the banking industry in China. In China's interlocking system of relationships between the state, the banks and the state controlled industrial companies, Central Huijin owns 35.4% of Industrial and Commercial Bank, 67.6% of Bank of China, and similiar stakes in the other 2 banks. It was created in 2003 to bail out China's banks after bad loan losses, and was transferred to China Investment Corporation in 2007. As part of the 2007 move bonds were issued by CIC to compensate the central bank. This means the banks pay dividends to CIC so that it can make payments on the bonds. Today the 4 major banks pay half of their earnings in dividends to CIC. CIC chief Lou Jiwei, says Central Huijin needs 300 million renminbi a day, or $47 million to pay interest on the bonds to the central bank. The 4 major banks are also under pressure from China's regulators to increase their capital reserves, because of large bad loans to local governments after the global financial crisis of 2008....

China's GDP growth accelerated slightly to 6.9 percent in the 1st quarter of 2017, after five consecutive quarters of GDP growth at 6.7-6.8%, according to government data. This reflected larger use of steel in the construction industry and more mortgages issued by the state controlled banking sector. Government officials say productivity is improving helping GDP growth, with closing of less efficient manufacturing plants. Industrial production increased 7.6% in March 2017, according to the National Bureau of Statistics. The government is trying to control higher lending and reduce the backlog of bad loans at banks. Higher growth helps to reduce the bad loans at banks from the earlier period after 2008 financial crisis, improving financial stability.

Housing construction makes up a fourth of China's economy. Chinese government is leery of the huge buildup of debt at housing developer companies in China. Banks are involved with their loans to housing developer companies. Some of these bank loans are nonperforming and this percentage of bad debt is growing. It was always a sense of someday this would stop working. That someday may be today. Efforts are being made to tighten controls on these companies and their way of doing business- raising cash from presold apartments from millions of householders who have accumulated their savings for a speculative investment in a second or third apartment or fulfilling a dream of first home ownership. For two decades it worked as the Chinese economy with the aid of US and European Union transfer of technology and capital grew rapidly. With the US and European Union changing policies and building new supply chains in the competition with China, and China entering the period of a mature economy with less room for growth as Japan did in the 1990's, this buildup of debt  has ominous overtones. Chinese government is making an effort to regulate the housing sector to reduce any potential damage to the economy. The result could be a repeat of the way the Japanese economy after growing rapidly in the period 1960 -1985 slowed rapidly after 1987. ...

It also responds to China's subsidies to BYD and other EV makers with the US supporting its own EV manufacturers. "China's Superbank," by Henry Sanderson and Michael Forsythe looks at the rise of China Development Bank to provide insights into the two decade real estate boom in China, and the trillions of dollars in loans made by state owned banks to finance China's state owned industries and infrastructure development. The authors say these loans based on land owned by the state, improved with roads and other infrastructure and then sold to industry, have helped finance China's urbanization and industrial development. But it has also created problems including eviction of farmers from the land by local government authorites increasing inequality, led to misallocation of capital on bad projects, and an unsustainable model of development focussed on state owned companies. A major side effect of this is not covered in the book. This is the impact of crowding out of credit for private industry in China, with privately owned business having to pay higher rates in the underground loan market or lacking financing. A major focus of the report "China: 2030" by the World Bank and China's official think tank Development Research Center is on reversing this development to come up with a sustainable development model. The report was supported by World Bank chief Zoellick and China's new prime minister Li Keqiang. "The Great Rebalancing," by Pettis, a finance professor at Beijing University, looks at the other side of the financing of China's boom- the low interest rates on savings for China's consumer. This reduces household incomes and reduces purchasing power as the interest rates are lower than the rate of inflation. Lower value of China's currency also reduces the purchasing power for China's consumers. Estimates show the low interest rates cost China's workers and consumers somewhere in the range of 3 to 8% of GDP annually in bank deposit income. This money is funnelled through the banking system to make more loans for infrastructure and growth at the state owned companies, concentrating exraordinary level of financing in one direction. As a result the consumption share of GDP in China has actually fallen in the two decades of hyper development. This is about 34% compared to 50-55% for other Asian economies....

After delaying taking a loan from the IMF, a multilateral lender known for setting austerity conditions for its loans, Pakistan finally accepts a IMF loan of $6 billion over 3 years. In August 2018 Pakistan turned to Saudi Arabia for $3 billion loan and deferring oil payments of a similar amount, UAE for $3 billion, and China adding another $2.2 billion. A sharp drop in the country's currency reserves left Pakistan little choice. Other problems were a overvalued exchange rate that hurt exporters under the previous government and fiscal spending on needed infrastructure that could not be matched with changes in tax collection. Pakistan has some of the poorest tax collection in Asia, depriving the government of the funds needed to finance infrastructure.  The IMF loan is a smaller loan so that Pakistan would feel less compelled to comply with the difficult conditions often imposed by the IMF that has made it unpopular in developing countries, particularly in Latin America. This is the 21st IMF loan to Pakistan. Only Argentina has had to turn to the IMF for 21 loans. For example the IMF conditions to Pakistan require increasing the electricity and gas prices. Under the IMF plan Pakistan must cut its budget deficit before debt service to 0.6% of GDP next fiscal year starting in July 2019 from the deficit of 1.7% expected this year.  To do this tax breaks of 350 billion rupees or $2.5 billion next year have to be removed. The central bank autonomy was also promised and with this 2 former Pakistani IMF officials now head the central bank. Because widening the tax collection base and better tax collection are promises made in the past to IMF which have not happened, this report in the Economist magazine says implementation in this IMF plan will also be lax, more so as the IMF loan is small and supplemented with funds from other countries. A cartoon in one magazine critical of the IMF shows the IMF officials from Pakistan negotiating for the Pakistan central bank with the IMF head Christine Lagarde. Increasing the Pakistan tax base is essential for Pakistan's development to invest in infrastructure similar to what is happening in India. Releasing funds for infrastructure, roads and railways, hospitals and education, requires a larger tax base in all South Asian countries. Without this internal capital and showing results of spending -with successful infrastructure implementation with least or no corruption or overspending- countries risk falling behind.  ...

China Investment Corporation, China's sovereign wealth fund is expected to issue upto 28 billion in bonds to help recapitalize China's state owned banks. These banks face the prospect of increasing bad loans as a result of the hectic pace of bank lending in 2009-2010. Loans guaranteed by muncipal governments are estimated at 7.7 trillion yuan, or 17% of overall lending, about 50% of these loans face uncertainty in the event of falling housing prices, and 25% are bad loans. The recent IPO of Agricultural Bank of China raised funds, but the environment for raising money in this way does not look good, as information is spreading that these banks face large loan losses. The bonds from CIC would be picked up by state controlled companies. Yet these state controlled companies are engaging in the real estate speculation, as reported by David Barboza of the New York Times and Peter Coy of Business Week. In a down cycle things could get much worse as a state sovereign fund is selling bonds, state controlled companies would buy these bonds, and state controlled banks are expected to be recapitalized making a complete circle....

Jean Raspail is the French author  of "Camp of the Saints" and of "Me Antoine de Tounens King of Patagonia," winner Grand Prize of the Novel 1981 Academie Francaise. Written by Raspail, the son of the Founder of Le Figaro French newspaper in 1973, Camp of the Saints is a book describing Raspail's extraordinary vision of how boats from Bengal would suddenly appear at French shores carrying millions of people from Bengal fleeing conditions of squalor and extreme poverty. 1971 was the year of the Bangladesh war with millions of refugees from Bangladesh at the time called East Pakistan pouring into India from Bangladesh, hit by massive floods the year prior, and then facing an army of occupation from West Pakistan's Punjab ethnic group dominated Army. While calling Raspail's Camp of the Saints "openly racist" Le Monde does not show the events described here as being entirely real- the squalid and the squalor into which Bengal had been plunged by a over a century of British rule in India that as Gandhi showed in the 1920's in "Young India" magazine spent most of the budget on policing, and very little on development except rail for logistics to hold the Empire together. On this the French Left or French Right or the European Left or Right is silent, preferring not to open up the similar situation facing China Hongkong, Shanghai as Treaty ports and Beijing after the Boxer rebellion, the Middle East with Sykes and Picot creating artificial states of Syria and Iraq, and controlling states of Iran and Egypt, and Indochina as French colony. It is not "racist" it only shows what Raspail might have seen on television at that time of the truly squalid conditions, including a famine in Bengal in 1944 that was aggravated by British policies. If Raspail imagined that boats from Bengal would arrive at the shores of France it is not something that is not connected to reality, it is the squalor and squalid conditions- except the reality the so called Right and the Left failed to say was a result of the centuries of colonization that made the region miss the Industrial Revolution. Western India around Bombay and Ahmedabad was far more developed by the 1970's and more so by 2003 when Camp of the Saints was republished. In 2026 Camp of the Saints is outdated. Northern India, Western India and Central India is in the kind of rapid modernization that happened in China, with bullet trains, ports and new highways, new industrial infrastructure, housing, going up every year under the Modi Government. In the paradox of today the Modi government is referred to as racist or religious right without reference to its essential condition, its very spirit of modernization based on science and technology acknowledging and revering the contributions of European nations and America. Bangladesh is eastern Muslim part of Bengal. West Bengal is part of the federal Union of Indian States, and has fallen into disrepair and industrial backwardness within Indian states because of the lack of the rapid modernization that India is going through, under mismanagement of the scale of Venezuela. Much of the media in the west does not report the scale of the mismanagement of some of the states in India that were built on the legacy of the early decades after independence of policy to slow down industrialization and corruption that destroyed infrastructure investment. The federal government of India and the states run by the party at the federal level in northern, western, central and north eastern India oppose migration to the US and Europe and are now growing at the fastest pace in the world, faster than China, growing at 10-12 percent a year. Bihar state in India is the home of Lord Buddha and the origins of Buddhist civilization of China and Japan. It has a population of 130 million and is growing at 22% a year in 2026. India needs its young people at home, even though it is willing to loan some of its technical people to Germany and Europe and the US. The Indian federal government policy and policy of these Indian states run under federal policy is to oppose migration and find jobs for millions in a rapidly modernizing economy at home. This then is the reality in India, as well as China, with 2.8 billion people. No one in India, not Gandhi if he were here today, not the government in the Indian federal union and states faults Raspail and others and calls them "racist," because of the extraordinary help first Japan, then China and now India receives from America and the European Union to develop and modernize quickly. In fact Indians look with admiration on the western leaders in science and technology, the scientists and inventors of Europe and the US, and are eager to emulate them in the future. And this is true also of the people of China, and reflects the aspirations of the new generation. ...

Abrams and De Acosta, Bellman of the WSJ look at growth and modernization in India in comparison with China and other countries. GDP per capita would take 10 years to reach the stage at which spending power of the people equals that in China today. At one point in 1980 China and South Korea were closer in GDP per capita than India. It is only now that India is accelerating towards the scale and depth of modernization done in China.  India's growth rate of over 7% is likely to surge after some of the problems in bad loans in the banking sector are cleared up. A wave of technological advances would help accelerate growth. Ease of doing business and foreign investment are on upward trend, for absorbing new technology from advanced countries. A shift to very low prices for data use with rapid development of 4G services is one of the recent achievements. Manufacturing growth remains a challenge to be tackled to create the jobs needed.  Revamping tax structures such as GST and shifting the economy towards use of electronic cash has increased revenues needed to invest in infrastructure, health and education.  As much of the potential for future growth comes from people at the lower income levels, improving social indicators such as sanitation, cleanliness, farmer incomes, universal bank accounts, universal access to health care, are steps that lay the foundation for the future. ...

The Economist points out that China's total debt of government, corporate and households has grown by about 100% of GDP since 2008. The 2009 crisis led to rapid increase in debt. It is now about 250% of GDP, according to the Economist. Slower growth of below 7% risks reducing China's ability to service this debt. About half of this debt is owed by state owned companies and property developers. China can use its sovereign reserves to continue supporting bank and state owned companies. Investor's are pricing bank shares to reflect about 10% of this debt as bad debt even though government estimates are much lower. The reserves provided China time to fix the banking system since 2008, yet the debt keeps growing and China has failed to take strong action in the last 6 years. Complacency is a problem, and the incentives for local governments to continue prior practices that increase debt continue. As Krugman and other experts have pointed out at some point the rules of finance will apply to China as they have for other countries that faced a debt crisis- Japan in the late 1980's, South Korea and other Aisan countries in 1997, and the U.S. in 2008. Even without a crisis through deft managemen and use of reserves China risks zombifying the economy as old loans are backed up by new loans, with the further risk of misallocation of capital or poor use of capital. This lowers productivity of capital and hurts development. With poor statistics such as the figure of 1% of debt being bad debt cited here, the problems of complacency can be magnified, as there is less reason for a strong response....

Compared to the situation in 2008-2009 during the global financial crisis with the excess supply of labor, China in 2012 faces an excess in demand for labor. In 2009 about 20% of migrant workers were unemployed when the crisis hit, and wages dropped 10% for migrant workers, according to the Chinese Academy of Sciences and Stanford University. The situation three years later is one of tight labor markets and higer wages. A large stimulus in not only not needed today in the way it was in 2008-2009 as a way to maintain social stability, it would reduce the benefits of the anti-inflationary steps taken in 2011-2012, by putting more pressure on wages and prices. Manufacturing sector wages increased by 20.1% in 2011, according to China's statistics bureau. This may be why the Chinese government is taking measured steps to avoid creating more bad loans through indiscriminate lending, and being more selective in accelerating development projects in the pipeline. According to Hong Kong's new Chief Executive Officer China plans to have about 7% growth. This shift in approach would help China refocus on growth strategies recommended in the recent Development Reform Commission and World Bank Report on China....

Prof. Scott Kennedy of the Research center for Chinese Politics and Business, voices concerns of experts who think that the $585 billion stimulus and the doubling of lending this year, increase in exports by a third last month, all point to an economy that is expanding too quickly. Kennedy says that no one defies economic laws, that eventually endless growth can get get you in trouble. The concern is whether the overexpansion of credit and the size of the stimulus may have led to overreaction in stimulus spending. People's Daily newspaper of China said that China's leaders are moving much faster than leaders of developed nations. But the flip side of this is that in the rush to increase spending there may be a lot of wasteful spending resulting in many bad loans a few years from now.

Europe has something that is just as bad as subprime mortgages that have troubled the US, its the bad debt of European banks to Eastern European emerging market countries. This plus the high indebtedness of companies in Western Europe is creating serious problems for the economies of western Europe. In addition to the property bubble in Ireland, the UK and Spain, Germany is facing falling demand for its exports as a result of the steep descent of the global economy, especially China. As a result of all this the EU is facing a problem of the magnitude of that faced by the US, if not worse. In much of Europe especially in Germany and the Eastern European countries what generates growth and jobs is exports. Three quarters of the cars made in Germany are exported, and many of the parts used in BMW's and VW's come from plants in the eastern european countries, some form Slovakia, Poland and from plants elsewhere in Eastern Europe. With the collapse of some Eastern European economies and serious problems in others these markets are shrinking. The same thing is happening to exports from Eastern European countries where factories there manufacturing goods for Western Europe are closing. And banks in the western European economies like UniCredit Group of Italy, Germany's Commerzbank, and Belgium's KBC Group have large loans outstanding in the eastern European countries to companies and consumers. And some of these countries have run up huge current account deficits. Bulgaria the deficit is 20% of GDP. Increasing the risk and hitting consumers in the east is that banks issued low rate mortgages and other laons in euros and swiss francs. With the Hungarian forint, Romanian leu, and other weaker currencies seeing big drops, the cost of repaying these loans has jumped. Instead of consumers being overstretched from overspending as in the USA, or facing foreclosures, these consumers are facing huge loan repayment problems from borrowing in other currencies. Morgan Stanley says more than half of the private debt in Hungary, Romania, and Bulgaria is in foreign currency. And customers in Eastern European countries owe foreign banks loans equal to one third of their combined GDP, according to the Bank of Internatonal Settlements. A lot of these loans could end up turning into bad debt if the economies of Eastern Europe deteriorate further as consumers there pull back, factories close and job losses mount, and currency values drop even more. This would create huge problems for Western European banks and restrict lending in Western Europe as these banks make fewer loans creating more problems for Western European economies, in the same manner as ricotcheting effects have done in the USA....

The fragility of the financial system is cited as one of the risks for China by Standard & Poors, and by the IMF in 2014. After 2008 total debt including government, corporate and household jumped by 100% to reach 250% by 2014, according to the Economist. The complacency, poor statistics showing bad debt at low levels, the tendency for local governments to continue old practices, dependence on the state to pick up the tab when companies run into losses, or for bad debt at banks, papering over bad loans with new loans, and corruption with close connections between state owned companies and the state, create a situation in which this problem continues to grow.

No question about it there is herd behaviour, as one of the research analysts points out. Almost $10 billion raised in a Bank of China IPO. For retail investors this is oversubscribed by as much as 80 times and oversubscribed for instituional investors by 20 times. And China's banks lack transparency about the amount of bad loans on their books. Estimates of Ernst and Young and OECD suggest huge amount of bad loans still on the books. IMF analysis by Richard Podpiera as cited in the NYT suggest that the lending to favored parties continues unabated. The Russians are catching on about doing IPO's for their oil companies.The OECD estimate cited by the NYT is for another $203 billion needed to be injected in the banking system by China.

Krugman points to the economic muddle that China is getting itself into. He says one way of looking at what is happening now with high inflation is that inflation is the market's way of undoing the currency manipulation that China has engaged in. By following aweak currency policy to protect export interests China has created an artificially high trade surplus. But this is now turning into a lose-lose proposition for both China and the US as market forces push wages and prices up, whittling away at any competitive advantage of China's weak currency policy. He says some estimates he has seen show that Chinese undervaluation could be gone in two or three years. Chinese consumers are asked to accept interest on savings limited to 2.75% and below inflation, with the spread designed to help banks earn their way out of bad loans made during the stimulus lending binge of 2009-2010. What is happening is a massive allocation of capital away from consumers to lending for state owned companies that have created overcapacity in many industries, and use part of this capital to engage in real estate speculation. Krugman says China may be on its way to some kind of crisis with collateral damage to the rest of the world as it is a major importer of commodities from Canada, Brazil, Argentina, Australia, and a major importer of high tech goods from Germany and the USA....

The Economist points to a second hit from bad debt in the post 2008 stimulus binge of spending in China. This is after an earlier hit, that was absorbed as a result of high growth rates and high savings. About $420 billion was injected into 5 state owned banks since 1998, according to one estimate, as a result of the first hit to China's banks from bad debt. In this second round of bad debt, covered in more detail by David Barboza in the New York Times, and merely alluded to here, many bad loans to infrastructure projects were rushed through by local governments. The Economist considers this one of the successes of the state directed banking system, that loans were quickly made and projects started in the post 2008 crisis period; and expresses the view that this hit will be absorbed just like the last hit. However the more detailed account by David Barboza and in Business Week, points to the working of a system of incentives gone astray in a capitalist system without the necessary controls or regulation. Local governments used investment companies to take on loans, which were then used to prepare properties to be auctioned off at a profit and speculative prices to state owned companies in different industrial sectors. This is part of rampant speculation in China in real estate markets. Can China with its high savings and growth absorb a second hit? This depends on the magnitude of the hit and the size of the bad debt, which depends on how long this speculative market continues to operate, and how bad debt is hidden in the books. The difference this time is that large state owned companies in different industrial sectors are engaged in this speculation. The other difference is that the high growth rates in China depend on continued large trade deficits with the USA and Western Europe, something which is not likely to continue for long, as consumers in Europe and the USA with high debt are becoming cautious spenders. This suggests that China, like the US with the mortgage crisis, faces the same effects of unregulated or uncontrolled speculative behaviours, that can endanger the banking system....
