Two US destroyers were closely followed by 2 merchant ships as they successfully transited through the straits on Monday morning. US $1.5 trillion budget request for 2027 fiscal year by the president for military and defense spending is about 4.7% of US GDP forecast of $31.8 trillion in 2026. In 1960 it was 9% following the Korean War. It dropped to 3.1% of GDP by 2000 and stayed around 3.4% till the current effort to modernization of the US military is thought to require about 5% of GDP.  (World Bank charts). The US spent far higher during an earlier period reaching 14% of GDP in 1953 during the Cold War with the Soviet Union. This report shows WSJ Analysis of where the $1.5 trillion request for Defense is going-  $1.1 trillion for War Department and $350 billion for critical munitions. The munitions are in short supply and war in Iran shows that it plays a critical part in defensive systems such as intercepting of missiles as missiles in short supply affect overall capabilities. An additional $200 billion for Iran War. Pay raises for Defense personnel. $66 billion for shipbuilding- 34 ships to put the US back in the lead for shipbuilding it has lost to China, with the help of Japan which is also ramping up the shipbuilding it has lost to China. US and Japan were leading shipbuilders in the  1930's and in the 1960's, then lost it to South Korea and China. About a 12% decrease in other Department's budgets including Health and Human Services, Treasury, Commerce, Interior, Housing and Agriculture.  These cost reductions some of it coming from more efficient functioning and from concepts such as zero based budgeting where every line item in the budget gets reviewed every year for how much is needed for the purpose, is the purpose still valid, and can it be done more efficiently costing less. $660 billion is coming from the savings. The Nation's capital will also get a facelift, a major renovation, after being ignored for years. In the new Budget is $10 billion for the Presidential Capital Stewardship Program within the National Park Service for beautification projects in Washington D.C., which will give the National Capital a much needed new look for millions of visitors from the 51 states in the Union.    ...

Violation of international law or tacit approval of drug states and suppression of the election results in Venezuela- position taken by Oxford's Dill and Germany's Steinmeier is itself controversial. Merz's is realistic. For those concerned about international law is it restricted to any particular period? Then the British policy in China supported by the other powers Japan, Russia, Germany and France to suppress the Boxer rebellion in 1901 and expand Treaty ports that forced opium on China in the period 1850 to the 1930's was not just a egregious violation, horrendous violation of basic human rights on a scale unimaginable in modern times. Much of the prosperity of the Netherlands and Britain, France was achieved through such policy in Asia. Yet Oxford's Dill and Steinmeier have chosen not to look at European history and the Empires of Europe in Asia and Africa for 300 years since 1700. By comparison Venezuelan action comes after the great patience of well meaning people, and the silence of elites in the US and Europe about massive migration encouraged by the regime in Venezuela of one third of its population about 9 million people to neighboring countries including the US, and suppression of free elections, complete mismanagement leading to 150% inflation destroying its economy.  It was not only these elites in the US and Europe that were responsible through their silence, but also the Bush and Obama wars in the Middle East which sapped the resources of the United States. Why is this happening when the Venezuelan people are the main benificiaries of the action taken by the US president to send in its military. All oil sales revenue will no longer go to a corrupt "drugs" state but be used to directly help the Venezuelan people achieve a better standard of living, bring down inflation  and invest in modernization, in these unusual circumstance a program run by Bessent at US Treasury. Those who dislike the unconventional but well meaning style of the US president and his occasional poor choice of words, find every opportunity for criticism even ignoring facts and common sense. Under Chavez and Maduro the Venezuelan economy was simply mismanaged to the point of being destroyed and an affluent country reduced to poverty and inflation so bad that one third or 9 milllion people left for neighboring countries. On this Dill at Oxford and Steinmeier have only this to say- it is somebody's else's problem. we will remain silent. Similarly on introducing nuclear weapons in the Middle East -where most nation states have intermittent wars and economic mismanagement for the last 50 years the artificial states from the Ottoman Empire of Syria and Iraq, Libya, Iran, Afghanistan, Pakistan, the Sudan every state impoverished by war and economic mismanagement - Dill at Oxford and Steinmeier in Germany also have only this to say- it is somebody else's problem not ours, we will remain silent. ...

US and Iran accept Pakistan's mediation of the war with a 2 week ceasefire and opening of Straits of Hormuz- April 7 2026. The mediation by prime minister Sharif of Pakistan gave both sides in the war a way to back down. Both sides agreed to talks in Islamabad, Pakistan. As a partner of Pakistan, China may also have a role in setting up a settlement as China and Japan have the most to lose from the Straits of Hormuz being closed, oil prices rocketing up to $115 and higher, and even a prolonged shutdown of Hormuz Straits. Both China and Japan get 90% of their imports from Hormuz Straits. Oil prices drop to the $100 level from $115 after the announcement of talks in Islamabad. This is not a long term settlement. After the two weeks US president meets president Xi of China in Beijing shortly afterwards on May 14-15. It is likely that preparations for that trip will involve China and Pakistan working together to get the US and Iran to agree to an extension of the ceasefire. One outcome of this war is as Le Monde has noted- the unreliability of Hormuz supplies and shift to imports from US and Venezuela and other parts of the world for fossil fuels. And with this a renewed effort to reduce the fossil fuels needed by accelerating renewable energy supplies in Europe, India and China. More attention will also be focused on reducing the proliferation of nuclear weapons by all major powers. Removing US involvement in NATO may also turn out to be positive in some ways to bring Russia and US as nuclear powers to better working relationships, and reduce the nuclear arms race and weapons race. For Europe it means meeting needs of Ukraine and improving military capabilities. The overall result may be positive for all countries. The Middle East region will be seen as one in which no powers should get involved in and the Middle East will also find it has squandered its valuable oil dividend in five decades of wars and mismanagement and fall behind the rest of Asia and Europe, the US in economic progress and development. ...

The foreign ministers of Turkey, Pakistan, Egypt and Saudi Arabia meet in Riyadh March 22-24 to discuss ways to give more time before a US effort to open the Straits of Hormuz to shipping by a proposed attack on Iranian energy infrastructure as a last resort. Speaker of Iranian parliament and other officials do not support a move to end the war at this time, says the WSJ reporting. The foreign ministers of Saudi Arabia, Egypt do not support a Suez Canal type solution that gives Iran a fee for the shipping in the Straits. Other solutions are being looked at that are acceptable to all sides.

It might not all make sense that the Pakistan/China mediated ceasefire conditions (including US and Israeli condition of no nuclear weapons development and ballistic missile development) are really not known even in the media today, only known to the Iranian government and the US government. In these conditions Iran's government gets to show that it had achieved its goals, even with enormous reconstruction costs of the damage done during the war. DJT had pointed to a sort of regime change in Iran after most of the earlier leadership has been removed, and new leaders in place who are keen on setting up conditions for their own administration replacing the old one.  Over the period 2027-2030 the prospect is real that China, India and Japan may shift their oil supplies sources to other regions, increase conservation per unit of GDP, and increase supplies of renewable energy, steps already taken by Germany over the last decade. Most media looks only what happens today and in 2026. This may be the last of the Middle East Wars before Europe and the US, and India, China, Japan shift away from the Middle East to get supplies of fossil fuels, and it may bring new renewables technologies that reduce the dependence on fossil fuels to the point of making a true transition to renewable energy. It may also be the last of the Middle East Wars in the sense that people of European nations and the US insist on no involvement in MIddle East as a sort of quagmire for squandering American, European and Asian vital resources of people and capital, ample example being given over the last 40 years. Considering the costs of the war and the moral cost of destroying infrastructure such as power plants that hurt the local population more than the regime in power, China, Japan, the US, and EU, India may find it is easier to race each other in coming up with alternative supplies and shifting to renewable energy faster than planned, making Middle Eastern oil supplies  and volatility in prices redundant, which would be a good thing after the hugely negative and costly experience of the last 50 years of dependence.     ...

A study group at the Washington Institute for Near East Policy sends a public letter to U.S. president Obama on the Iran negotiations. It says the nuclear agreement negotiated with Iran "may fall short of the administration's own standard of a 'good' agreement." It is signed by some of Mr. Obama's main advisors during the first term. Some of these officials told the NYT that the letter was the result of serious concern that Mr. Kerry and other negotiators were moving towards major concessions that would weaken the international inspections of Iran's facilities, back away from making Iran reveal suspected past work on weapons, and allow Iranian R&D to move ahead with making nuclear fuel once the accord expires. The five Obama advisors from the first term who signed the letter are: Dennis Ross, Middle East negotiator, David Petraeus, CIA director, Robert Einhorn, State Department proliferation expert, Gary Samore, chief advisor on nuclear policy, Gen. James Cartwright, vice chairman Jt. Chiefs of Staff. Gary Samore is president of the advocacy group United Against Nuclear Iran. The letter was also signed by President Bush's national security advisor during his second term, Stephen Hadley. Such a large group of advisors to presidents Bush and Obama familiar with the details of Iran's development of nuclear technology and weapons capabilities could give Republicans support to kill any agreement that falls short on inspections during Congressional Review. On this key factor where only vague assurances are made by the Iranian side- such as signing an International Atomic Agency convention giving inspectors broad rights to visit suspicious sites, followed by Ayatollah Khamanei ruling out military sites- the letter is specific. Inspections it says " must include military (including Islamic Revolutionary Guards Corps), and other sensitive facilities. Iran must not be able to deny or delay timely access to any site anywhere in the country." Inspections work rigorously done is set as a precondition before any significant relief from economic sanctions on Iran....

Iran Proposal that asks $2 million per ship to be split with Oman for opening the Hormuz Straits- April 6 2026. China, Japan can pay this amount to get the 90% of the oil they need from Hormuz, which would go to reconstruction of war damage in Iran. India would shift some of its purchase of oil and gas to the US and so will Japan over 2027-2028. This would result in a shift away from the Persian Gulf dependence to renewable energy and to buying oil and gas from US+Venezuela as more reliable sources. European Union and Britain would also make this shift as shown in the adjoining article by Prof Geoffron of Universite Paris Dauphine in Le Monde. The proposal also requires US and Israel to commit to no future attack on Iran, and Israel to stop its attacks on Hezbollah in Lebanon. The US and DJT call the new regime under a Speaker of the Iranian parliament, an elected president who had to respond to people sentiment in the election, and a grandson of Khomeini, one that is easier to talk with than the earlier regime. The problem remains nuclear weapons and ballistic missiles development that the US has as its sole objective which is what the war is about than Hormuz as the US and DJT say Hormuz is China and Japan's problem where for some strange reason these industrial powers import 90% of their oil from Hormuz and have done this after 40 years of disruptions, a mystery they can solve on their own. ...

This means India has adequate coverage for the May planting season of fertilizer. On LPG for household cooking India has shifted industry supplies to cover the home cooking gas needs. It is also working on passage of its LPG ships through the Hormuz Straits. Of the Indian ships carrying LPG -22 vessels trying to cross Hormuz Straits, 3 made it though in the last few days. India is in touch with Iran and the Gulf Cooperation Council and through its position in Bric's to get safe passage for LPG carrying ships. Six of the ships carry LPG and one carries LNG of the 22 ships waiting to cross the Hormuz passage.

Four former close advisors of U.S. president Obama in a public statement say they fear the current Iran negotiations fall short of reaching a 'good' agreement. The statement says " We fear that the current negotiations, unless concluded along the lines outlined in this paper and buttressed by a resolute regional strategy, may fall short of meeting the administration's own standard of a 'good' agreement." 1.2-2 million barrels a day go from Iran's Kharg island through Straits of Hormuz for ship to ship transfers in South China Sea, then labeled Emirati oil and unloaded at refineries on Shandong coast. These refineries are called teapot refineries. In this way US sanctions are avoided. Shipments of oil were about 700,000 barrels a day before 2023. After 2023 this more than doubled. China gets this at a 10-15%  discount costing Iran about a third of revenues it would otherwise be able to sell this oil if it decided to work with the US in a new arrangement. This report in FR24 shows China as limiting it's relations with Iran to oil, careful to not let it affect more important trading relations with US European Union, and Germany. This is similar to the situation for Venezuela -which under a new arrangement the US has with Venezuela- now gets market prices for its oil increasing it's revenues substantially by about one third to benefit the Venezuelan people suffering from high inflation and economy wrecked by sanctions. ...

Friedman says he hopes Hillary Clinton will take a mediating role to bring all the Iraqi political factions and ethnic communities to work together in a democratic framework, and not go their separate ways into sectarian conflict once more. With the US out of Iraq by June 30, 2009, this is critical. Friedman says Iraq, Pakistan and Afghanistan are not separate wars, but part of the same war, and the same struggle to win credibility for democracy and reconciliation, education, women's rights and modenization for the Muslim world as a way forward. Its the only alternative to looking backward. He says he has never bought into the idea of Iraq as the bad war, Pakistan as the necessary war and Afghanistan as the good war. In fact he says experts point out that very little will spread out of Afghanistan when the US leaves. But Baghdad has been acentre of culture, education and influence in the Middle East for centuries, so getting it right there after so much American effort and sacrifice has been invested there, is crucial for the Muslim world to move forward in the right direction....

On one aspect relevant to the Iran war-China is increasing its efforts on renewable energy to reduce imports from volatile Middle East. ...
