Mark Leibovich gives a detailed account of David Plouffe, one of President Obama's close political advisors, who has Obama's confidence on campaign and political issues. Leibovich says Mr. Obama has always been attracted to people who are loyal and act as fixers. He cites the film "The Godfather" as Obama's favorite movie, and Plouffe as the unyielding cop in a mob film "The Departed." Characteristics of Plouffe described by colleagues are extreme competitiveness, extremely unsentimental, extremely data driven. In a way the President's closest advisors offer clues to the nature of the President's style, approach to politics, and the conduct of the U.S. presidential office during this Presidency, as in others. Plouffe is described by colleagues as most in sync with Mr. Obama. And William Daley, the president's former chief of staff, says the Plouffe and Obama relationship is extremely private- using 6 very's to accent this. Issues relating to the shrinking middle class are coming to the fore in this election. A friend of Plouffe's, Steve Elmendorf, describes him by saying that he isn't sure whether Plouffe has any convictions about the middle class, its mostly a passion for winning and putting together the outfit to do this. For the bigger vision things Plouffe's colleague, David Axelrod, another campaign advisor has put together the themes and lofty phrases that President Obama has supported. The sense given by Mark Leibovich is of some wonderfully good packaging with a steely attitude. ...

This editorial in The Economist magazine points out that the doggedness of prime minister Theresa May now looks like pig-headedness. The crisis is of poor leadership. It also exposes two deeper problems in the Leave campaigns distorted message that it is possible for Britain to leave the EU, "to take back control" without making it harder to for British business and the economy to trade with its partners in Europe. It also exposes concerns of democracy that see the referendum as the only message from the people- the general election of 2017 brought Conservatives to power without a majority in parliament changing the picture about the referendum's message. Particularly since the referendum Leave campaign presented a distorted  message leaving out what the cost would be for Britain.  Ejection from the single market, decline of industy from finance to carmaking, destablisation of Northen Ireland peace agreement, exit bill of 50 bill euros was not advertised in the Leave campaign. Buses with posters of immigrants streaming across borders in Europe presented an emotional message recklessly sold to voters. Representing the will of the people can be claimed now by all sides, says the Economist. Leaving Europe on March 29 deadline with no deal would be bad for Europe and economic upheaval for Britain. Discerning the will of the people should not be the work of squabbling MP's or backbenchers in parliament. The only practical and sensible way out of this mother of all messes is to go back to the people and get a new opinion with broad daylight thrown on the realities facing Britain.   ...

A Wall Street Journal report -after interviews with former TEPCO engineers and executives- throws more light on the failure of power and cooling at certain reactors in Fukushima Daiichi that led to the nuclear meltdown. The difference not grasped at the time turned out to be the critical difference between the reactors where electricity to cool the reactors worked and where the the electricity failed. Of the 10 nuclear reactors at Fukushima, only the 4 with the earlier Mark 1 design failed. These reactors were the earliest reactors installed by G.E. beginning in the 1970's. The Mark 1 reactors were serviced by an American engineering firm called Ebasco. Ebasco designed the reactor buildings really small so that they would be compact and economical. Because of the small size of the reactor buildings the generators providing the electricity supplies to the Mark 1 reactors could not be installed inside the reactor buildings made of fortified concrete and were installed in buildings outside lacking similiar protection. These outhoused generator buildings could not withstand the tsunami, resulting in the loss of power and cooling for these reactors, and leading eventually to the meltdown. The reactors with the Mark II and later designs were installed along with the generators in the same fortified concrete buildings, and these survived the tsunami without disruption in power supplies and cooling. This critical difference was noted by older TEPCO executives who were intervewed, but nothing was done about this because of the added cost of making the major modifications that would be needed. The regulatory system also failed to catch the problems with the original blueprints and design for housing the reactors and generators for cooling reactors. In 2001 the original 30 year operating permit for the Fukushima Daiichi nuclear reactor was renewed, and again in 2011 for another ten year period. Japan's Nuclear and Industrial Safety Agency is part of the industry ministry, and not kept separate and independent from the nuclear industry, a structural flaw. The ministry considered its job to be promoting nuclear power, and increasing nuclear power from 30% in 2010 to 50% of Japan's electricity output. One inspection official says fundamental design and construction of the reactors from a 30-40 year old design were never looked at in safety reviews by regulators approving the extensions. He even goes to the point of saying that the reviews focussed on things like pipes and fittings, missing entirely the safety of the outhouse buildings housing the generators. One of the top TEPCO engineers says this difference stood out like a sore thumb when did a walk through during inspections. He failed to get the support from fellow engineers and Tepco executives for changes that would add to the cost....

A couple of things can be noted about the burgeoning Chinese market for cars. Most car buyers are first time buyers. But that is to be expected as China started with a small bases of cars to begin with. What is interesting about these first time car buyers is that they ask a lot of questions do their research and are looking for the best car for the money in terms of features, safety, reliability. So its also a sophisticated first time buyer that carmakers are dealing with. This car buyer is also looking at waiting to save enough to buy a better car as far up the ladder as the car buyer can go in terms of features and value in safety, reliability, design, even if this means waiting longer and saving for longer periods.In this sense the Asian car buyer may be different and less bent on instant gratification to get into a 4 wheeled vehicle. What this is doing is putting the domestic manufacturers under a lot of pressure to match the overseas manufacturers. Geely and Cherry the larger domestic makers have to come up with just as good or better a product to get new customers. At this time the overseas makers of cars like the Buick Excelle, the Toyota Camry and the Volkswagen Jetta have the advantage as they are established brnads. Its interesting to compare this with the experience of japan the other large Asian carmarket. In Japan Toyota, Nissan and Honda were the only carmakes available because of trade barriers in the Japanese market in postwar Japan. China is a relatively open market and China's approach seems to be to get the Chinese carmakers to do better in an intensely competitive market as opposed to giving them favorable treatment. Another aspect of this first time car buying in a country where car sales have increased eight fold since 2000 and now exceed sales in the Japanese market, is that this market is abit precarious as the example of the Li family shows. Li Rifu purchased a Geely for $9000 but later after he contracted cancer and had $40,000 in medical bills had to sell the car. China has no social safety net so that if there is a medical or other emergency or crisis in the family there is nothing to fall back on and the family ends up selling the car to pay for expenses....

General Electric, GE, experienced a steep decline in the last decade. The worst news came in 2018 with the loss of half its share price and market value. One story tells about an employee who was forced out of retirement back to work seeing the loss of value in GE shares in 2018. Rarely has a company of this size seen a fall in stock price this steep, for a stock that was once seen as safe for widows. About 60% of GE business comes from jet engines, electric power generators and wind turbines. GE now plans to sell its health care business and other business that do not relate to core infrastructure in energy, aerospace, and other markets. Under Jack Welch a faulty model of adding diverse businesses that had nothing to do with its core business and expertise in infrastructure were added. A home mortgage lending business was added and GE Capital expanded. NBC Universal was added with little justification in a period when CEO's acted without much consultation. The home mortgage lending unit collapsed with large losses during the 2008 financial crisis and GE's share price dropped drastically to $6.00. Under Welch's successor Mr. Immelt the GE Capital unit was shrunk in size, but losses continued to mount. An oil field service unit was added which also sustained losses.  Immelt's successor Flannery faced a loss of $15 billion from the financial lending unit. Sale of some businesses was not sufficient to meet the loss. Flannery is now taking GE out of all the businesses which were not core business. The NBC Universal television business was sold to Comcast in 2013. GE Healthcare is next. This closes a bad chapter in GE's story under Welch and Immelt. GE's dividend was cut for the second time since the Great Depression. The story of GE is also the story of American business during the last two decades, with icons such as GM, Ford and GE suffering decline, businesses that operated like little fiefdoms of old nobility in Europe, with CEO's operating in a CEO centric culture, not tolerating contrary opinion for informed debate on issues facing the business. Alfred Sloan founder of Genral Motors called constructive debate central to good management. Later Intel CEO Andy Grove coined the phrase constructive confrontation as a way of constructive debate, and the CEO was shown as the first of equals. The CEO centric management ignored these warnings and admonitions in running their fiefdoms.   ...

Here are 11 big infrastructure projects that are planned across the country. They are part of the $2.2 trillion of projects to build or repair infrastructure, that is estimated by the American Society of Civil Engineers as needed by America today. But there is only $100 billion for infrastructure spending in the Stimulus Plan, and much of this will go to keeping existing infrastructure, a dilapidated bridge here or road there in repair. Only $50 billion is available for transportation projects. The rapid transit planned for California with trains twice as fast as Acela for a 800 mile track is estimated at $45 billion, but there is only $11 billion in the Stimulus for mass transit aand cities like Washington DC for Dulles airport with its need for a airport train, and other mass transit projects around the country wil compete for the same money. As a result most will go unfunded. The Second Avenue Subway in New York at $4.35 billion, Miami Port Tunnel at $1 billion, Bridge to Canada from Detroit for $1.8 billion, Hudson Rail Tunnel for New York at $8.75 billion, Seattle Highway Tunnel at $4.24 billion, Gulf ports at New Orleans and Gulfport, Mississippi at $2.04 billion, tens of billions for new California aqueduct bypassing the delta around Sacramento to bring water from north to arid Southern part of California, NestGen Air Traffic Control for $15 billion to $22 billion, are the other projects on this list. Many of these are badly needed and have been waiting for years to get the necessary investment. This is only a partial list, and suggests that there are a lot of projects that can productively use government investment, so that wasteful spending does not occur. It appears that the projects are there because these areas were neglected for a long period, more like the situation faced during the post Thatcher period in the UK, where infrastructure and services had been neglected for so long that Labor governments could productively channel new investment in these areas to avoid wasteful spending. And it appears that the situation is very different from Japan where the Liberal Democratic Party had a vested interest in keeping its farm and rural base happy with new projects, like a bridge to nowhere, that led to wasteful spending for a decade or more, leading to rising deficits and investments that did not create productive returns in terms of economic growth. By contrast these projects have potential to generate productive returns for years into the future and also are large enough to create jobs and be spread out over a number of years. This could end up being a real bright spot in the current situation. Felix Rohatyn, who helped New York rebuild its finances afte a crisis, has a new book "Bold Endeavors: How our Government Built America, and Why It Must Rebuild Now", using examples like the rebuilding of the Erie Canal, the transcontinental railroad, and the Interstate Highway System, and says the US needs to build for the future with more ambitious, better planned projects today. He says, that infrastructure is not an expense, it has to be seen as a vitally needed and productive investment. People like Rohatyn and others see the Stimlulus plan as a missed opportunity because a lot of these projects mentioned here and the numerous others not shown here will simply not see much money from the government to support them and get them off the ground. The idea that this is wasteful government spending that is spreading, may be a danger to this vision and opportunity. At the same time the reality is that if all this was happening during the time of the Erie Canal or the postwar period of the Interstate Highway System it would have been much easier to support. The banking crisis fix is taking away so many of the dollars that could have gone here, that this may be the missed opportunity, the lack of room for visionary investments because of the danger of pushing the government deficit to 60% of GDP with the current spending plans. ...

This report by Thomas Erdbrink of the NYT from Tehran, shows the Iranian economy almost at a standstill as sanctions are lifted in Jan. 2016- with little or no growth after years of western economic sanctions. Iranians in Tehran do no expect an immediate improvement in conditions after the lifting of sanctions. The expectation is that it will take years to undo the damage done by sanctions.

This leader in The Economist magazine says a hard Brexit of the sort announced by Theresa May at a Conservative Party conference is clearly bad for Britain. It also point out that half of British people voted to remain. It is not clear that voters have voted for a hard Brexit, a soft Brexit, or voter alienation with elites and effects of years of austerity since the financial crisis have helped tilt the vote to Brexit. It points out that the rhetoric may be damaging Britain's chance of negotiating a Brexit that limits damage to GDP, which the Treasury estimates to be nearly twice the loss in GDP if a member of a single market as compared to leaving it. British government leaders may be overestimating the willingness of leaders of France, Germany and other countries to make concessions. By talking up to their party base politicians such as May may be putting German and French leaders to also toughen their positions on free movement as an integral principle of the European Union, and consequently of membership in a single market. ...

Huge losses sustained by sovereign wealth funds. Estimated $350 billion for Gulf foreign reserve funds and SWF's, according to RGE Monitor's Rachel Ziemba, or 27% of assets. Sovereign Wealth funds are either using their funds for supporting their local banks as in the Gulf areas, or buying back stakes of cash strapped western banks like RBS in the case of China. Russia, China and other countries are using their SWF's for stimulus spending. And Russia, Gulf economies that are dependent on oil prices, are looking at possible sale of foreign assets at oil prices between $50 and a deterioration to $25. Only China has a surplus that is sustained through the last quarter of 2008, but this is changing quickly as imports pick up after the stimulus kicks in, and exports drop precipitiously in 2010. South Korea and Russia have also learned of the need to have liquid safe investments preferably in dollars in the current crisis, as they have learned how large capital outflows can get in a short time. And the US is not looking at these large capital inflows from overseas as a benevolent thing, because it overvalues American assets, and leads to all sorts of distortions in liquidity and pricing of risk that contributed to the current crisis. In short the whole situation with SWF's has a suprising ending, as with everything in the current crisis, nothing worked out as expected or planned....

Chnages to Mexico's labor laws passed in Congress and to be signed by president Calderon include companies having to pay only one year of back wages to laidoff workers for lawsuits on unfair dismissals. The law also formalized part-time work and temproary training contracts. The effort is likely to foster greater formalization of the workforce and push fewer workers into the underground economy. About 29% of Mexican workers are in the underground economy, where worker protections and legal benefits are lacking. Also made part of the law an yearly audit of union finances and election by secret ballot for unions. Mexico's large public sectors form a core base for support of the newly elected PRI government.

 Mayor Reiter of Munich, Christian Kern, head of Austrian railway OBB, say here that the actions of Viktor Orban of Hungary gave the German government very little time, only a few hours, to act. The first motivation was to act in a humanitarian way, which is what happened. The German government had asked Orban to register and handle immigrants in an orderly way. In the end with the failure of Orban to do this, the immigrants who would have come north anyway, streamed into Germany and Austria in buses and trains. Clearly Hungary and Germany could have handled this better. The German public provided support with a large number of volunteers helping. One German minister is cited here as saying that if Orban wanted to build a fence he should have done it in a quiet way, as there are fences between Bulgaria and Turkey, and Turkey and Greece and it has not bothered anyone.

Gerald Seib of the WSJ describes the huge wave of young supporters who helped Labor party leader Corbyn in Britain's 2017 general election. He cites an analysis by the Financial Times that shows young people backed Labor over the Conservatives by 51 points more than the national average. People over age 65 backed Conservatives by 32 points more than the national average. This points to a staggering age gap of 83 points, said the Financial Times. Young people failed to turn out in large numbers during the Brexit vote, and this was a large factor in the pro Brexit win. One exit poll shows turnout went up by 12% in 2017 compared to the 2015 parliamentary election. Only 26% of voters in a WSJ/NBC poll for ages 18-34 years say they approve of U.S. president Trump's performance, 64% disapprove. Seib says the movement of Corbyn is similar to the Bernie Sanders movement in the U.S. and has implications for a similar surge of support showing up in the U.S.

Lipton, Austin and LaFraniere of the NYT tell the story of how the serious differences between the prime contractor for the federal healthcare website, CGI Federal, and the Obama administration officials handling the website, evolved into conflicts that could not be resolved. This led to the flawed website being rolled out on schedule ignoring serious problems with the website. The detailed report comes after interviews with Obama administration officials and specialists who worked on the project and looking into government and contractor documents. A month ago in October 2013 the healthcare website for the Obama healthcare law was up only 42% of the time with 10 hour failures happening frequently. Basic steps for the functioning of website backup systems in case there is a failure, testing to ensure negligible or no outages, were not secured. The government officials responsible for the rollout did not have the capabilities to handle such a project. Henry Chao, who worked in the Medicare agency for 19 years was left to oversee day to day questions for the website HealthCare.gov, but lacked a formal background in software engineering and no authority to make the decisions needed. The $630 million project was setup inside the Medicare Agency, instead of a separate agency specially setup for this project and staffed with the appropriate skills as originally proposed. Five different lower level government officials made decisions without the authority needed and no one person with the necessary skills was given overall responsibility and decisionmaking. A series of missteps were allowed to take place- settting many added requirements that made it difficult for contractors to focus on basic steps and get them right, use of the MarkLogic database system instead of systems from IBM or Oracle against the advice of contractors, multiple contractors without a way to control the overall project, shifting requirements from the government and bureaucratic delays for resolving basic issues such as use of social security numbers, all worked to create delays. With the delays came a deterioration of relations between Obama administration officials and the contractors. The government officials response was to stick to the deadline of Oct. 1 rollout, with Michelle Snyder, chief operating officer of Medicare agency telling people she would fire the contractor if possible. In the end no one took responsibility for a safe reliable rollout, even though the system failed a test of 500 users in late September and was down half the time in mid-October. President Obama or his advisors were either not kept fully informed, or did not grasp the significance of the collapse in relations between contractors and the government and a project out of control. His aloof distanced approach was not an asset in such matters- saying about the rollout and use of the website: "this is real simple" like using the Kayak website for travel bookings- and he saw no need to take action leading to the major failure for the administration that followed....

A brief history of Xinjiang which translates as New Frontier in Chinese. Its the western frontier of China and a vast area that comprises the desert region of the Tarim basin. It has 13 sizeable ethnic minority groups and borders eight countries. Because of the lack of irrigation technologies these arid expanses were settled very late in history, says Victor Mair, a Professor of Chinese language and literature at the University of Pennsylvania. Even the Uighurs were tribes from the Mongolian steppes who settled Xinjiang in the 10th century. For China it was mostly aplace for havin border military garrisons. Around the 10th century and the Tang dynasty in China, trade on the Silk Road- with places like Kashgar oasis towns on the fringes of the desert as hubs- was at its height. It was not until 1760 under the Quing dynasty of ethnic Manchus, that this area was annexed by CHina and serious effort made to settle it with demobilized troops. A civil and military administration encouraged immigration, say scholars Millward and Perdue in a 2004 book of essays by 16 scholars, "Xinjiang: China's Muslim Borderland." About 50,000 demobilized troops were offered benefits, seeds and land if they stayed. A similiar situation seems to have been repeated after Mao annexed Xinjiang in 1949. In the early 1950's the Chinese government established the Xinjiang Province Production and COnstruction Corps, which was setup to manage large farms and construction projects called bingtuan and provide jobs for demobilized troops. The bingtuan are profitable enterprises and an estimated one of every six people in Xinjiang are employed in bingtuan, or 1.3 million people. THe HAn who were 6% of the population in 1949, now comprise 40% of the 20 million population of Xinjiang. Another source of employment is in the oil and gas industry, with the Communist party secretary of Xinjiang for the last 15 years being aprotege of President Hu Jintao, from his days in the Communist Youth League, coming from the oil industry province of of Shandong. These jobs are mostly all reserved for Chinese which causes resentment among the local Uighurs. Wong quotes a Uighur university student as saying, who is the foreigner here and whose culture, language and way of life should be protected. This may be the crux of the grievances of the Uighurs, as their use of the language and religious practice is restricted, and they feel they are second class citizens in their own land. Other articles in the NYT and Economist go to point out that the links with international terrrism are not a source of the problem, and the unrest among the Uighurs is more about a feeling of loss of culture, language, religion and identity, and jobs. And the idea that the best way to work with minorities, or regions with different language, religion and culture, just as the British did in South Asia and India is doing now is through tolerance.
