Sheikh Hasina, prime minister of Bangladesh, concluded a visit to India with an agreement for cross border electricity and rail lines. Bangladesh borders the Indian state of West Bengal, and 53 rivers flow into Bangladesh from India making sharing of river waters a major issue, which remain unresolved especially for the Teesta river. Bangladesh signed agreements for $5 billion in loans, including $1 billion for a Russian built nuclear plant and $500 million for arms imports.

The war to control Kherson is only weeks away. The town of Beryslav upstream on the Dnipro river is the next target for Ukrainian forces. This would lead to Kherson. Russian forces are withdrawing from the west side of the Dnipro river in Kherson and may decide to withdraw. If they stay in Kherson Ukraine may simply cut supply routes to the city and wait to avoid losses in winter fighting in muddy terrain.

Kherson is important to Ukraine because of the Dnipro river that runs through the heart of Ukraine. This is the only capital of a region that fell early to the Russian invasion forces. It is also important for control of the Black Sea region, Ukraine's only opening to the sea for trade and economic activity. It is important to remove any threats to Odessa, a major port for Ukrainian grain exports.

After the Sweden game win 4-0 when Earps made some amazing saves including one from Sweden's Stina Blackstenius from an unstoppable angle she now looks back. Earps looks back at these years in the wilderness struggling to make it to the national team and working part time at business jobs. She was with Manchester United, and with Wolfsburg teams mostly in reserve roles.

She says she remembers many times thinking "this is the end of the international road game for me," when coaches passed her over for other players. She was top choice for Euro 22 only after another goal keeper had an injury. She says she is proud to be part of this England team. Her teammates have said some amazing things about her and she feels "I want to be the best I can be for them."

This report in The Guardian says what India urgently needs is for the US to lift export restrictions on supplies for India's vaccine factories, and tools such as genome sequencing to identify and control emerging variants of the coronavirus.

The report also points out that of the 1 billion vaccine jabs about half are in the US and Europe and the low income countries have only a tiny fraction of vaccinations. India which sent 64 million vaccine doses to countries including Brazil and Morocco, Bangladesh, in 3 months prior is reported to have sent only 1.2 million doses this month.

The crisis in India also shows the need says The Guardian for an international approach to the crisis no a country by country approach. It says the Bush plan for Aids and the the 2014 plan for Ebola in West Africa are models of an international approach that is needed now.

Carrie Lam has said that China is playing the long game in Hong Kong as it has too much stake in world affairs and its trading relations. This is particularly true today with trade tensions with the U.S. and a wary Europe. 

The story is one of two cultures, with Hong Kong very different from the culture president Jinping and Mainlanders know. There is little space in between so being patient appears to be the best way. The $1.2 trillion bill that was negotiated a day before March 22 deadline will be voted in the House on Friday. Senator Ms. Murray of Washington state and Rep. Gas supplies are so tightly balanced that minor glitches can create a jump in gas prices and electricity bills, says this report in WSJ. There is no backup supply with about 2 million barrels of oil gas equivalent knocked out because of Ukraine war. Supply is 4080 billion cubic metres of gas worldwide and demand 4070, so tight. By comparison oil supplies have backup and are more stable gpoing up only 6% for Brent crude this week of Israeli conflict. Even the stoppage such as at the Tamar offshore gas field west of Haifa, Israel or a Baltic sea gas pipeline explosion in Finland can have an effect. Gas prices benchmark was up 40% during the Israel Gaza war, by comparison oil is relatively stable with Brent crude rising 6%. Iran exports 3.1 million barrels a day, the US to keep prices stable has not strictly imposed sanctions on Iranian oil.

China has a mountain of local debt that is seriously affecting the Chinese economy, time for can kicking is over. WSJ looks at this in 6 charts. Lanzhou and Guilin are 2 provinces where the fiscal capacity is already exceeded by interest on debt. Huzhou, Kunming and Chengdu are three provinces where interest on local debt takes up about 60% of fiscal capacity. The problems are complicated by dropping land sales, and LGFV bonds issuance at higher interest rates when the return of power projects is as low as 1.5%, and low on other projects. Yet there is hope because these provinces are inland provinces in north and west except for mega city of Tianjin. Land sales have dropped and replaced by LGFV or local government financing vehicles bond issuance at higher interest rates than bank loans. Conversion of LGFV to lower interest is being done, with provincial bank debt creating other problems.

Russia is raising taxes on the rich, high earners and companies to keep military spending at levels not seen since the height of the Cold War of 6% of GDP. This is part of effort to keep the economy growing and standards of living stable as it pursues a long term policy of trying to push its borders further to the west in the Ukraine region and confront what it sees as unwarranted NATO expansion to its borders. There is an acute need for foreign trained workers in European Union countries. Germany, Netherlands and Italy discourage migrant untrained workers illegally entering the country. Employers are asking the government to address labor shortages. Governments in Europe will now say they are getting trained foreign workers by legally bringing them into the country compared to the chaotic entry of less skilled migrants that caused deep discontent in the countries of Europe. Krugman says crypto currency has become a huge, really huge player in campaign finance. He says it accounts for almost half of corporate spending on political action committees PAC's in 2024 election year in the US. He calls it startling that this is happening even though crypto currency destroys value. The US should strive for NAEP Proficient standard in Reading Comprehension not some Basic standard, to strive for leadership in a world that strives for NAEP Advanced. Only 8% of NAEP Test scores for 4th graders were at Advanced level in the US schools in 2024, only 31% making it to Proficient level standards. NAEP defines Basic as- "This level denotes partial mastery of prerequisite knowledge and skills that are fundamental for performance at the NAEP Proficient level." This is an inadequate standard and only leads to student in 4th grade struggling as readers in 9th grade leading to being not proficient for entry to college or skills programs for work. Dismal reading scores from before pandemic only get worse in 2025. Two thirds of American 4th graders across the 51 states, across urban, rural and suburbs fail to pass PROFICIENT reading levels on NAEP test scores in 2024.
