Elizabeth Warren has announced a plan to invest $85 billion in fiberoptic infrastructure to bring faster internet speeds for broadband service in rural areas of the U.S. which are poorly served. The Trump administration has recognized this for rural areas which is its support base. Trump's broadband efforts have mostly tried to remove barriers to investment. The FCC proposed its own $20.4 billion fund to expand rural internet service over 10 years using federal service fees for funding. Warren's plan by contrast is to provide 90% of the cost for construction of public fiber optic networks. Its part of a plan called "My Plan to Invest in Rural America." It includes investment in rural health care centers, and annual payments of $15 billion to farmers for adopting environmentally sustainable practices. Warren would fund this with a 2% annual tax on wealth above $2 million, and a 1% additional tax on wealth above $1 billion. In the U.S., Germany and other countries after years of neglect infrastructure is getting top priority.   ...

Tampa Bay area is one of the ten most high risk areas in the world, according to the World Bank. Estimates of damage from a severe hurricane are as high as $175 billion in a 2015 study. The Washington Post's Anna Phillips looks at this region which has grown by about 200 percent in the last two decades. Pinellas County home to St Petersburg and Clearwater, Tampa Bay area, now has 3.2 million people. Developers are lulled into a sense of complacency, says this report with the lack of severe hurricanes in recent decades. The last time a severe hurricane hit was 1921.  This area has 700 miles of shoreline. The problem is that sea levels are rising from climate change, Tampa Bay area has 5 inches of sea level rising, plus the Bay area water is shallower. Water pushed into the narrow area of Tampa Bay would likely rise further. This causes the most damage from waves and floods. Sea levels are higher in 2023 compared to 2009 by 7 inches in Charleston SC, Wilmington NC, Galveston Texas, and in Tybee Island Georgia.   ...

With efforts to cut waste and set new priorities in government spending, growth in 2025-2026 has to come from private sector spending with the DJT administration. The tariffs in the first 100 days are seen by business as a bargaining chip. Scott Bessent has described the tariffs as domestic policy, and president DJT has stated clearly that the tariffs against CMC countries, Canada, Mexico and China, is intended to stop the flow of fentanyl into the US. The scale of the fentanyl issue can be seen from the 490,000 American deaths over 12 years from fentanyl.  It is incumbent on CMC countries to take action on fentanyl. Chloe Kelly of England soccer gets in the winning kick in Euro Finals. England beat Spain 3-1 on penalties. This analysis in The Guardian goes over how Chloe Kelly survived obstacles to come back into English soccer and make a difference in games against Sweden, Italy and Spain. She had a falling out with Gareth Taylor at Manchester City and her deadline day decision for transfer to Arsenal played apart in reviving her spirits. The wingers pace and running came in as a threat to Spain's back line of Batlle and Paredes which had benefitted from the James injury. With Bronze and Hemp, Kelly changed the game in the second half as has so often happened in this tournament. In a previous game in the Euros England had also fallen behind in the first half and come back in the second half. A pass from Chloe got the equalizer with a header from Alessia Russo. Added sugar is the big culprit in the way we age, and in our general health, the diseases we get. This is not just about obesity, its about metabolic health- getting only the amount of sugar that is good for us. Unknowingly if we are not careful, not checking labels and without any advantage we end up taking added sugar when we eat packaged foods. About 70% of packaged foods contain this added sugar. Most adults in the U.S. and other countries get 17 teaspoons of added sugar a day or twice the 9 teaspoons that is recommended for men and three times the 6 teaspoons a day recommended for women. For children the recommended limit is 3 teaspoons. Just by being a bit careful and removing this added sugar from our diet we can enjoy much better health. It is not giving us much because we can still have some sugar in healthy natural foods, in fruits and vegetables, and a smaller amount of plain sugar. After the first couple of days of a change one may not even notice this. By so much has our sugar intake grown particularly with packaged foods, that a small change can bring big results in health and healthy living style. ...

Hedge funds had negative return of 3% on average in 2015, according to research firm HFR Inc. Analysts say many things went wrong for hedge funds in 2015. By comparison the S&P 500 return for 2015 was 1.4%, including dividends. Hedge funds charge high fees to pension funds and institutional investors for the higher returns promised. Historically this is 2% of assets under management and 20% of any profits. Which means pension funds that stuck with hedge funds did poorly on this portion of their portfolio. California's pension fund CALPERS made the decision to remove hedge funds investments from its portfolio in 2015. Hedge funds have not performed as well as the S&P 500 since the 2008 crisis for every year except 2011.

PM Modi opens the Vidya Samiksha Kendra, Command and Control Center setup by the Gujarat state Education Department in Gandhinagar. 

This center uses modern technology to monitor the work of 55,000 secondary schools, 400,000 teachers and 12 million students in the state. The aim is to improve learning outcomes, making certain teachers are conducting the classes, and tracking students if they migrate, looking out for possible dropouts. 

In the past it was seen that poor monitoring of teachers was leading to absenteeism and lack of seriousness. Dropout rates are also a concern and each child is tracked under the program, schools he or she has attended, tests taken and areas of the test where the student did not do well and should get help.

Sector by sector infrastructure reviews chaired by the prime minister have resumed as the coronavirus cases fall below 50,000 a day on June 26. The prime minister has done a detailed review from a few ministries including transport and civil aviation. Before the pandemic such reviews were done every quarter. A separate presentation by each sector is given to the full council of ministers so that all ministers are aware of the problems and how they are tackled by each ministry.

Before the second wave of the pandemic the prime minister had met with private industry partners in infrastructure development to push forward with significant progress. The task now is for quick implementation so that time lost from the second wave can be made up.

One survey in 2021 shows that about 73% of workers in all age groups are feeling burnout since the pandemic started says this BBC report on Work Life. The situation is the worst for young workers in their twenties who have the least work capital and the most work. For these Generation Z workers the burnout rate is higher at 80%. This presents a huge problem for mental health. Across all age groups volume of work is up over 50% with the highest for young inexperienced workers who are pushed to the limit, working late hours and not able to say no. 

This situation shows that so much has happened during the pandemic that mental health is a major priority in 2022 and beyond.

One in three students in Germany live below the poverty line. A 5.75% increase in government support is lost in inflation. Melissa is a 23 year old student at the University of Bonn with just 25 euros a week for shopping on food in this story in Dw.com. This means living on potatoes, cottage cheese and vegetarian schnitzel. She gets  about 1000 euros a month, 750 euros from the government and 219 euros from her parents. Of this 400 euros go to rent, 300 for semester fees, 

A person is considered risking poverty living on 1251 euros a month. Government support is set at a maximum of 934 euros a month for students not living with parents.

US population 325 million, Canada's population is a tenth of that, both have fentanyl deaths that are at the same level.

Canada's Public Safety Minister Dsavid McGuinty says- "On per capita population, we're losing more Canadians than Americans are losing Americans. We are connected with this crisis."

The major provisions of the Republican House healthcare bill that passed by a vote of 217-213 are- 1. To help people buy insurance coverage the bill offers $2000 to $4000 a year, upto $14,000 a year in credits based mainly on age, reducing them for families making $150,000, individuals making $75,000. 2.  Under the Affordable Care Act insurers cannot charge older Americans more than 3 times for same coverage they offer to younger people, the new bill makes this 5 times. This would increase premiums for older Americans and reduce it for younger Americans. This is the most controversial part of the bill. Older Americans supported the Republican party in the presidential election. 3. The new bill ends Medicaid as an open ended entitlement and places this on a budget with cuts of $880 billion over 10 years. 4. To mollify conservative Republicans a provision allows state to opt out some provisions of the ACA that requires minimum benefits such as maternity care and emergency services. It retains coverage for pre-existing conditions to mollify moderate Republicans. The bill provides states with $138 billion over 10 years to subsidize premiums, provide coverage for pre-existing conditions, mental healthcare and drug addiction. 5. The bill removes the taxes imposed under the Affordable Care Act (ACA) on high income people of about $300 billion over 10 years by repealing a payroll tax increase and tax on investment income. This bill and the ACA offer 2 competing visions on healthcare, both bills passed only by a margin of 4-5 votes in the House. The ACA overlooked the impact on premiums causing discontent among middle income Americans. The new bill lets premiums rise for older Americans in order to keep premiums down for other Americans. This shows the many tradeoffs involved and choices being made, and the lack of a consensus on the issue of healthcare in the U.S., becoming a highly politicized issue instead of the way it is treated in western Europe.     ...

Data from India in a large study shown in Science magazine show useful findings. Only a small number of people cause the wide spread of the coronavirus. This study covers the two southern states of Tamilnadu and Andhra Pradesh with total population of 128 million. Contact tracers in the 2 states reached about 3 million contacts for the 435,000 coronavirus cases. Researchers analyzed data from 85000 of these cases where enough data was available with 600,000 contacts. Some interesting findings are- About 5300 children infected 2500 contacts among other school age children showing children in schools can spread the virus. About 5% of the people account for 80% of the infections detected by contact tracing. 71% of the people did not seem to have transferred the virus to someone else. Median hospital stay is only 5 days much less than in the U.S. The number of deaths in India is much smaller than the U.S. less than 100,000. 5.2 million people out of 6.2 million people have recovered.       ...

The decision by Germany's Merz comes as Kyiv suffers a cruise missile attack that destroys an apartment block leading to 31 dead and 159 wounded on July 31, 2025. Five of 8 cruise missiles used evaded air defense systems.  The war brings ancient history important to Russia in the founding of the Russian state in European history before 1450 and complicated history after the Communist Bolshevik Russian revolution in the Ukraine region, the Cold War and Russia returning to its historic role of a Northern European Power. Russian commentary on Russian nationalism today suggests Russia seeks acceptance as a major European power without Wall Street's evaluation based on GDP of nations leaving Russia middling status. Wall Street gives disproportionate importance to China relative to India, Russia and Brazil three large nations on 3 continents for example. Witkoff is on the way as DJT emissary to Russia to seek some solution, but the war drags on as Russia sees itself making slow yet steady progress and seeks to end the war on terms favorable to it following huge loss of life estimated at hundreds of thousands. In August both sides including DJT are losing patience. DJT offers more sanctions but says at the same time that this may not deter Russia. Following SPD's Scholz frustrated yet restrained approach to the war, Chancellor Merz is investing in a rebuilding of Germany's defense forces and it's infrastructure. ...

Many of the so called Tech companies -as technology and science is the very basis of life since the year 1700 in UK, Europe and the US and today's "Tech" is a misnomer in that context- have become huge bureaucratic, and unresponsive. Computer coding is not the profession it once was, not even in India as Indian reports show it has also lost it's glamour there. This kind of "Tech" of Google, Apple, and social media was always a cultural fad that made things look cool so that the highest profit margins could be made and justified, ignoring the essential facts about science and technology over 300 years 1700-2000 in the UK, Europe and the US. Since the early scientific observation in the 18th century in UK and Europe science has underpinned our lives, and with the industrial revolution and machines it has covered every aspect of our lives with new inventions and scientists into the 19th, 20th and 21st century. As a cultural fad of the Google /Apple kind it came on the back of the largest deindustrializing of US and Europe in the late 20th and 21st century, and ignored the fact that science and technological application is part of everyday life, the very meaning of the word modern that Japan, China and India has aspired to, to copy the Europeans and Americans, not the prerogative of any corporation.   ...

A wind farm out at sea to start in 3 years, small renovation projects across France and Germany, a couple of billion dollars from the French government for home renovations- this kind of approach is considered completely unrealistic say EU legislators. One Danish legislator asks what is more unrealistic? Setting serious targets for conversion to renewable energy or depending on Putin's gas and oil?  These EU legislators are calling for aggressive action now. The European Commission set a 9% goal for energy savings by 2030, this has now been moved up to 13%. EU legislators are calling for 23% in savings by 2030. And even this may not be enough to meet the goals for climate change to prevent the disaster from climate change with fires and floods and heat waves that hurt agriculture and food supplies. A savings target of 19% is about the gas that runs 40% of the cars and trucks on American roads in 2021 or 214 million metric tons of oil. The French government has set aside 3 billion euros for comprehensive renovations of homes to save energy with a target of 300,000 homes in 2022. This is completely inadequate as it will cost 23 billion euros say experts on the Paris city council. Renovations are only running at 60,000 a year. A big part of the conversion in Europe is converting from gas heating to electric heating. France is boosting subsidies for new electric heat pump installations.   ...
