Experts say CEO's have constituencies in the form of employees, shareholders and customers. This has affected CEO's as they responded to president Trump's comments on the Charlottesville attack.  Even the cautious optimism that CEO's maintained during the early months of the Trump administration- as they sought not to miss out on representation on advisory councils- has now faded. Most CEO's have decided that it is not worth having this voice in advisory councils when they have to be seen as supporting positions on racism and culture they cannot support. One by one the actions by Trump on the travel ban, climate change agreement withdrawal, Charlottesville attack,  has led to a shrinking of support. From non-involvement in Trump's campaign but cautious optimism, to a sense that it is not possible to work with the president without violating deeply held beliefs. Gini Rometty of IBM told employees that dialogue was critical to progress, but that " this group can no longer serve the purpose for which it was formed."  A sense that not much would be accomplished, and the reputational cost for business was too high to make it worth the effort. Serious doubts remain about the effectiveness of value at risk or VAR quant models used by JP Morgan Chase to measure potential losses on a trade on a bad day. A newer model used by Chase in the first quarter showed smaller losses. When the old model was run this trade showed double the losses according to Chase managers. Greenberger, a former CFTC official and a professor at the University of Maryland School of Law, says if the trade become hard to unwind it shows poor risk management. And experts say it is not much of a hedge if it is done in an obscure part of credit markets and hard to unwind without serious losses. Peter Tchir, a former head of index trading at RBS bank, says CEO Dimon must have seen these kinds of hedges as part of his overall strategy, which is why he supported them in April 2012. The problem lies in that the bank size has grown to such proportions that its simply too big to manage, with trades it has to make becoming massive as a consequence.

Chancellor Merkel meets President Trump in a key summit in March 2017. The two leaders have different styles, one flamboyant the other reserved. Chancellor Merkel tells the German media "it is better to talk with each other than about each other." Trump called Merkel's refugee policy "catastrophic," Merkel has said that the Geneva convention requires countries to do this on humanitarian grounds. On trade German's Economy minister Brigitte Zypries says Germany would file a suit on any hike in import duties at the World Trade Organization, that WTO rules restrict import taxes to 2.5% on autos. Germany's BMW plant in the U.S. exports more autos than GM and Ford put together, and Merkel is likely to emphasize large German investment in the U.S.. The heads of BMW and Siemens and other industry executives are accompanying Merkel to the U.S. as trade will be a key topic.

The Bureau of Labor Statiistics puts out a statistic each month, called the JOLTS for Job Openings and Labor Turnover Survey, which shows how many job openings there are in the US. This statistic stood at 2.2% for February 2009, down from 3% in Feb 2008, and this is 2.2% of all the jobs in the USA, which comes to about 3 million. The Conference Board's report shows 3.2 million online advertised vacancies as of March 2009. The odd thing is that there are so many advertised vacancies when the unemployment rate has shot up in the same year from 4.8% to 8.1%. The implications are serious. First there is a mismatch in qualifications. As jobs are lost in construction and the financial industry and in retail, new jobs are appearing in health care, education, government and accounting. This structural shift is happening quicker than the market can respond, or faster than labor retraining has time to respond. And compounding this the severe housing market leaves people unable to sell their homes and move. This makes for a less mobile labor market than the US has had in the past. With the government stepping in to ease the burden of unemployment there may be even less incentive to move. And those that move will have to accept the lower pay in new careers , and employers will have to settle for imperfect fits in filling vacancies. To reduce the mismatch in qualifications governments will have to ramp up their job retraining programs. ...

Estimates of net income JP Morgan has gained from the acquisition of Bear Stearns and Washington Mutual since 2008 are about $16 billion. This acts as a offset against the $13 billion legal settlement with the Justice Department. Eavis and Protess point out that JP Morgan Chase acted in its own interest to buy these to firms at a bargain price in 2008, even as it was working with regulators in this arrangement. For this reason the Justice Department settlement is not seen as unfair to JP Morgan.

Reagan adminstration Budget director, David Stockman, faults the Republicans for not controlling runaway spending, and for tax cuts when the deficit was already growing to unmanageable proportions. The Republican party he says, has not acted responsibly by opposing tax increases for the nation's richest taxpayers of three percentage points. He adds in the municipal bonds and the $7 trillion of new deficits, and says with this the total debt reaches $18 trillion by 2015, a Greece style 120% of gross domestic product, which calls for much needed austerity.

The Fed gets tougher on "too big to fail" but how tough? Does it have the guts to go after this problem asks Peter Eavis. If he does Bernake would go down in history as a hero says Eavis. Meanwhile Fed Governor Tarullo clearly point to the utterly inconceivable fact that after a crisis of these proportions with large banks being bailed out, the remaining banks and financial institutions are larger than before the crisis. And the banking lobby has stalled regulation to control the problems in derivatives trading and other areas. Splitting up or downsizing the banks and separating their social function as deposit takers in the economy from their trading desks and investment activity, is being advocated by central bankers from Volcker to Mervyn King. Ted Cruz is seen as the most pro-Israel of the Republican candidates for president. Pro-Israel groups are joining to fund his campaign for president after his win in the Wisconsin primary. Sheldon Adelson is one of the donors sought by the Cruz campaign. Paul Singer and the Ricketts family have funded super PACs that have financed the anti-Trump movement's advertising efforts, but not directly supported Cruz. Cruz is trying to change this following the win in the Wisconsin primary seen as the turning point in the election campaign. Cruz added to the bit of humor about the Cruz campaign on the late night show "Jimmy Kimmel Live," with this exchange: Kimmel saying that Cruz simply held out till these donors found someone they liked less than Cruz. "There you go. its a powerful strategy," said Cruz. Even backers trying to recruit new donors are aware of Cruz's ideologue reputation, saying he is still the "good designated driver" after the party. Cruz has put forward the economic message of Jobs, Growth and Opportunity, as he broadens his appeal outside the conservative values base following the Wisconsin primary....

Why he asks did the Obama administration not take the risks it took for "undeserving" recipients in the auto industry to provide significant help to GM and Chrysler and at the same not provide large scale and situation changing help to millions of mortgage holders who were under water? The housing crisis with millons of foreclosures depressing home prices has played a significant part in the lagging economic recovery. He points out that Obama economic advisors had read Rogoff and Reinhart's book "This Time Its Different," about the longer times it takes for a economic recovery after a housing bubble, and still made the mistake of believing economists who suggested that the stimulus by itself would be sufficient and that recovery was underway in 2010. The WSJ's Joyu Wang looks at the life and political career of Taiwan's new president Lai Ching-Te. Lai has a completely different background from his mentor Tsai the DDP leader who led Taiwan for two terms. In contrast to Tsai who was from an affluent family and worked in the ministries, Lai is from a family with 6 children in northern Taiwan. His father was a coal miner who died in a work accident when he was a few months old. He studied medicine at Cheng Kung University medical school, before leaving medicine for politics at the urging of his teachers. Taiwan was in the middle of a pro democracy movement as the Koumintang party lost its grip on government in the 1980's. The DPP was in its early days and Lai was elected to the National Assembly in 1994. In 2010 he was elected mayor of Tainan. In 2014 by 72% of the vote he is reelected and 2017 the DPP's Tsai serving a first term as president brings Lai in as premier. People who know him say he shows great empathy with working people yet can be slow to change once he has made up his mind. This WSJ report says compared to Tsai Lai is less predictable as he believes in Taiwanese independence and does not hesitate to say this. He once having said he would like to walk into the White House to talk with the US president. This means he is less predictable than Tsai for both China and the US who seek to keep the relationship with Taiwan stable so that US-China business and other relations can be stable -without the distraction of a Chinese response to every move by Taiwan towards independent policies. Lai built a new science park in the city of Tainan, a new art museum and a new flood management system. ...

Canada's banks are making investments in US financial firms. Toronto-Dominion Bank agreed to pay $6.3 billion for Chrysler Financial and the Bank of Montreal bought Marshall & Ilsley, a bank in Milwaukee, for $4.1 billion. Investors are skeptical of these deals but experts say Canadian banks have few options to expand except by going to the US market.

Steven Mnuchin, a former Goldman Sachs executive is the new Treasury Secretary in the Trump administration. His ties to Goldman Sachs go beyond his own work at the firm. His father joined Goldman in 1957, and worked for his entire career at the investment bank. Steven's brother Alan also worked at Goldman. During the campaign Trump was severe in his criticism of his opponents Cruz and Clinton's ties to the bank. Ironies abound, not only is the new Treasury Secretary from Goldman, his connections go back a generation. The Treasury Secretary under Clinton was Goldman Sachs executive Robert Rubin. Under Bush who followed Clinton the Treasury Secretary was Goldman Sachs executive Henry Paulson. Under Republican and Democratic administrations Goldman Sachs executives have held key positions. Mr Mnuchin was campaign finance chairman for Trump for 6 months leading to him being chosen for Treasury Secretary. Mnuchin joined Goldman in 1985. During the campaign Trump was also severe in his criticism of financier George Soros, making this a key point in a debate with Clinton for taking Soros's support. This report by Das and Ensign points out that in 2002 Mnuchin left Goldman to run a credit fund set up by George Soros. In 2004 Mnuchin founded hedge fund Dune Capital Management LP with Soros support.  When IndyMac bank collapsed a deal with the government was arranged that covered a part of any future loan losses being taken by FDIC, and Dune was one of several hedge funds and private equity funds including Soros funds that acquired it for $1.5 billion. The renamed IndyMac bank was called OneWest with Mnuchin as chairman. OneWest was sold in 2014 at a large profit to CIT Group Inc. This report says CIT Group took a $230 million charge in July 2015 for accounting problems at OneWest.  During the latter part of the Trump campaign after he joined it in May 2016, Mnuchin set up a joint fundraising agreement with the Republican National Committee. This made it possible for major donors to give to the Republican party and Mr Trump. The head of the Republican National Committee is Mr. Lewis Eisenberg. Having run the technology division at Goldman, Mnuchin was prominent in Goldman and investment banking circles in New York.    ...
