A very relevant comment about the media coverage on Putin's negotiations in Beijing for supplying natural gas to China, by a reader of the WSJ, Frank Peel. He points out China and Russia do not share the same goals and Putin talked about the Chinese as tough negotiators after signing the deal. The price as a "commercial secret" is because its years, could be 5, before gas actually flows to China from Siberian fields. Russia, is a smaller oil based economy- having failed to make the transition to a diversified economy- and very susceptible to the economic conditions in Europe and the U.S., as the 2008 crisis showed with very steep drops in output. President Obama has also pointed to this. Russia also shares with Argentina the tendency for elites- in the case of Russia a newly created oligarchy of business interests under Putin and his predecessor- to shift capital out of the country, making it even more susceptible to loss of value of the currency, the ruble. Devaluation of the ruble experienced under Yeltsin was severely traumatic for Russia, and the head of Russia's central bank went on state television recently to reassure ordinary Russians that this would not happen. The rainy day sovereign fund of over $400 billion acts as a cushion for shocks in short periods, but sustained loss of foreign investment would damage prospects for future improvements in standards of living or economic growth....

India says China carefully prepared an attack on Indian soldiers in the Galwan Valley mountain ridges, at Ladakh's border with China. 20 Indian soldiers were killed and 76 injured. This report in the Guardian shows satellite images of the Galwan Valley taken by Planet Labs, an imaging company. The images show that days before the clash there was increased activity on the Chinese side, including the damming of a river and the movement of troops and machinery close to the disputed and poorly demarcated border. Australian Strategic Policy Institute says its analysis of satellite images shows PLA Chinese forces regularly crossing into Indian territory temporarily on routine patrol routes. Indian officials also say commanders from both sides met on 13 June and agreed to each retreat back 2 kilometres in the Galwan Valley and Pangong Lake area. For unknown reasons Chinese troops instead of retreating as agreed erected a tent on disputed territory close to Patrolling Point 14. India's 16 Bihar Regiment led by Col Santosh Babu, dismantled the structure in an attempt to push back the PLA troops. According to accounts given to the Hindu newspaper cited here in the Guardian, Babu and his troops later went to the Chinese side to challenge the refusal to retreat, they were ambushed by Chinese forces on the steep mountain precipice. Chinese PLA troops allegedly unblocked the dammed river, releasing a rush of water to destabilise Indian soldiers, and attacked with stones and makeshift spiked weapons. ...

Research shows that some countries will benefit more than others through climate change action for net zero emissions by 2050. India, Argentina, Britain and European Union, Japan and South Korea will be able to reduce imports of fossil fuels and invest in infrastructure, renewable energy, and create jobs in new sectors. Countries that depend on fossil fuel exports Australia, Russia, Saudi Arabia and Gulf states, will see much of their coal, oil and natural gas assets, left in the ground. The US and Canadian shale oil producers will also be affected, along with Chinese producers but with a broadly diversified economy the US and China will continue to grow. This paper with lead author from University of Exeter, in Nature, shows $11 trillion in stranded fossil fuel assets left in the ground by 2036 for major oil producing countries under the most probable scenario.  This means the transition will have to be carefully handled as some states such as Texas, Alberta will be hit hard in North America. The paper also shows that countries that are major oil and gas exporters such as Russia and Saudi Arabia will not be pioneers or push aggressively for climate change in the way the European Union, Britain, and India are doing at COP26 because of this problem of stranded fossil fuel assets left in the ground. China and the US have strong renewable energy sectors and will join the EU, Britain and India. ...

This opinion of the Editorial Board of WSJ says it is not clear why Taiwan has been excluded from the Indo-Pacific Economic Framework that includes most of South East Asia including Indonesia, and India, South Korea, Japan, Australia. The Biden administration plans to deepen economic ties with Taiwan. WSJ says this is a mistake and Taiwan should be included in the new Asian alliance led by the US. IPEF is a Asian alliance built around 4 pillars of digital economy, transparency and good governance, Asian security and rule of law, and rapid economic technological progress. Biden administration Commerce minister Raimondo says it will increase investment in the alliance countries for supply chain renewal and shift of investments away from China and into India, Vietnam. President Biden and Jake Sullivan see it as pulling in investment into the US for infrastructure and technology and into allies such as India who have the pool of manufacturing workers to compete with China in a new supply chain. Mr. Modi also sees it as he is focused on digital economy, good governance, and infrastructure with speed and scale at high levels to match rising aspirations for the economy in India. Strange as it may sound the retired coal power stations in Europe were back in operation and highly profitable during the COP26 Glasgow conference. Unknown to speakers at the conference calling stridently for complete coal phaseout instead of rapid phasedown including speakers from the European Union and from Tuvalu (population about 1500) this was happening not just in China but also in Europe. This was dictated by energy economics as coal prices have come down by half and natural gas prices have risen ten fold, and natural gas shortfall in Europe.  This report in the WSJ shows coal and lignite plants making huge profits for electricity companies in Europe. As a result the calls for phaseout were seen as hollow by China and India in the last days of the conference leading to the language change in the final agreement to "phasedown of fossil fuels." Natural gas producing power stations are losing 2.26 euros for every megawatt hour, compared to 57 euros per magawatt hour for coal powered power plants, 4 times as high as the previous highest levels in 2017, as reported in the WSJ. Estimates are for coal power stations to be more than gas rivals till 2023. Germany says WSJ still has highest level of addiction to coal and lignite. It generated 40 gigawatts of electricity from coal and lignite in September and October, the highest for these 2 months since 2018, Poland is doing the same exporting its coal based power to the rest of Europe. In the same way coal power plants that were idled are back producing electricity in Spain, Portugal and in UK home of the COP26 Glasgow conference.   ...

Lou Jiwei chairman of China Investment Corporation met with Treasury officials in Washington to give reassurances that China's sovereign wealth fund would invest as a portfolio investor and be a good citizen when it comes to investing in the USA. He reiterated the pledge by Chinese Premier Wen Jiabao that the Chinese government would not interfere in the operations of the fund, and that the fund would have its own corporate governance structure. He also met with officials of the IMF who are drawing up a code of "best practices" for sovereign wealth funds. Following the Chinese experience with the Unocal deal and the experience of Dubai in a deal to buy a company that manages USA ports, both deals falling apart on concerns in the media and Congress, the Chinese and the Persian Gulf sovereign funds have become more savy and aware of these concerns and tried to handle them better. They also point out that in the case of the financial institutions caught in the US mortgage securities crisis, it is these companies like Morgan Stanley and Citigroup that have come to them, to China, to Persian Gulf countries and to Singapore and other countries, asking them to invest for small stakes in the companies. Their line goes like this- if you have second thoughts about our investment we will invest elsewhere in other countries. Another facet of this is that these portfolio investments are spread out between many different countries sovereign wealth funds, and the possible influence is small in management decisions. China Investment Corporation has $200 billion in assets. Lou says that only a third would be invested to buy foreign assets, about $70 billion. The other two thirds would be used to support China's three large commercial bank balance sheets. ...

The great university of ancient Buddhist India is located at Rajgir, Bihar. Nalanda University was built in 5th century AD and was the largest center of Buddhist learning for all of Asia from India, China, Vietnam to Korea and Japan. It's new campus was opened by PM Modi on June 19, 2024. Near it is the Mahavihara Budhhist temple renovated from ruins at a UNESCO heritage site. Excavations were done in the British period by the 1860's bringing to light the ruins of Nalanda, the wonder that was Buddhist India. Buddha attained enlightenment at Bodh Gaya in Bihar and his last years were spent at Kusinagar in Bihar, all in the vicinity of Nalanda University, a center of ancient learning that is older than all European Universities, and is only now becoming known throughout the world.

The US ports of Los Angeles and Long Beach after Liberation Day- soon to be relics from the China Trade of yesterday. On April 9 US responded to China's 34% tariff with another 50% tariff of its own on China. The US tariff now stands at 104% to China's 84%. China says it won't back down and "will fight to the end." The US president DJT is now certain to restore world trade to the days before China entered the World Trade Organization and upended the world trade order leading to the deindustrialization of the US when US corporations followed Apple in 1998. With Tim  Cook in charge of Apple manufacturing in 1998 doing the first major act of outshoring the whole manufacturing base of a company to China. It was a strategy- to use the huge profits of a three punch approach- brand the product at the high end to command high price in the US through innovation and design (punch 1), followed by making using Chinese labor at low cost in China (punch 2), to generate the huge profits to create a virtuous cycle of investment from these profits to generate new cycle of growth (punch 3). What Apple gained, America's workers lost. This was sold by economists at the service of corporate narrative that it was good for America in the face of the facts showing just the reverse for 25 years 2000-2025. Soon almost the entire manufacturing base of the US was shipped out to China, or Chinese supply bases Vietnam. Japan fell in line and became a supplier to this China Manufacturing for the World. What started out as Microsoft demolishing Apple by 1998 and Apple using this 1-2-3 punch strategy turned into first a disaster for American workers, a loss of the working class leading to the loss of the middle class backbone of America, replaced by Silicon Valley and financial interests in New York City and disproportionate rewards to capital, the rural and small towns, cities across America's heartland thrown into decay and neglect.   ...

Orlik reports that the link between China's GDP growth and lending has broken down as credit expansion is accompanied by slowing growth. Slowing credit growth and lowering GDP growth even further is the price China's ecnomic planners are willing to take to forge a new path of sustainable growth, increasing efficiency of investment and increasing domestic consumption. The ratio of China's credit outstanding to GDP has jumped to about 180% in 2012 from 123% in 2008. Rapid expansion of credit is one of the danger signals before a crisis according to the IMF. In the meeting in the Oval Office Biden and Modi had this to say about India US relations. Modi called it a "transformative" decade. Mr. Biden called it a "new chapter" in ties, taking on tough challenges in coronavirus vaccines for the rest of Asia outside India and China, tackling climate change, and ensuring rule of law in the Indo-Pacific region.  Biden's view- "I think that the relationship between India and the US, two of the largest democracies in the world, is destined to be stronger, closer, tighter, and I think it can benefit the whole world." A look at the US under the Biden administration shows a US that is very different from that of the US in the period of presidents since Harry Truman when he met Jawaharlal Nehru at the White House in October 1949. Biden sees the US needing renewal of its infrastructure, reviving worker incomes and families, regaining its leadership of the free world, for its role and place in the world. Throughout the period 1949 to 2020 for 70 years India was never seen as a modernizing nation of 1.2 billion people. For most of this period it lacked the good governance and speedy implementation of modernization of economy that is essential for a truly good relationship. By releasing the potential of the younger generation in a country where people under 35 years form the major part of the population, with good governance and development agenda, the Indian prime minister has changed the entire dynamics of the India US relationship. This is happening in the way China had done in its relationship with the US after 2000 by modernizing the country. India is now the country with huge potential and the country the US sees as helping it build its own role and place in the world. The sheer size of India and its population with countries around it in the east such as Bangladesh, Indonesia, Malaysia and Vietnam with shared values in south and southeast Asia bring together a population of close to 2 billion people much larger than China, to determine the direction of Asia.  This is the new chapter that president Biden has in mind, and it is also the "transformative decade" in the eyes of prime minister Modi as India finally puts behind it years of bad governance, and speeds up modernizing its economy.   ...

Christie's London based head of wine, David Elswood, says what he has seen in the last year from Chinese buyers is people paying virtually any price for wine. He calls this uncontrolled spending. Value of wine auctions reached $120 million in 2010, double the $64 million in 2009. Auction houses Sotheby's and Christie's say their auctions of wine in Hong Kong will raise more than sales in London and New York combined. Sales broke auction records at an Oct 29 auction, when three bottles of Chateau Lafite's 1869 vintage each sold for a record $230,000. The number of billionaires in China jumped by 60% in 2010 and this is inflating the bubble in wine. Chinese collectors now hold one in 4 bottles of vintage wine globally, according to Crown Wine Cellars. This company stores HK$1 billion of wine in a network of converted ammunition bunkers in Hong Kong.

The Education Department has opened investigations into Harvard and Yale. This is part of an overall investigation of why U.S. universities have failed to disclose at least $6.5 billion in foreign funding  from countries such as China and Saudi Arabia, according to this report in the WSJ.  The Education Department described this in a document seen by the WSJ as " multibillion dollar multinational enterprises using opaque foundations, foreign campuses and other sophisticated legal structures to generate revenue." The document says these universities acted to actively solicit funds from foreign governments, companies and nationals known to be unfriendly to the U.S.

A brief history of AIG which started as an insurer based in China. It was started as a insurer for the growing Chinese middle classes in the nineteen thirties by founder Cornelius Vander Starr. The name then was American Asiatic Underwriters and it had its offices in Shanghai. In an interview in 1935 Starr told Fortune magazine "This money is earned upon a sociological premise that the standards of living and hygiene of the Chinese middle classes are improving, with a consequent decline in the death rate." At the time this company's profits were as large as American insurers. The company was thrown out in the Mao period by 1956, and later its business was revived in China under Mr. Greenberg. This account can be seen in the book by AIG executive Ron Shelp, titled "Fallen Giant."

The Chinese government is concerned that lack of a safety net, fears about a general access to health care, and lack of other assistance for the farmers, elderly, rural poor, lack of unemployment protections and welfare, all are making Chinese to cramp up and spend less. Chinese households save a quarter of their income in normal times, now unless the government steps in a big way, which it has done only in small faltering steps, savings will increase even more in response to fears about the future. Lu Mai, secretary general of the China Development Research Foundation, says China has reached a point where it has to make a big decision, does it spend more on security and the police or on social benefits. He put out a report last week which estimates the government needs to spend 2.6 trillion yuan or 380 billion dollars by 2012 for the first phase of a social safety net. With a further spending of $838 billion dollars by 2020 to complete the improvement of health care, education, pensions for the elderly, low income housing, disability benefits, unemployment protections and welfare for the poorest. And these estimates may be low depending on the assumptions made, as the situation has taken a steep descent from the time these estimates were probably made. In the last few months tens of millions have been added to the jobless, and the severe drought has created a difficult situation on the farms in rural areas, even while millions of migrants return to these rural areas as businesses dependent on exports collapse in cities in coastal areas. What is the government allocation at this time? A target for health care overhaul of $124 billion was set recently. But the actual stimulus package is heavily skewed in favor of infrastructure and investment in construction. About 1% of the big stimulus package that was announced goes to health care and 7% to public housing. Says Zhuang Jian, an economist with the Asian Development Bank, this excessive investment in infrastructure, heavy industry and manufacturing will cause serious problems, if there is not strong consumption to match it. And Eswar Prasad of Cornell University, who was head of the China division at the IMF, says that an ambitious agenda is needed for higher social spending to take away the fears of average Chinese about the future. Chinese premier Wen says the government needs to do more, but the instincts of China's planners, and decades of development with built in incentives for promoting investment in construction, infrastructure and industry, have left China with huge unsustainable underinvestment in basics like education, health care and social benefits....

Biden has put forward a new initiative to strengthen democracy by getting increased commitments to key features for democratic processes in the world. The idea is not to limit partnerships with other countries says Anthony Blinken, Mr. Biden's main adviser and secretary of state. This means India a key partner in both democracy and the Indo-Pacific can for defending its thousands of miles of border in the high Himalayas with enroachment of China into border areas such as Tibet, maintain its good legacy relationships with Russia as happened in last weeks Modi-Putin meeting.  The idea says Blinken is- "The US does not want to limit your partnerships with other countries. We want to make your partnerships with us even stronger." This means the Philippines, Indonesia, Malaysia, Sri Lanka, can maintain economic and development related ties with China which contribute to their economy, and build stronger relationships of culture and democratic processes with the US, India, European Union and Japan. For this reason the White House has emphasized that this is not about the US giving stamp of approval or disapproval of which country is a democracy and which is not. Too much of that happened under previous governments including Reagan, Carter, Bush, Obama.  The situation of Turkey relates to independence of judiciary and the unwillingness to take another look at problems. There is also the issue of technology is to be used so that citizens are protected from undue surveillance. Mistakes can be made but judiciary acts as an independent branch under the arrangements of checks and balances in American, British and now European frameworks of democracy built over centuries of struggle between monarchies and the people dating back to the Magna Carta in Britain. Neglect of workers and families also is an issue for democracies as for instance the effort now taking place in Germany under Scholz to "respect" workers and families. Lack of this led to the movements in US and European democracies giving room to vent that could ultimately lead to subverting democracies in the homeplace of democracies in the US or Britain. Why such a large gathering of 100 countries? Biden understands that the processes of democracy are always being improved and are a work for each new generation. For this reason there is no perfect scorecard- an ever renewing effort to make the process work in the best interests of the people of the country one generation at a time, to improve the quality of life and do this by preserving the right of peoples to choose their governments.  Why exclude China and Russia, till recently China had a consultative arrangement to run the country and Russia has elections? On this question the response of the Biden administration is that countries commit to the process and back initiatives to "counter authoritarianism. combat corruption, and promote respect for human rights."   Pakistan because it struggles with a long legacy of shortfall in the area of education after the collapse of Mughal rule that was seen under the British, and the general poverty of the Indian subcontinent that is striving to preserve the practice of elections, judiciary, and other democratic processes that were introduced in the Punjab and Sind provinces, and elsewhere since 1900. This is true for much of Africa, and also in parts of India, where aspirations of the people are for democratic process but faced with difficulties, corruption and poverty. In India the efforts of Naoroji, Gokhale, Gandhi, Nehru and Rajagopachari, Govind Pant, almost all leaders of the period since the 1850's, and able well meaning administrators since Lord Mayo in 1868 were to let democratic processes gradually find deep roots. Biden see aspirational in the face of difficulties as acceptable, even truly remarkable, with a willingness to learn from other countries to strengthen its own processes for democracy. It is no longer an Anglo-Saxon model alone as Germany and Europe are part of this process to be renewed by each generation. So are India and Japan. India after a century of elections since 1900 gradually expanding voters from one million to 5 million in the 1930's and to 900 million in 2019, with independent judiciary in a system of checks and balances as in the US.    ...

Another problem is overcapacity in the auto industry. On the 100th anniversary of 1947 and 1949 the Republics of China and India in about 25 years will have become fully developed modern states with science and technology by 2050, leaving behind memories of the colonial period. As the mother of Asian Buddhist civilization this region of northern India would be seen by a new generation of Chinese as part of ancient Chinese Buddhist culture from the days of Lord Buddha and Bodhidharma, and a gradual shift will lead to China leaving Tibet and the border regions of India in Kashmir, Arunachal and Ladakh of its own decision. China's entry into border regions- Kashmir region, Ladakh and Arunachal are a result of China under Mao and the Communist party decision to occupy Tibet and Indian border areas. A result of the memory of occupation of China starting from the border regions in the north Manchuria by the Japanese, and the Kwantung peninsula by western powers Russia, Britain, Germany. And the need to protect its frontiers in the border regions used as buffers by the British Empire, after the Communist Party under Mao created the People's Republic in Beijing. New technology in the 20th century made the high plateau's of Tibet accessible after 2500 years by construction of roads rail transport in high mountain terrain.  What this occupation of Tibet as a border region has done is to put China within a short distance, just days from the plains of India- a situation that has no precedent in the entire history of the world dating from Lord Buddha. Compared to the desolate regions of Manchuria in the north this has an Indian population in the plains of India of as much as a billion people. Just as China sought protection from its own memory of occupation by the Japanese and colonial powers, India seeks protection from colonial powers and the Chinese now in Tibet similar to the Japanese in Manchuria just days away from the plains of the Chang Jiang (Yangste) and  Huang He (Yellow River) of China, China just days away in 2025 from the Ganges/ Brahmaputra , and the Indus river regions. The British Empire no longer exists. British names such as McMahon for McMahon Line frowned upon by anti-colonialist China, no longer exist. India also an anti-colonial power frowns upon such names and the arbitrary way the British (also the Portuguese, the Spanish, Dutch and the French) decided what belonged to whom, including whole nations. As early as 1505 Portuguese occupied Sri Lanka (Ceylon), occupied by the Dutch as part of cinnamon supply zone by 1700, and transferred by treaty to British in 1802, the memories of colonialism date back on the shores of India to 1505.    ...

American corporations lost faith in the American worker with a series of missteps by labor in the US by 1999 which were also failures of top management and engineering for quality on the assembly line and wages to compete with low cost outshoring. In losing this faith in the American worker America's corporations lost faith in their own country, in their own people- the people of America. Larry Summers was mentored by Treasury Secretary Rubin from Goldman Sachs. Deputy Treasury Secretary under Rubin, president Clinton. Following Rubin in 1999 as Treasury Secretary. Several key events happened that damaged America and the working people of the Nation -and each time Rubin and Summers are seen as giving wrong advice. The first deregulation of financial markets setup by Clinton-Rubin-Summers in 1999 led to financial crisis of 2009. The second setting up China's entry into the World Trade Organization without safeguards that caused China to use unfair practices to destroy much of America's manufacturing base. The 2009 financial crisis-  The support for repealing the Glass Steagall Act in 1999 and for deregulation of financial markets by Rubin and by Summers led to deregulation that caused the financial crisis of 2009 with overleveraging of US banks and faulty mortgages. This was the first blow to the social and economic fabric of America, to America's workers and families. The second body blow came from decisions made by president Clinton with advice of Larry Summers as Deputy Treasury Secretary and Treasury Secretary in 1999.  Advice that Clinton regrets  and sees as wrong and which have shaken American workers faith in the traditional Republican and Democratic parties of Bush, and of Clinton-Obama 1992-2016, a 20 year period which saw almost the entire industrial base of the US shipped to China  by American corporations working with China. American corporations lost faith in the American worker with a series of missteps by labor in the US by 1999 which were also failures of top management and engineering for quality on the assembly line and wages to compete with low cost outshoring. In losing this faith in the American worker America's corporations lost faith in their own country, in their own people- the people of America.     ...

"The whites are here to stay," a line in a paper prepared by Kissinger set the policies of the Nixon administration supporting Apartheid in Africa. NYT in this report on Kissinger points to his involvement of the US in the Angolan civil war on the side of South Africa as he did not understand the popularity of liberation movements. Kissinger was steeped in the Austrian and German politics of his original home country Germany from the Napoleonic period to 1914 covering Metternich in Austria-Hungary and Bismarck in Germany. He also failed to grasp the popularity of liberation movements in Indochina. As a result of these policies many many hundreds of thousands of lives were lost, which cannot be said of Secretaries of State before him. Jefferson, Madison and Adams, and Seward for Abraham Lincoln, Elihu Root for Teddy Roosevelt, Cordell Hull for FDR, George Marshall and Dean Acheson for Harry Truman, John Foster Dulles for Eisenhower, George Shultz for Reagan. Kissinger served only for 3 years and the lives lost are incredibly large. We think of Geroge Marshall and the Marshall Plan that rebuilt post war Europe, Seward's role with Lincoln in the Civil War, and Cordell Hull's fight for freedom of Asian countries including India under Gandhi.  And we can see why there are such strong opinions for Kissinger almost seeing Kissinger as a Napoleonic figure where power faced the hundreds of thousands of lives lost with complete indifference. There is the opening to China yet this happened simply because as a coincidence of events in China in 1970 after the Great Proletarian Cultural Revolution led to Lin Piao incident and China seeking a connection to the US more than Kissinger's own policy or plans. David Sanger's account of his conversation with Kissinger simply says he just "shut up and took notes."  ...

When the coronavirus spread in China it was expected that Taiwan would be affected badly. Yet Taiwan has managed the situation in a number of ways that has limited cases to 50. Health experts attribute this to quick preparation and early intervention. After the 2002 and 2003 SARS epidemic Taiwan setup the National Health Command Center (NHCC) to combine resources for managing a health crisis. This was to prepare for the next crisis. Taiwan acted early imposing a ban on travel to China, Macau and Hong Kong, and a ban on the exporting of surgical masks to keep a stockpile in Taiwan.  Taiwanese government integrated data from national health insurance with immigration and customs data. A program was developed  that allowed people to report travel histories and symptoms by scanning a QR code when they arrive in Taiwan. Travelers receive a text message with their health status that allows customs officers to focus on the ones requiring attention. The public's willingness to follow government regulation is now much higher after the difficulties caused by the SARS crisis. This makes them willing to follow more readily action taken by the government, as SARS memory is still fresh in their minds. Investments in public health systems and in biomedical research is much further advanced than in other countries. A research team at Academia Sinica has developed antibodies that can identify the protein that causes coronavirus, The aim is to shorten the test time for diagnosis to 20 minutes. The lead researcher Yang says the next step is to validate it before turning out a rapid test kit. ...
