This report in WSJ shows a generational problem that is creating a shortage of workers in Vietnam and China, that will require factory owners to increase wages significantly. US and European government policy supports these higher wages so that some of the manufacturing can be returned to bring jobs back home.   Younger workers do not want to spend much of their lives behind factory walls, and prefer less strenuous jobs shorter working hours in the services sector. They are having fewer children and at later ages than parents, resulting in less pressure to work in their 20's for a steady income. Factories in Vietnam are offering glass walls, yoga classes, improving cafeteria food, and offering kindergarden for worker children to attract workers.  In China there is 21% urban youth unemployment at a time of factory shortages. South Asian countries such as Bangladesh have infrastructure problems, and in India factories are finding it difficult to sign up workers. In the next 2 years this will result in costlier goods in US and EU, over 3-5 years this will bring many jobs back to the home countries. ...

These simulations show the  importance of flattening the curve for coronavirus especially the steep jump in the curve when it grows exponentially as people mingle in crowded environments, on trains and subways, and in public gatherings of more than 10 people. This is shown here in four different simulations in the Washington Post. Social distancing and quarantine worked in China, Taiwan, Singapore and South Korea. Though the attempted quarantine simulation here does not cover the situations in China, Taiwan and Singapore where quarantine has worked and was the only way to tackle the coronavirus in time to do least damage. Additional simulations would show the way it was limited in Singapore through contact tracing and mandated staying at home for all who have come in contact with affected persons. And in South Korea a simulation could show how this worked through containment by testing and limiting spread, or China by an effective quarantine or lockdown of a city or province.  The basic idea is to limit contact and separate so that intermingling is restricted to as few places as possible for a limited period during which health authorites can achieve a controlled situation through systemwide organized efforts.  ...

Anne- Marie Slaughter's new book Unfinished Business is reviewed by Laura Vanderkam. Ms. Slaughter says in her new book that part of the unfinished business for women in the workplace is to give women time for child care duties in a way that does not hurt their careers. Anne Marie makes the case on the grounds that this is a social bias. Yet there are many reasons beyond simple fairness, and the value of parental work. Women can contribute to society in different ways than men. For example reports show women are more interested in using technical skills in ways that will benefit developing countries. Women bring a different perspective than men. Women are also prominent in scientific fields. For this contribution to grow and enrich society it can be enlarged by giving women proper benefit for maternity leave, and preserving the ability to come back and contribute in the same way after the maternity leave period is over. Toshiba did this for a female engineer who had made significant contributions in the technical field. Doing this would also help in other ways. It could make it more attractive for women to have kids knowing it will not hurt their careers or the careers of their partners. This is needed in western societies with falling birthrates and declining number of young people to support larger numbers of older people....

The landing of the lunar probe Chang'e-4  on January 2, 2019 makes China the first country to land a probe on the far side of the moon. This follows a landing by Chang'e-3 lunar probe in 2013. A followup mission Chang'e-5 in Dec. 2019 will collect samples of the moon's surface and send them back to earth. The goal is to build a lunar base by 2025 and man the facility by 2030, and in the long run mine the moon for energy resources.  The U.S. space program  has lacked the steady commitment and vision needed to put astronauts on the moon for a second time, and is now being given a fresh boost for challenges ahead.

US House Republicans are pursuing cuts in spending of as much as 50% in many programs that are considered essential, such as a 50% cut in foreign aid at a time of global food insecurity, deep cuts in the FBI's counter intelligence budget, deep cuts in healthcare services and housing to low income Americans following the pandemic and high inflation, and other cuts to services benefiting workers and families. Democrats in Congress and president Biden oppose such cuts and hope to eliminate the deficit with cuts that do not place an unfair burden- taxes on the wealthiest with over $100 million and on stock buybacks would generate about $2 trillion to cover the whole deficit which is in the range of $1.4 trillion in 2023 moving to $2 trillion a year. Much of the Republican plan is being shaped by Mr. Trump's former Budget Director, Russell Vought, says this report in the NYT. Mr. Vought calls it an attack on the bureaucracy and woke spending. Lloyd Austin sees this as a monthly group on Ukraine self-defense. Ramstein Air Force base is the headquarters of the US Air Force in Europe, and of NATO Allied Air Command. Le Monde publishes the speech JD Vance gave at the Munich Security Conference with it says added context and explanation. It is useful because it is easy to make hasty judgements in one direction or another. The focus here is on immigration to EU and to the US, a sore point. Vance does not mention a bigger sore point - the lack of recognition worldwide to the 490,000 American lives lost in the illegal flow of fentanyl into the US without needed action from CMC Canada, Mexico and China. And business as usual carried on by these countries and the European Union, and a failure to act by the US.  JD Vance said- "And of all the pressings—challenges that the nations represented here face, I believe there is nothing more urgent than mass migration. Today, almost one in five people living in this country moved here from abroad. That is, of course, an all-time high. It’s a similar number, by the way, in the United States—also an all-time high. The number of immigrants who entered the EU from non-EU countries doubled between 2021 and 2022 alone. And, of course, it’s gotten much higher since.And we know the situation, it didn’t materialize in a vacuum. It’s the result of a series of conscious decisions made by politicians all over the continent, and others across the world, over the span of a decade." Fact Check- About 14 million of Germany's 84.5 million people are foreign nationals according to Destatis. This is 16.6% of Germany's population. Vance rounds it off to 20% not 17%. In the US there are 47.8 million people who are foreign born or 14.3% of the population in 2023. It increased by 1.6 million from 2022 to 2023, much of it coming from Venezuela and Central American failed states from left parties mismanaging the economy for hyperinflation and from gang violence. In 2022 EU member states welcomed 1.8 million Ukrainian nationals that was only 100,000 in 2021, which is two thirds of the increase. The reason for Vance's doubling. A similar situation happened in the US with Venezuela as a failed state with hyper inflation into 1000 percent inflation leading to migration to other Latin American countries and into the US during the Biden administration. Some of this happened because sanctions made things worse, mismanagement of the economy. A similar migration happened from Syria into the EU member states as a result of the civil war.     ...

Sorkin looks at the period when Carly Fiorina was an executive at Lucent Technologies. He cites Donald Trump's comment in the presidential debate about Fiorina's time at Lucent, that "it was not a good picture." Questions relate to how Lucent at the time used financing of customers to buy its products to improve results. Vendor financed transactions and sales were an issue raised in Fortune magazine during Fiorina's unsuccessful 2010 Senate campaign. Several books on Fiorina also raise this issue. In one of the books by Peter Burrows, Prof. Khurana at Harvard points out that the creative accounting and ample credit offered to customers had a lot to do with Lucent's results, and Fiorina's appointment as HP CEO would not have happened had this been known. Lucent's later downfall came with layoffs of 50,000 employees in 2001.

He got into a fight with his ROTC officer as a student writes Sorkin in his new book. And there he is turning down offers from a Korean bank, Barclays and Bank of America - making the wrong decision each time- because he did not recognize the danger Lehman was in and had an inflated view of Lehman, helped by staffers. Perhaps says Matlin, encouraged by the people that he surrounded himself with. A anecdote in the book is cited that shows Fuld in New Delhi asking Treasury Secretary Paulson if he could get clearance from Russia for his flight to cut 5 hours of flying time, and Paulson telling him he couldn't get that for himself.

Canada is the largest supplier of oil to the U.S., supplying more than 2 million barrels of oil imports a day. Here the heads of the U.S. and Canadian Chambers of Commerce argue that a new pipeline from Alberta, Canada to Texas would supply an additional 1.1 million barrels of oil a day. The pipeline project- called the Keystone XL pipeline- has been under review by the U.S. government since 2008. An Energy Dept study in February 2011 found that the project should go ahead, but it is being held up for further environmental studies by the Obama administration. The delays may be the result of opposition to Canadian oil sands development. At the same time significant progress has been made in reducing the environmental impact of oil sands development. About 80% of the water used in the process is now being recycled. Tailing ponds containing waste product from the oil shale process are also being reclaimed for green land and replanted with trees and shrubs. TransCanada says the Keystone XL pipeline could create 20,000 new American jobs for construction, and 250,000 jobs in the long run. Strict environmental standards can be followed say Donahue and Beatty, because the U.S. is partnering with Canada....

Kozo Yamamoto joined the Finance Ministry in 1971, and is serving his sixth term as member of Japan's parliament. Since 2011 Yamamoto has convinced Abe, a colleague in parliament, about the need for reflationist policies now called Abenomics. This helped Abe make a comeback win for the prime minister's position for a second time. Yamamoto led the study group that convinced Abe of the need to delay the second increase in the consumption tax to 2017, and a 3 trillion yen stimulus package to encourage household spending, following the economy's fallback into a recession in Nov. 2014. He says it was important to not add to the headwinds the economy is facing. Yamamoto does not fall into the conservative mold of people from the Finance Ministry, as he takes tango lessons, is interested in fine pottery, and in Italian cooking. He has called bureaucrats in the ministry and central bankers "feckless" and "defiant," after years of questioning them in parliament and demanding reflationist policies. With the snap election in December 2014 the Abe led LDP is taking on the conservative Finance Ministry officials, who have insisted on sticking with the old timetable for the tax increase, regardless of the headwinds and slowing exports....

As England and Australia prepare for Ashes cricket Test series, Mike Atherton looks at the two captains, Tim Paine for Australia and Joe Root for England. Tim Paine is an unlikely captain because of not playing in enough matches after hand injuries and surgeries. He is a Tasmanian and played on and off for Australia. He also came in unusual circumstances as a captain after failures of the Australian team, with his close relationship with coach Justin Langer. Joe Root by comparison is a top batsman and has made it to the top after playing well for England in many matches. 

The result is a contrast in the two sides. Yet in cricket as in any sport anything can happen. And the Australian side will do its best to upset any predictions.

India's central bank chief, Rajan, favors a lower inflation target of 4%, with fluctuations of 2% up or down. Lower inflation is critical for India to achieve higher growth rates. The World Bank lowered the rate of growth in the global economy but kept the rate of growth of 6.4% for India unchanged. Rajan also favors creating a more formal system for setting rates, with a committee like the Open Market Committee in the U.S. deliberating over the different factors for such a decision. Rajan was a professor at the University of Chicago, and chief economist at the IMF, before joining the central bank. Central bank policies have helped stabilize India's currency, the rupee. The lower cost of oil for India with an oil import bill of $100 billion is a big boost for economic growth. For the global economy this comes at a time when China's growth rate is slowing to below 7%.

American singer Linda Ronstadt looks back to her roots in the Rio Sonora region of Mexico in this AARP excerpt about her years growing up in that region before her father moved to Tucson, Arizona. Her album Canciones de mi Padre, is the best selling non English music album in the US of all time. Her book is called- Feels Like Home- Song for the Sonoran Borderlands. It looks at the emotional and physical links between the US southwest and Mexico and the hold that this region has on the popular imagination. A stretch of desert she calls her foothold to the world. Today millions of Mexican Americans share this heritage and this kind of genetic memory. When the Spanish landed in the 1500's there was no border. The land and its physical aspects have not changed through waves of immigration- this story in the AARP magazine shows the agaves in the backdrop of the Huachuca mountains. This bridge in the Reasi district of Jammu and Kashmir is at an height of 359 metres, the tallest bridge in the world. It is expected to open by January 2024. Vande Bharat will run across the bridge and Vande Metro trains between Jammu and Srinagar, cutting travel time between the two cities to 3.5 hours. About 28,000 tons of steel went into building the arch of the bridge. Himalayan tunnels need a horse shoe shape of curvature, an elliptical shape that prevents loose soil from causing landslides. India is only now building the kind of infrastructure the region needs as most of this region remains isolated compared to countries in Europe. This is true of Nepal and much of the Himalayan region. The level of infrastructure building is taking on a new pace and vigor as more roads, highways and bridges are being built in the Indian Himalayan states under the Modi administration. This will increase the economic activity in the region giving new life to agriculture and industry in the region, raising incomes and providing a better life for the people in these states. This comes as the region is being connected for access to tap water, electricity, mobility, banking in all villages and towns.  ...

There are about 181,000 homeless in California one third of the total in the US. This $6.4 billion bond issuance for borrowing funds was approved by just over 50% of the vote. It will go to create more affordable housing so badly needed in California's out of control housing prices. People tended to think nothing works and out of apathy did not vote. But the scale of the problem required effort at the state level or federal level with funding in the tens of billions of dollars for affordable housing. This is the first time that this has happened even though Silicon Valley and capital markets have wasted hundreds of billions of dollars in dubious companies and projects that have contributed little to the standard of living and ease of living of the American people, including essential infrastructure and health, education services. The dilapidated and crumbling infrastructure, of subways, streets and bridges in New York City is another aspect of the same problem of serious, serious lack of affordable housing in California. It also creates the kind of class divisions in society that FDR-Truman-Kennedy sought to remove since the 1930's. ...

The Truss government UK budget in September 2022 does little for the most vulnerable populations in the cost of living crisis. It also fail to take any significant steps to build up energy supplies. Of all the governments in the G-7 countries France, Germany, Italy, Canada, it is the weakest when it comes to promoting social cohesion or taking action to promote both energy supplies and renewable energy for the transition during climate change. Spain has just introduced a wealth tax for the 1%. Nothing like this is seen here, instead the highest tax of 45% is scrapped at a time when the wealthiest are seen by most people in all the G-7 countries as the most able and even willing today after the pandemic to provide help to the vulnerable and weakest parts of the population. It is seen as delusional by some as it does not inspire much confidence in the financial markets and many in the Conservative party itself. It fails the test even Mr. Boris Johnson set himself of leveling up in Britain between the well off and the less well off in society which led to his election and the election of the Truss government with Johnsopn's support. ...
