The Indian 2024 election involved huge giveaways and caste based selection that takes India backwards, which explains some of the gains of opposition parties in Uttar Pradesh and Maharashtra, two large states. As the WSJ points out giveaways to buy votes for Rs 1 lakh for every woman in the state of Uttar Pradesh with population of 120 million women was part of the strategy used by a leading opposition party. Caste selection was carefully deployed by another large political party in Uttar Pradesh. Fears and misinformation about the BJP party changing the Indian Constitution to remove protection of lower castes enshrined in the Constitution by Ambedkar, was also a factor that swung votes to the opposition. The effects of the pandemic and the unemployment levels for a largely rural population in Uttar Pradesh and Maharashtra in north and west of India played a role as the BJP failed to get an outright majority following its majority wins in 2014 and 2019. The Opposition parties and the BJP main difference is that the Opposition parties have accepted the leakages of funds as part of the culture that has prevailed since 1960 which makes rapid development and modernization impossible as the pool of funds for investment in infrastructure is diminished. BJP party under Modi has fought this leakage every step of the way and by executing projects of infrastructure with on time delivery created the prospects of India modernizing and industrializing the way Japan and China have achieved. The other difference is the execution and the Master Plan Gati Shakti developed by BJP and Modi and a 20 year execution model developed in Gujarat state by Modi from 2001 to 2021. This has made India the fifth largest economy in the world with plans to make it the third largest by 2030 and do what Japan and China have achieved in Asia. It is not really about religion or so called Hindutva that is driving the hard work it is about making India a modern industrial nation with the standard of living of US, Europe, Japan and China.   ...

WSJ's Andrew Restuccia and Michelle Hackman look at another deportation of about 1 million people of Mexican descent in 1954 under the Eisenhower administration. It looks at the human toll. Many of the people were brought in to tackle the shortage of men to do farm work and harvest crops during the war period 1941-1945.   The alternative proposed by Biden and senior Republican senators McConnell and Lankford and supported by most senior Republicans is the tough immigration legislation drafted by Lankford that president Harris has pledged to sign. In 1954 the US economy was a small fraction of what it is today and struggling from the aftermath of the world war and the Korean War. The US economy would suffer shortages of manpower in construction and farm work that would reduce economic growth by about 1%, from the effects of a 1954 type plan and from the distraction for American focus on chips, science, and manufacturing that is needed to compete in a new world of India, China in addition to Japanese EU competition. States such as Kansas in the midwest feel this shortage, and in the Carolinas in the south, Red states and blue face shortages. Kansas is actively seeking new legal immigrants and welcoming them as shown in the WSJ. This is a different country than 1954 and this must be recognized or we will fall behind China, Japan and India. Cultural literacy is world knowledge and was proposed before by the Exxon Foundation and E. D. Hirsch in 1988. This needs to be revived so that children like Harris who know enough about American history, language and culture to be productive American citizens- as they learn in school and through interaction with fellow citizens in the neighborhood and libraries- can become the norm. There is no reason this cannot be done effectively with the resources committed to this from the federal and state governments in tens of billions of dollars, including to the library system, community colleges, community civic education centers, and to literacy and world knowledge sites such as Lyrarc.com, Wikipedia and Britannica.com. ...

France's Macron calls again for security guarantees for Russia with NATO on its borders, so that the Ukraine war can be ended with a negotiated settlement. Mr. Macron met with Mr. Biden in November at the White House. Macron said on board the aircraft carrier in a TV interview- "Peaceful times will require talks. First and foremost for guarantees for Ukraine for its territorial integrity and long term security. But also for Russia as it will be a party to an armistice or peace treaty." He said that his critics have to answer the question- what do you propose. He asked if they propose a total war that will engulf the whole continent.

The last days and the last hours for Wachovia, as Robert Steel- formerly at the Treasury, who became CEO at Wachovia in July 2008- tried to save Wachovia as its share price plummeted. The immediate cause of the crisis was an imminent downgrade of ratings of Wachovia by the credit ratings agencies just as as the bank had billions of dollars in debt coming due this week, and the collapse of WaMu that created crisis conditions for Wachovia with its large holdings of so called toxic assets. Steel tried to negotiate a deal with Wells Fargo's Kovacevich, who initially offered a price in the tens of billions (about $20 billion), and said he could do it on his own without FDIC help. Then on the last day he backed off saying he had concerns for some of Wachovia loan portfolios. At this point Fed, FDIC and Treasury officials were huddled together in meetings to figure out what should be done. Steel was in conversations with Citigroup's Pandit at this point, and FDIC offered to guarantee losses on bad loan portfolios of Wachovia above $42 billion, in exchange Citi would give the FDIC warrants on Citi stock and preferred shares worth $12 billion as an insurance payment. The price at which Citigroup acquired Wachovia at this point was nearly $2 billion. One thing remained. What about the bondholders. WaMu's bondholders were wiped out, so this time Treasury did not want to rattle the credit markets further. It needed someone to shoulder Wachovia's $54 billion debt, which Citigroup at this point agreed to do. Citi gets a large number of Wachovia branches and depositors with this deal, combining the $393 billion of deposits of Wachovia with its $208 billion in deposits, making it the 3rd largest bank in the USA in terms of deposits after Bank of America and Chase. Robert McFarlane, national security advisor to Ronald Reagan, describes three qualities of Reagan that made him a great President. He looks back at the President on the 100th anniversary of the birth of Ronald Reagan. The first is belief in America's core values: a sense of right and wrong, tolerance for risk, and compassion for the less fortunate. The second political courage, the committment to do the right thing, regardless of how it would affect one politically. And the third the ability to take his case to the American people and inspire confidence. He cites Reagan's courage and committment to do the right thing in the case of nuclear deterrance strategy. Reagan viewed the nuclear strategy of Mutually Assured Destruction as immoral and one that would ultimately lead to the annhilation of mankind. And he decided to change the entire strategy and move it towards protecting Americans and the free world, with the ultimate objective of doing away with all nuclear weapons. McFarlane says today the development of defense against ballistic missiles is accepted wisdom but not at that time, when it was seen as risky, costly and not likely to work. At the time in 1983, the Strategic Defense Initiative was criticised by nuclear experts and respected senators. One could add that this applied also to Reagan's looking at the Berlin Wall and sizing up the situation in one line- "Mr Gorbachev tear down this wall." One in which Reagan combined courage with simple straight talk to Russians, Germans and people in the free world, in a manner that struck a chord with millions of people....

Bruni on the view that Obama has squandered his advantages of oratorical transcendence, poetry, serious thoughtfulness, in the U.S. presidential election of 2012. He does not mention the lack of a serious plan to turn the economy around, high rate of joblessness and declining incomes that are a basic issue in the 2012 election, and how oratorical transcendence has little correlation with getting the right policies implemented. The Des Moines Register's support in 2008 put Obama on the road to the presidency in 2008 with a victory in the Iowa primary. In 2012 it gave its endorsement to Romney to give him a chance to correct the problems with the economy and to do this with a new effort to forge the bipartisan consensus missing in the Obama first term.

Dealerships have taken enthusuastically to the new Penske ownership of Saturn. But its not clear whether the Penske name will help boost sales. Saturn sales were down 58% through May 2009 over a year earlier, down to 35,256 vehicles. Kia sold 4 times as many cars in the USA over the same period. Saturn sales improved in June, with a35% year over year increase in June. But its not clear if this will last and what the effects of the penske name will be over the long term. Autodata estimates that there is a105 day supply of Saturn cars, or 32,647 cars for 350 dealers. By comparison Buick has a74 day backlog. Customer loyalty says J.D. Power is down from 45% in 2007 to 37% today. This compares to retention rates of about 65% for Toyota. And the failure of the Astra to genrate customer interest and its being discontinued will leave Saturn without acompact car in its lineup. Its important for Saturn to have an affordable small car to hang onto loyal customers.

In a factory the size of 5 football fields located in Gurnee, Illinois, Abbott Labs makes its BinaxNow Covid-19 home tests. Abbott turned out 1 billion tests in 2021 and at one point had 80% of the market. Along with Pfizer vaccine, BinaxNow Home covid-19 tests are a dominant product during the pandemic. Abbott generated a fifth of its $43 billion in revenue from these home tests. Abbott faced several hurdles along the way. It gained when the US government authorized it to make the test. Yet after vaccination took off by mid 2021 the demand for tests declined and Abbott nearly idled its giant factory in Gurnee. Delta and Omicron variants led to a sudden reversal and surge in demand. Abbott developed its test based on an existing design it used in the US for flu tests, by a company it inherited by acquisition called Binax. To do that test one sends a swab up the nose, add that sample and a liquid mixture to a rectangular paper card, and close the card shut. The liquid then travels up the paper strip, revealing one or two pink lines, one for negative, two for positive. This is done in 15 minutes and the simple design described as a lollipop shape, put Abbott far ahead of competitors. The US FDA authorized Becton Dickinson and Quidel to make the tests before it authorized Abbott, but these rival companies had a poor and complex design. The Trump administration gave Abbott a $760 million contract to buy 150 million tests for distribution to health departments, long termcare facilities, nursing homes, and schools. And by October 2020 Abbott was already making 50 million tests a month. When it comes to distribution Abbott tapped into its pharmacy connections for baby products such as Similac baby formula. This gave it an advantage over Quidel and others who also lacked the manufacturing knowhow for large scale ramp up. The BinaxNow in pharmacies was sold at $24 for a box of two tests, while government paid $5 for one test. Abbott says it makes $ 7 per single consumer test. Yet there was one problem waiting to hit Abbott in 2021- demand dried up as the vaccination campaign took off. In fact the plant manager, Mr. Rodriguez, planned to move to another job inside Abbott as production declined. Then came the Delta variant and he was asked to ramp up production again. With Omicron demand soared. The Biden administration committed $3 billion to help boost test production and asked Kroger and Walmart to sell over the counter tests at cost for 3 months. Abbott had to lure workers from Amazon at $25 an hour for the Gurnee plant expansion. What was learned by the government and Abbott from this experience? The US government now looks for ideas in meeting demand volatility, supply challenges and production needs,. Sustaining production capacity is important for future virus flareups- a new government-industry partnership is required for maintaining test making infrastructure. With government help Abbott plans now to keep the facility at Gurnee operating indefinitely. ...

As president Jinping begins a second five year term his focus is on the small communities like Chashan, only a 6 hour drive from Beijing, that were neglected in the rush to industrialization. He has vowed to get rid of poverty in China by 2020. About 43 million people live in rural communities that have mostly older people and live on 95 cents a day. There is another challenge say experts which is the much larger popuation that lives in rural and urban areas- including urban migrants without property and residence rights- who live on less than $5.50 per day, $165 a month, according to the World Bank. This is about 1070 yuan per month, or in Indian rupees for a comparison with India- which was at a similar stage of development in 1990- of Rs 10,000 per month. About 40% of China's population or 560 million people are in this group. With a rapidly aging society as a result of the earlier one child policy, China faces the risk of not advancing from the level of a middle income country, in the way that South Korea and Japan have moved to levels similar to Western Europe and the U.S. As China's growth level slows and with an aging society this remains a major challenge. As this report shows there is great pressure on local officials to eliminate the poverty level of people living below $30 or about 200 yuan a month, as targets are set at local levels and corruption weakens the effort. There is concern at the lack of an effort to improve the living conditions of the 200 million rural migrants living in cities, who under China's "hukou" system are not considered residents and are not getting education and health benefits. ...

ECB president Draghi tells a Brookings Institution audience on Oct. 9, 2014 "for governments that have fiscal space, then of course it makes sense to use it," referring to Germany. IMF's Christine Lagarde is also calling on Germany to increase spending. The German statistics office says exports declined 5.8% in August from prior month. Mr. Draghi also emphasized that the survival of European governments depended on getting economic changes right- "if they don't do the right things, they will disappear forever because they will not be re-elected." Germany's respected economic institutes said in a joint statement that GDP growth in 2014 will be down from earlier forecast of 1.9% to 1.3%. In 2015 growth is forecast at 1.2%. For the 3rd quarter 2014 growth is zero and for the 4th quarter 2014 it is estimated at 0.1%. Economic contraction is not ruled out.

Inflation went upto 15.7% in February in Vietnam, the highest in 13 years. The dollar peg of Vietnam's currency helped to boost textile and electronics exports because they were chaeaper than products made in Thailand or Malaysia, the dollar being pegged by the central bank and its being allowed to rise or fall 0.75 a day.But now its boosting inflation as the dollar loses value and Vietnam's central bank widened the narrow band for the dong to 1% from 0.75 %, and the bank says it plans to expand the band to 2% for a rise or fall in one day. The black market rate has devalued the dollar by 3% since March 10, 2008 to 15500 dong to a dollar. Most Vietnamese ae now trying to get their hands on dong and exchanging dollars. The dong's increase in value will help reduce inflation but exporters who get dollars see their revenues in dong fall.

The entries are in strict official form about condition at sea, speed, mooring lines if in port. In the first entry on January 1 tne US Navy makes an exception as it is in poetic form. In 2020 the Naval History and Heritage Command revived the poetry contest. ...

The last days of the pro-Russian Donetsk People's Republic in eastern Ukraine, as Ukrainian government forces under the government of prime minister Poroshenko defeat separatists by July 2014. Russia decides not to intervene further. Opinion polls show a majority of Ukrainians in Donetsk do not favor separatism, and opposition is based on alienation from the poor quality of governance in Kiev. With the Poroshenko government committed to respecting the rights of Russian speaking Ukrainians, Tymoshenko soundly defeated in elections, and Russia's economy at risk in the adverse impact on foreign investor sentiment, Russia's sees little to be gained from supporting the separatists.

Spain's underground economy and family support is helping people in Spain cope with unemployment at 24.4%. Economists say that the unemployment figures may overstate unemployment by about 5 to 9% because many laid off workers work in the underground economy now work on a cash basis. It also means that the government has less revenues because workers in the underground economy do not pay taxes, and that this hurts consumer spending as many of the workers now get paid one half of what they made earlier. When the worker cited here was laid off at Ikea subcontractor Pantoja in Seville, to deliver and assemble furniture, he began working on an informal basis by helping customers at the Ikea store do assembly and any other work such as painting and repair. This worker now makes half of the 800 euros he made earlier.

One of the key findings of a joint panel of the WHO and South Korea on the MERS outbreak is the lack of transparency in the South Korean government's handling of MERS. Lee Jong-Koo, leader of the South Korean side in the panel said at a news conference: "One of the things South Korea failed to do was a transparent and rapid distribution of information, which is the most important thing to do." What caused serious concern for health officials is the speed of the outbreak- between May 20 when the first patient was identified and June 10 at least 145 people were infected. The chief WHO official on the panel, Keiji Fukuda, says South Korea needs to enforce a robust quarantine and monitoring system, and invest more in public health with more epidemiologists and laboratories' capacity.

Media accounts have given so much attention to the Nixon Feb. 1972 visit to China that most people may be unaware that this was just an important yet small beginning. The significance of what happened after 1972 is not fully understood. In 1973 the US liasion Office was setup in Beijing and China's liasion office in Washington DC.  Beyond this not much happened. Why? In 1972 election year the Watergate scandal started in June of that year only 4 months after the Nixon China visit. Nixon was too engaged with fighting impeachment that there was not much followup to the visit to China. In 1974 Nixon resigned and Gerald Ford became president. Till Carter became president in 1976 and in 1977 negotiations began to upgrade relations with premier Deng Xiaoping visiting the US in 1979. In China too a lot was happening. Mao was hospitalized in 1972 during Nixon's visit to China, the reason for the urgency on the Chinese side. In 1976 within a few months first premier Chou en lai and then chairman Mao passed away. A power struggle led to the head of the Military Commission Deng taking control. It was not till 1977 under Jimmy Carter 5 years after 1972 that China began full normalization, gained diplomatic recognition as the People's Republic of China and trade, cultural contacts were started.   ...

PM Modi's win in Maharashtra, India's second largest state, and commercial center Mumbai with Ahmedabad, puts Vikshit Bharat plan to modernize India like China and Japan, on a firm footing. Some observers such as this one were of the view that the Chief Minister during Covid had done a good job, and that splitting his party with defections was not the right thing to do. Yet this view does not look at the infrastructure needs of the state and the nation which require effective government and government that can concentrate on delivery. It overlooks India's need to do what China and Japan have done to modernize their country in the last century. Vikshit Bharat is real, it is within reach, and Maharashtra senses this like the rest of the Indian nation. It is similar to Bumrah like Modi telling the Indian team that it had prepared well, now one should trust the process- which leads to Vikshit Bharat modernizing the nation - and give one's best. This led to Jasprit Bumrah taking the Indian team to a 297 run win over Australia at Perth after losing 3 Tests in New Zealand. A 14% vote margin for the NDA alliance called Mahayuti that is PM Modi's effort in Maharashtra, one of India's largest states which includes the city of Mumbai. This report says waves such as 2019 or ones in which Rajiv Gandhi won in 1985 were felt on the ground. This one was not anticipated. Yadav says in just 5 months after PM Modi's party lost in the Maharashtra Lok Sabha elections by 1-2% the shift is 15-16%. He says there is an additional 5 % deficit when a party contests a state election after a national election, widening the vote margin to 20 percent.  Of this he says the welfare schemes for women account for only 2-3%. No less than the Editorial Board of the NYT says  Democrats have their heads in the sand when it comes to reflecting honestly about transgender -with the Cass Commission of Britain's NHS advising serious caution- and social issues. Lack of acceptance about the need for strong action on issues of trade that have hurt ordinary Americans with the destruction of manufacturing and the middle class. Some of this was done with Biden taking a stand on trade by keeping the DJT tariffs on China, and supporting US manufacturing. But this was not enough- stronger action was needed especially with strong tariffs action as the last resort needed to get Canada, Mexico and China to stop fentanyl flows to the US in 2025 and protect the middle and working class in the US in their neighborhoods.  Yet on immigration the NYT does not come flat out and say that opening up the border was the single biggest error of the Biden administration. And a failure to talk openly to the American people in a fireside chat reminiscent of FDR about Venezuela and Mexico. Part of the reason was a misconception about American power when it could be used to good purposes and has been in history. The Monroe doctrine of the 1820's asserted American right to prevent colonial powers returning to the American continent north and south. This was a good idea and helped this continent develop freely and independently. The US has a right to prevent migrant trafficking and fentanyl flows in its backyard in the American continent, including taking economic action, when it causes serious disruption leading to 7 million refugees and millions of migrants crossing borders. It also has a right to create an even playing field for trade, that not DJT alone but advisers with great experience, Robert Lighthizer, Deputy Trade Representative under Reagan- who negotiated with 1980's Japan on the same grounds as we do with China today- strongly advise the president to do.   ...

In this exhibit in the Library of Congress Herblock in the Washington Post lampoons the efforts in 1952 of Senators Joseph McCarthy and Jenner to place unfounded criticism on Adlai Stevenson the Democratic candidate for president. The 1952 campaign for president in the US is reminiscent of the campaigns since 2016, 2020, 2024. In 1952 the US was engaged in the Korean War and there was increasing fatigue with that war as Communist China pushed back Gen. MacArthur's forces and the armies moved back and forth across the Korean peninsula. Eisenhower offered to go to Korea to find an end to the war. The Korean War comes only a few years after China became a People's Republic in 1949 under the Communist party led by Mao-tse-tung and the Berlin Crisis. This led to an effort by Senator Joseph McCarthy and Senator Jenner in the 1952 campaign to make all sorts of criticism much of it unfounded about Adlai Stevenson who had just been elected Governor of Illinois. Eisenhower was a much respected figure and had planned not to run or run as an Independent and only agreed under much persuasion from Dewey and the Eastern Establishment (New York and Boston). Eisenhower had led American forces in the Western Command under George Marshall and president Harry Truman and had not sought the presidency only to have his name placed on the ballot in New Hampshire. In the middle of a campaign Eisenhower (Ike) did not openly refute McCarthy and Jenner but had showed considerable discomfort with their unfounded rhetoric and tactics. ...

It is a sign of hope in Europe that the period known as the "Troubles" is over. Emma Little-Pengelly of the Democratic Unionist Party in Northern Ireland has dropped the boycott of the Assembly. Mitt Romney states the case for supporting free trade both in principles and practice. Acceptance of the staus quo allows China to game the world trading system, says Romney. In the end accepting the status quo may do more damage to the world's trading system than any efforts to correct the misalignment in currencies and failure to rebalance the world economy. He questions the passive approach of some members of Congress and the Obama administration on the grounds that starting a trade war makes them nervous. China with $273 billion more in exports than imports to the U.S. has reason to see this issue objectively, even with all the noise it is making about trade retaliation, suggests Romney. Other experts have pointed to the problems the misalignment creates for China's economy. A New York Times editorial on October 15, 2011, cites figures from the Peterson Institute of Economics showing this costs China $240 billion a year through trade surpluses in dollars that are declining in value. For years China's fears are that this would lead to higher unemployment. This New York Times editorial points out that jobs have increased by about 1% a year since 2004, even with 10%+growth, because many of the manufacturing jobs use advanced manufacturing technologies. A firm response today also makes it possible to avoid the kind of sudden response that could take place later on if public opinion overwhelmingly shifts away from trade with China under status quo conditions. ...

Perceptions of Chinese Communist Party leader Xi Jinping in China. The image of Jinping as one who stands up for ordinary Chinese and opposes corrupt officials is promoted in Chinese media. His visit to a small fast food place in Beijing, the Qingfeng Steamed Bun Shop, where he paid for the food, and took it to a folding table, is shown repeatedly on Chinese media. The cult of personality did not appeal to Communist leader Deng Xiaoping following two decades of a personality cult for leader Mao created by incessant propaganda. Under Hu Jintao, Jinping's predecessor the effacement was complete with the leadership taking a very low profile, and emphasizing scientific progress and technological development under a system setup by Deng's successor, Zemin, a former mayor of Shanghai. Some aspects of the old Mao era depiction of a strong leader who cared about China's interests above all else and was with the ordinary people, farmers, workers and students, is being revived today. It fits Xi Jinping's profile of a leader who spent time in the countryside with farmers, which happened when he was assigned at the age of 15 to Shanxi province during the Cultural Revolution period of the late 1960's- what Harvard professor Elizabeth Perry calls his adolescent socialization period- and his views of the positive role played by the Communist party, inspite of the excesses of the Party and the persecution suffered under Mao by Jinping's father when he fell out of favor. The link to Jinping's Hebei province shows the difficulties suffered of growing up during the Cultural Revolution, and his personal struggles including efforts to get into Tsinghua University as his father fell out of favor with Mao. As a result Xi has a inbuilt wariness for political positions. The story shows considerable ironies as Xi's father, a revolutionary war veteran from Hebei province, fell out of favor first with Mao and for a second time for criticism of Deng's crackdown at Tienanmen Square. Just to survive and grow during so many changes from the fifties China to the twenty first century China, shows remarkable resilience and strength, which is why Singapore's leader Lee Juan Yew sees much emotional stability in Xi Jinping. Is the personality building effort a Communist Party propaganda version of the careful nurturing of image done in western media for favored persons, or a revival of an older Mao type personality building effort? Xi's own wariness suggests it may be the former with some aspects from China's own past, as he promotes the Communist Party's claim to lead China for another generation by reducing corruption and furthering technological progress....
