Pope Francis plans a visit to the Philippines and Sri Lanka in Jan. 2015 This is an effort to support the Catholic Church in countries experiencing rapid population growth and change. The Philippines has 75 million Catholics, about the same number as in the U.S., and compared to 46 million in Italy. Greek shipping is exempted from taxes in Greece as an incentive to invest in Greece, depriving Greece of an important source of revenues. Air pollution concerns are leading China's National Development Reform Commission to set a higher goal for cleaner energy. The NDRC plans a 52 gigawatt increase in installed capacity for green energy in 2013, an increase from 36 gigawatts in 2012. This includes 10 gigawatts for solar energy. Clean energy will take up 57% of additions to installed capacity in 2013, compared to 35% in 2010, according to Tian Miao, an energy anayst at NSBO.

US president's sweeping powers to use tariffs as a tool for policy when American people's jobs, communities, health, is threatened by fentanyl and concentration of manufacturing jobs in China, unfair trade by EU and Japan, is the issue presented to the US Supreme Court. The US president presented it in this way- tariffs as a foreign policy tool, not a way to impose economic policy in the form of a tax on American importers or buyers which is the power allocated to Congress by the US Constitution. Justices who mentioned these powers called them sweeping powers but would not say the word fentanyl or look back at the recalcitrant behaviour of Asian nations Japan and China when it comes to unfari trading practices, where the US could literally negotiate forever and get no result, or to the enormous concentration of manufacturing power and supply channels in China that not only ships out American jobs but leaves Americans at the mercy of foreign powers for cost of living. Nowhere was this more evident as during covid years and now in rare earths export restrictions from China. The Justices assumed it was just alright to ignore this or leave it unsaid.  The cost to American buyers is small because most of the tariffs are borne by foreign suppliers in China, Japan and Germany, who as in the case of automobiles unfairly benefitted for decades and are now bearing most of the cost of tariffs. The large business in the US have increased their margins so much in the 2020-2024 period that they are now bearing some of the cost of the tariffs, as reported in WSJ. So that inflation in the US is at 3.0 % in the US less than anticipated, when average tariffs are at about 10% overall, not what the headlines say of 15-20% because of the product exceptions made in the tariffs for each nation. Justice Roberts may be right when he says more care should be exercized in the placing of a tariff, but even Roberts and Justices Barrett, Gorsuch, Kavanaugh and others know that the US has used this as a last resort, as a policy tool to protect the American people. Sweeping powers need care and caution as Justice Roberts stated- “power to impose tariffs on any product from any country in any amount for any length of time. It does seem like that’s a major authority."   ...

In this exceptional report of the housing market in Roanoke, Virgina, Neil Irwin talks to builders, home buyers, renters and young people. San Francisco and Washington D.C. are the exception in housing markets- hundreds of America's midsize cities like Roanoke are seeing smaller rates of household formation leading to a decline in demand for single family homes and fewer homes being built. This accounts for a large part of the smaller growth in U.S. GDP. There are he points out about 2.3 million missing households as a result of a significant change in home buying patterns that is reducing demand for new construction of single family homes. During the period 2001-2006, before the 2008 global financial crisis, the rate of new U.S. household formation was about 1.35 million annually. This dropped to 569,000 in 2007-2013, as the effects of the crisis were felt in a deep recession. One result is more young people are postponing buying a house and living with their parents. Faced with large student debt- the total U.S. student debt passed $1 trillion for the first time recently- purchases of homes are becoming more dfficult. Of 18-34 year olds 27% lived with their parents before 2006, according to Labor Department data. This went up to 31% following the recession. Lack of good jobs is another factor. In 2014 March only 63% of 18-24 year olds had jobs. Even young people older than 24 with jobs felt it necessary to save money by living with their parents. More retirees too are moving into apartments....

Russia's exports to the USA only 3% of total exports, 21% to China, 19% to India, and 16% to Brazil. But does this suggest the Russian economy is insulated It exports natural gas to Germany, its largest trading partner. Are oil exports from Russia to the US so insignificant that they constute only 3% of total exports? This needs to be verified. Russia built the $478 billion reserves based on oil exports. If prices drop this will affect future increases in these reserves and affect foreign investment in the Russian economy, investment it badly needs to modernize. Russia is less affected relative o other countries, but its stock markets dropped 20% after the global markets reacted in cascading effect in January 2008. There is some insulation but not really that much and the case is overstated. Russia is starting out with a smaller manufacturing economy. It badly needs to build this up and the effects of a global slowdown will mean reduced investment than would otherwise occur.

About 10 million households in the U.S. are underwater in their mortgages, living in homes that are worth less than what they owe on the mortgage. According to Zillow Inc. in the first quarter of 2014, about 9.7 million households or 18.8% of U.S. homeowners are underwater in their mortgage. Another 10 million U.S. households have less than 20% equity in their homes. Underwater homes are concentrated in the bottom third of the price range with 30% in this range, resulting in fewer homes available to new first time buyers entering the market. At the same time the higher mortgage rates and 11% price increases in the last 2 years make homes costlier for first time buyers who face sticker shock, according to Zillow economists.

Millets are small seeded grass grown since ancient times in India and Africa that have the advantage during climate change of being resilient to drought, adverse weather patterns, require less water, and provide high nutritional value. The Indian Express looks at a draft of the National Curriculum Framework of India, which modifies the current system of rote learning and separation of the sciences and engineering from the humanities and liberal arts subjects. The current system leaves the students at secondary level lacking the foundational skills for a modern economy. NCF tries to address this. In line with the multidisciplinary approach taken by the National Education Policy (NEP) for India in 2020, the NCF encourages students to develop multidisciplinary thinking skills by mixing arts subjects and humanities with science subjects and math. The NCF proposal is to assess students in grades 10 through 12 over 4 years and not one board exam every year. This fits in with NEP's vision for a 'holistic" education.  The NEP "envisions a reenergizing and complete overhaul of the higher education system including moving towards a more multidisciplinary undergraduate education." The NCF takes this to the school level. Indian Express points out that combating climate change for instance requires a knowledge of science and manufacturing, but also of politics, sociology, economics, and other disciplines. The protests in Chile that started with a subway fare increase and then into protest against inadequate pensions, poor health care and schools, have turned into violent protests with extensive damage. Damage to supermarkets, stores and other businesses is estimated at billions of dollars. Damage to the modern Metro is about $370 million dollars. The economy will grow at 1% this year after growth of 4% in 2018.  The government plans a $5.5 billion stimulus, and the central bank could sell $20 billion including a quarter of its reserves to support the peso currency.  The government of president Pinera has only a 13% approval rating. A December poll by COES Santiago think tank shows 65% of Chileans support continuation of protests, and found that 89% of Chileans planned to back a new constitution. The old constitution was designed in a way that led to poor support for retirement and inadequate pensions. It also led to increased inequality in this country of 18 million. This constitution was drafted during the Pinochet dictatorship  and has now lost its legitimacy along with the rest of the political leaders. A referendum will be held in April 2020 for a new constitution.  The copper mines that support Chilean copper exports are intact and the country has low debt, which should help Chile invest in a recovery with the stimulus. ...

President Macron announces a curfew from 9.00 pm to 6.00 am in Paris and eight other metropolitan regions of France covering about a third of the population. The cities are in addition to Paris region, Grenoble, Lille, Lyon, Marseille, Montpellier, Saint Etienne, Rouen, Toulouse.  Macron said "we have to act now." The president called for bringing the daily cases which have reached a high of 27,000 by October 14 to about 3000 or 5000. About 1600 of the 5000 ICU beds in France are now taken for coronavirus cases and the curfew is an effort to keep the numbers from jumping as they did in March  and April 2020. To do this he said: "we won't be leaving the restaurant after 9.00 pm and we won't be partying with friends because we know that that's where the contamination risk is greatest." Macron made it clear that scientists are all in agreement on the pandemic continuing till the summer of 2021. He urged people to limit gatherings at home to 6 people and wear masks.  Financial support will be given to people affected by the curfew in the hospitality industry.  Anyone found outdoors after 9.00 pm will be fined 135 euros and 10 times that for repeat offences.  ...

Republican candidate Trump wins 51% of the vote in Iowa to De Santis 21% and Nikki Haley 19%. Trump won among evangelical voters with 58% support. In cities his vote declined. In Story County home to Iowa State University in Ames, it was 34%, and in Johnson County where University of Iowa is located 36% supported Trump. In 2024 18percentage points separate Mr. Trump's support in low levels of college or post secondary education to higher levels of college or post secondary education. In 2016 Mr. Trump received 29% of the vote in low college education areas to 22% of the vote in high college education areas- a spread of 7 percentage points. Iowa is a state with a large farm and agriculture sector. Other states with manufacturing in the midwest tended to move away from Democrats in 2016. Some of this momentum has reversed with union support for Mr. Biden who has taken a pro-union stance in a way that is not matched by any Democrat since FDR and Harry Truman in the 1930's to 1950's. The shift of Clinton to globalism and Obama to tech companies cost Democrats heavily in 2016 with workers in manufacturing- something that is reversed in drastic ways since 2020 with Mr. Biden on the picket line at UAW union auto strikes in Michigan. ...

The Republican tax bill that passed the House and Senate in Dec. 2017 is likely to increase the deficit in the range of about $516 billion according to Tax Foundation or $ 1trillion according to the Congressional Joint Committee on Taxation, after boost to growth is included. This time in an effort to get a win Republicans cast aside doubts about the effects on the deficit to get it passed. During the Obama years tax legislation failed to get Republican support because of impact on deficits. The reluctance of president Obama to touch the deductions as proposed by the Simpson-Bowles Commission showed the politically cautious approach taken by Obama.  The new bill was examined by the NYT for its impact on various income groups. For people making over $50,000 over 80% get a cut in taxes, about 10% see no difference and the rest see increase in taxes. This goes up by a few percentage points to 84-85% in cuts for people making over 200,000 to $ 1 million, and drops to 80% for over $1 million incomes. About 20% see an increase in taxes for incomes over $1 million.  As evidence of how the tax bill impacts in greater detail this is not provided by the NYT, and shows that the impact of the bill is still not fully understood.     ...

Watch Macron take the world on a tour of Notre Dame cathedral. "Sublime," "much more welcoming,"  "more light," are words used to describe the renovation that makes the cathedral more beautiful than before. It was become more touristic before the pandemic, dark spaces inside and cluttered outside in the years before the pandemic. The restoration could not have come at a better time from my personal visits to Notre Dame over 25 years, with the organ music lifting one's spirits in the earlier years. It was restored in 5 years, considered an "insane" challenge. The cost 700 million euros. Donations in euros raised from 150 countries raised 846 million euros. 250 companies and hundreds of experts were involved in the renovation. The organ is restored and will be heard in all its joyful music.  The stained windows have regained color and wall reflect light, dark spaces have more light, brightening up the space inside the cathedral. Pipes system with water is installed that will be used to reduce the damage form a fire. Admission will remain free at the insistence of the diocese of Paris. 14-15 million will now be welcome inside the cathedral form all parts of the world.    ...

The European Union goes forward with $39 billion for Ukraine aid. The aid is backed by interest from the $300 billion in Russian assets in Europe frozen when war began. Another $15-20 billon is expected from the US when legal questions about frozen Russian assets are resolved- the US asking for a 36 month review of sanctions to replace 6 months in place in 2024. The European Union offices in Brussels have done a poor job of communicating how the EU is  aiding Ukraine with its own resources. Lyrarc.com had to point out that Ukraine aid from EU was about twice that of the US at about $200 billion compared to about $95 billion for the US. Former president Trump stated that this was just the opposite the US spending twice what the US was spending. Media in today's world means little or nothing because it operates highly fragmented and organically outside the control of any particular source online, television or print. And established sources apart from bias are spread so thin many important matters for the betterment of people's lives or giving a true picture from which to make observations, are left to wither or distort. The highly formal  corporate environments of the EU are impervious to the outside so that institutions such as the ECB, European Union headquarters are out of touch with the people worldwide.  ...

Britain's Home secretary, Yvette Cooper, is setting up a Young Future's unit to help teenagers exposed to social media, mental health issues, and other pressures who could get into trouble with the law. This was seen during the UK riots with persons ages 12-15 in court for throwing stones or rioting.
