India's GST tax collections - which finance infrastructure -reach the 1.40 lakh crore mark  (about $20 billion) for 3 months in a row in 2022. Increase in tax compliance culture, audit analytics, and actions against tax evaders, helped increase GST revenue collections. Revenues from import of goods and revenues from domestic transactions were 44% higher than the same month in the prior year. The increased economic activity and creating tax compliance culture are good indicators for economic growth in addition to the GDP numbers showing about 8% growth in 2021, the highest in the world surpassing China by a wide margin.  The growth slowed to about 4% increase in GDP in the 1st quarter yet the events of the first quarter such as the war in Ukraine increasing food and oil prices, depressing economic activity, have some other indicators unique to India that are entirely positive and hold promise for a surge in economic growth in this decade to 2030. With the pandemic years 2020-2021 pointing to shift in supply chains of US and Germany away from China towards India and other Asian nations, the Russian invasion of Ukraine with support of China will only make this shift move faster. In the current situation France- with Germany sharing a border with Russia and a difficult history- it is France that is responding to the challenges of NATO and Eastern European states. In 1966 De Gaulle took France out of NATO. In 2007 Nicholas Sarkozy brought France back into NATO and integrated with the armed forces command structures of NATO once again, yet keeping its nuclear deterrent separate from NATO. In 2024 it is Macron who is responding to the Russian advances in the war in Ukraine saying France and NATO will "support Ukraine for as long and as intensively as needed." This means the EU and Western Europe will build the capability and prepare for situations to defend Eastern Europe on their own. There is also unanimity between Scholz, Macron, Meloni, Sanchez on this issue for Germany, France, Italy and Spain, the original founders of EU.

Norway has stepped up to meet Europe's need for oil and gas. About one third of the gas consumed in Europe comes from Norway. After the war started Norway increased gas exports by 8% in 0223 shipping more of it by undersea pipelines to Northern Europe. This increased oil and gas exports from $25 billion in 2021 to $125 billion in 2022. Like Saudi Arabia the government owns not only the oil and gas fields but also has large stakes in the companies that extract oil and gas. For a small country bordering Russia with 5.5 million people this put it in a higher status to meet Europe's plea for energy so that it could heat homes and would not have to shut down some of its industrial capacity. And it left no stone unturned to do this. Petoro CEO Kristin Kragseth says that we knew that Norway was always important but we did'nt realize how much. Petoro made $50 billion in 2022 almost three times what it made in 2021. Another of Norway's oil companies Equinor made $75 billion in adjusted earnings in 2022. Political sentiment has shifted too so that climate change that was a priority still is but Norway is willing to increase production for a few years to meet needs of Europe.     ...

During a meeting with British prime minister Boris Johnson, German chancellor Olaf Scholz says Germany will stop importing Russian oil by the end of this year and stop importing Russian gas very soon. Johnson said Germany will stop importing Russian gas by 2024, and that a lot of infrasgtructure had to be put in place. He called the German decision a big one and said that he applauded the German decision which was a seismic one to move away from Russian hydrocarbons. Scholz said this would be permanent and that Germany would be 100% on renewable energy in 20 years.

Bilateral trade between China and Russia is down 31% for the first half of 2015, and Chinese investment in Russia down by 20%, according to Moscow Carnegie Center. This is a result of the fall in oil prices, declining demand for commodities in China, and the economic downturn in Russia. After the western sanctions on Russia Chinese investors are cautious about making investments. This means Russia's large expectations that this would act as an offset for economic relations with Germany and other western nations is not working out in reality. The contract for the second gas deal for gas from western Siberia, for which a memorandum was signed with China in Nov. 2014, was not signed during Putin's visit to Beijing in September 2015. Experts say the economic environment is not favorable for gas deals with the uncertain economic outlook in China.

Ilan Berman, vice president of the Foreign Policy Council in Washington D.C., cites former finance minister Alexei Kudrin about capital flight from Russia reaching as high as $160 billion in 2014. This is a result of Russian policies in Ukraine that are creating a high degree of uncertainty and investor fears about the Russian economy. The result Kudrin says would be a stagnating economy. This follows the emerging market crisis in the beginning of 2014, which hit Turkey, Argentina, and Brazil. Kudrin is respected for his efforts to strengthen Russia's finances in Putin's first term in office, and left the administration over disagreement with prime minister Medvedev on damage to finances from higher defense spending. This suggests Putin and Medvedev in their first terms as president conducted more prudent policies for the economy than they are doing in Putin's second term. A certain recklessness seems to have crept in as many respected advisors from that period have left over differences in policy, including how protests and the opposition's views should be handled. This includes Medvedev's early efforts after elections for dialogue with the opposition parties which were set aside by Putin. The danger with having a Bolivarist class of tycoons as in Venezuela and some developing countries, instead of wiser heads around him for Putin, is that he will lose the advice and counsel he so badly needs to conduct policies without letting emotions getting the better of a sound judgement. A large foreign exchange reserve is a buffer for Russia, but this needs to be used to diversify the economy away from dependence on oil and commodities by investing in technology industries to create jobs in other fields, and not wasted in higher defense spending and fighting investor sentiment for the value of the ruble. It also shows that there is an inherent value in having a "loyal opposition" and "shadow cabinet," and these institutions were not invented over centuries of practice in government without a reason, in that they actually help the governing administration pursue prudent policy without arbitrary actions. The irony is that the very fears of 1998 repeating itself with the "chaos" of western style democracy and politics and manipulation by oligarchs- a Putin complaint- is reversing the gains made by Russia since then, with another set of tycoons and vested interests in place. Russians, like the Germans can learn to make democracy work without a centuries long history of democratic traditions, elections and free media. Czarist traditions can be overcome just as the Prussian traditions were overcome, and Russians can come up with their own Wily Brandts and Gaucks, leaving behind the old history of suppressing contrary opinions. For this to happen Russians including Mr. Putin need to leave their own fears behind, and trust the Russian people for the right instincts and values and maturity of judgement, just as the Germans have done and succeeded. ...

The plans for 20 liquefied natural gas projects are being launched or sped up in the EU which would give about 83% of the natural gas imported by the EU from Russia in 2021. LNG produces half of the carbon dioxide emissions of coal and Europe sees it as a transitional fuel. The EU plans a 14% reduction in greenhouse gas emissions by 2030 compared to 2020, and a lot of this will come from a massive expansion of wind and solar energy, and using energy more efficiently.

Doubling down on LNG means the EU will find itself into many long term commitments to LNG that would hurt the effort to meet climate change action goals say experts.

One of the reasons it was looking to the west, the EU and the US, was to increase growth and boost incomes. A policy opposed by Russia.  This report in WSJ looks at the effort of a 41 year old economist Mr. Marchenko who heads the central bank. Ukraine's revenues only support 40% of government spending. Ukraine needs $3 billion in aid every month. The currency is down 20% in value and the GDP is expected to be 30% lower in 2022. He says every day and night it is a constant headache. The US and Britain were quick to help and provide steady aid. The EU and Germany with internal wrangling have not come up with $8 billion of the $9 billion in aid promised to Ukraine to rebuild the infrastructure that is being destroyed by Russia, and support the war effort to defend Ukraine. Even with $3 billion a month in aid Ukraine depends on printing money and risking further decline in the currency to pay soldiers, war needs, and meet basic spending needs. The plans are not just for 2022 but extend into 2023. Grain a key export is only now making its way out of Odessa with the UN and Turkey arranging the way out for grain ships. ...

The supplies of natural gas are making a huge improvement in 2023 over 2022 when the war with Ukraine led to the European Union scrambling to replace Russian supplies with LNG imports. The higher temperatures this past winter in the US and Europe have left ample supplies in storage with the unused natural gas adding to supply. The result prices are now half of what they were last summer bringing relief to people for higher energy prices. Summer prices for natural gas are expected to be about $2.84 per million BTU's.

So much for political campaigning and talk of inflation, inflation comes in lower in September after DJT tariffs of 10-15% on EU, Japan and other trading partners. The higher tariffs on China are action needed to reduce trillion dollar trade deficits the world has with China, deficits that are economically destabilizing for the world economy, with supply chain concentration a serious problem. US inflation in September came in at 3.0 percent lower than expected.  One reason is that the headline numbers are high but in actual practice the tariffs are on average at 12.5% not 17% or 25% as headlines show. The tariffs vary by country and the US was careful to keep them at 10% for the EU and Britain and 15% for Japan, the key trading partners. China is an exception at 47% because it is US policy to reduce the world's 1 trillion trade deficit with China and cutting this is a major goal. For decades the US tried every possible way to bring it down to no avail till this effort with tariffs. Another is exceptions in products- for India this includes semiconductors, smartphones and pharmaceuticals. Another factor is that postpandemic inflation in 2021-2022 created higher profit margins in auto, retail and other sectors of the economy. As a result only 30-40% of the tariff gets passed onn to consumers. In autos only about 20% because buyers cannot afford the high prices. Some tariffs are still being negotiated and are a foreign policy tool to get India to stop funding Russia in the Ukraine war knowing that India was importing most of its oil from non-Russian sources till 2019. China is also funding Russia, that is true but the US can insist on exercising its leverage with Asian partners not China. With China the tariff on fentanyl and the overall 47% tariff- down from 57% after meetings in Busan, South Korea between Xi and DJT last month- shows the US takes the Chinese role in distorting world trade to its benefit seriously.  ...

The Oxford vaccine is to be combined with a dose of Russia's Sputnik vaccine in a study to determine if this will provide improved results. The idea is to test whether two doses combined of Oxford and Sputnik vaccine can provide better protection than two doses of the same vaccine. Trials will begin by the end of 2020. This is being done under the concept of heterologous prime boost which has been adopted in  vaccination programmes against other diseases.

,Both the Russian and the Oxford vaccine use a modified version of adenovirus, a common cold virus. This is stripped of disease causing genes and given genetic instructions that make the coronavirus cause a spike in the protein when it passes it to the human cells. This then triggers an immune response.

This report in the WSJ shows in an extraordinary detailed way going back 20 years how under each administration Bush, Obama, Trump in the US and Angela Merkel in Germany, Hollande and Macron in France, the serious differences in the world view and thinking between president Putin of Russia and western leaders were simply ignored or overlooked. Mr. Putin truly believed in Ukraine and Russia as one people, researched history on his own and wrote an essay that made him more convinced than ever about his views that separation of Ukraine from Russia was an artificial construct, more so in the last two years.  By integrating the German and European Union economies with Russia and China without coming to terms with the large separation in views of the world and ignoring Russian views because of its economic size as an economy the size of France, both Merkel and Obama's policies failed to grasp what was happening. This report shows in much detail each event since 2005 that led to increasing distrust by Putin of western leaders.  The integration of the economies of the west and the integration of supply chains with China and Russia continued even after serious concerns had developed during the Trump administration. US and European business was operating on a completely different path not taking this into account in any way. It was only in the Biden administration and after the election of Scholz in Germany in 2021 that the situation was becoming clear. On the other side Ukraine itself and its people had changed in ways that were not anticipated by people in Germany or Russia, much less the leaders in Germany or Russia. There was a genuine sense that Ukraine was a national identity leading to the Ukraine resistance and a prolonged conflict. Brendan Simms, Cambridge historian shows how Europe went through conflicts and wars in its history as each of the major European nations sought advantage from 1453 to the present in his book, "Europe- The Struggle for Supremacy 1453 to the Present." Small gains were made in these wars that dragged on bringing great suffering to ordinary people.These wars involved England, France, Spain, Netherlands, Germany, Sweden, Denmark and Russia. ...

Germany's SPD Deputy Chancellor says in Kiev on August 25, 2025 after the abortive effort by DJT in Alaska for peace talks that improved Russia -US relations as two leading world nuclear powers but did not have the basics in place for Ukraine- Russia direct talks, with Putin asking for territory in the east. "In the three and a half years that this war has been going on, we have always shown that we are not ducking away, but stand by the side of the Ukrainians. And that will also apply to security guarantees."  The big change is that the SPD under Klingbeil in Germany is now working with CDU's Merz to build up Germany's defense forces to act as a deterrent for Europe. There is a change in the mood in Germany and in Europe, from Sweden and UK , France, Italy, for concerted action in Europe that was not seen before. By taking on responsibilities for Europe with 2-5% defense expenditures this has removed the differences between the US and Europe. It means a prolongation of the war but also means this may lead to a stronger Europe, better Russia- US relations, and a Russian and Ukraine more willing to come to a peace agreement based on terms where no side appears to be the loser. Klingbeil added- It is important to have a "really strong Ukrainian army that is also capable of defense. And the second thing is that armaments production is also being ramped up here in Ukraine as well, thereby putting Ukraine in a position to defend itself and deter attacks." If European history since 1400 is any guide when the powers on either side were eventually counterbalanced the power that took a an aggressive position early had to settle for a peace settlement with both sides not appearing the loser. ...

See the adjoining report in DW.com that covers the planned meeting between Japanese PM Kishida and Kim of North Korea to reduce tensions in the region. Kishida is taking a proactive approach as the ideological positions have failed and talking directly to North Korea as Junichiro Koizumi had done in 2004 (with a visit to Pyongyang when Kim's father was president) is now the right course. It is now twenty years that this was not tried. Former president Trump met Kim of North Korea at the Demilitarized Zone DMZ near Seoul in 2019. Not much changed after that meeting. North Korea has increased missile testing with ICBM missiles and increased its nuclear missiles with improvement in technology since then. One aspect of the Reagan/Weinberger era policy was its sense that America would keep investing in defense and at some point everyone else would fall behind. This has not happened. After a slowdown in its economy in the early 1990's opportunities to build Russia relations were left to business interests and opportunities were lost. The memory of that period of Russia's economic collapse lingers and feeds a sense that somehow Russia was diminsished by waht happened after the abrupt collapse of the Russian position in Eastern Europe.  In fact the only nuclear missile tests conducted in this 21st century were conducted by North Korea.  ...

With current policies economic growth is likely to continue at 0-1%. Russia made policy errors with the departure of Kudrin as finance minister for Putin's second term as president. Policies to attract foreign investment, controlling military expenditures, and continuing growth were reversed as Russia took positions on Ukraine that led to western sanctions, capital outflows, and a sharp decline in the ruble. By May 2015 the ruble and oil prices had recovered from lows, but the ruble was still 35% below the level in June 2014, and the oil prices were still only two thirds of the peak in 2014. Russia sees the decline in the ruble as a way to reduce imports and increase import substitution for many products. The economy is weakened by high inflation- inflation was 6.9% in March 2014, going up to 16.9% in March 2015. In May 2015 Russia lowered the target repo rate by 1.5 percentage points to 12%. Russia faces stagflation- high unemployment with low GDP growth, and high inflation....
