The Obama Center in Jackson Park, Chicago, is a 20 acre complex opening on June 19, 2026, built by Todd Williams Billie Tsien Architects. The Obamas chose land that was once use for the World Columbian Exposition World Fair. Using public space was controversial, made up for by a new branch of the Chicago Public Library, a basketball court and playgrounds. The most controversial part is the Obamalisk (obelisk type) tower which is as dour as one can get. One of Obama's speeches with letters on the tower top the architect says is not legible, but thats just fine he says, as if it is empty rhetoric. Or as Kennicott says just rhetoric, ornament, did all those words 17 years back really matter or were they merely oratorical good vibes. So much has happened since then that Kennicott rightly looks at the new Obama Tower with skepticism of what Obama ever accomplished. In healthcare the Obamacare plan is now not working or being replaced. Obama continued the wars Bush started, were they really that different.  At every turn from the entry there are questions like this. At the entry itself with the Declaration of Independence there is a display of unequal treatment, questioning the very experiment of Jefferson, Washington, by placing their formative ideas for a new society that had already been born in Britain with the abolition of slavery in 1772 with Somerset vs Stewart. Ben Franklin forming the Abolition of Slavery Society in Pennsylvania as early as 1775 and becoming its president in 1787. None of the founders get any credit for envisioning a different society, than they had to live in, and which even Abe Lincoln struggled with from 1850's till the Emancipation as way to win the Civil War. The entry to the Smithsonian has done the same. Yet it is this same document the Declaration which says "All men are created equal and they are endowed by their creator with some inalienable rights, life liberty and the pursuit of happiness,"  that has inspired  and given new hope to hundreds of millions of Chinese and Indians, Africans, and other Asians by 1900 and 1950, the vast majority of people on the planet. Philip Kennicott of the Washington Post asks the questions over and over in this report-  was America sleeping when it should have been alert? Lighthizer and Jamieson says this on this page that 5 million jobs were lost, economic growth was down by 1% to 2% instead of 3% of the period 1960-2000, and $20 trillion in America's wealth transferred overseas by the combination of Bush-Obama in the 2000-2020 period, manufacturing decimated, wages stagnant, America's working class communities destroyed, all the while this high minded rhetoric went on. As Kennicott says the period of rhetoric and oratory is gone, in the past, the presidency merely decades of decadence of America's elites as Marco Rubio says in a new book. ...

This Summit builds upon the previous two Summits held in Copenhagen in 2022 and Stockholm in 2018. 2. The Prime Ministers noted that they are meeting at a time of global geopolitical flux and rapid economic and technological transformation and agreed on the need to deepen the partnership between India and the Nordics for mutual benefit based upon shared interests and values and to cooperate in addressing global challenges. In this context, they decided to elevate the India-Nordic relationship to a trusted Green Technology and Innovation Strategic Partnership. 3.  As leaders of vibrant democracies and large open market economies, they underscored their shared interest in fostering a robust and resilient global order based on international law that promotes peace, stability, inclusive economic growth and sustainable development.  4. They reaffirmed their commitment to upholding international law, shared values and obligations including democracy, freedom, human rights, gender equality, rule of law, respect for sovereignty and territorial integrity and international peace and security in accordance with international law, including the United Nations Charter. 5.  The Leaders discussed international peace and security including the conflicts in Europe and the West Asia/Middle East. 6. They discussed opportunities for collaboration in trade and investment, blue economy, circular economy, digital infrastructure, digitalisation and artificial intelligence, climate action and energy security, fighting pollution, water, research and education, talent mobility, healthcare, space & geospatial sectors and defence. UN, multilateralism and international cooperation 7.   The leaders reiterated the importance of an effective multilateral system, with the United Nations at its core. They confirmed their commitment to work towards reforming the UN, including the UN Security Council, to make it more representative, inclusive, transparent, efficient, accountable, effective and reflective of the contemporary geopolitical realities. The Nordic Prime Ministers reiterated the support of the Nordic countries for permanent membership for India in a reformed and expanded UN Security Council. The Nordic leaders welcomed India’s application to the Nuclear Suppliers’ Group (NSG), and emphasized the importance of the international multilateral export control regimes in upholding non-proliferation and international peace and security. Trade, investment and economic cooperation 8.  The leaders emphasised the importance of a continued central role for the World Trade Organization in the multilateral trading system and global trade governance. They underscored the importance of a fair, open, transparent, equitable, non-discriminatory, inclusive and rules-based multilateral trading system, with WTO at its core. 9.   They acknowledged the significant economic exchanges in the form of trade and investments between India and the Nordic countries in promoting sustainable economic growth, prosperity, circular economy, bioeconomy, sustainable development and supply chain resilience. 10. To facilitate trade and investments and contribute to the objective of sustainable development, they particularly welcomed the entry into force of the India-EFTA Trade and Economic Partnership agreement and the conclusion of the India-EU Free Trade Agreement. The leaders also welcomed the active business exchanges in the margins of the Summit and highlighted the need of continued business exchanges to identify opportunities. Greg Ip says what a difference US policy under DJT has made for energy independence and for exports. US economic growth is affected only slightly as it exports oil and LNG. Forecasts by Citi revised for the US for economic growth by only 0.1% downward for the Iran War, for the European Union by 0.4%. EU spends 1-2% of GDP to get imports of LNG and oil. US gets 0.2% of GDP for the oil and LNGit exports.  The US is in a strong position with oil policies to increase production and there is also additional supplies from Venezuela that can be added to replace Persian Gulf supplies. Which is why DJT can tell the world and the Europeans, Japan and China to get their own oil and do the job of opening Hormuz because US does not get any of its oil and LNG from Hormuz straits. In 2025 EU gets LNG from Norway 89, US 81, and Russia 37 in billions of cubic meters of imports for total in 2025 of 207 down from 257 total in 2021 because of conservation. US LNG will increase as US sells more LNG to Europe in 2026 and 2027 and reduces the little it imports from Russia. EU is doing a good job of conservation that the US can adopt to export even more to India and Japan replacing some of the supplies from the Persian Gulf nations. ...

About 5.7 million Americans fewer Americans were on payrolls in July 2021 even as the unemployment rate drops each month and job openings increase. There is a mismatch between job seekers goals and job openings. The service sector, especially in hospitality and leisure industry, is not seen as a favored goal by some job seekers because of its precarious nature and uncertainty of income security, health risks, during the pandemic. Job seekers were looking for stability in income, health and other goals. The US added 943,000 jobs in July 2021, yet this gives an incomplete picture of the health of the jobs part of the economy.

The Labor Dept. shows U.S. job vacancy rate of 2.6% and 3.5 million job openings at the end of Feb. 2012. This was an increase from three million in the prior year. The job vacancy rate shows job openings as a percentage of total U.S. jobs. The large and increasing number of job vacancies suggest that there is a mismatch of skills that will take a long time to be corrected and a slower decline in the unemployment rate.

The Indian prime minister has ordered that a million job vacancies be filled in the next 18 months. About 21% of job openings in the Central government have not been filled says this report in The Indian Express. According to the Annual Report of the Department of Expenditure 21.75% of the 4.1 million sanctioned posts were vacant as of March 1, 2020. It is these and other additional jobs that will be filled in mission mode. Jobs are vacant at all levels of the different departments and ministries and regions.  About 92% of the positions are in the departments of Railways with 40%, Home Affairs with 30%, Civil Defense 11%, Postal 6% and Revenue 3%. Of the employees Indian Railways had 1.25 million on March 1, 2020, and 1.20 employees on March 1, 2022. The pandemic had the effect of restricting hiring of people needed. With the expansion of the economy the hiring for government has not kept pace. In the Armed Forces, for the Army no hiring took place in 2020 and 2021 recruitment years says this report in Indian Express.  There are calls at public meetings including at Defense Minister Rajnath Singh's rallies for "sena bharti chalu karo" to start recruitment drives for the army, navy and air force. The government is responding to the public's demand for recruitment to begin as the needs of the government grow and the economy grows, to keep pace with it. ...

The US state of Nebraska has 69,000 job openings and only a third of that in persons looking for work. After Nebraska at 1.3%, the unemployment rate is lowest in Utah at 2.2%, and in Idaho, South Dakota, Oklahoma, all with unemployment rates of below 3%. The US unemployment rate is 4.6% in October 2021.

Factors deterring people from looking for work in the US are fear of coronavirus, child care responsibilities especially for mothers, a desire for work-life balance, desire for stable employment with decent incomes, retiring early, and people moving away from restaurant, hotel, travel and entertainment industries that are hard hit during this pandemic. A sign of how this mismatch between demand for workers and the supply is happening is the national "quits rate,"  a measure of workers leaving jobs as a share of total employment, which is at a record rate of 3%.

This WSJ report shows how a record 4.4 million American workers resigned from their jobs in September 2021 alone. WSJ shows map of US with the states where this is happening marked with "I Quit." States with the largest quit rates have large share of employment  in food, restaurant, hotel and entertainment industries- Hawaii, Montana, Utah, Oregon, Colorado, New Hampshire, Louisiana. In the northeastern states the education sector which accounts for a larger share of employment the quit rate has risen at the fastest pace since January as shown in the Labor Department numbers. For years wages, benefits and working conditions in the food, restaurant, grocery store, hotel and entertainment industries, supply chain logistics, lagged behind, exacerbating inequality and widening the income gaps between working class Americans and the professional and other classes. Increases in minimum wages lagged behind the cost of raising families, rent and grocery bills. Professions such as nursing, children's education, critical to the nation's health were also left behind in wage increases as the tech boom rewarded different sectors in outrageous ways worsening the social divide and creating pools of income scarcity and income abundance in indiscriminate ways. The pandemic is changing all this. Workers in states with higher proportion of workers in these sectors of the economy are saying "I Quit," as they seek better opportunities elsewhere and better working conditions. The checks to working class Americans in 2020-2021 as aid for the pandemic, the child credits, investments in affordable housing, child care, early childhood education, and other aid in the Biden Families and Workers plan are giving workers for the first time in decades the right to choose better working conditions and incomes over worse working conditions and incomes that were set without regard to their role and contribution to the welfare of the whole country and people.  After the lockdowns in the northeastern states, States such as New York, Massachusetts, New Hampshire, Rhode Island,  with higher vaccination rates and rebound in the economy are seeing higher job openings. This is making it possible for workers in the northeastern US to quit jobs in educational services and other sectors  for better paying jobs, better working conditions, remote work options, and improved work-life balance. ...

He points out that monetary policy can only do so much, in effect reducing expectations that the Fed can by itself tackle the problems stemming from the economic crisis of 2008, the overleveraging of the U.S. consumer and the banking sector, and the problems in housing. A Labor Department report shows 13.7 million unemployed in April 2011, and 3 million job openings at the end of April 2011. Bernanke forecasts growth in the second half will be "uneven" and frustratingly slow for reducing unemployment.

China chooses periodic blockades or air-sea coordinated exercizes around Taiwan's 12 mile waters as a strategy to respond to US Indo-Pacific strategy of keeping lanes of sea traffic and navigation on oceans open to all nations. This is seen as less risky than an outright invasion. Military exercises in August 2022 are seen as preparing for such a strategy.  The US is the destination for $541 billion and Europe $521 billion in products Made in China in 2021, which make China the manufacturing powerhouse in the world. Without the export of $1 trillion in Chinese products thousands of factories and millions of Chinese workers would remain idle. It is unbelievable that China is risking so much with its Taiwan policy with no idea of what the consequences would be years from now. It took China three decades after the gradual opening by 1990 and a willingness on the part of American and European governments and business to give up much of their own manufacturing leading to loss of jobs in communities across both America and Europe and much pain from this loss, for China to get to $1 trillion in exports. This situation may never come back as the supply chains shift and jobs return home and to countries that are becoming competitive in infrastructure and capabilities in Asia. Such competition between nations is not unknown as it was with Imperial Japan in the Pacific just 100 years back. The US maintains its position as keeping navigation on the oceans of the world open and rule of law, and it is on these foundations that China was able to get the strong manufacturing and exporting position it has now that no nation has enjoyed in history to this extent. Only the British come close in the nineteenth century. So much of China's progress in the twentieth century was a result of cooperation and support from America, from the first university Tsinghua in Beiijing, to the war against imperialist forces of Japan, to the rebuilding of China's manufacturing and technological competitiveness with American business cooperation. ...

The educational system in Italy suffers from the same problems as the economy- a strong tendency to exclude young people who can bring new energy and new skills to the classroom or the workplace. New teachers are made temporary working at lower salaries with only 1 year contracts. The average age for teachers is 50. A teaching exam for new positions would normally be held every 3 years. The Education Ministry simply postponed this and the exam held in 2012 is the first since 1999. Upto now hiring freezes and budget cuts were common. The exam held in 2012 attracted 321,000 applicants for 11,500 job openings. Young people in other professions such as law who were stuck in temporary work also applied. This also reflects a high unemployment rate of 14% for people ages 24-35.

The pandemic and ensuing lockdowns, unemployment in the US separated workers from their jobs just long enough to give them a chance to rethink how bad their jobs, incomes, and working conditions were before 2020, says this expert in the NYT. The aid to unemployed workers through long term unemployment benefits, moratorium of rent payments, direct money to households, gave workers enough financial room to make the choice not to go back to poor paying jobs with huge contact risks from coronavirus in the restaurant, fast food franchise, travel and entertainment industries, related industries.  With the Biden administration investing in child care, maternity leave, care for elderly leave, new opportunities for relocating and looking for work were opening for women, and for men who had stuck to old jobs and put up with lousy conditions because of a lack of alternatives. Biden administration's Families and Workers Plans, the effects of the pandemic, helped to shape a new culture of what was possible for workers- a sense that dignity in the workplace was part of culture in America. Restored by FDR/Truman and now again by Biden after two tech booms in the 1920's and the 1990's. A similar situation of a change in culture respecting the dignity of workers and of work is taking place in European Union as stated by SPD leader Olaf Scholz in his election campaign in Germany. Scholz is now incoming Chancellor replacing Merkel. European Union countries have better laws and rules in place for worker retention, and also better worker protections so that the great resignation that happened in America took place in a milder version. ...

Unemployment in the U.S. will be hard to bring down with the mismatch in skills for new jobs created. The National Skills Coalition, which works to promote job training, says in a report that 46% of the jobs in New York state in 2009 were in the middle skills category, and only 39% of New York workers had the skills for these jobs. Mid-skilled workers are workers with a high school diploma and training, an associates degree or vocational training. The problem is that students from public schools and community colleges who are not prepared with mid-skills and training, or lack a two year degree, are not prepared for these mid-skilled jobs in health care, transportation and other fields. This report says 40% of new jobs created in New York state will be for mid-skilled workers. In the low skilled workers category there is downward pressure on wages because there are more workers than jobs- 21% of new jobs are low-skilled and 23% of New York workers are low-skilled, according to the report. The problem is serious because funding for training programs has been cut over the years, and at the same time government policy- including that of the Obama administration- has focussed on getting people to college. Less attention has gone to training programs and vocational education. This at a time when a college education has become costly and difficult for families....

The growth in U.S. GDP was 1.7 % in 2011, yet unemployment dropped by 0.7% in the last 12 months to 8.3% by Feb. 2012. A pickup in hiring is seen in job figures. Christina Romer gives as an explanation to the rise in unemployment in 2009 to 10%, more than expected, and the drop since then, to the overreaction of companies to the financial crisis by laying off workers and freezing hiring- with hiring picking up as conditions return to normal levels. The unemployment rate as defined is also not an accurate measure of the jobs situation, as it reflects only workers who are looking for work, and many workers drop out of the jobs market when they are discouraged especially the long term unemployed. Taking into account people who have dropped out of the labor markets the unemployment rate was 11% in Nov. 2009, according to Luce in the Financial Times- in Ezra Klein, Washington Post 12/12/2011, Wonkbook: Real unemployment rate 11%. Lawrence Katz, Harvard Labor economist also cites this as one of three jobs crises in unemployment today that need to be addressed, the other two being: foreclosures and debt, and the low number of jobs added because of automated manufacturing- in Friedman, NYT, 12/10/11, The Next First 100 Days. Explanations for the low GDP growth as unemployment declines is a likely productivity slowdown. Prof. Robert Gordon of Northwestern University, sees a slowdown in productivity. Worker output for every hour worked, how productivity is measured, increased only 0.4% in 2011 and 0.9% in the last 7 quarters, and is trending downward in the longer term. A more likely explanation is that unemployment is still at higher levels but is understated in unemployment figures....

China after American and European offshoring of supply chain and manufacturing over three decades is going through a rapid reversal. People to people contacts are also falling off a precipice as it were, showing how badly structured efforts by business focused on profit and not people to people fail miserably, hurting the long term prospect of peaceful cooperation. Foreign Investment that was $100 billion in the first quarter of 2022 is now $20 billion. Tourism down by about 80%. At Zhangjiajie National Park goes from half a million foreign tourists to 50,000 last year. It is typical of this staggering change.  People are not going from America and Europe to China unless they have to. It shows the complete failure of a purely business relationship such as offshoring manufacturing when it hurts workers and families in America and Europe, who turn against it leading to a free fall in relations. American and European business and the governments allied with it failed in this sense to build a world of better interpersonal relations between Asia and the western world. China's experience with industrialization and modernization begun in 1990 is now a cautionary tale for other regions such as India and the Middle East that are planning their own modernization. Much of it happened less from a people to people relationship than from an effort by US business to seize the opening of China after Mao's revolution to offshore American manufacturing as if realizing a new opportunity without understanding its long term consequences for the American people. European business followed American business in this offshoring. It damaged the basic structure of the American and EU peoples based on locally based supply chains and manufacturing at home needed for strong healthy communities, leading to this situation today. The rancor and deeply seated discontent all across America and Europe from communities losing factories and the jobs and wealth coming from it from offshoring by business interests has created this situation.  ...

The Bureau of Labor Statiistics puts out a statistic each month, called the JOLTS for Job Openings and Labor Turnover Survey, which shows how many job openings there are in the US. This statistic stood at 2.2% for February 2009, down from 3% in Feb 2008, and this is 2.2% of all the jobs in the USA, which comes to about 3 million. The Conference Board's report shows 3.2 million online advertised vacancies as of March 2009. The odd thing is that there are so many advertised vacancies when the unemployment rate has shot up in the same year from 4.8% to 8.1%. The implications are serious. First there is a mismatch in qualifications. As jobs are lost in construction and the financial industry and in retail, new jobs are appearing in health care, education, government and accounting. This structural shift is happening quicker than the market can respond, or faster than labor retraining has time to respond. And compounding this the severe housing market leaves people unable to sell their homes and move. This makes for a less mobile labor market than the US has had in the past. With the government stepping in to ease the burden of unemployment there may be even less incentive to move. And those that move will have to accept the lower pay in new careers , and employers will have to settle for imperfect fits in filling vacancies. To reduce the mismatch in qualifications governments will have to ramp up their job retraining programs. ...

The problems Brazil faces with a sea of liquidity from developed countries with low interest rates going to emerging market countries with higher interest rates. Brazil is taking steps including a recent cut in interest rates to stem the flow. But interest rates at 12% are still too high not to attract business people in the carrying trade who borrow at low rates in the U.S. and Europe and invest the money in Brazil. The foreign direct investment has also increased. The result is an artificially overvalued currency- by as much as 36% since Jan 1, 2009 according to analysts- which hurts exporters and job creation in Brazil, as it becomes cheaper to import products than manufacture at home. Workers from VW recently protested in Sao Paulo as imports of cars are up significantly and there is a fear of job reduction at VW plants in Brazil. Brazil's automakers association estimate is for car imports to make up 25% of all cars sold in Brazil in 2011. This compares with 5% of cars sold being imported in 2005. It also shows up in production statistics. Brazilian industrial production declined by 1.6% in June 2011 from May. The cost of inputs are increasing rapidly for labor, raw materials, transportation, making Brazil a costly place to do business. The cost of living is now higher in Sao Paulo than in New York city. Cynthia Benedetto, the CFO of Embraer, a large Brazilian aircraft maker, says she always thought since she was a little girl that Brazil was the place of the future. But its deceptive now that the future is here, because this euphoria of progress could be shortlived. Embraer is investing in technology to reduce labor costs and is opening factories overseas. Bombardier, one of Embraer's competitors from Canada recently announced plans to build a manufacturing plant in Mexico. Brazilian president Rousseff is aware of this, and told Latin American leaders in Lima, Peru: "we have to defend ourselves against this immense, fantastic, extraordinary sea of liquidity that finds its way to our economies in search of returns that it can't find in its own." At the same time Rousseff has election promises to fulfill that require larger spending and for which the capital inflows are convenient but could prove erratic- for social welfare projects, and for infrastructure spending in advance of the Olympics. Turkey is seeing a similiar situation with booming consumer credit sustained by capital inflows even as its manufacturing competitiveness has remained weak. ...

Paul Krugman describes the situation of slowing inflation in America and the prospects for president Biden in 2024. In just a few months since the midterms inflation is receding. Shoppers are showing resistance to price increases in retail stores. The Fed under Jay Powell has taken a resolute stand against inflation slowing inflation in house sales and rental, in automobile pricing and other sectors of the US economy. New investments under the climate change bill passed in Congress and the CHIPS and Science Act, Inflation Reduction Bill, mean more factory openings and jobs in America. The U.S. government has spent $18 billion on training and job-search programs, with 47 programs offering training for the year ending Sept. 2009, according to the Government Accountability Office. President Obama proposed spending $8 billion more over 3 years to train 2 million people for new jobs. In addition there are state and local programs which get federal funding. Lawrence Katz, a Harvard labor professor says the money is given out on a haphazard basis and does not have a good track record of matching the training to the job openings. Part of the problem is that the government leaves it to state unemployment offices to evaluate labor markets and help trainees decide on professions to prepare for. A better approach is now being take by getting employers to offer on-the-job training. This approach is being adopted by community colleges and the Labor Department to improve matching of skills training to job openings.

The Harz labor reforms in Germany in 2003 changed the way unemployment was treated. The idea was to get the government to work more closely with private employers through several initiatives to fund jobs that did constructive work within these companies. This helped reduce structural unemployment because of the almost indefinite unemployment benefits that existed earlier, reducing it from 12.7% in 2005 to 7.1% in November 2008. In November 2009 even after a year of recesion it stands at 8.6%. Are there lessons for other countries in the German experience? THe Harz reforms directed the German Labor Agency to work closely with private employers to fund newly created jobs. One such program paid a Dutch staffing agency Randstad to teach 15,000 Germans information technology, business English an other skills. THe Labor agency funds jobs at a Daimler truck facility in Worth, near Stuttgart, where short term employees instead of being laid off work as mechanic trainees. Another initiative pays parts of the wages of workers hired from those who are jobless, so that the costs of retraining are shared by the government and the employer, making it more attractive to take a chance and go out and hire. And if you lose your job the Harz reforms made it possible to get unemployment benefits for an additional 6 months, if you went out and started a small business. Like the case of an employee who worked at a Kawasaki motorbicycle dealership, who started his own bike repair shop. There are political pressures to extend unemployment benefits as the recesssion becomes more severe. And the structural mismatch in jobs going unfilled, and the number turned out by universities is still a problem. One study by Adecco Institute, shows 29% of large German companies having trouble filling technical jobs, which is why these companies try to keep all their experienced employees....

The return of the old Mubarak regime, with the bureaucracy, military and provincial loyalists supporting Mr. Shafiq as the presidential candidate. Shafiq was former commander of the Egyotian Air Force, the same branch of the military to which Mubarak belonged. The driector of the Carter Center in Egypt, Sanne Van Den Bergh, says the Egyptian military and government had imposed the most severe restrictions on independent election monitors compared to any other election it has monitored. Monitors could not stay at a polling station for more than 30 minutes, were not accredited in advance, and were not allowed to observe the totalling of votes at Cairo headquarters. Levinson describes how the old Mubarak regime loyalists and the military planned the operation. He describes how this has similiarities to what happened earlier, when the Mubarak regime under pressure from the Bush administration made openings by allowing the Muslim Brotherhood to contest elections and then clamping down to maintain control. The entire old system of the Mubarak regime, in business, the military, the bureaucracy, and in the provinces, with all loyalists owing their jobs and economic prospects to the regime, remains intact and has not changed since the democracy protests in 2011 and parliamentary elections. It has not made the transition to a new democratic process in Egyptian life, and has little to lose from making an effort to return to the old regime. With the military remaining above the constitution and run by members of the old Mubarak regime, democratic processes have fragile prospects. With the failure of the old regime to generate the economic opportunites and investments needed in agriculture and industry, the problem is how Egyptians can build an economic future, the alternative being falling further behind each year....
