In this joint interview with Le Monde (France), Der Standard (Austria), and Financial Times (Japan) Annalena Baerbock, the Greens candidate in German elections, calls for asharp break from the policies of Merkel. Following the scale of the Biden's administration's efforts to loosen debt rules to spend massively to renovate crumbling infrastructure, Baerbock says Greens support loosening debt rules to spend $500 billion over 10 years on Germany's broken infrastructure. In this rare interview she says- " The major lesson from the euro crisis is that austerity can end up suffocating an economy, which is why fiscal reform was needed. Germany and Europe need to be the engine room for innovation again." Baerbock calls for a complete transformation of the German economy to achieve carbon neutrality in 20 years. She says Merkel was soft on Russia and China. She says Germany is not dependent on China for climate change policy. China is pursuing climate change because it is in her own interest. Baerbock would impose duties on Chinese imports that violate environmental standards or are subsidized. Where Merkel saw Germany as a country of 80 million and compared to China's 1.2 billion with which she was overawed,  Baerbock sees the European Union as a sovereign power with a population of 500 million. Where Merkel was faltering on European integration, Baerbock believes in European integration- "We want to make Germany a driving force for European integration."   ...

Neil Irwin of NYT provides some counter intuitive ideas on U.S. Fed interest rate policy. He says it can't be take as a given that the Fed will raise rates in 2017-2018. This depends on how much punch there is in the Trump economic policies for stimulus, and for infrastructure spending, tax cuts. He cites Senate Majority Leader McConnell who said he would like to keep "tax reform revenue neutral." Getting large spending and pushing up the deficit is likely to run up against Republicans in Congress who have for 8 years opposed large spending increases and large deficits. Trump has given few details about his stimulus or infrastructure spending plans. He says the scale of the spending might not match the talk. Irwin cites JP Morgan Chase economists who have kept their forecasts for GDP growth just under 2% for 2017 and 2018. And he points out that even Trump appointees at the Fed might act independently. The Fed might look at being cautious considering that increased trade tensions with China, and the unpredictability of a Trump administration could hurt growth. Irwin does not mention the uncertainty in other areas such as policy towards Russia on which the Republican party and Congress have very different views than Trump, tensions over Taiwan, that can also affect growth. ...

Dependence on China increased during the Merkel years to extreme levels. A EU survey shown in this DW.com report shows that of 137 products and services deemed critical, including fields such as renewable energy and health, almost 50% are supplied by China and only 3% by Russia. German foreign takeover laws and acquisition laws are being upgraded only now after years of China's investment in German technology and critical infrastructure  companies. The Merkel administration took a lax approach to protecting German technology and critical infrastructure. A similar situation existed with the Obama administration in the US. New regulations give the German government a veto in all critical mergers and acquisitions. This DW.com report says that today Germany's protected sectors include energy and telecommunications, medical technology, artificial intelligence. The problems  with the previous approach in the Merkel years that showed a complete disregard for protecting vital technologies was that the Economy Ministry in 2016 was not able to stop the full takeover of the flagship German robotics company KuKa by a Chinese manufacturer of dishwashers and refrigerators Midea. In 2018 a Chinese state electric utility company SGCC sought to get a 20% stake in 50Hertz a German electric grid operator which was turned back. Only now with the entry of the Greens under Habeck and Baerbock in government has Germany adopted a clear policy of effective action to protect German technology and critical infrastructure companies. ...

This WSJ editorial looks beyond Speaker Nancy Pelosi's visit to Taiwan. It says for decades during which China modernized its economy with US investment and technology, Chinese policy remained peaceful reunification and no set date. The US under this agreement for peaceful reunification agreed that it would follow One China policy and not follow the earlier policy during the Cold War of close defense ties with Taiwan. Now it appears from Chinese policy under Xi Jinping that Chinese plans are for reunification of Taiwan by any means and with a date of the next decade or even in the next 18 months, says WSJ. This is a change of previous Chinese policy says WSJ and the US response should be to act with a change in its policy to provide Taiwan with the ability to defend itself during an invasion of the islands around Taiwan or other invasion.

China's military drills around Taiwan have an unintended effect of creating a shift in American and European sentiment on the overconcentration of US and EU investment in China. Business in Germany and in the US has operated for a long time in the Merkel and Bush-Obama-Trump administrations a if this overconcentration which hurt workers and communities in both the EU and the US did not matter as long as the interests of the individual companies was met. Mr. Biden's policy takes an entirely different approach to protect American workers, rebuild American manufacturing, rebuild infrastructure, and to build America's leadership in the world. The military drills only increase the awareness in America of the risks and dangers of the positions taken by previous administrations. Shifting sentiment to back president Biden's strong steps to rebuild America and American leadership.

Russian seaborne crude shipments are up 18% as of June 11 over the prior year, Iran's shipments up even more by 45%. The result is increased supplies even though the Saudis tried to increase oil prices by limiting production. China's economy is slowing and faces headwinds that will not go away anytime soon of debt close to 290% of GDP higher than US or Europe. And lower imports by the US and EU as they correct the mistakes of overconcentration in China. The European Union faces high inflation and a mild recession. This is cutting demand as supplies increase. It will help the Biden administration as it seeks to give all Americans a fair chance to improve their standard of living, by reducing the cost of living and investing in the economic potential of the country in a way no other adminstration has done in the last 40 years.

Orlik reports that the link between China's GDP growth and lending has broken down as credit expansion is accompanied by slowing growth. Slowing credit growth and lowering GDP growth even further is the price China's ecnomic planners are willing to take to forge a new path of sustainable growth, increasing efficiency of investment and increasing domestic consumption. The ratio of China's credit outstanding to GDP has jumped to about 180% in 2012 from 123% in 2008. Rapid expansion of credit is one of the danger signals before a crisis according to the IMF. Much of the cost of the Common Prosperity campaign of president Xi to increase access to healthcare, education and housing will fall on heavily indebted local governments in China, says WSJ. Today in 2022 these three education, healthcare and housing are moving beyond reach of ordinary Chinese because of rising costs and referred to as the "three big mountains." In education and housing the government has moved to improve access. Today parents like Ding Jianxiong in Beijing can give their children two extra hours of classes in school for not cost. It saves money and time compared to tutoring classes that the government is discouraging. Teachers have to work longer hours for this to happen and the cost is borne by local governments. Governments at provincial, municipal and county level finance 80%, 70%, and 60% of China's fiscal expenditures on education, healthcare and housing projects. Data from China's Finance Ministry shows local governments have built up $4 trillion in debt at end of 2020, up 20% from a year earlier, much of it to finance infrastructure projects in the last 20 years. This experts say is an underestimate with additional debt buried and camouflaged in financing vehicles, other forms of debt. In 2020 the central government restricted sales of land that were creating an overinflated housing market and driving cost of housing ever higher, depriving local governments of a principal source of revenues. Land sales are now down about 15% and falling. Experts say a new property tax could only bring in one fifth of what was derived through land sales by local governments. The result is a fundamental mismatch today between revenues and costs for local governments that has not been addressed. ...

A recent WSJ report on the miscalculations on all sides on Ukraine show the errors by presidents Bush and Obama and German chancellor Merkel that created the situation that led to war in Ukraine- Ukraine not outside or inside but somewhere in the middle for joining NATO. Hangzhou, hard hit by closing export focussed factories, is trying a$100 million voucher program to increase spending. Since January, a fifth of the residents of this city have received $30 vouchers, and more vouchers are being issued. Taiwan just tried a voucher program with $102 going to each Taiwanese citizen. Taiwanese President Ma says 50,000 retailing jobs were saved and about two-thirds of one percent addded to GDP. The problem in China is the lack of a safety net and poor access to health care, that is making average Chinese to save over one fourth of incomes. Consumer spending is 35% of GDP. The government has focussed on exports, and used export generated revenues for huge infrastructure spending. With exports down by over 25% in January, the export model is fading away quickly. Japan and Taiwan have seen much higher drops in exports, and China should see even more deceleration in exports, with a lag of some months, as a lot of products made in China use parts made in countries like Japan and Taiwan. The China Development Research Foundation says one fourth of the population have no health insurance at all. Though by some estimates this number may be about two thirds of China's 1.3 billion people. Hundreds of millions of people have huge bills for treatment of serious illness that are not covered by even the most basic insurance. Public pensions cover less than one third of the workers. And an estimated 130 million migrant workers have no unemployment insurance. Even payments to the poor reach only a fraction of people eligible. The government has only tentatively moved to correct his. And outside economists say that something needs to be done in abig way to build this safety net. The government has announced a $123 billion 3 year initiative to deliver basic, universal health care and health insurance. This follows a 3 year drive to provide compulsory and free education to students through 9th grade. David Dollar, the World Banks's country director, described ameeting with Finance Ministry officials, and wrote in areport on the Bank website that the government had the resources to expand these programs quickly. Instead the government has taken a piecemeal approach when action on a large scale is needed. One of the problems may also be that to make universal health insurance, the current health system may need to be examined and rebuilt, so that economical cost effective treatments are encouraged and costs are managed effectively. This would make universal health care affordable by keeping costs manageable, in the same way that the Obama administration is trying to do in the USA. ...

The U.S. ranked first in an annual survey of executives rating places with favorable prospects for foreign direct investment. The survey by consulting firm A.T. Kearney has questions for executives of 302 large companies, all with sales above $500 million, about how likely they are to invest in countries over 2013-2015. It was done in October and November of 2012. On a scale of 0 to 3, the U.S. scored 2.09, China 2.02, Brazil 1.97, Canada 1.86, India 1.85, followed closely by Australia and Germany at 1.83 and the UK at 1.81. Mexico and Singapore are at No. 9 and 10 with 1.77. The survey shows the U.S., and Mexico gaining, China and India slipping, and English speaking countries UK, Australia and Singapore, as part of the 6 that are English speaking of the top 10 countries. Brazil's hosting of the Olympics and World Cup helped it maintain its position. The emerging market countries performance has slipped further since the survey, including Brazil, and the U.S. has made further gains in investor sentiment. The unrest among young people in Turkey, India, China, and Brazil as seen in street protests and credit financed booms may have further affected investor sentiment. The increase in natural gas production, revival of the midwestern economies, and a recovering housing market have boosted the U.S. economic prospects compared to emerging markets and the eurozone....

Japanese prime minister Fumio Kishida  holds talks with Indian prime minister Narendra Modi in New Delhi. Japan has pledged to increase trade with India with $42 billion in investment in India over 5 years. In the 20 years 2000-2019 when Japan invested heavily in China, Japan invested only $32 billion in India. The US and Germany also invested heavily in China, compared to the investment in India.  Business in the US, Germany, the EU, and Japan integrated their economies with China over two decades. The Trump administration brought attention to the US working class and the effects of trade and investment that hurt workers in the domestic economy. The election of Biden in the US, Scholz in Germany and Kishida in Japan have shifted focus to the working class, inequality, lack of infrastructure investment in the domestic economy, and the effects of business decisions that cost jobs in the domestic economy. It is in this context that foreign investment is being shifted to India, Vietnam, and other manufacturing locations in Asia as the entire world supply chain is being reinvented to protect workers in the domestic economy, and the local economies. The pandemic and the war in Europe are now accelerating the reinvention of world supply chains. Indi abstained from the vote in the United Nations on Ukraine yet it maintains that all disputes be settled through peaceful resolution under international law. The joint Kishida Modi statement says- "We confirm that any unilateral change in the status quo cannot be forgiven in any region, and it is necessary to seek peaceful resolution of disputes under international law." ...

Helen Gao provides this exceptional story of how 544,000 Chinese students studying abroad far from being success stories are facing stress, anxiety, depression to an unusual degree. About 329,000 of them are in the U.S. where the $50,000 to $60,000 college tuition cost is ten times the disposable income of a Chinese family. For working class families study abroad means using up savings. Researchers at Yale in a 2013 survey found 45 percent of Chinese students on campus had symptoms of depression, 29% had anxiety. This is similar to other universities in the U.S., Australia and Britain with large Chinese student populations. Language barriers and cultural barriers pose a problem particularly in student interactions with advisers and professors. Liberal arts studies emphasize critical thinking and other skills that are not found in a results oriented, memorization from note cards oriented system in China, creating academic stress. Worse what awaits students who return is not enough recognition for years spent studying in a different environment- about 80% of Chinese students from abroad earn a mere $1500 a month, according to a Beijing think tank Center for China and Globalization report done with a recruitment agency Zhilian Zhaopin. As she talks about the experience of other students from China, Gao describes her own anxiety attacks during 8 years of study in the U.S. Her father sent pictures after his first visit to the U.S. in 1995 says Gao, with words about how he wanted his daughter to see the U.S. with her own eyes, the beauty of the country and its spirit. Years later Helen Gao of Beijing sees a different America as she walks from one Harvard campus building to another in 2015 during her last year of graduate study, one that brings anxiety, financial insecurity, and uncertainty about the future.   ...

Li Ka Shing started out fleeing from the devastated China of the Sino Japanese war to the British colony of Hong Kong, left school at 15 to work and started out with a small plastics factory in 60's Hong Kong. He then branched out into real estate as Hong Kong's economy expanded, and in the 2000-2020 period with rapid growth of China with US assistance (Clinton and Bush administrations) moved to acquire most of the ports and container terminals in the world. It is these ports that are now being bought back by the US. 23 ports and container terminals in 43 countries will now be sold back by Li Ka-Shing's Hutchison Holdings back to Black Rock under an agreement. None of this could have happened under the lackadiasical policies of previous administrations that led to first affront and then disastrous effects of migrant trafficking and drug trafficking in this hemisphere.   ...

A look at the deficit/imports deficits divided by imports ratio formula used by DJT in Rose Garden chart Liberation Day April 2, 2025 shows the importance of deficits and total imports by country. The criticism in NYT of this formula centers on- Why not the use of manufactured goods plus services and why exclude services. This is easily answered the whole idea is to bring manufacturing back to the US. US Trade Representative Jamieson and president DJT say 5 million manufacturing jobs were lost and 90,000 factories closed over 2 decades of outshoring by American companies, most of it to China. Only by focusing on manufactured goods can this be corrected. What about using a five year average of the trade deficit instead of most recent 2024 trade deficit used by the president DJT? NYT says it distorts the ratio for Equatorial Guinea? But it shifts it only slightly by less than 1 percent for China and even less than that for the European Union. US is focused on correcting the unfair treatment of American workers and factories inside America that led to this loss of 5 million jobs and tens of thousands of factories, destroying the Nation's industrial base. Most of it to China, What that has to do with Equatorial Guinea is beyond comprehension and shows the ignorance that is fueling much of the criticism of the efforts to support American workers who are the best in the world when given the opportunity and management is doing it's job right. ...

This story in the NYT showing America's GE building a wind turbine three times as large as the Statue of Liberty in New York harbour, comes after a decade of bad news from GE, beginning with its role in the mortgage financial crisis when its stock dropped to new lows. Bad bets on conventional power generation in its power division are leading to the change at GE where it is now investing in renewable energy. Under CEO Immelt GE did not anticipate the surge in growth of renewable energy powered by government subsidies. Now GE is pursuing an aggressive strategy by building larger wind turbines than its competitors Vestas in Denmark and Senvion in Germany. A 12 megawatt turbine is planned by GE called Haliade-X, to be built at a cost of $400 million for demonstration in 2019, shipping units in 2021. Competitors are looking at building a 10 megawatt wind turbine. Vestas SA and Mitsubishi Heavy Industries have a 9.5 megawatt wind turbine in operation as prototype in Denmark. The bit of good news comes with the backdrop of big changes at GE as its power division falters badly. GE under Immelt badly misjudged the market for gas and coal turbines, building inventory and resorting to aggressive pricing, not anticipating the push evident in Germany and in China towards renewable energy. The shift to renewable energy reduced demand for conventional power in Germany and the U.S. In Germany. Electric companies in conventional power generation are struggling. At GE orders declined by 25% and profits by 50% in the 4th quarter over the prior year. 12,000 job cuts are planned in the power division, 18% of its workforce. Older board members at GE are expected to leave, and GE under new CEO/Chairman John Flannery plans to shed $20 billion in assets in a major restructuring and shift to renewables.   Larger wind turbines of 10 megawatts or larger are the next stage in wind energy as the Netherlands and Germany move to build wind farms free of subsidies. A 110 aircraft $15 billion deal is being negotiated by India with Boeing and other manufacturers. This deal requires all aircraft be assembled in India to create jobs, and requires transfer of technology so that India can build up its own defense industry for exports. The U.S. sees India as a counterpoint to China in the Indian Ocean as China expands in that region, and transfer of technology is being done to increase Indian capabilities. In the past India has sourced defense needs including aircraft from Russia, and this is an effort to improve ties with India. Lockheed is considering building F-16 aircraft in India with Indian partner Tata.

The Chinese government raised the retail price of diesel by 18% to the equivalent of $3.58 a gallon, and the price of gasoline by 16% to $3.83 a gallon. Electricity prices and the price of jet fuel were also increased. The Chinese government decided that it could not provide subsidies for the rising prices of oil indefinitely even if the price increases mean higher inflation. Inflation was 7.7% in May 2008, and 8% in February, March and April. Prices for gasoline and diesel have been fixed in China since Nov 1, 2007, even though world oil prices have risen 45% in this period. Farmers were exempted from the price increase and tractors and farm equipment get priority allocation of fuel, three quake hit provinces of Sichuan, Shaanxi and Gansu are also exempt.

The deep deterioration in U.S. China relations as the U.S. sees itself in a disadvantage in trade with China and the Trump administration imposes tariffs, calls for changing existing supply chains and trade to safeguard U.S. interests. Saudi Arabian deputy defense minister Prince Khalid says polls show Saudis younger than 30 years old favor improved relations with Israel. As a first step Israeli planes would be allowed to fly over Saudi Arabia and control over two islands in the region would be handed over to the Saudis.  President Biden as a candidate had concerns about human rights in Saudi Arabia. Following the war with Ukraine and improving Saudi Israel relations it now appears likely that this will have an impact in improving US relations with the Saudis. Prince Khalid visited Washington and William Burns has also visited the Middle East for the Biden administration as it seeks to get Saudi Arabia to increase oil production following the EU oil embargo on Russian oil.  Saudis under Prince Salman who heads the administration are pushing to modernize Saudi Arabia and build ties for a broader relationship with the world than the traditional ties in the Middle East of Arab countries.The Saudis are improving relations with India and India was the first country to ship vaccines to Saudi Arabia. UAE and Qatar have also improved relations with the Modi administration in India. With China  engaged in trade and technology friction with the US after US investment and aid to China during the last 2 decades and the long period of aid to China during the Japanese invasion, the US is building new relationships in Asia, the Pacific and the Middle East. The new Saudi US relationship would be different from that of the old Saudi relationship as Saudi remains a monarchy but under the new administration and a younger generation of Saudis sees itself as a modernizing influence in the region. Biden sees these new factors as it looks to rebuild relationships in Asia.   ...
