The new Australian budget is designed to generate a slight surplus from the A$44 billion deficit for the fiscal year ending June 30. The weakness of this approach is that too much is dependent on the mining and offshore gas boom. Retail spending is weak and Australia is increasingly looking like a two tier economy, subject to the boom and bust cycles that its mining companies have experienced in the past. In parts of Mexico sugary softdrinks are easier to access than clean tap water, says this report in DW.com. This is a problem that existed in Mexico for many years. Amy Guthrie in the WSJ August 28, 2013, described the problem in -Health Problem over Soda Flares in Mexico- which was shown in Lyrarc.com in 2013, showing the US, Chile, Mexico and Argentina with high consumption of sugary softdrinks and high rates of diseases related to this. Mexico's government has made efforts to increase awareness about the risks and dangers of overuse and Bloomberg philanthropy has made efforts to increase awareness. Yet the problem has persisted. The risks are high for countries such as India, China, Vietnam. One ad in Mexico City subways showed 20 ounce sugary softdrink bottle and asked "Would you take 12 teaspoonfuls of sugar?" Mexico passed the US in countries with high obesity rate over 100 million people in 2013. Higher all cause mortality was shown in a European study of 451,000 people for people drinking more than 2 glasses of sweetened softdrinks a day, with data collected between 1992-2000 and supporting public health campaigns limiting the use of such sweetened softdrinks. ...

US president Biden's multi-trillion dollar spending plans for infrastructure, climate change plans, education and healthcare, are based on a changing perception about the effectiveness of the public sector spending initiatives. The Reagan period idea that the public sector is not as efficient as the private sector that lingered through the Clinton, Bush and Obama, Trump administrations is no longer accepted. After the pandemic another perception is taking root that when it comes to health infrastructure the government has a leading and indispensable role to play. Gone are the doubts about this that hung like a cloud over the nation's plans for infrastructure in health, education and supply channels. Following the global competition with China a new factor is also playing its part. The need for government to play an active role in trade, in protecting technological resources, and in supporting US technological firms in competition with other countries. There is a new perception that the government should be determined to play this role. In the effort to be self-reliant after the pandemic the government is expected to play a role in redesigning the supply channels and providing the direction and incentives for supply channels worldwide that give America a competitive advantage and less dependence on other nations. ...

This report in the WSJ shows in an extraordinary detailed way going back 20 years how under each administration Bush, Obama, Trump in the US and Angela Merkel in Germany, Hollande and Macron in France, the serious differences in the world view and thinking between president Putin of Russia and western leaders were simply ignored or overlooked. Mr. Putin truly believed in Ukraine and Russia as one people, researched history on his own and wrote an essay that made him more convinced than ever about his views that separation of Ukraine from Russia was an artificial construct, more so in the last two years.  By integrating the German and European Union economies with Russia and China without coming to terms with the large separation in views of the world and ignoring Russian views because of its economic size as an economy the size of France, both Merkel and Obama's policies failed to grasp what was happening. This report shows in much detail each event since 2005 that led to increasing distrust by Putin of western leaders.  The integration of the economies of the west and the integration of supply chains with China and Russia continued even after serious concerns had developed during the Trump administration. US and European business was operating on a completely different path not taking this into account in any way. It was only in the Biden administration and after the election of Scholz in Germany in 2021 that the situation was becoming clear. On the other side Ukraine itself and its people had changed in ways that were not anticipated by people in Germany or Russia, much less the leaders in Germany or Russia. There was a genuine sense that Ukraine was a national identity leading to the Ukraine resistance and a prolonged conflict. Brendan Simms, Cambridge historian shows how Europe went through conflicts and wars in its history as each of the major European nations sought advantage from 1453 to the present in his book, "Europe- The Struggle for Supremacy 1453 to the Present." Small gains were made in these wars that dragged on bringing great suffering to ordinary people.These wars involved England, France, Spain, Netherlands, Germany, Sweden, Denmark and Russia. ...

During 2020 Congress passed laws on competition promoting US, in 2021 Congress passed first aid to the people for the pandemic, and recently a $1 trillion in spending on infrastructure. The appeal is now before a 3 person panel of the Columbia Circuit Court of Appeals of Sri Srinivasan, Neomi Rao, and Douglas Ginsburg. Does Byte Dance have recourse to the First Amendment rights in the US Constitution when the US sees Byte Dance as a foreign adversary controlled internet social media service, is the question before the Appeals Court and next before the US Supreme Court. The US government has shown the judges confidential classified data that shows why it thinks there is foreign adversary influence of some sort.  It is interesting to note that national literacy standards and the ability of average American young people to know enough about American history and civics that is in a dire state today and a key vulnerability for US democracy. This is gravely harmed by social media influence. Only negative effects on mental health of children and young girls has been put forward. Too many hours spent on social media is a negative influence which is why China and now Australia and UK have put restrictions on is use. US has none. India has banned Tik Tok for security reasons. This report in the WSJ points out that any idea that China as the world's largest importer would support oil prices is misplaced. China's economy is recovering slowly but the impact of the falling demand in U.S. and Europe for Chinese products is likely to keep industrial production at low levels. Other than filling up for storage at low prices China is not likely to support oil prices which are now below $20 for U.S. WTI futures contracts for June. European benchmarks are also at levels similar to U.S. oil prices.

Robert Lighthizer was one of the early voices on unfair and imbalanced trade with other nations subsidizing their industry at the expense of American jobs in manufacturing long before DJT took up the issue in 2015-2016. Lighthizer as US Trade Representative negotiated the new USMCA that replaced NAFTA agreement for North American trade with Mexico and Canada. 

Lighthizer was seeking a larger role than USTR, either Commerce or Treasury, yet he was reluctant to campaign for this or go to Mar-a-Lago to make his case. The lack of rare earth minerals such as dyspromium for electric magnets that is 94% controlled by China means less of it can be imported into the US. Nirmala Sitharaman, the Finance Minister, says India's approach to pandemic aid appears to be the right one because it avoided handouts that have in the form of large stimulus packages in the US and Germany, created high inflation. George Bush's administration passed healthcare legislation that allowed private pharmaceutical companies not to have to negotiate with Medicare on cost of drugs. In an essay published on March 16, 2012, in Seeking Truth, the Communist party's main ideological publication, Xi Jinping cited the importance of consensus decisionmaking in the Chinese leadership now and in the future. "All decisions on major undertakings must adhere to the Party's principle of democratic centralism... They can't be decided by an individual or a small group of people... but should be decided according to collective wisdom and strict procedure." The efforts of Bo Xilai, the Communist leader in Chongqing, were seen as "playing to the crowd." By reviving Mao theory and advocating policies which would mean more participation by the state in the economy, Xilai was moving in the opposite direction of a World Bank-DRC Report on the Chinese economy- supported by the next premier Li Keqiang- that calls for less dominantt role of the state owned companies in the economy. Bo Xilai recently resigned as party head in that province. The essay is based on a speech on March 1 by Xi Jinping at the Central Party School, the Communist party's leading think tank. Xi said "if you crave to be ostentatious, to play to the crowd, and seek personal gains and high office, and if you don't aim for higher goals, it is not only difficult to push forward the work of the Party and the people, but also damages the Party's image, lets people down, and makes them lose faith in us." Issues raised by the huge mismatch between revenues and investment for AI. $400 billion estimated investment by 5 Tech firms in 2025 alone with revenue of about $40 billion and huge uncertainty about when AI will produce returns. Articles seen this week of November 17 in the WSJ and NYT on this issue, podcasts, discussions in other media outlets. Could this lead to a dot com bubble type economic crisis? Could that lead to a recession? Alongside these articles another article in the WSJ on Nov 17 shows the benefits small firms get by using AI, benefits which are on the fringes of their business, not essential but with some experimenting firm owners/managers able to tweak AI information for use in business. Nothing significant which firms will pay much money for. The uncertainty is a major factor. Should geopolitics trump all these concerns? Is the competition with China require this scale of investment, and is China following a more utilitarian approach as reported in a WSJ article this month, of investing in AI in a utilitarian way targeting its use in improving manufacturing, improving infrastructure, and not wildly throwing money at experimental uses that are unlikely to yield much result. In geopolitical sense would the country that not only promoted AI but used it efficiently and cost effectively, used it in ways that promote the overall public good, get the WIN. In short it behooves everyone of us to ask hard questions of AI, to dehype the hype, to look for the public good that comes out of this from it's efficient use. To ask the tough questions when $400 billion generates only $40 billion in 2025 and the $3 trillion planned investment over 5 years is half unfunded, is it going to crowd out energy needs for homes and business, push renewable energy targets back, crowd out essential investments in the crumbling aging infrastructure of the US and Europe, crowd out essential investments in education, healthcare, pharmaceuticals, and manufacturing, that hold better promise for our People. Will it also put retirees at risk when corporate bonds from retirees money fund the unfunded portion of AI? This means making the political dimension not about migration, settling the illegal migration issue that was meant to be settled a long time back, or about cultural issues that have little day to day impact on our lives which are about groceries, childcare, housing that are non ideological. Making the political dimension not about remote countries that one knows little about except when it affects public safety and health as with fentanyl. Capital allocation decisions to the vital needs of America can then be free of politically induced error, so that it can be subjected to the test of how best it serves the public interest and the people of the Nation. ...

The unemployment rate drops to 7.8% from 8.1% in September according to the Labor Dept. The decline partly comes from people taking part time jobs because they are unable to find full time work. The establishment survey shows 104,000 jobs added in the private sector in September, and revises the figures for July and August to show 86,000 additional jobs created. Of the 104,000 jobs added, jobs increased in health care and transportation. Government added 10,000 jobs. Manufacturing jobs declined by 16,000, a cause for concern. A more accurate measure of unemployment is the underutilization of labor called U-6 by experts, this includes part time workers who would prefer to work full time- this has remained at 14.7% for Sept. 2012. The overall picture is that the job market remains sluggish. Because Labor Department numbers are prone to revision this could change in coming months. The slowing economy in China with the new stimulus in China coming in at one eighth the size of the old stimulus (1 trillion yuan over 4 years compared to 4 trillion yuan over 2 years 2009-2010) because of inflation concerns and risks of aggravating a property bubble, and the declining growth in the eurozone- France with zero growth in 2013 and Germany at 0.9%, Italy and Spain declining growth- means the prospects for U.S. economic growth will be lower in 2013. U.S. GDP growth was 1.3% in the second quarter according to the Commerce Department, and Macroeconomic Advisors predicts GDP growth of 1.5% in the third quarter in downward revisions. ...

On one hand Chinese environmental officials are aware of the pollution problems in Beijing and Shanghai and other cities. Levels of nitrogen dioxide in Beijing exceed the WHO clean air guidelines by 78%. On the other hand the newly emerging middle class is seeking car ownership, and the local government officials need growth in the car industry to show good GNP and GDP growth numbers on which their performance is judged. Beijing and Shanghai and Anhui province local governments are part owners of some auto companies. About 416,000 people are employed in the Shanghai area auto industry alone and the auto industry in Shanghai pays about 900 millon dollars in taxes, according to government figures. At seven cars per 1000 population car sales are just beginning to take off. And with China's population its clearly not going to be possible to have the same level of ownership as in the US. The same is true for India. This would increase by many times the current demand for crude oil and increase emissions to the point of creating a disaster. And even today because of lax enforcement, and older models on the road, about 40% of vehicles in Beijing have no pollution controls and the other 60% have varying degrees of pollution controls. Experts say changes to the subsidized oil price policy, refineries that produce cleaner gasoline, policies to build more mass transit which has lagged behind in China as car sales took off (and probably more GNP impact from car plants than mass transit which act as inducement for local officials), and stricter fuel efficiency and auto emissions standards are needed....

Sharp showed a loss of $3.1 billion for the third quarter of 2012, far larger than expected. Sharp's new forecast is for losses of $5.6 billion for 2012. Sharp CEO, Takashi Okuda, even said the company has "material doubts" about its survival because of "serious negative operating cash flow." Sharp made large bets on LCD panel manufacturing with large investments in added capacity as the television market turned into a commodity business with declining prices and with new competition from China. Just one factory in Sakai, Japan, could manufacture 6 million LCD panels a year- the total global market size at the time. Two other events hurt Sharp- missing the smartphone shift with the introduction of the iPhone in Japan in 2008 leading to a sharp drop in sales, and the collapse of the solar business with cheap products from China. The global economic crisis and overstretched consumers in the U.S. and Europe led to declining sales. Sharp's new factories for LCD panels at Kaneyama now make panels for iPads and iPhones. ...

Toyota's changes in its global architecture in 2011-2013. Reorganization to build amore tight knit management structure for better responsiveness and decisionmaking. The focus is on getting rid of bureaucracy after years of growth that led to excessive and sometimes indirect reporting layers. For instance, chief engineers now report directly to top product planning executives to speed decisionmaking and make new product introductions faster. The unexpected and rapid price drop in 2014 for ultra high definition UHDTV televisions. The price declines are driven by Chinese manufacturers who are using the large Chinese market and Chinese buyers eager to try out the latest technology to lower prices. NPD DisplaySearch estimates 2013 shipments of UHDTV's at 1.9 million units globally, of this 1.7 million were sold in China. Estimates for UHDTV for 2014 are 12.7 million units globally and China will be 78% of this. Sales in North America are estimated for 2014 at 800,000 units. The sales are surprising because there is hardly any UHDTV content available. Japanese makers use special chips that enable HDTV content to show improvement on UHDTV sets to justify higher prices. The price drops are steep- from $4503 to $973 to about one fourth in the Chinese market and from $18,667 to $1986 or about one ninth in the U.S. market for 2014. The price competition from Chinese manufacturers is likely to affect the profitability of Samsung, Sony and Panasonic in televisions....

VW is cutting a fourth of its German jobs over 5 years, about 35,000 employees. Half of the 120,000 people in Wolfsburg work for VW. Germany faces deindustrialization as a result of its dependence on heavy industry, on automobiles, chemicals, metallurgical engineering. Its failure to digitize and to move ahead in AI and software presents a problem. While countries such as China surged ahead with bold investments in EV vehicles VW was slow to respond. Japan pushed forward in hybrids. India in digitizing fast. Cost of labor have caught up to inflation and rising, electricity costs are up, and profits from Chinese production are vanishing with China's BYD and Geely, and other Chinese auto companies taking away VW and GM market share. VW's US Tennessee EV plant faces an uncertain future with loss of EV subsidies by DJT executive orders. In the US the effects of deindustrialization underway were covered up for decades by Compliant Media and Economists with the idea that it brought consumers lower prices, a facade for not saying that labor was more compliant in Asia after a period of job banks in Detroit and other hindrances put up by labor in the US in the 1970's souring management. That generation and period is gone and America badly needs to get its act together. Here in Wolfsburg the schools supported by VW like the Wolfsburg New School will lose VW funding as well as the public services in the city from lower tax revenues.
