The astounding fact in this French FR24 report on the Paris Climate Change Agreement and country carbon emissions show that China's emissions accelerated to rise 3 fold in 2015 to about 12 billion tons of carbon emissions from about 4 billion in 2000. US remains at about 6 billion. India is at about 3 billon tons of carbon emissions, about where China was in 2000 when it had about 4 billion tons of carbon emissions. This is shown in the graph on carbon emissions from FR24. The US, European Union graph curves on tons of carbon emissions since 2000 are all flat or declining, India rising slowly from a small base, China's curve is rising straight up from a large enough base at an unbelievable and dangerous rate. What has happened and is it getting worse? China's economy expanded too quickly as globalization was accelerated by banks, and business in the US and Europe, and by the Chinese governments at the local level and the state level. This had negative consequences for US, Europe and China. The too fast growth in China at rates of 10-15% based solely on False GDP indicators that did not take into account damage to the environment and workers was that it hurt manufacturing and working class in US and Europe and contaminated the environment. This was not like growth of Japan in 1960-1980, a smaller country in the way it affected the US and European working classes. Hyper Growth at 10-15% of a large country with 1 billion people compressed over a short period, is cited by Greg Ip in the WSJ as the cause of the negative impact on America.  It hurt China through pollution of rivers and land at an accelerated pace. It hurt China as trade with US and Europe became unsustainable with the loss of manufacturing in the US and Europe leading to a trade war. From these graphs of emissions it now appears that the 3 fold rise in carbon emissions from about 4 billion tons in 2000 to about 12 billion tons in 2015 is the result of unregulated business activity of all those who preferred to push hyper growth in China purely for reasons of profit such as investment banks and corporations in US, Europe, and state or local companies in China.  This has also aggravated inequality in US, Europe and China, and hurt rural populations. Xi Jinping is attempting to correct this in China, Biden is trying to correct this in the US, and Scholz will now attempt to correct this in Germany and the European Union. It is also to be noted that China in 2000-2015 did not have the benefit of the newer technologies that India now has access to, which is why India says it is able to reduce carbon emissions per each unit of GDP by 35% from 2005 levels by 2030. It is this efficiency in producing units of GDP with newer and newer technologies that China lacked in its period of hyper growth 2000-2015 that now looks to have hurt China- with overflow of highly polluting steel mills and other factories which it would prudently and wisely have cut back on. Looking back at this period one sees the wholesale transfer of highly polluting plants in Germany being sold and put up in China, a poor developing country in 2000. Was this a good decision for Germany or for China? In this way the banks and large corporations in the US and Europe who use economic indicators that are limited such as dollar profits, without overall indicators that include negative effect damage to the environment that requires huge investments to correct, problems of trade wars leading to political conflicts, are acting like a person walking blindly in one direction.  With some foresight China and all its trading partners would have done better with slower but more careful Chinese growth of 7-8% that would have better met societal goals in US, Europe and China, avoiding high carbon emissions segments of industries from Day 1. Jinping is doing this in China, and Biden is doing this in the US- cutting out highly polluting factories and segments of industries- but in a climate of mutual distrust, which could have benefitted the world when conducted in a climate of cooperation and trust. The pandemic made the situation even more difficult. Power shortages in factories and blackouts in Chinese cities have led to a reversal of policies on use of coal in China months before the COP26 Glasgow conference and G-20 summit leaving a huge gap. Without the presence of Xi Jinping at COP26 in Glasgow and with Chinese participation uncertain significant progress on climate change is elusive. Estimates by US Renewable Energy Agency is that it would cost $131 trillion to pay for limiting emissions to global warming of 1.5 degrees Celsius. Some major share of this cost can be attributed to the increase from about 4 billion tons in 2000 of carbon emissions in China to about 12 billion tons in 2015, increase by 3 times. One can clearly see from this sudden jump in carbon emissions in China that policies of hyper growth with unregulated polluting industries adding to GDP growth figures was bad policy for China, bad policy for US, and Europe, even if it offered temporary profits for individual companies. India has the advantage of learning from this experience and charting its own wiser course as a partner with US, Europe and Japan and by Modi's vigorous efforts in renewable energy. The lesson- look at all indicators of progress, including climate and society, not just economic indicators in profit or dollar terms, take the tough decisions early in regulating polluting companies and industry segments, and bring full and active public participation with transparent access to data on climate damaging activity in real time because climate and the environment we live in free of polluting substances belongs to all the people, belongs to all life on the planet from trees to animals and birds, not companies that can choose to ignore it. ...

Clarence is worried about what would happen to his son Tim, 32, if Medicare cuts went through and his son had to use vouchers for getting health insurance. Most of the people there are conservative, believe in fiscal responsibility and a balanced budget, but they are also older, working class people. Some of them like Clarence are dependent on their Social Security check to get by from month to month and are not sure they can cope with the kinds of cuts Ryan is proposing. In this story Clarence and Tim discuss the meeting and come to the conclusion that Tim will lose either way- with taxes going up or Tim not getting the retirement that he should be getting. Clarence a life long saver decides he will cut back on his expenses and save $588 from his $1912 monthly social security check for Tim. Tim has severe attention deficit disorder and works for $10 an hour in food prep at a resort....

IBM's Watson Computer business has set a target of $1 billion in sales by 2018 and $10 billion by 2024. Current sales are in the $100 million range. Manoj Saxena is the head of the Watson business unit. The Watson ranks medical treatments by "confidence scores" and incorporates learning from errors. The way Watson works is for IBM engineers to study the technical details of a customers business and store this information for the computer to use. Uses so far are insurer WellPoint using it for determining if doctor's treatments meet company guidelines and a patient's insurance policy. M.D. Anderson Cancer Center is developing a version that recommends leukemia treatments for patients by data mining medical literature. Watson was moved to commercial phase in 2011 after beating 2 Jeopardy champions. IBM has a $15 million deal, its largest so far, with M.D. Anderson. It has taken frequent interaction between developers and IBM engineers to develop a version that recommends cancer treatments. The versions are only as good as how well knowledge in the field is translated into usable software, a long and difficult process. Applications in health care are seen as the best prospects for revenue generation. Google with its data mining capabilities is seen as the closest competitor....

Ford and GM employ 120,000 workers in Europe and sell roughly 4 million cars there. GM sold nearly a fourth of the 9.37 million cars it made worldwide in Europe in 2007. And 60% of these cars are small cars like theFocus and Fiesta in Europe for Ford and the Corsa and Astra in Europe for GM. The presence of a gas tax may be what makes Europeans choose smaller cars as gasoline is expensive in Europe. What makes them profitable in Europe is they are generally sold with all the features of bigger quality cars and command higher prices so that small does not mean cheap. But is there any reason that given the experience of Americans with gas prices, and a culture of energy conservation among younger and newer customers. apossible gas tax that funds public transportation projects, and the poor state of household finances, that the better appointed smaller cars that are popular in Europe cannot make their way into American homes. There are serious serious flaws with the FDA regulations for weight loss pills and dietary supplements. THe law enacted in 1994 gives the FDA jurisdiction only after the pills go on the market whereas for drugs they get reviewed first. THe re is only aspot checking of manufacturers and distributors once the pills are on the dshelves or on the internet. THe FDA believes there may be hundreds of contaminated weight loss diet supplements. Says Michael Levy director of the FDA's deivision of New Drugs and Labeling Compliance, alarge percentage of these products contain dangerous undeclared ingredients. Even after the products are on the market the FDA does not have thability to remove pills from stores, initially the law allows that its upto the companies to issue arecall. It is only eventually that the FDA can act and it does not have the resources to deal with this problem. This even though these ingredients can cause heart atttacks, seizures, and all kinds of health problems. About $27 billion are spent on dietary supplement, $1.7 billion on weight loss pills, and 15% of the population say they have used weight loss supplements, and most have not told their doctors about it. ...

European countries are focussing on the environmental damage and emissions of biofuels generation, and will not subsidize biofuels that cannot show sustainability or prove that they are produced without causing some environmental damage. Germany has canceled tax exemptions for biodiesel at the pump and is mandating that only biodiels produced meeting sustainability criteria will count towards the national quota.The annual target of biofuels making 5.75% of transportation fuel in Germany. The European Union will require restrictions on imports of biofuels that are produced in an environmentally harmful manner. Europe rushed into the push to produce biofuels without thinking of these issues. In 2007 Europe paid farmers 45 euros per hectare or $27 per acre for any biofuel produced. Note that corn ethanol made in the USA does not meet this standard as its carbon dioxide reduction is 10-20% from the level of gasoli, neaccording to one German NGO. Quebec has discontinued the building of cornbased ethanol plants. The feeling is growing that corn is a less efficient source of biofuels because it requires a lot of processing and the environmental net benefits are small. It is also seen that the rush to corn ethanol in US may be overdone and pushed by politicians trying to help farmers more than the environment....

These are key provisions in the biggest climate change bill in history- Tax credits that last for over a decade for zero carbon plants- these tax credits go to companies that build new sources of emissions free electricity, for wind turbines, solar panels, battery storage, geo thermal plants. Tax credits also for new technologies that capture and bury carbon dioxide from natural gas plants and industrial facilities before it escapes into the atmosphere and heats the planet. This technology is rarely used because of high costs. Incentives for electric vehicles- It extends a tax credit of $7500 for new electric vehicles. It adds a $4000 tax credit for used electric vehicles. Tax credit goes only to people earning $150,000 a year (300,000 for joint filers) for new EV's and $75,000 (150,000 for joint filers) for used EV's. Help for people to lower energy costs - $9 billion in rebates for Americans installing energy efficient electrical appliances. And a decade of tax credits for Americans installing rooftop solar, heat pumps, water heaters and electric HVAC, or electric heating, air conditioning and ventilation technologies. Investments in Domestic Manufacturing- $60 billion for investments in clean energy manufacturing in the US. This includes $30 billion for production tax credits for solar panels, wind turbines, batteries and critical minerals processing. $10 billion in investment tax credits to build manufacturing facilities for electric cars and renewable energy technologies. This action is to halt the shifting of clean energy manufacturing overseas to China. $27 billion towards a green bank that would finance clean energy projects in disadvantaged communities. Cracking down on Methane- the bill places a fine on methane gas emissions from oil and gas wells and pipelines and other infrastructure. Fees of $900 per metric ton in 2024 and $1500 a metric ton in 2026 when it exceeds federally set limits.    ...

Increasing college enrollment for women in the US shows no sign of changing. Women now make up 60% of college students for the 2020-21 college year, men 40%., according to National Student Clearinghouse. Another alarming piece of information is that there are 1.5 million fewer students at colleges and universities in the US, and men make up 71% of the decline. 3.8 million women filled college applications compared to 2.8 million men for 2021-2022 college year in the US, according to Common Application. The enrollment rates of poor and working class whites show alarming decline with rates of enrollment less than people from Black, Latino or Asian income backgrounds. Decline in male enrollment is highest for community colleges with family finances the main cause. The pandemic has accelerated this negative trend that is bad for America. 700,000 fewer students were enrolled in college in 2021 spring than 2019 spring, according to a WSJ analysis.  During the pandemic millions of women left jobs to stay at home with children. Many turned to sons for help, with some young men quitting school to work. Some examples shown in this report show parents having gone to college and sons deciding the skyrocketing costs of education make it too risky to take out loans that cannot be repaid. Many just feel lost, doing work landscaping for $500 a week or packing boxes at Amazon warehouses at $15.50 an hour. With so much going wrong in the way America is investing in its future generation, issues like wars in distant lands fade into insignificance, and president Biden's decision is surely "a wise decision." As is his effort to make community college at no cost given to young Americans. The $3.5 trillion investment in workers and families that Biden plans could not have been developed at a time of greater need than today. ...

With better control over the coronavirus than U.S. and Europe, South Korea is not rushing to buy the vaccines developed by Pfizer or Moderna. It is waiting to see how the vaccine rollouts work in other countries before buying the vaccine. South Korea is also looking at getting better price from manufacturers after the rollouts in the U.S. and Europe. South Korea is moving cautiously and has said it wants to get 10 million doses through the Covax initiative the main global effort to provide broad access to vaccines. Another 20 million doses would be secured from private companies. This is in contrast to the approach in Japan where the government has signed deals for purchase of 290 million doses for 145 million people for its population of 126 million. The money allocated is $6.5 billion and the goal is to vaccinate everyone by first half of 2021.  If it works this would prepare Japan for the Tokyo Summer Olympics to open in July, after 1 year delay. South Korea has the freedom to do this and wait to see what vaccine works best with least long term effects because their are relatively fewer cases there. A total of 313 new daily cases on November 18, lower than daily cases in a single county in the state of Michigan in the U.S. Moderna and Pfizer vaccines use anew kind of gene based technology that has never been approved to prevent infectious diseases. Other competition is the vaccine from Oxford and Astra Zeneca which uses an existing technology that is used in existing vaccines modified for use in coronavirus. The Oxford vaccine and a vaccine from Johnson and Johnson are expected to have a lower price. Because life is functioning very close to normal South Korea is in the unusual position of saying that its people have no reason to be anxious for vaccine procurement, as indicated by its deputy director of Korea Disease Control and Prevention Agency. Walmart comes out in favor of requiring employers to provide health insurance to all workers, a central feature of President Obama's effort to provide near universal coverage in the USA. As the country's largest private employer, employing 1.4 million Americans, this change is significant. In a letter to the President, Walmart CEO Mike Duke, joined by Andrew Stern of the Service Employees International Union, and John Podesta of the Center for American Progress, who also signed the letter, say they are for an employer mandate which is fair and broad in its coverage. Walmart had a couple of reasons for doing this. For one Walmart needed to join the negotiations, as the Senate Finance Committee is considering other proposals that are less favorable to Walmart than employer mandate. Already Walmart is covering 52% of its employees, and has improved health benefits in recent years in response to criticism of the company. The industry average is 45%, according to a 2008 Kaiser Foundation study, and some companies do not provide the health benefits that Walmart does, so this helps level the playing field by requiring all large companies to share the burden. Walmart wants to see effective cost controls to keep costs down, and Rahm Emmanuel, the President's chief of staff, assured Walmart that "cost control and employer mandate are heads and tails of the same coin." Under the plans considered by the Senate Finance Committee under Max Baucus, small businesses are exempted from the employer mandate. Republicans have opposed employer mandate. And the U.S. Chamber of Commerce has opposed it saying it would make companies lower wages and cut jobs. Walmart's shift has been gradual. From a company used to providing skimpy benefits, it has evolved as it improved benefits, and two years ago it joined the SEIU union to call for affordable health care for all Americans by 2012. It has Mr Dach as its governmental affairs vice president, and this is significant, as Dach is an advisor to Democratic party politicians....

King Salman appoints Mohamed bin Nayef, 55 years-old, as the deputy crown prince in Jan. 2015. The crown prince is Muqrin Abdulaziz, 69 years-old. Mohamed Bin Nayef is the son of the Interior Minister, who worked under his father from 1999 till he became the new Interior minister in 2012. Nayef has pursued an aggressive program to remove Al Qaeda in Saudi Arabia. By taking action against all dissent inside Saudi Arabia Nayef has also jailed human rights activists, including the flogging of a blogger critical of the government. The defense minister Prince Mohamed bin Salman, is a son of King Salman. King Salman was defense minister till he succeeded his half-brother Abdullah. Ali al-Naimi continues as Oil minister, a position he has held for decades. Saudi Arabia established a panel in 2006 to work with future kings after King Salman to appoint an heir to the throne. Even with the appointment of Nayef, a grandson of Saudi Arabia's founder, Abdulaziz ibn Saud, as deputy crown prince, the leadership of the country remains within a small number of princes of the royal family. Under the Obama administration the relations between U.S. and Saudi Arabia have become strained with president Obama's failure to intervene in Syria. The Saudi have pursued their own policies since then, in first Bahrain and then Egypt the Saudis supported the monarchy and the military respectively to maintain power in the face of the Arab Spring. The danger is that Saudi policies may be contrary to the U.S. position supporting freely elected governments and basic rights, particularly when it comes to suppression of all dissent including peaceful dissent and normal criticism of government, and yet with the rise of Islamic State the U.S. puts itself inadvertently behind these very policies. The Saudis would say this has happened because U.S. president Obama failed to support the effort for freedom in Syria and a transition in Libya and Iraq (with the added complication of Maliki's sectarian policies), creating a war torn neighborhood in which the Saudis had to act on their own. These are the hidden costs of the policy of the U.S. president for the U.S. and for the Middle East- more sectarianism with Shiites and Sunnis openly in conflict, reversal of hard won gains in Iraq, reversal of the Arab Spring except in Tunisia, war torn Libya and Iraq- with a withdrawal that never truly happened because it required a firmly guided transition period of support in the region with lower cost and involvement of an extended period leaving no room for reversal of gains. It leaves both the Saudis and the U.S. in a more precarious position than a decade ago....

Russia's national airline, Aeroflot, has goen through a transformation by improving safety and inflight service through a rigorous program of training for pilots and inflight service personnel by 2015. It is 51 percent state owned. Aeroflot has the advantage of the Moscow hub which cuts passenger travel time to distant destinations by 2 hours compared to Dubai hub of Emirates airlines. A flight New York to Shanghai is shorter by 2 hours for Chinese travellers. The Moscow- Rome flight is 80 percent filled by Chinese passengers for example. Passenger volume is up 10.3 percent in the first 9 months of the year, even as air travel in Russia was down 3.4 percent in Russia, according to Aeroflot and transport ministry. One advantage enjoyed by Aeroflot is its very young fleet of planes, with age of 4.3 years on average in 2014, compared to Delta at 17 years and British Airways at 12.6. It has 118 Airbuses and 25 Boeings, and has added 21 locally made Sukhoi Superjets to support the local aircraft maker. ...

The US with 5% of the world's population has 25% of the world's prisoners. The US has 2.3 million peope behind bars according to the International Center for Prison Studies. China with 4 times the population has 1.6 million people in prison. The US has 751 people in prison per every 100,0000. It varies a lot within the states Louisiana at 1138 per 100,000 and Maine at 273 being the lowest, Minnesota at 300 is more like Sweden at 80 per 100,000 people.Interestingly it shot up in 1975, for a long period from 1925 to 1975 it was about 110 per 100,000. Explanations are given such as the war on drugs but only 500,000 are in prison for drug offences, so its only part of the explanation. tougher sentencing, availability of handguns and higher murder rates, and even the election of judges who respond to public opinion favoring tougher sentencing, are all given as answers. Interestingly Canada's crime rates parallel those seen in the US but the imprisonment rate has been stable for the last 40 years according to one expert Mr. Tonry. He says that english speaking countries have higher prison rates than French and other European peoples. Higher prison rates for black people are known to be the case in English speaking countries but no figures are given here. This is part of the problem....

Marek Belk, head of Poland's central bank, says Poland should prepare for impact of a general slowdown in the eurozone. Poland's economy is expected to grow at 4% for 2011, but experience a slower rate of growth in 2012. Poland's public debt is at 55% of GDP compared to 120% for Italy. Belka said the mistakes in Italy show it is important to stay ahead of the markets. The action taken in Italy on November 14, 2011, if taken 2 months earlier would have prevented the jump in Italy's borrowing costs. Risks facing Poland come from the fact that a large proportion of the nation's banking assets are owned by banks of other European countries- as much as 70% of Poland's banking assets. As a result if these banks experience difficulties the local branches could become orphans. Belka would like to see private capital in Poland be used to bring a larger share of the banking sector back in Polish hands. Belgian and Portuguese banks are considering selling their banking operations to Polish banks, and PKO Bank Polski SA, PZU SA are possible buyers. Poland's central bank has kept interest rates steady at 4.5%....

Pakistan's GDP growth is expected to be 4% in 2012, an increase from 2% in 2011. Foreign exchange reserves are up to $18 billion. Repayments in 2015 to the IMF will be a quarter of the payment in 2012, says Finance Minister Abdul Hafeez Shaikh. Tax collections are up 24% for the first 9 months of the fiscal year 2012. Remittances from Pakistanis aborad are up 21% to $9.7 billion and exports up 5.5% over the $25 billion exports for 2011. In an WSJ op-ed, April 16, 2012, Michael Boskin,who helped negotiate the North American Free Trade Agreement for the elder President Bush, says it is time for a free trade agreement between India and Pakistan. Shaikh says he expects to see trade with India up from the insignifcant levels of $2.7 billion in 2012 to $10 billion by 2015. Boskin sees the potential for trade at $50 billion based on trade models. This would help change the landscape in the South Asian region after decades of neglect, strife and conflicts and is long overdue to benefit the billion people on the subcontinent....

Sim Shagaya and his online internet sales business DealDey in Lagos, Nigeria. He started with cupcake sales, a status symbol in Lagos. Because of online fraud most people in Lagos will not give out their credit card numbers. Dey gets around this by having motorcyclist riders deliver the goods and collect payment in cash. He has a 10,000 square foot warehouse near the Lagos airport, where motorcyclist delivery personnel take off for deliveries all over Lagos, with stalled traffic and delivery instructions like turning left where a lady sits with her plantains. He is planning a site that will be modeled on Amazon. Germay's Rocket Internet also plans to launch soon in Lagos, after opening in India, China and Brazil. Shagaya left Google S. Africa to start the business in 2005, initially starting a site based on the Groupon type business of selling vouchers. Items that sell well and are not returned are books, movies and videogames. After an initial period of a year Japanese companies are now making the move to pull back some of the production shifted overseas with the yen at 80 to the dollar. Canon made 40% of its product overseas in 2009 before the shift to 60% by 2013. Now it is shifting production back home to reach 40% overseas production. Other consumer electronics companies Panasonic, Sharp, Daikin, are shifting production back to Japan. This is similiar to the shift back to the U.S. of products made overseas as costs have risen in China and other Asian countries. The sharp swing in exchange rates is accelerating the trend. Auto companies Subaru, Toyota, Nissan, Honda are continuing plans to manufacture close to customers in the U.S. Shorter product cycles make it possible to shift production for electronics companies compared to longer product cycles at auto companies. Murata Manufacturing will continue to make smartphone parts close to its customers in China, lifting production overseas from 14% to 30%. As a result exports have increased in Nov. 2014 by 10.8% from the prior year and imports up 2.2%, according to the Finance Ministry....

Britain's campaign finance laws limit each party to spending $29.5 million for the year before the election. British elections are determined by the results in 650 local constituencies, under a parliamentary system, making campaigning local. There too the laws are strict. Candidates for a parliamentary constituency have a limit of $60,000 for spending for the 5 months before the election, plus additional amounts depending on the number of voters and if it is rural or urban. Britain bans election advertising on commercial television and radio. Parties are provided pre-election broadcasts shown on commercial television and by the British Broadcasting Corporation. This stands in obvious contrast to the U.S. where an estimated $10 billion will be spent on the 2016 presidential election. Candidates spend as much time raising money as they do getting across their election message in the U.S. Britain also disproves the popular idea that election campaign spending inevitably moves in an upward trajectory. British researchers estimate the cost of the 1880 campaign to be 100 million pounds in 2002 prices, and the election spending in the 2010 British general election of 45.5 million pounds coming to less than half that....

Sony announced that it was expecting a loss of 110 billion yen or $1.1 billion for the fiscal year ending March 2014. Sony also announced the sale of the PC Vaio computer business to Japan Industrial Partners, a decision he called "agonizing." Another change is splitting off the television business into a separate subsidiary. The projected full year loss includes $690 million in charges for restructuring the PC and TV business, including job cuts of 1500 in Japan and 3500 overseas by March 2015. Currently the mobile phone and Playstation videogame businesses are operated as separate subsidiaries. TV sales are improving in the 4th quarter 2013, increasing by 40%, and operating loss for TV's is down to $48 million for that quarter. Increases in sales of premium priced ultra high definition TV sets improved margins. For the full year TV business had a loss of 25 billion yen. This is the first sign of a change in the TV business. Playstation sales are expected to hit 5 million by March 2014. Overall Sony showed a net profit of 27 billion yen for the 4th quarter of 2013....

The bonus issue at RBS bank in the UK, where performance has been abysmal but 1 billion British pounds in bonuses were planned. The public outcry. RBS has been the biggest disaster in British banking or one of the biggest. It has angered Prime Minister Brown for the Government to come up with $20 billion pound injection of capital into RBS recently, yet the current management saw it fit to consider this sizable bonus. Somewhere in all this there is a disconnect between what makes sense and what does not make any sense.

Ford is offering packages with additional incentives, college tution for entire family, packages of upto $140,000 to sign up workers to take buyouts. Its goal is to get 8000 more workers to take buyouts. This is in addition to the 32,000 workers already given buyouts or early retirement.It is putting up job fairs in its plants and mailing each of its 54,000 hourly workers full length DVD " Connecting With Your Future" that shows the advantages of looking beyond the assembly line jobs in auto plants. This suggests that Ford has done its anlaysis and sees things getting tougher in the US auto market over the next few years. The US auto industry will definitely see a smaller market and shrinking sales from now on. Just look at the shrinking sales in the Japanese and German auto industry. Something like this is likely to happen in the US and the attention to sales is going to shift overseas where most of the new sales are going to occur. Companies like GM and Ford will do what IBM and GE are doing shifting their focus to overseas sales in an expanding global economy with more than 50% of their sales from overseas and the US markets playing a smaller role. All this means fewer workers needed in the USA and new workers and plants to be put up overseas in new international locations over the next 10-15 years. Its not just a down cycle for the auto industry, its a big shift and the kind of change that happens every 50 or 100 years as huge macro changes are underway in the world....

Hilsenrath cites Robert Hall, a Stanford University professor whose research shows three fourths of American households do not have two months worth of income put away as cash or other liquid assets. The Federal Reserve researcher Karen Pence says 41% of households can borrow less than $3000 on their credit cards and 23% have been turned down or discouraged from applying for credit. This shows the general financial weakness of overly indebted American households and the overlayed effects of the housing crisis, and higher unemployment. It suggests the margin for consumers to weather difficulties and increase spending is thin.

Zweig points out that P/E multiples fall quickly in the midst of higher uncertainty. Benjamin Graham's "cyclically adjusted" P/E refined by Yale economist Robert Shiller smooths out the top and bottoms of the market by averaging the past 10 years of earnings and incorporating effects of inflation. This "cyclically adjusted" P/E for the U.S. market for the last 50 years is 19.5. The P/E for the market when the S&P 500 was at 1325 in late July 2011 was 22.9, and at the low in the first week of August 2011 of 1167 was 20.2. With the higher uncertainty- as for instance Bank of New York Mellon charging clients to hold cash- the P/E multiples are in a different territory. The P/E dropped to 13.3 in March 2009 after the financial crisis of 2008. Larger macroeconomic trends and uncertainty may have yet to play out and not registered fully in the market indexes.
