On average about 90,000 jobs were added by the private sector by July 2010. 125,000 jobs have to be created on average each month for the job numbers to keep up with growth in population. And most of these jobs were created in March and April of 2010 when the economy was doing better. The 8 million jobs lost in the recession still remain to be recovered. And employers who have raised funds at low interest rates -companies like IBM paying 1% for $1.5 billion in bonds issued- are holding off on hiring in the current economic uncertainty. Worsening the situation is the cutbacks in state and local governments with layoffs of 48,000 workers. Even the $26 billion aid package passed in Congress for state governments will not help make a serious impact, considering the budget problems facing state governments. An example is Seattle, which has used its rainy day fund to bridge a $40 million gap in its 2010 budget. It faces a $56 million gap in 2011.

After an emergency cabinet meeting and a vote in the Spain's Senate prime minister Rajoy imposed direct rule on Catalonia, dismissing the government of Mr. Puigdemont in Catalonia. He set local elections in Catalonia for Dec. 21. Rajoy was responding to a vote in the Catalan parliament with 70 in favor, 10 against and the rest abstaining, in favor of independence. As the BBC points out Catalonia has 16% of Spain's population and generates 25% of exports, 20% of foreign investment, leading to a feeling among Catalan people that they are sending resources to other parts of Spain. The vote was still far short of the large majority that would show Catalans overwhelmingly support Mr Puigdemont's move for independence. As the reality of the consequences of such a move- when the EU and other parts of Spain have shown little support -begin to be felt it is possible that new elections could bring a result like that in Scotland where the Scottish Nationalist party lost ground to the Conservative party in the recent British parliamentary election. It is significant that the BBC cites a recent poll which shows 41% of Catalans favor independence, 49% opposed. Particularly now that Catalans may have time to consider carefully the difference between redressing a grievance and making a complete break into an uncertain future outside the European Union. Also relevant is that Catalonia enjoys a high degree of autonomy, and that other parts of Spain including Mr. Rajoy's home region of Galicia also suffered under the Franco dictatorship. Even the Basque region has come to terms with the past from the period under Franco and has opted to be part of Spain. ...

Troops who served in Konar province near the Pakistan border saw some of the heaviest fighting in Afghanistan. Here they give their account of what they saw and why there is a big gap in what they saw and what military officers and President Obama are telling Americans. Fort Campbell is spread out over 100,000 acres on the Kentucky-Tennessee border. Tweny thousand troops from this base served in Afghanistan. Brigades of the 101st Airborne Division from Fort Campbell fought some of the toughest battles in the eastern part of Afghanistan even while the surge concentrated troops in the southern part near populated centers. What the troops remember is battles fought in remote valleys where troops came out of nowhere like "ghosts," in areas which were held only for a few months and abandoned with no idea what they had accomplished. This description also fits with the reality of the Taliban being both Pakistani and Afghan in the sense that the borders were defined by the British during colonial times, but the tribes of the Pashtun region are on both sides, in Pakistan and Afghanistan. To subdue the region would be to subdue the Pakistani side and the support they enjoy in large parts of Pakistan, with the large and mountainous terrain making movement difficult. Which is why these troops talk about "ghosts" turning up from nowhere and find the fighting to have lost meaning in terms of purposes it is supposed to accomplish and how this is to be done. The reality of the valleys and hills over a vast mountainous terrain of Afghanistan and Pakistan and the people and fighting there does not fit the speeches made by President Obama on Afghanistan, and say soldiers this gap is widening every day....

ElBaradei's father was a president of the Egyptian Bar Association. ElBaradei studied for his law degree and doctorate at New York University and was an adjunct professor of law at NYU. He joined the UN and wasn not the choice of the Egyptian government for the position of head of the UN Atomic Energy Agency. He was a compromise candidate supported by the US. As a young diplomat in the Egyptian Foreign Ministry he was part of the team that negotiated the Camp David Peace Accords with Israel. Because of his background, a nuanced understanding of ElBaradei is necessary to understand his criticism of the Obama administration's hesitant support of the protests, and his statements saying Egypt's foreign policy was a failure. For his role in the future ElBaradei says, all I want to do is share and deliver this country to catch up with the rest of the world." To understand what this means for a backward country like Egypt with a growing population of 80 million of mostly young people, which has failed to keep pace with economic progress in other parts of the world, see the article by Henando de Soto. Soto describes his effort working on a project for reforms in Egypt from 1997-2004 with the support of members of the Egyptian cabinet and the US Agency of Intenational Development, which were blocked in a cabinet shakeup by interests wanting to preserve the status quo. Failure to grasp this central fact that alone among large developing countries Egypt has failed to deliver on the rising expectations in the developing world, makes it impossible to understand Egypt. GM's new Cruze to be built in April 2010 in the Mahoning valley area of Ohio hit hard by shuttered steel mills, will give 45 mpg. It will be smaller than a Malibu and larger than a Cobalt, and will be built also in Gm's European and Asian markets, so unlike models from before the car will be sold everywhere and being built on the same platform will share common parts and engineering, which is the automakers are now making their cars. GM will spend $150 million in developing the Cruze and an additional $350 million in building the Cruze plant in Ohio. GM's car strategy is now to increase production of the Malibu which had a sales increase of 79% compared to last July, shut down the Cobalt once the Cruze come in 2010, Cobalt sales increased only by 4% this July over July last year, and have a third shift producing the Impala next year in Oshawa, Ontario. GM's CEO Wagoner says he sees small cars making a profit for GM as now the new union agreement helps to reduce GM's costs and he sees customers willing to spend more on small cars. This is evident in the way affluent buyers have signed up to buy the Smart car, once shunned there is now a 1 year waiting list, and Daimler is expanding production at its French plant for the Smart car. Sindhi sentiment in Pakistan. Behind the calls for democracy and elections sentiment is gathering in the Sindh that supports looking after Sindhi interests. Because the Punjabi majority in Pakistan has dominated the bureaucracy and the military and looked after the interests of the Punjab. The nature of the Pakistani state not providing safeguards and devolution of power to the provinces, there is some basic underlying tension even without the problems that have been piled on it by the migration of Pashtuns and Punjabis into Hyderabad and Karanchi, and the killings of 2 popular Sindhi politicians in the Bhutto clan, and the army's suppression of a Sindhi revolt in 1983 with harsh treatment of Sindhis. Now the aftermath of the new Bhutto killing is taking a new turn with calls for Sindh and its 38 million people to go its own way. The Bhuttos have not supported it but the sentiment is now appearing to take a life of its own, disregarding Zardari and Bilwal, spouse and son of Benazir, who are said to be of Baluchi descent. The large dam on the upper reaches of the Indus river benefits military officers who own land there but shrinks water supply to the Sindh which is on the lower reaches of the Indus river. This further aggravates tensions. The province is now run by Punjabi associates of Musharraf and this does not help matters as Sindhi interests may have been ignored. If there is sentiment for a separate state, the state of Pakistan that was built in 1947 and how it has shaped itself with Punjabi military running things is not designed to handle that kind of upheaval very well. It lacks the checks and balances, devolution of powers to provinces enough to keep local representation strong, and the avenues of expressing sentiment being kept open for local ethnic communities. The Pakistan military is strong and there are nuclear weapons, but how effective is that if the goodwill and sentiment of the Sindhis is lost. In the long term the only hope may be for an economic union much like that of the EU in South Asia in which the Punjab, Baluchistan, and the Sindh could coexist with India and among themselves in whatever form the political aspect of states takes shape, making the politcal shape of states less relevant, and like the EU putting the years of internecine strife behind them. Looking towards a better economic future, open trade, investment, communication and infrastructure links in Southern Asia and parts of Central Asia and Iran. ...

David Barboza of NYT describes the hidden subsidies China gives to Foxconn for its plant in Zhengzhou, in a poor region of China. The factory there makes about half a million iPhones a day. These subsidies include incentive packages, infrastructure building, local government help of about $1.5 billion. As a result Apple has high margins. For a 32 gigabyte iPhone 7 that costs $400 to make, the retail price is about $649 in the U.S.  The hidden subsidies is why Apple can maintain dominance as profits are reinvested. And the result is that with only 12% of the smartphone market Apple can take in 90% of the profit, according to Strategy Analytics. Barboza looks back at Apple before co-founder Steve Jobs left in 1985 as focussing on manufacturing at plants in Colorado and California. By 2001 with iPod sales soaring the move to China under Cook, who previously worked for Compaq, was underway. With the introduction of the iPhone in 2007, the move to China for manufacturing accelerated. The reason: only China offered the kind of subsidies, the speed of approval and building of infrastructure facilities, the local government support, the hundreds of thousands of workers, and the best tooling engineers, to produce in huge volumes with speed, and maintaining quality levels. Earlier plants including one in Colorado Springs that this Lyrarc editor was invited to visit just prior to Jobs rejoining Apple had many quality problems, so much so that Apple had a large part of the manufactured personal computers set aside for rework. The quality levels were dismal, defects were unbelievably high. This is the Apple manufacturing process and plant that Jobs must have seen when he returned, and which he hired Cook to fix. Not only were costs higher in the U.S., (subsidies in China came later) when Jobs looked at the manufacturing quality and the inability to get the quality he needed from American workers and engineers at that time in the 1990's, only then did he turn to China- and the more he saw what was possible to accomplish there he sensed an unusual opportunity to finally put the ghosts of memories from competition with Microsoft at rest, and to surpass everything that had been done in Silicon Valley. The result one of the most ingenious and large manufacturing networks in the world, huge profits for an American company, except for one thing- it would not do much for American workers. ...

Because of government duties on imported car parts and higher production costs and lack of competition Toyota's hybrid Prius costs $40,000 and Honda's Civic hybrid costs $38,000 in China. The same hybrid costs $21,000 in the USA. a huge difference in price. So Toyota only sold only 414 hybrid Prius cars out of 5.2 million sold in 2007. At these prices buyers can afford a more expensive car or SUV. So the hybrids are coming in on cars like the Buick LaCrosse. In China hybrid owners are status conscious and expect a bigger and better equiped car so there is a cultural difference at work here.

As the Obama administration plans a large stimulus spending plan that may approach $1 trillion over several years, considering also the second phase of the $800 billion first phase stimulus, there is a concern that there may be wasteful spending and social costs of borrowing and spending by the government of such proportions. In economics jargon this hinges on whether there is amultiplier effect of spending, higher if its efficiently and well spent with less impact on private consumption and investment, and lower if the opposite were true. The assumption behind amultiplier of 1.0 for an additional bridge or road is that resources like manpower and capital that would be otherwise idle are deployed to produce something useful. An increase in one unit of government purchases increases by one unit the real gross domestic product. The government has effectively created the additional bridge or road without a cut in anybody's consumption or a businesses investment. The other contrasting approaches are to say there is a multiplier of zero, meaning there is a social cost in two ways. One the reduction of consumption and the crowding out of businesses investing in new products and technologies for example, and second in the inefficent use of resources if a government bureaucracy is put to work allocating money and the additional dangers of favoritism and corruption. To say that there is a multipier of 1.5 would mean that the government figures out a way to get private investment through conversion of plants for automotive parts say to make wind turbine blades by giving incentives, tax benefits and grants, spends on a dilapidated road and public transportation infrastructure that may provide benefits in increased growth capacity over future years. The limits of a government bureaucracy and inefficiency of government would in this case be addressed by transparency rules adopted and measures that track progress that are freely available to all citizens say on a website on the internet, and by bringing in fresh management talent from the private sector. There appears to be no generalization that can be applied for one multiplier for all projects. It may be that the multiplier will vary with the project. Some projects like the conversion of a factory making unneeded auto parts to a badly needed wind energy part, to change the dynamics of energy market pricing, to meet energy needs and cut emissions, may end up having a multiplier much above 1.0. A redundant or less needed bridge has a lower multiplier than a bridge rebuilt before it leads to breakdown. And also the complication that too large a movement in one direction say of stimulus spending, might result in a shift of the curve towards a smaller multiplier and diminishing returns, as the resources to track such a large expenditure and the talent to adminster are overextended. The social cost of private investment not making that investment in new technology, new product or improved product has to be figured into all this, both at the conceptual level as all costs and benefits may not be picked up in the analysis, and at the macro level keeping in mind that the animal spirits, as they were once described, may just not be there to absorb the huge outlays which a government can make. These do not come without an opportunity cost and borrowing costs. All this leads one to to conclude that spending has to be carefully evaluated and projects assessed on a case by case basis for costs and benefits. The spending has to be balanced to provide just as many incentives for private investment to invest in new products and technologies. One way the Obama team is attempting to address this is to include a $300 billion tax cut for businesses and individuals. The business tax cuts are aimed at helping small business with losses, and for future investments and making hires and forgoing layoffs. How does construction industry health or troubles affect industries like auto especially the market segments sensitive to how the construction industry is doing which is the large pickup market. Were builders better prepared or did tey end up taking some of the same risks. They ended up buying too much land and the value of the land dropped it tripped the builders up in the amount of debt they were allowed in their contractual agreements with the banks. And the builders still ended up with a lot of their profits tied up in a few states even though they spread the building to different parts of the country, for example over 50% of their profits estimated to come from 3 states alone, California, Florida and Nevada.

How many jobs will leak out for the fiscal stimulus if a lot of them, like 40% of manufacturing ouput in the US consisting of imported goods, are jobs created in China and Europe or other countries that make the parts for the wind energy and the solar energy products made in the USA? There will be domestic content rules but the international economy is better off if some of the jobs that result from a USA stimulus are offset by the jobs created here from the stimulus packages of Europe, China and other countries. China's infrastructure spending would lead to jobs in the US making some of the infastructure equipment that is exported or in the case of India the nuclear plants equipment that is exported.

Tata has a couple of things going for it to make a car at a price under $2500- a different vision behind it and a longer term idea of the market and its opportunities for Tata Motors. This is a personal vision of Ratan Tata, the last in the series of Tata family members who have run a company that was at the leading edge of industrialization in India since British times in the closing years of the 19th century. He sees this as a way to bring a car that is affordable to millions of Indians, the average Indian, just as his father and great grand father were pioneers in India's early steps towards industrialization. This also will serve another purpose. It will provide momentum to India's manufacturing base by putting India's auto industry on its way to sell cars by the millions in the next ten years. The cost was a challenge to Indian engineers ingenuity. It would help them develop something from scratch from a clean slate, and as he hoped reinvent the car if possible. The cost also was doable in India because of the wages paid to Indian engineers and workers are different. The entire cost structure with suppliers like Bosch providing the engine also and internet purchases of parts coming under a completely different way of doing business, again a reinvent of things. And the skimping on a lot of basics like a radio is possible in the Indian context where the inital target market is the scooter family of which in India there are millions. People who would simply be waiting for such a bare bones car, not see it as such because it is a great advance over a scooter even in terms of safety. What most people who have never been to India would not be able to grasp is that a whole family of four can be seen riding on a scooter or motorbike in India on weekends in Indian urban areas. Tata's idea of the market potential is the way it can ride the next stages of increasing incomes in India. Once it has come up with this car it can come up with enhanced versions with an airconditioning and radio and so on, and still price it way below competitors with Tata's quality and brand name and innovative design. As long as Tata can sell all the cars it makes it can expand production rapidly. Tata's costs for engineering a top selling model may be only 20% of the $350 million it costs western companies, according to Alix Partners, with savings of $300 to $1000 per car right there. Labor costs are about $1.20 per hour in India, less than what auto workers make in China, this provides more cost savings. Tata plans to supply kits to dealers who will do the final assembly in small workshops. This distribution strategy will save Tata another chunk of costs, as about 20% of the car's cost is in distribution in the USA. ...

U.S. president Trump signs an executive order on March 28, 2017, reversing the American commitment to the Paris climate change agreement. The executive order also lifts a moratorium on the sale of coalmining leases on federal lands. The Obama administration 2015 clean power plan was designed to restrict greenhouse gas emissions from power plants. It was blocked by courts in 2016. Trump says he is reversing president Obama's war on coal. Earlier he approved the Keystone pipeline for bringing oil from oil sands in Canada to the U.S.. Under the Paris agreement the U.S. agreed to cut greenhouse gas emissions 26-28% by 2025 from 2005 levels. Market changes including the availability of cheap natural gas from technology advances fracking and hydraulic fracturing is leading a shift away from coal, apart from Obama administration regulations. Another factor is the long term trend towards cleaner energy, with large energy producers such as American Electric Power and other companies planning for the long term which is likely to be in the direction of cleaner energy. The U.S. National Security Agency is going through four separate reviews- one by a White House internal review team, by the Review Group for Intelligence and Communications Technology setup by president Obama in August 2013, by the Privacy and Civil Liberties Oversight Board setup in 2004, and by the Senate Intelligence Committee. Sources say the head of the agency Gen. Alexander offered to resign but this was not accepted because it would be seen as a win for Snowden. Proposals being considered are having a civilian head the agency, setting up a process where a determination is made balancing the potential value of the information with any political implications. Decisionmakers at the NSA are trained to be apolitical in collecting intelligence making it difficult for them to make such determinations. The recording of conversations on Merkel's mobile phone was made at the request of the State Department. Mr Ledgett, a senior NSA official says there are 36,000 pages of "requirements" or intelligence requests from all parts of the U.S. government, including State, Defense, and Commerce. What to do with such requests and how to assess them will now be important questions for NSA. One of the risks of the NSA revelations is that individual countries will impose restrictions on the internet to protect information leading to a fragmentation of the Worldwide Web. U.S. relations with Iran have remained stuck in the original atmosphere of the period under U.S. president Carter in the late seventies with the Islamic revolution with the most recent president Ahmadinejad being one of the activists from that period, the isolation and sanctions have also created a siege mentality in the Islamic republic. The U.S. and the world has changed since that period after over three decades. The Obama administration sees an opportunity to gradually resolve the Iranian nuclear crisis by relaxing tensions and giving small wins to moderates in Iran like Mr Rouhani. Rouhani may see a way out for Iran's isolation and falling behind other countries in the region in developing its oil resources and economy. The moves also helps to reduce new sectarian tensions in the Middle East as the different countries take sides in the Syria....

McInerney takes personal responsibility and puts top priority on the Dreamliner. He says we will be defined by the 787, though not at this moment. This means he is personally walking through Boeing's and Boeing supplier's plants to see things first hand, and have the daily progress reports coming directly to him. This means closer supervision and taking steps to get things right. One step was to get some managers from its Defense unit into the 787 program management to correct things, buying Dallas based Vought Aircraft out of a joint venture with Italy's Alenia Aeronautica in South Carolina where sections ofthe 787 are being joined. He also stepped in taking control of key parts of the 787 program, and insisted on Boeing mangers closely monitoring and getting involved with first hand knowledge on supplier's sites and getting action where needed, and stationing Boeing people at each supplier's plant. His earlier style was a bit hands off in comparison. The 15 month delay in the 787 launch and the rather ill timed gala in Seattle for a plane that was hollow inside, and with managers having no idea that supplier's were already behind in their part of the program or not doing anything about it, may have suggested to investors that Boeing's McInerney and his key people were really not at grips with what was going on in their own company. From its July high of $107 Boeing stock has dropped 27% to $78 and recovered only slightly to $83 still 23% below the highs. Experts feel that McInerney will either lose big or win big. He wasn't there when the 787 program was started. Now he has to show he can get things right. His initial moves look like the right ones, taking personal responsibility, making decisions to fix things, and not hesitant to take corrective action in the midst of difficulties such as getting into suppliers factories first hand to see things on the inside. And gettiing his best people from other parts of the company into a team and putting them on the 787, and so on. See the link to the Airbus experience with their jumbo jet A380 which ran into similiar problems in the WSJ. There the French teams who were the better able to solve the problems were brought into the German plants to help get things right, even though there were cultural issues to be overcome. McInerney has process based experience at GE where quality and manufacturing were important, and he has delivered good results with an 84% increase in income to $4.07 billion, on an 8% increase in revenue to $66.4 billion in 2007. This comes just 2 to 3 years since joining Boeing in July 2005. Boeing may have to pay $4 billion in concessions and penalty payments for late deliveries, and Boeing is going to set aside this cost by booking the first 25 delieveries at zero-profit margin....
