Italy's bond auction of three year debt showed lower borrowing costs and strong demand from domestic investors, even as Moody's downgraded Italy by two notches on July 12, 2012. Italy's Treasury sold 3.5 billion euros of July 2015 BTP, having 6.06 billion euros worth of bids. The interest rate of 4.65% was below the 5.3% paid in mid June. Interest rates were overall slightly higher on 1.75 billion euros of longer dated benchmark bonds. Barclay's described the Moody's move as "somewhat perplexing," conisdering the steps taken at the June 2012 summit of EU leaders, at least moving in the right direction. Italy's Treasury cancelled the Aug. 14 BTP auction, because of improvements in the budget situation.

This story about Fangzheng is about the settlement by Japan of 380,000 Japanese settlers in the puppet state of Manchuria in norhern China. It is now called Heilongzhiang province in today's China. 

During the period following the first world war Japan occupied this part of China, leading to the later war and occupation of other parts of China. The occupation collapsed when soviet armies entered this region at the end of World War II. Today efforts are being made to improve relations with Japan as talks between North and South Korea lead to prospects of better relations in the region

Her inspiration is Joan Benoit Samuelson who won gold at the inaugural Olympic women's marathon in 1984. Joan Benoit who is 67 says now it is she who is inspired by Rice. When exercise is done at a good level over the adult lifespan it results in cardiovascular and physical endurance and capacity to perform at a high level.  Jeannie Benoit's diet- avoid sweets and fried foods and eat lots of salads, fresh vegetables, rice, fish and nuts., some cheese. Her passion: loves running and wants to inspire young people. She also goes out socially to have fun and relax. Her personal goal - to inspire older runners. She says- “I feel as young as when I was 50, and I’d like to be doing this well into my 80s. That’s my personal goal." ...

The political fragility of the government in Greece led by the New Democracy Party. Polls for European parliament elections in 2014 show New Democracy with 19.5% support, Syriza with 20.2%, the new Centrist River Party 8.8% and Pasok down to 5.5%. Few alternatives exist to the Samaras coalition government. Economic progress is still fragile as a return to growth will take time. Both German chancellor Merkel and premier Samaras are sensitive to this situation, not wanting to upset the tangible gains made so far.

China has a mountain of local debt that is seriously affecting the Chinese economy, time for can kicking is over. WSJ looks at this in 6 charts. Lanzhou and Guilin are 2 provinces where the fiscal capacity is already exceeded by interest on debt. Huzhou, Kunming and Chengdu are three provinces where interest on local debt takes up about 60% of fiscal capacity. The problems are complicated by dropping land sales, and LGFV bonds issuance at higher interest rates when the return of power projects is as low as 1.5%, and low on other projects. Yet there is hope because these provinces are inland provinces in north and west except for mega city of Tianjin. Land sales have dropped and replaced by LGFV or local government financing vehicles bond issuance at higher interest rates than bank loans. Conversion of LGFV to lower interest is being done, with provincial bank debt creating other problems.
