Jane Spencer interviews Lenovo CEO, Bill Amelio. Amelio throws light into how a company can best operate in China and reach out to a global market. Consider the way Amelio recruits Chinese talent working in the local language, and how he works with Chinese managers who tend to be more reticent on issues and opinion. Amelio is unique in his approach to hiring Chinese managers and building a bench with deep talent. He has abandoned what he calls the "colonial approach" of hiring with expat executives interviewing in English for managers in emerging markets. He says its a good idea to leave the English filter out to get more talent. Instead he has English language classes for the hired managers to help them improve language skills. Amelio talks about Lenovo's approach to the U.S. and other international markets as it competes with the likes of Acer and Dell. Amelio headed Dell's Asian operations prior to this position. Lenovo is testing ideas for giving low cost access at $100-$150 to people in India and China. The way this works is for Lenovo working with Intel and Microsoft to reduce the cost by 50%. For the bank to have half the ownership and the customer paying for the rest. Customers would buy cards for 10 hours of computing, and buy the computer back from the bank through regular use. Lenovo's strategy is to go after small and medium size businesses and consumers to increase market share in the U.S. and Europe. To do this it is using soccer star Ronaldinho and basketball stars to give Lenovo visibility as a brand. In other areas, Amelio has brought Dell managers to Lenovo to improve the supply chain management, an area Lenovo needed to improve....

This report in the NYT says Hillary Clinton has studied policy briefings, academic papers and taken advice from 200 policy experts, including experts from Bill Clinton's administration such as Alan Blinder, all in an effort to define her own policy positions on issues facing the U.S. This happens at a time different from the period of slow growth when Bill Clinton ran against George H.W. Bush. Since then middle class families face the added problems of not being able to keep up with the rising cost of college education, health care, child care, low interest rates on savings and volatile markets dampening savings growth. For working class Americans in the middle class during Bill Clinton's time in office the problems take the shape of a sharp decline in the manufacturing wages that once supported a middle class life in industrial states of the midwestern U.S., with global competition doing the damage, and few solutions available except improving technology and technical skill of the workforce to compete in higher end products. Consider the points made by Janet Yellen, the Fed chairwoman at a Boston Fed conference in Oct. 2014- Fed information for 2013 showing the average net worth of the lower half of American families representing 62 million households is $11,000. Only this conceals the situation facing one fourth of these families who have zero wealth or negative net worth, and a significant fraction owing more on their homes than they are worth. Hillary Clinton told a audience at the New School in Greenwich Village in New York, this is the defining economic challenge of our time. " We must raise incomes for hard-working Americans so they can afford a middle class life. This will be my mission from the first day I'm president to the last."...

This WSJ editorial on the sliding scale with lower capital gains taxes for investments held for a longer time frame proposed by Hillary Clinton, says there is no economic theory that shows one or two year investments are worse than longer term investments, and says investors who invest in startups and cash in after a year or two can then invest in other startups increasing investment capital. It points out that new startups are fostered better in an environment where capital gains taxes do not promote holding investments for a longer term. Hillary Clinton is calling for higher capital gains taxes on shorter term investments. The current rate is similiar to the 20% rate under Bill Clinton. George Bush lowered it to 15%, and president Obama increased this to 20% for couples earning more than $484,851 a year, and added a surcharge of 3.8%. Under Reagan it was initally 20% in 1981 and in 1987 as part of tax reform cutting the top income tax rate to 28%, it was 28%. Hillary Clinton's plan is for it to be based on how long investors hold their investment discouraging 1-3 year investment horizons- Year 2- 43.4%, Year 3- 39.8%, Year 4- 35.8%, Year 6- 23.8% or the current rate for the highest income bracket. Investments in infrastructure and long term research projects leading to new technologies and products require a longer horizon encouraging such investments. The Clinton plan appears to be a response to the tech bubble with investments in small tech changes and software improvements that have led to surging investment in startups in social media and other areas which have not yielded the productivity gains needed to support increase in wages- resulting in low productivity and low wage gains in the last decade....

The difficulties faced by U.S. presidents in their second term, making the second term look different from the first, with difficulty getting talented individuals to join and stumbles in policy or actions. The stumbles by Roosevelt in cutting spending at the wrong time, in trying to stack the Supreme Court with his choices as justices, the scandals of Watergate and the the Lewinsky affair for Nixon and Clinton, the accumulating financial bubble under George W. Bush and deregulation failures, and a similar lack of progress for other presidents. A particular problem in the U.S. is the election cycle that makes the incumbent president a lame duck by the beginning or middle of the third year as the country moves on. By the third year of Truman's second term the country had moved on and the fatigue effects were felt in the country. By the time he leaves a president is quickly forgotten- president Adams quietly left town as Jefferson took over with stark differences between the two; Truman quietly left for Independence, Missouri, as Eisenhower took office; Hoover left office to go into obscurity and a sense of failed policy as Roosevelt took over. Woodrow Wilson was very sick during the last years of his second term a fact not known to the rest of the country. In most situations the world and the country has moved on, the aura of an incoming president in his first term is gone. Most of the successor policies to shape the future, organization and creating a talented core of support are taking place during the second term and lame duck period of the existing president, with a new vision of the future being shaped and new realities anticipated....

Most Americans pay less in taxes, including state, local and federal taxes, today than in 1980 in inflation adjusted dollars. The taxes have gone down by 2-3% for incomes in the range of $50,000 to $150,000, and gone down by 3-4% for incomes between $150,000 and $350,000. Taxes have gone down over 7% for incomes above $350,000. The main reason is the decline in federal income taxes.Tax rates increased in the period to 1990 and declined from 1990 to 2010. The Democratic party and president Obama are pushing for increase in taxes for incomes above $250,000. Republicans are resisting the changes citing disincentives to investment and growth for small business which generates a large proportion of new jobs created in the U.S. economy. The New York Times study shows the percent of the U.S. population that makes between $200,000 and $350,000 almost doubling in the period 1980-2010 and at the same time its share of the U.S. income remaining the same - many small business owners who hire employees would fall into this income category. Republican's response is for tax reforms that reduce loopholes, deductions and other tax expeditures that disproportionately help the wealthy. Democrats say this cannot create enough revenues to address the deficit, when mortgage deductions, charitable deductions are excluded. The back and forth is leading to stalemate but also opening up discussion for the first time on whether the mortgage and charitable deductions make sense in today's environment. A significant portion of revenues lost in the mortgage deduction goes to affluent households, subsidizing larger borrowings to build larger homes than otherwise, according to the Brookings Institution. Politicians have resisted changes that would go against powerful lobyying groups in the past, yet the impasse has opened up new thinking outside the box because of the pressing need to come up with a solution....

Mario Monti, the new prime minister of Italy, is taking on one of Italy's toughest problems, a pervasive culture of tax evasion. The loss to the economy is not measured ony in terms of the loss of money to the Treasury, which one estimate puts at $340 billion a year. This burdens companies and the manufacturing sector with higher taxes and reduces investment in new plants, research and development, capital equipment, which would increase jobs. By encouraging this culture of tax evasion Berlusconi undercut and jeopardized his own plans to bring new economic growth to Italy. Berlusconi prevented allegations of false accounting against his companies by passing a law through parliament that made reduced penalties for false accounting. In Italy one saying goes that "only fools pay." In a country of 60 millon people only 394,000 people earn an income of more than $135,000 a year. "Evasion totale," referred to in newspapers in Italy is about total evasion by some owners of large property. One effort in parliament is to introduce legislation that would require the use of debit or credit cards, electronic transfer or other similiar methods of payment for amounts above a certain amount- with one of the amounts proposed being 100 euros. A recent poll by Demopolis showed that 73% of Italians polled want to see strong action to prevent tax evasion. This is also a strong reason why Monti, Draghi at the ECB, Bundesbank officials at Germany's central bank, and German chancellor Merkel, do not see the ECB's large scale buying of eurobonds by essentially printing money as a solution to eurozone debt problems- it puts off taking the neccessary and essential steps for reviving eurozone economies....

Fairclough describes the experience of Poland inside the EU, but with its own currency, the zloty. Poland's per capita GDP measured by purchasing power was half the EU average in 2006, it is about two thirds in 2011. Growth is expected at 4% for 2011. Poland manufactures goods using lower to medium technological inputs, such as furniture, shoes, and processed foods. The zloty has declined in value by 25% since 2008. This gives Poland a competitive edge in exports. Additonal factors are cited by one manufacturer of furniture, Forte Manufacturing, as helping it remain competitive- ability to close one of five plants, investing in improved machinery to increase productivity, quality and just-in-time deliveries, computer guided machinery, and ability to run his plants on weekends. Central bank governor, Mr. Belka, points to competitiveness as a critical factor for comfort in the eurozone. Limiting budget deficits to 3% of GDP, and the Maastricht criteria isn't all it takes. Also needed is modernizing and improving the economy, and modernizing the banking sector, says Belka. Poland does not have the debt problems of some eurozone countries because of a constitutional limit on government borrowing and deficits. Belka says Poland benefits from having its own monetary policy, ability to adjust interest rates, the zloty able to depreciate against the euro, and not having to share in cost of bailouts. There is considerable opposition in neighboring Slovakia for having to bear the cost of bailouts. Recent surveys show declining support for adopting the euro in Poland- a Sept 2011 poll showed support at 29% compared to 38% in mid-2010, opposition increased from 47% to 53%, in a poll conducted by the Polish Finance Ministry. Risks for Poland are that 75% of the country's banking assets are owned by foreign financial firms, and the potential for a spread of the eurozone slowdown with lower demand. ...

The European Banking Authority has worked on an exam for European banks since October 2011- separate from earlier stress tests- to determine the capital shortfall at banks arising from potential losses on bank holdings of sovereign debt. The EBA says banks in the eurozone will have to come up with 114.7 billion euros in new capital by June 2012, to meet reserve capital requirements for core Tier 1 ratio of 9%. The EBA looked at bank holdings of European government bonds as of Sept. 30, 2011. Loss rates for government bonds were applied at current market prices for the debt, and banks that fell short of the Tier 1 capital ratio of 9% were identified. This is different from the stress tests in that the stress tests were designed for banks to withstand deteriorating economic conditions, where a range of losses were applied to test for resilience. Spain and Italy have capital shortfalls of 26.2 billion euros and 15.4 billion euros respectively. Germany has a capital shortfall of 13.1 billion euros, France 7.3 billion euros, Portugal 6.9 billion euros, Belgium 6.3 billion euros. Banks have till January 2012 to show how they will come up with new capital. EBA officials will ask banks to do this without restricting lending. Germany's Commerzbank has a 5.3 billion euros capital shortfall, and may need government funds. Italy's UniCredit SpA plans to make a 7.5 billion euro share offering to its existing investors which will address most of its 8 billion euro shortfall. Spain's Banco Santander is divesting assets in Brazil, Colombia and Chile to meet a 15.3 billion euros shortfall. France's BNP Paribas and Societe Generale have shortfalls of 1.5 billion euros and 2.1 billion euros, which they plan to meet by selling billions of euros of assets....

ElBaradei's father was a president of the Egyptian Bar Association. ElBaradei studied for his law degree and doctorate at New York University and was an adjunct professor of law at NYU. He joined the UN and wasn not the choice of the Egyptian government for the position of head of the UN Atomic Energy Agency. He was a compromise candidate supported by the US. As a young diplomat in the Egyptian Foreign Ministry he was part of the team that negotiated the Camp David Peace Accords with Israel. Because of his background, a nuanced understanding of ElBaradei is necessary to understand his criticism of the Obama administration's hesitant support of the protests, and his statements saying Egypt's foreign policy was a failure. For his role in the future ElBaradei says, all I want to do is share and deliver this country to catch up with the rest of the world." To understand what this means for a backward country like Egypt with a growing population of 80 million of mostly young people, which has failed to keep pace with economic progress in other parts of the world, see the article by Henando de Soto. Soto describes his effort working on a project for reforms in Egypt from 1997-2004 with the support of members of the Egyptian cabinet and the US Agency of Intenational Development, which were blocked in a cabinet shakeup by interests wanting to preserve the status quo. Failure to grasp this central fact that alone among large developing countries Egypt has failed to deliver on the rising expectations in the developing world, makes it impossible to understand Egypt. The unravleing of Borders bookstores chain in the US, after Borders management failed to anticipate and build on the new trend to electronic books and made a series of mistakes. Borders filed for Chapter 11 bankruptcy protection in early Feb. 2011. Its online strategies simply failed to come up with answers to the cultural trend to online shopping for books and buying e-book readers. A serious bad decision from which Borders never recovered was to transfer its internet operations to Amazon Inc. in 2001. Amazon quickly built up customer relationships with millions of customers. Other decisions followed which put Borders in an untenable position. Borders increased its debt from $159 million in 2001, to $554 million for the fiscal year ended Feb 2, 2008, using the money for overseas expansion and share buybacks, which did little to address the looming internet problem. By contrast Barnes and Noble took the opposite strategy of paying down all of its $667 million in debt. Borders has modest beginnings starting in 1971, when Tom and Louis Borders, started a small used bookstore. By the 1990's bookstores with tens of thousands of books in one location were changing the bookselling landscape, as smaller bookstores were closing. Borders was able to ride this wave. When the next wave hit in 2010 with the internet, Borders was unable to respond and went into permanent decline. A costly trip through bankruptcy court means Borders will have to close one third of its 674 Borders and Waldenbooks stores, and cut a large part of the 19,500 staff. This will mean customers shifting to Amazon, Barnes& Noble, Apple Inc. and Google Inc. Mike Shazin, CEO of Idea Logical Co, a New York consulting firm, says he expects 50% of bricks and mortar bookstores to go away in 5 years, and 90% to go away in 10 years. ...

Unemployment in Spain among people ages 16-24 is 42.9%. This is the highest rate in Europe, and it is double the overall rate of 19.3% for Spain. By comparison the overall jobless rate in the USA for workers ages 16-24 is up to 19.1%. Why this high an unemployment rate for young workers? Greece has youth unemployment rate of 25%, while Ireland has a youth unemployment rate of 28.%, and Italy 26.9%. The rate in Poland is 21.2%, down from 35% a few years ago. In Eastern Europe overall the rate is 27.9%. This puts Spain at a level higher than Eastern European countries where youth unemployment has traditionally been higher. Worse, this is a result of a spike in unemployment from 17% at the height of the boom three years ago, to the currrent 43%. Alfonso Prieto, deputy secretary general of employment studies at the Ministry of Labor and Social Affairs, says this high rate in Spain is a result of a disproportionate share of Spanish youth employed on temporary contracts. During the boom years a large number of young workers joined a culture of temporary work, with the term "mil euristas," used for workers on 1000 euros a month. With the economy in trouble these were the first people laid off. Low skilled and immigrant workers who lost jobs are also reflected in the statistics, as Spain witnessed an influx of millions of immigrants during the boom. Still worse the government is under tremendous pressure from the EU and bond markets because its budget deficit reached 11% of GDP in 2011, and austerity measures are being adopted. Spain is spending 30 billion euros in unemployment benefits, but the money is not doing much to prepare workers for jobs in new industries or new vocations for the future. ...

David Reilly warns that though the U.S. Federal Reserve's stress tests of U.S. banks showed they passed- including approval for dividends and share buyback- except for Ally Financial and Citigroup, this can be deceptive. True, the Fed used 13% unemployment and sharp drop in stock market prices as conditions. The problem is with capital ratios. The Fed used a leverage ratio of 3%. It should not be forgotten that the financial crisis of 2008 was caused by excessive leverage and risk. Tested on this measure the banks fail to achieve safe levels of leverage and risk. Under the Fed's highest stress scenario Citigroup ratio was at 2.9%, Morgan Stanley's at 3.4%, Goldman Sachs and J.P. Morgan at 3.8%- what ths means is that the leverage for these banks was at 26-29 times capital. Reilly raises the question- how is this so different than the leverage used by these banks before the crisis. The stress tests in the U.S. by the U.S. Federal Reserve are lauded for being better than the European Banking Authority's stress tests, but is this a standard by which to judge them? Before the collapse of Lehman in 2008, experts including Anil Kashyap at the University of Chicago, pointed out that for every $1 of bank losses in a deleveraging cycle bank lending goes down at banks by $10, and for investment banks at $20-$30 depending on leveraging- in David Henry and Matthew Goldstein, Business Week, July 16, 2008, How Bad Will It Get on Wall Street? Lehman's leverage ratio was between 24-31 times capital before the crisis. Worse, by saying banks are now safe compared to the situation before the crisis, is the Fed giving the green light to banks for some of the same leveraging behaviour that ocurred before the crisis?...

Changes that are ocurring in Pakistan that are different from what was seen in the past. Pakistan's elite appears to have lost touch with ordinary Pakistanis. The country is becoming more Islamic in its thinking. America is now cited as the biggest threat for Pakistan in Pew Research and Gallup surveys by close to 60% of those surveyed. India is seen as much less of a threat, less than 20% see India as a threat. Over 10% see the Pakistan Taliban as a threat. Pakistan may be looking more inward now than in the past. In the past India dominated the military's thinking. Now it is concerned about too large of an American footprint in Pakistan, and may be encouraging the perception that America is a threat to Pakistan's having nuclear weapons. Pakistan's failure to invest in education, a budget for the military that takes a disproportionate share of resources, lack of investments in infrastructure continue to affect Pakistan. Female literacy is low, at about 40%. Support for democracy is not strong because of poor governance. Democracy in Pakistan is distorted by the large landowning families dominating Parliament. And the two main parties are dominated by the Bhutto and Sharif families. Only 42% of those surveyed said democracy was the best form of government in the Pew poll. Both the military and civilian governments have failed to make wise decisions that would bring opportunities to ordinary Pakistanis. Too much of the nation's resources were wasted in costly conflicts with India, and involvement in Afghanistan, which have not done much for Pakistan. In this situation Pakistan and Pakistanis continue to struggle along with no clear direction, but somehow make things work. A pullback from conflicts in neighboring states and focus on improving the lives of ordinary Pakistanis requires some far-sighted leadership....

Norris provides an insightful account into the research and thinking of Janet Yellen, the new chairwoman of the U.S. Federal Reserve. In her research work Fed chairwoman Yellen has placed importance on the long term unemployment rate and the difficulties workers unemployed for long period have in finding work. This is likely to determine Fed policy on interest rates as the unemployment rate inches closer to the Fed target of 6.5% set by Bernanke in Dec. 2012. Norris points out the emphasis Yelen has placed on this in speeches since being nominated to succeed Ben Bernanke at the Fed. In a recent speech Yellen emphasized that in the recession of the early 1980's median time unemployed people said they were unemployed was 12 weeks, which jumped to 25 weeks for about 6 months in 2010 and is at 17 weeks in the most recent jobs report. Another indicator Yellen has emphasized is labor's share of income in the nonfinancial corporate sector which remained between 66% and 61% from 1950 to early 2000's. This fell below 60% in 2005 and is at 57.1% barely budging from the 2011 figure. In papers written with George Ackerloff, Yellen has advanced the "fair-wage hypothesis," that workers do not do as good a job when wages are held down. Their research also shows its normal for workers in periods of recession to hold out against the lower salaries offered during recession periods, because these workers tend to fall behind newer workers hired with better wages later when the economy recovers. At the confirmation hearing Yellen made it clear that the Fed would do all it can to help the long term unemployed by creating a stronger job market, a job market where these workers would be drawn into work and employers provide job training as well as opportunities for advancement....

China's new prime minister Li Keqiang makes his first foreign trip with a trade delegation for talks with Indian representatives and business leaders, showing the importance he places on India. India offers China's companies access to large opportunties in infrastructure development, and China can benefit from India in the area of information technology and pharmaceuticals. Trade is envisioned as expanding from $70 billion in 2012 to $100 billion by 2015, and expanding rapidly as the two economies grow. Economic contacts also would provide an anchor for future relations as China faces difficulties in its relations with Japan, and S. E. Asian countries, and a U.S. wary of China's capabilities. This was pointed out in the joint statement. Li Keqiang also emphasized this in an editorial page article in India's daily newspaper, the Hindu, saying India and China have "to work hand in hand," to promote Asia as "an anchor for world peace." A peaceful India-China trade and economic relationship opens the way for investment and participation in development by China alongside Japan, Germany, France, UK and the U.S. in India, as the next major source for global economic growth. This also serves to defuse Asian tensions as both economies grow, and increased contacts between cities in India and China with the twining of cities program launched in the meetings. India can use China's capabilities in infrastructure development, the two countries share the need for information sharing on lowcost solutions in healthcare, in managing urbanization, and solutions for clean water in rural areas, and use of IT solutions in development, where much remains to be accomplished through cooperation. Some of these themes are the focus of Li Keqiang in his efforts for urbanization in China. ...

All sides joined the President at the White House, as part of his consensus building efforts, and to get aseat at the table in restructuring health care. The insurers and health care providers, including technology providers, all committed to cutting the cost of health care. New social insurance programs to cover 45 million uninsured Americans, and to make health care affordable for businesses and individuals, will be unworkable at currently projected rate of increase in health care costs of 6.2% a year for the next decade. The industry promised to reduce that by 1.5% through voluntary efforts, even though there is skepticism about whether they will deliver. The insurers are against a government sponsored health plan fearing it will drive them out of business. Insurers and health care providers are lobbying against the cuts in their Medicare payments, and insurers are fighting Obama's cuts to their private Medicare Advantage plans by a total of $176 billion over 10 years. Doctors are fighting a 21% cut in their Medicare fees scheduled to take place in January 2010. Pharmacuetical companies and makers of medical devices are concerned that new products will have to pass a cost-benefit test before being approved for coverage under Medicare. Its just that they all see the continued rise in costs as somehow unsustainable, especially in the current economic crisis, and share the feeling with business and the rest of the country that the system is broken. At the same time like the banks and bank executives, health care companies and their executives go on lobbying aggressively and doing things the old way, which raises questions about how well these systems that are broken can be put on the right path....

Capital Economics, a consultancy, estimates that housing prices will fall by 15% in 2008 in Britain and by 12% in 2009. The mortgage market figures according to the Nationwide Building Society show that only 42,000 loans had been approved to buy homes in May under half th number from 2007 May and below even the trough reached in the early 1990's. An economist at Morgan Stanley estimates that with 15% fall in prices 1.2 million households will be under water or have negative equity in their homes, and with a 20% decline in housing prices this number could reach 2 million , as bad as it was in the worst days of early 1990's. A member of the Bank of England's monetary policy committee thinks the decline in housing starts would be on a much bigger scale than in the early 1990's. The loss of housing investment will lead to a loss of about one percentage point in GDP economic growth in 2008 and in 2009 according to Goldman Sachs. Thre would be a loss of 30-40% of the demand for equipment to setup new homes leading to a loss of 0.2-0.3% of GDP growth. Economic growth will be affected as declining consumer wealth leads to lower consumer spending. A one percetage point loss in consumer spending is expected and this will lower economic growth by half a percentage point of GDP over the next year according to the National Institute of Economic and Social Research. All this comes on top of inflation, rising prices of food and energy, loss of purchasing power. And the central bank cannot lower interest rates if it keeps its eye on inflation as the ECB has done....

This at a time when pharmaceutical companies are having a difficult time coming up with new drugs, without as Bill Burns the head of Roche pharmaceutical put it, a "Chinese wall" between Genentech scientists and Roche scientists. Other reasons are the opportunity for the Basel based company to capture all the profits from Genentech and achieve cost savings of $850 million annually by combining the 2 companies' clinical research teams and sales, manufacturing and administrative departments in the USA. Another reason is that the agreement with Genentech for Roche to market its drugs outside the USA expires in 2015. With Genentech's share price at a low Roche's bid at a 9% premium also appears as an attempt to get the remaining 44% of the company that Roche does not own for a low bid. It risks however the 18 year relationship betweeen Roche and Genentech, in which Genentech operated within its own scientific culture in the San Francisco area, almost like a separate company. Roche CEO Schwan, still wants to keep some of this arrangement and have Genentech drug researchers operate as a separate group, but its not clear how the cost savings and the interaction with Roche scientists would occur under the new arrangement. Genentech was founded in 1976 after a meeting between venture capitalist Robert Swan and bichemist Herbert Boyer at a bar near the University of California, San Francisco campus. It has come up with a number of successful cancer drugs such as Avastin, Herceptin, and Tarceva, and total sales are $11.7 billion, a significant part of Roche's overall sales....

GM's new Cruze to be built in April 2010 in the Mahoning valley area of Ohio hit hard by shuttered steel mills, will give 45 mpg. It will be smaller than a Malibu and larger than a Cobalt, and will be built also in Gm's European and Asian markets, so unlike models from before the car will be sold everywhere and being built on the same platform will share common parts and engineering, which is the automakers are now making their cars. GM will spend $150 million in developing the Cruze and an additional $350 million in building the Cruze plant in Ohio. GM's car strategy is now to increase production of the Malibu which had a sales increase of 79% compared to last July, shut down the Cobalt once the Cruze come in 2010, Cobalt sales increased only by 4% this July over July last year, and have a third shift producing the Impala next year in Oshawa, Ontario. GM's CEO Wagoner says he sees small cars making a profit for GM as now the new union agreement helps to reduce GM's costs and he sees customers willing to spend more on small cars. This is evident in the way affluent buyers have signed up to buy the Smart car, once shunned there is now a 1 year waiting list, and Daimler is expanding production at its French plant for the Smart car. The committment by GM to build the plant in Ohio is seen by the UAW union as GM keeping its part of the bargain to bring new models and new cars with new ideas to capture the next generation of customers to GM plants that were seeing a decline like the Lordstown plant area in Ohio....
