New York city officials are facing up to the reality that midtown Manhattan, a party of the city that is made up of office commuters, may never be the same. Offices in midtown are attracting about one third of their pre-pandemic workforces. Midtown is home to about 11% of all office inventory in the US, employing 1.6 million workers, a third of all New York city jobs and contributed two thirds of the city's gross product. Before the pandemic three years ago, an estimated 2.6 million worked in the borough of Manhattan, 70% of whom commuted from other parts of the city or suburbs.

Truman formed NATO for this purpose in 1949 after the Berlin Blockade by Soviets. WIth nuclear arsenals being replenished in Russia and China, India, Japan, small nuclear states such as North Korea, Pakistan, the situation is different today with responsible policies needed today on this issue which are impeded by the idea of NATO on the borders of Russia and the Eastern European and British view of Russia as the pre-eminent threat not shared by India, Brazil, China and the new administration of DJT in the US. The PRI party defeated the ruling PAN (conservative nNational Action Party) of Presidetn Calderon in midterm elections. PRI won five of six governorships and won 237 seats to the PAN's 143. Mexico is facing its worst economic crisis since 1995 with the devaluation of the peso and American loan assistance. THis time it is aflow-through of the American economic crisis, adrop in exports, a collapse of the auto sector, and drop in remittances from Mexican workers in the USA as well as tourism. The GDP of Mexico dropped 5.9% in 1st qusrter 2009. Unemployment and underemployment have doubled leaving one in six Mexicans without ajob. Poverty also has risen in this situation. Meanwhile a stalemate in the legislature has led to stagnation in terms of addressing critical areas of education, investing in the petroleum sector. And monopolies and oligopolies in a range of industries from tecommunications to cement trim GDP growth by 1% according to Guillermo Ortiz, central bank governor. Oil revenues are dropping, and proven reserves now are equal only to 13 years of current output. And public spending on infrastructure is declining. Disillusionment with the political system is growing, so much so that 5.4% of the ballots were spoiled in response to a campaign by political activists fed up with corruption and paralysis in the political system....

The joint statement after the G-8 summit stated that "our imperative is to promote growth and jobs." It stated the budget deficits need to be addressed but said "spending cuts must "take into account countries' evolving economic conditions and underpin confidence and economy recovery." Germany's Merkel in her remarks said growth and deficit reduction supported each other, that "we have to work on both paths, and the participants have made clear, and I think this is great progress." Of this legislation president Biden says- "There is no reason Americans should be forced to pay more than any developed nation for life saving prescription drugs just to pad Big Pharma's pockets." Incomprehensibly this law that cost Americans hundreds of billions of dollars was passed by the younger Bush in 2003 banning Medicare from negotiating prices of drugs. It thrust one of the biggest boondoggles in postwar history on the American people under an equally incomprehensible name "Act for Drug Improvement and Modernization," with the idea that it was a form of government price controls.

A recent Deutsche Bank study points to the pro-cyclical nature of oil prices in this decade where oil price increases do not lead to decreased worldwide consumption. The IEA forecast is for 1.64 million barrels of oil a day in increased coonsumption in 2013 compared to 2011, which hides a drop in consumption of 640,000 barrels a day in OECD countries. That is offset by higher demand in China, the Middle East and Russia. Middle East consumption is about 80% of consumption in China, and oil price increases lead to higher growth in these countries and Russia leading to increased oil consumption reinforcing a pro-cyclical cycle. What is not clearly understood is how this changes with weaker economic growth. Additional factor to consider is future increasing growth of oil consumption in India, Pakistan, Bangladesh, Indonesia, Vietnam and other developing countries that offset reductions in Chinese consumption as China's growth rate slows.

On the whole middle income people and higher income people stand to benefit, with sharp cuts in Medicaid, and higher premiums as well as smaller subsidies based on age affecting older people. Pre-existing conditions and minimum benefits are included as in ACA, with the provision that states can in some ways limit that coverage. Employers are no longer required to provide mandatory health coverage, helping large and small business owners.

Dropping wheat and corn prices will reduce the effect on increase in inflation for food prices. A recently signed agreement for UN and Turkey to supervise exports of Ukrainian grain to world markets is showing up in declining futures prices for corn and wheat that will show up in lower food prices. A large harvest for wheat and other foodgrains in Russia and Ukraine is also having an impact. Slower economic growth in China from frequent lockdowns and the ailing property sector, could bring oil prices down from the highs. The shift to renewable energy taking on a huge impetus from recently passed legislation in the US Congress for $369 billion investment and similar moves in Europe with a 15% required reduction under new EU rules could have the same effect of pushing down fossil fuel prices from their highs. This suggests Fed chairman Powell's sense that the economy would improve in the second half is consistent with international developments. The war in Ukraine could also have a possibility of coming to a close in coming months with Russian gains in the east and Ukraine recovering lost land around the Black Sea in the south. Decades of fighting in Ukraine may have obscured the fact that the eastern parts of Ukraine voted in pro Russian governments in the past and the western parts of Ukraine have voted in pro EU governments. The war could end with a settlement around these new boundaries. This would also enhance president Biden's foreign and domestic policy achievements and help the US focus on climate change actions, building new supply chains, rebuilding its manufacturing, its leadership in science and technology, its alliances with EU, and with Japan and India in the Indo-Pacific. ...
