How electric utilities and the oil industry are backing California's fight with the EPA to regulate auto emissions, cutting them by 30% by 2016 for new cars and trucks in the state. Its a fight endorsed by 14 states in the Northeast and Northwest. California sued the EPA, and in effect the Bush Administration which controls the EPA, in federal district court and federal appeals court. THe EPA has taken two years to respond to California's request for a waiver so that it can regulate auto emissions in its state. California's auto emissions rules are part of a broad effort to reduce all emissions in the state by 25% by 2020, including by manufacturing, electric utilities and the oil industry. Utilities and the oil industry share the opinion that all sectors of the economy should be required to take on this responsibility, including the transportation sector. In the past oil companies and the auto industry have been at loggerheads about who is responsible for the worsening dependence of the USA on foreign oil and the worsening impact of the oil consumption on the environment and their advertising campaign have often shifted the blame on each other. The Trump administration sends an official notice to Congress that it intends to renegotiate the NAFTA treaty with Mexico and Canada. The new U.S. Trade Representative Mr. Lighthizer served as Deputy Trade Representative under president Reagan in 1983. He says the focus of the negotiation will to promote economic growth and jobs by making improvements to the treaty. The notice does not mention major modifications of the type that were hinted at by president Trump earlier. The leaders of Canada and Mexico had asked president Trump to renegotiate. Republicans in Congress and business in the U.S. favor improvements instead of the drastic changes. Mr. Lighthizer's approach is stated in his letter that said "NAFTA was negotiated 25 years ago, and while our economy and business has changed considerably in that period, NAFTA has not." New provisions will be needed said Lighthizer for intellectual property rights, state owned enterprises, labor and environmental areas, with effective enforcement.  Because of the rhetoric and language used in the election campaign, it is important to note that Lighthizer has in the past negotiated favorable terms for the U.S. steel industry to prevent dumping from overseas. His style is the opposite of the president. He has stated- "I am friendly when negotiating. I am not theatrical. The art of persuasion is knowing where the leverage is." ...

Sweden places in the top three countries in the Women in Work Index for 2019 of the 33 member OECD. The other two are New Zealand and Iceland. As a country emphasizing gender equality Sweden has taken this approach through policies and legislation.  Feminist government, feminist international policy, are terms frequently used. Focus is on policy that provides equal rights, participation in decision making, and equitable allocation of resources. Swedes get 480 days of parental leave to share, of which 390 are at 80%, till a child turns 8. In government funded schools when it comes to gender roles preschool teachers and principals are allowed to act as social engineers so girls are not restricted to traditional roles only. Swedish colleges and universities are free and women earn two thirds of the degrees. A gender neutral word "hen" was adopted in Swedish popular culture. Legislation makes violence against women by partners punishable for each offense, and explicit consent is required in sexual relations.  Women and men share equally in leadership of government agencies but women still fall behind in private industry positions. Salaries are 88% to 92% of men's salaries. Women have 161 of 349 seats in parliament after 2018 election.   ...

The NYT's Kristof gives this exceptional report on the use of cancer causing chemicals all around us in many consumer products. With the increased use of chemicals has come the tripling of asthma rates in the last 25 years, leukemia up by 1% a year, increasing obesity, and breast cancer rates increasing from 1% in 1975 to 12% today with only some of it from better detection. Doctors at the Mt. Sinai School of Medicine in New York, say American girls who had puberty at the age of 17 in 1800, now have puberty at the age of 14, even 12. Earlier menstrual cycles increase the risk of breast cancer because of increased exposure to estrogen. Studies show exposure to pesticides, PCB's and other cancer causing chemicals increase the risk of cancer, and a link to early puberty. Asian women moving to the U.S. are also experiencing higher rates of breast cancer as they move to societies with higher use of chemicals in daily life, say experts at Mt. Sinai. Poor eating habits and lifestyles with less exercize are also to blame, but chemicals also play a role. Americans are moving towards shunning packaged processed foods for fresh food in their diet, and more are learning the benefits of regular exercize, but the same degree of public awareness is lacking for the extensive use of chemicals in our consumer society. In other societies around the world that are copying us such as in China, India and Brazil, the situation is even worse, with the spread of a reckless idea that modernization requires jettisoning health safety concerns. Even a simple pizza box has PFAC's chemicals made to make the box resistant to grease. In 2015 where products are labeled environmentally friendly by large companies to attract buyers and build the right image in the minds of consumers, consumers asking questions and making better choices make a difference by offering a seal of approval. Carpets have chemicals, and most disposable plastic containers contain chemicals that could seep into the food if heated. The use of plastic containers and microwaves is common practice in todays society, where less cooking is done on the stove than in the period before 1960. The sheer size of the chemicals developed since 1950 is staggering- more than 80,000 chemicals according to the Children's Environmental Health Center at Mt. Sinai. And this Center says less than 20% have been tested for toxicity. ...

Only 12% of Americans take the minimum daily recommended fruit for healthy living, and only 9% of Americans take the minimum daily recommended vegetables, according to the Centers of Disease Control and Prevention (CDC). The minimum for fruit is daily taking one and half cups fruit. For vegetables it is daily taking two to three cups of vegetables. Women consume a bit more at 15% for fruit. An interesting finding in this study that explains the widespread obesity in the U.S. regardless of incomes is that of affluent and wealthy Americans only about 12% consume enough vegetables. This is very close to the percentage of poor people eating the recommended 2-3 cups of vegetables a day, which is at 7%. This is an alarming fact in that all sections of society are doing very badly, creating acatastrophic effect for healthcare. A diet without fruits and vegetable brings higher rates of obesity, cancer, heart disease, diabetes. If rich and poor upper middle class and lower middle class are all sharing the same lack of awareness it points to the lack of education in eating right as the big culprit. This is one area where government, universities, and the informed private sector, can change things if they wanted to. A challenge as big as that in literacy and education for the U.S. Alarmingly even though it is in the top ten read articles in the Guardian newspaper online edition on November 16, 2017, we checked the other sites. We could not find it under Health in CNN, where other topics such as sexual harrassment, and sugar cravings, were covered. NBC covered a different CDC report showing 71% of Americans are overweight or obese with BMI over 25, but made no mention of this report by CDC. Equally alarming is the statistic cited in the Guardian from the Union of Concerned Scientists that shows only 2% of American farmland is used to cultivate fruits and vegetables. That this would have to go up at least to 4% if all Americans are to get their daily required fruits and vegetables. Meanwhile little change is to be seen, and no alarm bells are ringing in the U.S.. These facts are hardly mentioned in any healthcare discussion in media, as if they can be ignored or shoved under the carpet. This is the kind of thing that will never go viral, as a discussion on sexual harrassment or some other topic would, yet deserves just as much attention and education. ...

David Brooks of the NYT describes the approach taken by British prime minister David Cameron and his Conservative Party government to help the working class poor in Britain, and tackle the social roots of poverty. He says an American adaptation similar to this is badly needed in the Republican Party, with the candidates in the election providing solutions from an old rulebook. Only after Trump's popularity with appeals to less educated older Americans has the Republican leadership responded, with Speaker Ryan helping organize a forum on poverty under the Jack Kemp Foundation- emphasis was placed on education, work, opportunity and accountability for anti-poverty programs in the discussion moderated by Ryan and Senator Tim Scott. Less attention was paid to the other social aspects mentioned here by Brooks, and cited by Cameron when he described the inadequacy of traditional solutions from the right and left of the political spectrum. Cameron outlined the principles of his anti-poverty plans called "Life Chances Strategy," in a speech on Jan. 11, 2016, in north London, with the entrie transcript on the gov.uk website. Cameron acknowledged in the speech that social issues including single parent families, and other social problems such as long term unemployment, can make it harder for some people to use self-reliance and personal responsibility in a growing economy as a way to grasp opportunities. Cameron proposes a combination of economic, social and job growth strategies. His second term plans include 30 hours a week of free childcare for 3 and 4 year olds so both parents can work, parental maternity leave, expansion of Troubled Families Program, in addition to the introduction of National Living Wage, tax cuts, universal credit. In tackling social aspects of the problem Cameron cited the need for development in the early years of childhood, the huge importance of family, social connections and experiences, informal mentors, cultural experiences, broadenend horizons, that enable young people to acquire language skills, character and resilience. Second term projects include expanding reach of high performing schools to deprived areas, emphasis on core English, math, science, history, geography Ebacc skills, a 1 billion pound investment in the National Citizens Service by 2021, a plan to transform housing estates including rebuilding from scratch, additional 1 billion pounds to provide mental health treatment including treatment within 2 weeks in homes and communities. Throughout Cameron's "Life Chances strategy" is aimed at tackling not just the material dimensions of poverty, but also what he describes is broken in Britain- "the paucity of opportunity."...

Democrats face an uphill battle to recover lost territory during the Obama presidency. The efforts to promote Trans Pacific Trade Agreement by Obama against the interests of the unions, working class Americans, is one example of the way president Obama had alienated working class Americans. By being too close to Silicon Valley and failing to understand the changes in states with blue collar workers Democrats lost some of the working class base that had always voted Democratic. On social issues the party drifted too far in one direction in appealing to small groups and in the process drifting away from blue collar workers who were Democratic in the past but did not share the same passion for these issues. About 90% of better educated Americans were liberal yet among blue collar workers who had voted Democratic in the 1990's only 60% were liberal in the same way. The changes in America's landscape with the shift of manufacturing centres away from cities such as Pittsburgh to blue collar suburbs stretching from Michigan and Wisconsin to the Carolinas and the Deep South, created a new blue collar worker base that was more aligned with Republicans on social issues such as abortion, LGBT, and gun control. As a result the conservative base of the Republican Party now finds itself aligned with the blue collar worker, while the Democratic Party in places like New York and California is more aligned with the workers in the financial industry and in Silicon Valley. The improving economy gives more room for Republicans even with policies that might not help its new working class base as it strives to meet policy demands from wealthier Americans in the Republican Party.   ...

Gail Collins of the NYT describes the Hillary she came to know during the period she was Senator, a liberating time for Hillary Clinton, when she could be more of a private citizen, free of the publicity and attention as an active First Lady.  She chose to take up her assignment as New York Senator by visiting constituents and getting to know New York state, coming from Illinois and settling in Arkansas with her husband Bill Clinton in the early years. As Hillary herself said that was the first time she had lived in New York, and it was a time in which nobody cared in a nation having gotten tired of hearing about the Clintons, a welcome moment for Hillary who chose in her inimitable style to get to knowing her constituents. Collins tells about the enthusiasm of middle aged women in those days when women used their husband's name just to get a credit card, and it was harder for women to get a job than men. Bill Clinton talks about the Hillary he knew at law school and the years in Arkansas at the Democratic National Convention in Philadelphia, and describes a real person that he came to know, not gregarious and easy with strangers as he was but with something deep inside caring for other people. One time he tells her that she could run for office, and she tells him in the courtship days that he was being silly that no one would vote for her. Americans must appear to Hillary as not caring much for First Lady or presidential spouses getting deeply involved in government, and American men not really passionate about women in key roles in government,  and as time passed and women in the thirties had grown accustomed to the newly won rights that Hillary and others had fought hard for to the point of looking for something new- throughout this Hillary was tested as never before. As the nominee of the Democratic Party for president she now had to prove that the old was also part of bringing in the new, that a passion for new encounters, experience and learning, combined with patience and perseverance, were also needed in the tasks of regenerating and renewal. If only she looked more carefully she would find that the first president having fought a long and difficult war for about ten years with men "half starved and often in rags", George Washington, also faced skepticism and doubts about him, which he alludes to frequently in his letters.      ...

Carlos Tavares runs Stellantis the company that combined the operations of France's Peugeot, Italy's Fiat and America's Chrysler right out of his living room in his Lisbon, Portugal home one week every month. He is a believer in the advantages of hybrid work model and says most of the 75,000 workers at the company can work remotely most of the time.The quality time that is generated in this new work model that allows life balance and getting fresh air walks outside is needed when you consider that auto companies such as his are embracing world of electric cars- Stellantis will have 75 models of electric cars by 2030 In this interview with the WSJ shown here he says the fact that one is giving back high quality time that otherwise goes to commuting means you get more time during the day. Carlos Tavares says remote work is an opportunity to recreate a better life balance. He doesn't see any risk in it at all. He sees how hard people are working, harder than they did before, and says giving back one half hour or two hours of quality time actually helps the process of getting good work. Look he says after a long day of remote work people need that time to go out and have a walk for an hour just to refresh one's mind, because the work was so intense. Tavares asks why shouldn't we trust each other? He believes it is the only way to go. Asked about his own work routine for remote work.He says it is the Portuguese routine of  7 am to 4 pm or 5 pm and then an hour out for a walk. He has a small desk in his living room, and he is sitting there with his iPad, grandkids are going by but nobody sees them. Does he miss the face to face contact? He does says Tavares. He still sees other employees as he does go to the office. What about mentoring for junior  employees? This does not have to be five days a week, you may want coaching one day a week, what you don't want is someone on your back five days a week. For Tavares it is all about the quality of time that is used. On company culture the much abused word Tavares makes some good points. If you say this is the culture and hand it to somebody then how do you get that creative mind to exercize his own judgement, how do you get diversity of thinking. Tavares is forthright and honest here- he says if I give you a culture and put you in that box I will get it wrong, and by killing the valuable diversity of thinking I will make it counterproductive. Actually with French, Italian and American operations under one roof and employees of 170 nationalities there is a value in appreciating the value each employee can bring. Practices at Stellantis- Tavares says if you want your people to be in game shape or in great shape mentally don't call them or email them on weekends, so that they can use the weekend to recharge themselves. He even apologizes for calling on a weekend. Or if you email your people tell them to not respond till Monday. ...

Britain will miss the target of 100,000 tests a day set by Matt Hancock, the Health Secretary. It should be achieved in the next few days though. It was right to set an ambitious target say officials as the most important thing is the direction of travel. It was right to set a brave target even though there are shortcomings needing to be corrected. It is a moving target as about 120,000 tests a day will be needed for health care workers alone, say NHS officials.

Matt Hancock is planning to set up a test and contact tracing system similar to South Korea by middle of May. 18,000 tracers will be needed by middle of May. A smartphone app developed by NHS will be used to track and alert people.

The State Department concluded in its studies in August 2011 that the TransCanada Keystone XL pipeline can be operated without causing environmental damage, if operated under strict regulations. A round of public hearings organized by the State Department along the pipeline route from rural Montana to Nebraska and Texas has brought out both supporters and people fearing a spill. U.S. Senators in Nebraska have called for a rerouting out of concerns about the Ogallala Aquifier that lies under the Great Plains. Rural states like Montana see the jobs issue as crucial. Others including Debra Medina, a former candidate for Texas Governor, expressed fears at a rally in Austin that the property rights of landowners would not be respected.

An exhibition at the Museum of the City of New York in January 2012 which offers clues for future development of the city - "The Greatest Grid: The Master Plan of Manhattan 1811-2011." It shows how Simeon De Wittt, Governor Morris and John Rutherford laid out the plan for the city of New York in 1811. Because of the growth at the port New York City's population had grown quickly to 96,373. By 1870 the population had grown eight fold to 800,000. The grid plan used by the planners gave a sense of order to the city and it stretched north to 155th street. Upto that time most of New York was below Canal Street.

There was some question about the accelerated depreciation tax break for new investment that is part of the business side to the stimulus package. It lets business take 50% of the depreciation upfront and the 10% thats allowed for a straight 10 year depreciation. A study at the University of Michigan and other expert opinion showed that this tax break had minimal effect when it was introduced in 2002. But other experts say that it was because there was not much taxable income after the meltdown and the bursting of the tech bubble at that time. This time there is a good deal of taxable income and it might have some effect.

China's farms are becoming larger as more farmers rent out their land and live on the resulting income. This shift is leading to the development of larger firms that use modern equipment requiring less labor. Typical is a farmer who decided to live in retirement after renting out his land for about $500, income on which he lives comfortably in a well manicured courtyard home in the village.  These farmers do not want to join their children who now live in the cities. As one farmer says "fallen leaves go back to their roots."  China's agriculture is not dominated by large commercial farms as it is in the U.S. This process is now beginning in China as more farmers prefer to rent out their land and live off the resulting income, resulting in larger farms and automated operations as in the U.S.  and Europe. Farmers now feel more confident about land rights to rent out their land. China first went through the communes under Mao, followed by return of land in small plots to farmers in the 90's. The changes today start a new phase which will change the look of Chinese agriculture. ...

The state of India's fight against Tuberculosis is shown here by AID's Atul Gawande in NYT. He visits a homeless shelter in New Delhi and asks what can be done to prevent the number one infectious disease in India and globally. The disease affects 1 in 38000 in the US and 1 in 500 in India a huge contrast as poverty and poor health conditions increase spread of TB. It grows with depleted immune systems and poor food intake. This alone shows how important it was and continues to be that prime minister Modi put forward no cost (free) allocation of foodgrains, lentils and vegetables during the pandemic to hundreds of millions of needy households. This and Clean India campaign Swacch Bharat + Har Ghar Jal Clean Water Every Household  play a critical role in providing the basic environment for health in India at the ground level for nutrition+ clean water, and sanitation. India has allocated $1.7 billion for TB prevention and treatment. 4-5 TB vaccines are in test stages.  Nearly 90 percent of estimated TB cases are now being diagnosed with treatment success rates high, says Gawande. Greece's new Syriza government plans to put a bill through parliament on the minimum wage as one of its first steps. It will reverse plans to sell the government's 67% stake in the port of Piraeus, and a planned sale of the state controlled utility will be held back. Sigmar Gabriel, the Social Democratic leader in the coalition government in Germany says Germany is ready to show solidarity with the Greek people, and says the new government has the opportunity to take better action against corruption and tax evasion in Greece than previous governments. Previous governments including governments of the Pasok and New Democracy parties which make up the ruling political elite in Greece failed to make the serious changes in tax collection needed in Greece whereby the upper class in Greece pay the fair amount of taxes due. The IMF's Lagarde also emphasized the tax collection, and separated it from austerity issues where most of European and American opinion believes growth oriented policies are the right path....

Sargent offers an assessment of Hillary Clinton's years in office as U.S. Senator and Secretary of State following her role as First Lady. Less polarizing, respected by 4 of 10 Republicans, and respected for her tenacity and effort. He cites Hillary's remarks in 2008 that the glass ceiling has about 18 million cracks in it- that Hillary who grew up during the feminist revolution helped take it further even if the achievements were incomplete. In retrospect the Clintons served the country with passion and dedication right upto to the end, and strove hard to put behind them any blemishes to their record. The Obama administration was itself built upon the public servants who gained experience in the Clinton administration, more so than previous aministrations, because of Obama's relative obscurity as a community activist in Chicago. Names like Panetta, Lew, Napolitano, show how much of the old is in the new, and the humility to work with them as colleagues and fill the lack of experience of the new president, may be the best example of public service the Clintons could offer....

An interview with the President in which he says "the only real regulatory approach I've been interested in is in raising fuel efficiency standards so we can wean ourselves off dependency on foreign oil." Mr. Obama is saying that his real desire is to be doing less, when is has had to do more. The key words he comes back to are rules of the road, transparency and openness. The government's role in his view is to set clear rules of the road, but not to so few rules that you have the kind of situation that ocurred to setup this bubble and the financial collapse. In his view the right rules won't stifle finnacial marketplace innovations, but allow a recovery that does not have any of the bad characteristics of the financial bubble. He wants to see a sustainable model of economic growth that is not dependento on a supply of foreign dollars, or high levels of debt, and looks to the dynamism of the free market for growth.

Walter Berns, a Professor Emeritus at Georgetown University, describes the difficult situation Lincoln faced, and the different factions from Abolitionists who lost interest in the Union, to Southern slave holding states, and compromise promoting factions, which he had to navigate around to achieve his ultimate purpose. A purpose based on what the Bible and every human sense of right and wrong would say. After the Dred Scott decision by the Supreme Court stated that slavery was affirmed in the constitution, and there were efforts in the Senate in 1861 to continue with another compromise that allowed slavery to continue and expand in the south, and after secession of some states under his predecessor, Lincoln had to keep saying no to a compromise or any rejection of the union. Even after huge losses, and battle weariness of northern and southern states, Lincoln had to have that deep inner faith, a faith in Almighty God and his purpose for the Union, to reject peace negotiations with the southern states that conceded anything on slavery. ...

As one group of B-2's headed west pver the Pacific, another group quietly headed east to bomb the Iranian nuclear weapons development sites. The intent was to carry out the decision made by the US and the EU and tacitly supported by Russia, China, India, and the world, to prevent the proliferation of nuclear weapons. It is now evident that since the beginning of 2025 the number on priority of the DJT administration in foreign policy was to end Iran's effort to get a nuclear weapon. This is why the US DJT administration brought together Gulf regimes Qatar and UAE, Saudis for $2 trillion in business and economic deals in a DJT visit in May 2025. It is also evident that when India launched air strikes on Pakistan terrorist bases in June the US president DJT ended the war quickly in 72 hours. The Pakistan military head met with DJT in the White House a week back. This was preparation for the plan to take out the nuclear sites with minimal regional instability, a goal of the American people after Reagan/Bush miscalculations in supporting Hussein in Iraq and creating the Middle East wars Americans have had enough of. It may close a chapter of violent conflicts in the Middle East to be replaced with US support for India, UAE/Qatar/Saudi, Pakistan economic deals economic agreements. Much of the Indian media fails to understand this. The job of a US president if done right has responsibilities to the Nation and the World, after all the missteps of his predecessors DJT is stepping into this role. ...

Sarah Wagenknecht is combining socialist credentials with support for workers and unions with a platform opposing migration. She is polling 10-20 percent and is second to AfD right wing party inthe polls in three German states of Thuringia, Saxony and Brandenburg. Nationally she is polling 9 percent. Not that this is new.It is new only in Germany with CDU/CSU and Socail Democrats, Greens, Free Democrats dominating with right wing anti migration position taken by AfD. Mette Frederiksen in Denmark the Danish prime minister has long felt that migrations hurts working class families and distracts from the main issues facing workers. On this platform she has won elections in Denmark. Scandinavia is moving in this direction taking up working class issues, policies that favor unions and workers, support child care and families, yet opposing migration, but not with extremist right wing ideologies not compatible with democracy. Robert Putnam a 79 year old Professor of Public Policy at Harvard answers the question what is happening now- when everything seems to be stalling and solutions offered by parties of centre, right and left are all failing to deliver for improving lives of poor white people, black people, middle class white people. Failing to deliver on health care for all, on access to medicines, access to infrastructure, on access to public services. He sees this as a result of the over focus on "I' and on the concentration of wealth in the hands of a few people in the financial world or in Silicon Valley without concern for the needs of the country or the people.  Putnam compares this to the period of the 1870's onwards in America. when for several decades the emphasis was on selfish pursuit of money and wealth with everyone focussed on individual gain. It was only after this period brought America as a nation and the people of America into hard times people was the whole culture of "I" and overfocus on individual gain questioned and repudiated. The period of "we" began with Theodore Roosevelt breaking up the monopolies and Franklin Roosevelt fighting for a New Deal for American workers and the people of the United States. Putnam sees this happening again and America at a crucial juncture of repudiating the existing culture and values in the same way as it did in the past. The change in culture in America is part of a wider trend that includes all English speaking countries Britain, Canada, Australia and India. In all these countries the shift is towards rebuilding the culture that brings opportunities and hope to the working class and middle class, to rural areas, through a new vision for infrastructure, public services, healthcare and education. Putnam brings long experience studying the development of America starting with the book "Bowling Alone" published in 2000 which described the trend to rampant and unrestricted individualism in public and business life. In 2015 Putnam's "Our Kids" covered the issue of declining upward mobility and  failing to give opportunity for young people to make improvement in their social and economic aspects of their lives. The three books have extensive research and look at a lot of data making them academic of nature but they also serve a useful purpose. Any intuitive grasp of the situation also leads one to think in the same direction that the past carries lessons for the future, that there is a better way out, and that this situation cannot go on for much longer without damaging the nation and the people, not just America, but other English speaking nations Britain, Canada, Australia and India that share the same problems of lack of development, lack of infrastructure and services, and neglect of the common man, of everyman.   ...
