The eight member panel of experts led by a retired judge gets high marks from the youth movement, and all oppositon parties. All have a good grasp of the legal theory to build a good system of democratic processes with checks and balances and necessary protections. The chief of the panel, Tareq-el-Bishri, is a retired senior judge, and an author of a book titled: "Egypt: Between Disobedience and Decay." Bishri wants to see prosecutions done in civilian courts, and wants a balance of power between government institutions. Members of the Youth Movement say they encouraged military leaders to setup the tasks of writing a new constitution in several steps, the first being rewriting the key articles and holding an up or down referendum. It was felt that a better constitution would emerge once elections were held, and enough time and debate could occur for the new constitution.

The UK decision makes purchases of Huawei equipment for UK 5G networks illegal from the end of 2020 and gives carriers till the end of 2027 to strip out existing Huawei gear from 5G networks. The move Mr. Dowden, British minister in charge of digital issues, says will cost $2.5 billion and delay the development of 5G by 2 to 3 years. He said the whole sector suffers from a "global market failure" and is "dangerously reliant on too few vendors." The UK and Australia, U.S. decision will accelerate the development of more vendors in international alliance to come up with alternatives. Other European governments face pressure from legislators in Germany, Italy, and France  to reconsider decisions on 5G. In the UK some members of parliament are critical of the long time given to phase out Huawei gear in 5G networks.

Roger Scruton on John Stuart Mill, famous British writer on political economy and theory. Mill's books include On Liberty, and Principles of Political Economy. Mill followed his father's political philosophy, which his father acquired from Jeremy Bentham, who developed the theory of Utilitarianism. This theory's main point is stated briefly: "that action is right which promotes the greatest happiness of the greatest number." Scruton critiques Mill on the 200th anniversary of the birth of John Stuart Mill. He says that Mill's writings and ideas still dominate jurisprudence in the English speaking world. As for example the idea expressed in "On Liberty," that the purpose of law is to protect the will of the individual, and the concept of harm. If one person's actions do not harm another person then the law should protect the individual to act and speak as he chooses. Other writings are Principles of Political Economy, which expresses liberalism in its modern sense. A liberalism where the state steps in to help and assist in equitable distribution of resources and opportunites to all people within the framework of "On Liberty," which sets maintaining individual freedoms as an aim of good government. Even though Scruton is right in saying that wisdom is deeper and more valuable than rational thought alone, Mill's thought processes for that build on and expound on Adam Smith in Principles of Political Economy may be right for his time. Especially considering the problems of Charles Dickens Victorian England, of industrialization, poverty and so on, and this because they were the wisdom of the time. The same thinking taken in a different context, distorted, with different labels in the 20th century, (socialist state that destroys individual rights) gave rise to many evils but they have little to do with the author and his context of Victorian England. Wisdom may very well suggest that the state overreached and in some cases destroyed freedoms and economic wealth in recent times, and now is in a moral vacuum when it comes to social issues like raising of children, society, etc. In each situation the best approach appears to be to look at each situation in its own special context and background, and history, to find creative and human solutions. ...

President Obama has 63% job approval rating in a New York Times/CBS News poll. His backing is among Democrats and independents alike which is very useful for Obama.But the poll shows more American having faith in the President than in the handling of specific issues. He gets good approval on foreign policy initiatives at 59%, but in the handling of the Auto bankruptcy, or of health care his ratings are below his personal ratings as President. A majority of those polled were concerned about the rising budget deficits. BUt his ratings among Republicans has fallen from 44% in February to 23%. Republicans were viewed favorably by only 285 of those polled, the lowest ever.

WSJ Board criticism of DJT Tariffs paints a picture different from what is happening at a time when the president needs support to change the rules of world trade so that there is a level playing field for everyone. First Japan and then China have begun and pursued a course that uses the international trading system set up after 1945 to their advantage resulting in the deindustrialization of the US and Europe since the 1980's. WSJ's own reporting in July shows the inflation is subdued at about 2%. The president's jawboning or moral suasion has worked so that retailers such as Walmart have actually reduced prices on basic products and all retailers including Amazon and Target have cut prices on the more expensive products where their margins are larger. One WSJ report shows Amazon increased prices on products that were made in the US, as its own form of jawboning so that Amazon would get the point. It also belittles the extraordinary effort of Bessent and Jamieson as trade negotiators in getting the deal with Japan for $550 billion. It says DJT was lucky to get the deal when it is clear that Japan is returning the US the favor the US did to Japan, as a true ally should do, aside from US defense of Asia. ...

This editorial in the HIndu newspaper says more than the Rs. 2000 crore allocated for Ayushman- for covering 10.74 crore families with Rs 5 lakh health  coverage- is needed. This should have been setup earlier and it is now time to upgrade the public health infrastructure so that it can handle the much needed care of 40% of the population given free coverage upto Rs 5 lakh under PMJAY.

Not all states have joined. The challenge of tight cost control has to be met through defined treatment packages for which rates are prescribed so that the challenge of standardization of facilities and reasonable rates for procedures is met.

Prevention is also of great importance and here the 150,000 health and wellness centres across India of the National Health Protection Mission have a special role to play.

What happens as the population of elderly people rises and there are many older homes vacant as the population ages. This report in the BBC looks at the "ghost homes" in Japan that no one wants particularly in parts of the country and towns where many elderly people reside. These are also older homes that were build from wood in the old Japanese style making them more prone to collapse in earthquakes and fires. They are given almost for free with subsidies by town governments with few takers. A separate article this week shows China's median age rising. For the first time we see two large Asian societies, Japan and China experiencing or beginning to experience this problem.

Brexiters dream of a revival of colonial trade links with a nostalgic view of Britain. The idea of "global Britain." Yet there is a flaw in this vision as only 3.3% of Indian exports went to Britain in 2016, and 17% went to EU countries. As an exporter Britain barely comes into India's top 20 trading partners. Part of the reason is that British companies build domestic plants in India. Much of the optimism comes from the UK-India Technology partnership agreed between prime ministers Modi and May in April 2018. 

On a trade deal the EU is working on this since 2007 so a trade deal will take a long time in negotiations.

US president Biden says efforts are being made to provide emergency assistance to India for vaccine making supplies, as well as therapeutics, ventilators and other equipment. The White House says "The United States has identified sources of specific raw material urgently required for Indian manufacture of the Covishield vaccine that will be immediately be made available for India." Joe Biden said that "Just as India sent assistance to the United States as our hospitals were strained early in the pandemic, we are determined to help India in its time of need." The last time the FBI involved itself in elections was with Edgar Hoover in the election between Harry Truman and Dewey for U.S. president in the 1948 election, when Hoover made clandestine efforts. One Georgetown scholar says it may be an unfair comparison for Comey, but it raises questions about his bringing up the email inquiry a week before the election. Other experts say it may be a sort of moral hubris of Comey that led him to this. An expert at New York University School of Law, Mr. Gillers, is cited by NYT. Gillers says the letter to Congress was a second or third mistake to cover up a previous mistake, that Comey should not have made repeated public statements, not the statement criticizing Hillary Clinton about the email practices, not writing a letter to Congress a week before the election. Michael Chertoff, a Republican who led the criminal division of the Justice Department under Bush, says Comey violated longstanding Justice Department rules and practices in July and this week, and provided fodder for all kinds of speculation.  ...

The U.S. central bank lent half a trillion dollars to counterparts overseas representing most of the emergency lending at the time in 2020. It eased a dollar shortage globally, helped stop a market selloff, and continues to support global markets in 2020. The Fed is now the global source of dollar funding, which builds the role of the U.S. currency a the dominant currency. Countries that benefit from the Fed are Australia, Singapore, South Korea, Britain, Japan and European Union countries. On March 31 the Fed launched a program that let 170 central banks around the world borrow dollars against their holdings of U.S. Treasurys adding confidence.  To understand the dollar's dominant role about 88% of 6.6 trillion dollars in currency trades taking place daily involve dollars according to BIS. By end of 2019 U.S. dollar denominated debt securities and cross border loans reached about $27 trillion up from about $17 trillion in 2010. The election of Claudia Sheinbaum of the Mexico Regeneration Party Morena with about 60% of the vote, a margin of 30% over the Opposiion parties Galvez, shows the strong support for current  president Lopez Obrador who is limited to one term of 6 years. Sheinbaum, a close associate of Obrador during his time as Mayor of Mexico City, and his successor as Mayor, was chosen to run by Obrador. Morena Party won 6 of 9 governor elections in states and 253 of 300 Congressional seats, practically sweeping the whole country except for Guanajuto. This shows that the Mexican people believe that Obrador had carried Mexico through the pandemic, through the difficulties in relations with the US and the negotiation of a new trade agreement with US and Canada, and set the country for steady growth by support for the economy and good governance. He has also helped build popular support by working to improve the standard of living of the poorer classes in Mexico. Obrador tackled corruption in Mexico to give Mexico good governance following decades of corruption. ...

How this helped build the local economy with coal. It used ten thousand tons of coal and one billion gallons of water from the Taunton river every day. It shows the kind of economic transformation that is happening in China and India with coal even as the switch to renewables is happening. In Massachsetts this was followed by the switch to wind power farms in Somerset started under Biden in 2022. This has stalled under DJT and facilities remain idle all along the New York and Massachusetts coast. What it says is that to switch to renewable one has to have some coal for economic transition to communities hit by deindustrialization. That bringing back America's industrial base, ending culture wars, and getting a bipartisan understanding of the transition from workers, communities all over the country are all part of the effort to put renewable energy on a sound basis. ...

Under a new law going into effect on Oct. 1, 2017 and supported by Angela Merkel's government, all social networks will be required to delete within 24 hours "all illegal content." This is an effort to take immediate action against hate speech, libel and other illegal content. Companies could be fined upto $57 million. Germany's Justice Minister Heiko Maas said "we cannot accept that social networks ignore our laws." Mr. Maas says the voluntary effort setup earlier had not worked as the social media companies were too slow. The law now means the networks will devote more resources, with Facebook increasing the staff for this purpose doubling it almost from 4500 to 7500, showing that the problem had not been addressed the way it needed to be. The new law details 22 sections of the criminal code that social networks need to enforce. Including laws banning libel, character defamation, hate speech, insults against religions, offensive statements and privacy violations. Britain's May and France's Macron have also called the efforts of the networks insufficient. A similar law in the U.S. before the 2016 election could have saved the country from many of the problems arising from illegal content being posted, including damage to the image of the U.S., inciting deep divisions, racial tensions, hate rhetoric and defamation leading to coarsening of public dialogue and debate.  During 2016 many European leaders were exposed to hate speech including Angela Merkel. The social networks were slow to respond and did not take their civic duty as seriously as they should have considering the grave damage to the social and political fabric of the U.S. and the European Union countries. The governments also took time to act, studying the problem carefully before taking action leading to further damage, one reason the current legislation was passed quickly and decisively. Experts say other countries will act following the German example to preserve civil dialogue and strengthen democracy. ...

Britain's prime minister Boris Johnson lays out the rules for reopening in a 50 page document. It says people should use masks in public transport and outside. It also recommends people not use the subways at this time but use cars, bicycles or walking to work as better alternatives. Subway stations such as Waterloo were relatively quiet as people practiced guidelines and acted cautiously. The rules were seen as confusing but the prime minister says the reopening is much more complex than the closing which simply said "stay at home."

People were advised to work from home when possible and gave people in construction the ability to get back to work. Restaurants, hair salons, shops remain closed till a later stage. There is concern that cases could spike again and the prime minister clearly stated this would mean putting the brakes again. Britain is the second highest in deaths after the U.S.

The Federal Reserve dropped the rate of growth of the U.S. economy from 2.3% to 2.1% in 2019. With slowing growth the Federal Reserve plans no interest rate increases in 2019. Sentiment on the Federal Open Market Committee is for one rate increase in 2020 and none in 2021. The Federal Reserve increased interest rates five times in five consecutive quarters to the current range of 2.25% -2.5%.

Simon Nixon of the Econmist on the report's findings for the future of the world economy. He points to the heavy debt overhang for individuals and banks that will take years to overcome resulting in entrenched unemployment and sluggish growth, somewhat reminiscent of Japan's years of stagnation after its bubble. The entrenched unemployment he argues will permanently lower the economic potential of developed countries of US and Europe. Public debt will rise so that private debt can fall. Bank lending that is cautious will only slow any recovery for a long time. And the grim facts he presents are that about 25 million jobs will be lost in the 30 rich countries of the OECD before all this is over during the coming decade, and several million jobs probably will never come back. Auto manufacturing and manufacturing in general is an example where some jobs lost may never be regained. There is no room for complacency here.
