This Explainer by Lisa Thomas-Darbois shows how the National Assembly is elected and how it works with the president and their respective powers under the Fifth Republic set up in 1958 during the Algiers Crisis and decolonization by Charles De Gaulle. In 1962 a constitutional amendment led to direct popular election of the president. De Gaulle was elected in 1965. Though De Gaulle resigned in 1968 much of the work of modernizing French agriculture from a backward local regional basis to a national technological basis was done by De Gaulle, and French infrastructure postwar rebuilding started. This was continued through the 5 year presidency of DeGaulle's assistants Pompidou and seven year presidency of Giscard Destaing till 1981, modernizing France over 2 decades. To get elected to the National Assembly one has to get 50% of the vote in the first round and 25% of eligible voters. In the second round only the top two parties and parties with more than 12.5% of vote participate. A change was made to make the president's term 5 years and have the election of the National Assembly after the presidential election. Under this change Macron was able to get a majority in the Assembly after his election as president in 2017. In the event the opposition parties get a majority in the National Assembly cohabitation happens and the prime minister is from the opposition ranks as is likely in 2024. This transfer authority on domestic policy to the majority in the Assembly with foreign policy run by the president. It happened twice under presidetn Mitterand and once under president Chirac. ...

Inflation is receding as an issue in the 2024 elections as the CPI index dropped below 3% in July as reported by the Labor Department. It was 2.9% lowest since 2021. Greg Ip says when Trump is saying bacon costs 5 times more now he needs to find another supermarket. That is the joke as Trump is really getting ripped off. Ip says bacon prices are up 18% since 2020 when Biden took office. Trump says at rallies grocery prices are up 70%, Ip says fact correction -up 21% since January 2021 not 70%. Trump says gas prices are $5.00 a gallon. Fact correction- gas prices are $3.75 a gallon and falling, says Ip. Trump wildly exaggerates. Trump says he will cut energy and electricity prices by 50% in 12-18 months. His answer "Drill Baby Drill." Experts cited by Greg Ip say even if new offshore and onshore leases are given, increase in supply is marginal and years away. Gas prices are determined by the world price determined by OPEC and Russia, says Ip.  Trump will increase inflation says this report because of tariffs he plans of 60% on imports from China and 10% from other places. That would increase inflation by 1.4 to 1.7% say analysts. Greg Ip of WSJ offers more clues. Inflation linked bonds see inflation dropping to 2.2% in 2025 instead of 2.6% predicted earlier. EV makers in US offer about $5000 in discounts to replace $7500 lost in government EV tax credits. The hurdle for electric vehicles is the lack of charging infrastructure and the cost of home chargers, in addition to the limited range in miles. The big jump in inflation centered not just on groceries in 2019-2024, there was a 34% increase in the cost of new cars and 50% increase for used cars, and a jump in maintenance costs. Reducing affordability for young people and making car ownership costlier. This turned into a cost of living crisis with groceries up 31%, that affected people's enthusiasm for climate change action when China was building one coal plant a week (adding 95 GW in 2024)- underlying the need to provide immediate relief to American working families and elderly through tax cuts, benefits and shifting tax dollars from climate change action to working families in the next 4 years. This is the approach taken under the DJT One Big Beautiful Act of 2025. Basically what the DJT side of the story is on emissions- US has only 12% of global greenhouse gas emissions, cut this by half to 6% and assuming the EU which has 6% of gas emissions also cuts by half to 3%, the saving just 9%  while the 82% of emitters China, India, Russia and Brazil etc not making the cuts needed the impact on climate change is not significant. Farmers are switching from paddy rice cultivation to apples in areas an hour from Srinagar in Kashmir. Farmers using traditional varieties of apples are also changing by planting high yielding varieties of apples imported from Europe, and doubling yield, profits. New varieties are also less susceptible to damage from hailstorms. By providing farm machines, tractors, sprayers, juice preservation plants, the government hopes to change the economic future of Kashmir. This sector has potential as a major employment generator, with 71% of India's apple production in Kashmir. In the last 3 years alone the sector has grown 50% from 6000 crore to 9000 crore rupees. Because apples are far more profitable than paddy rice cultivation it also enhances incomes in the state, with the additional benefit of generating many man days of work in orchards- one hectare creating 400 man days. Today 700,000 farming families or 3.3 million people are supported by apple production in Kashmir. ...

  As policies moderate, and policy action delivers results such as stopping the war on Ukraine, rebuilding the US Navy, and trade that brings back jobs, fentanyl deaths near zero with CMC (Canada, Mexico and China) forced to stop fentanyl flows, the small slippage in DJT support from federal workers in Republican districts and losses to business from wide deportation could reverse. DJT's first 100 days with strong action from the start, given the 2 year window before a possible Democrat takeover of the House and letting out the frustration on border policies of the Biden administration, are taking the Nation by surprise. Immigration policy on illegal migration is supported generally in the US except where it reduces customers to small businesses for fear of deportation such as occupational therapy.  Government employees who voted for DJT are uncertain about their jobs and are a group that is taken aback by the speed and action on cutting the government federal bureaucracy of 2 million workers. Many federal workers are spread out in the 51 states and many are in Republican or Republican leaning districts. With some slippage DJT approval is now at 47%, and slightly higher disapproval at 51%. As a result these two groups are moving away from supporting DJT in the first 100 days. Some who still support him outside these two groups are expressing disapproval of action coming this early and forcefully, yet support the overall policy agenda on immigration and cutting spending. There is also a small yet vocal group that supported RFK Jr. and this group remains energized by his promise to take action on health. Others who wanted strong action on immigration to reverse errors of Biden policies for illegal migrant entry and dispersal across America remain committed to DJT policy.  ...

Brazil's Senate votes 55 to 22 to impeach president Dilma Rousseff for manipulating financial accounts to cover up a risky budget deficit. With the economy seeing a 3.8% GDP decline in 2015, and unemployment at 10.9%, Rousseff is affected by a stunning decline in popularity to about 10 percent. During the boom years the Workers Party of Rousseff under president Lula enjoyed soaring popularity, which now appears to be in retrospect a result of high commodity prices and subsidies, and not from careful management of the economy. The impeachment also follows corruption investigations of Petrobras with links to the government.

RIM's Blackberry phones struggle to compete with Apple's iPhone and phones using Google's Android software. RIM's second quarter net income fell by 59% to $329 million, from $797 million in the same quarter prior year. Gross margins declined to 39%, from 46% the prior year. Revenue declined 10% to $4.2 billion. The Playbook tablet computer is also struggling. RIM shares lost 19% of their value in after hours trading following the announcement on Sept 15, 2011. RIM introduced 7 new phones that are updates of existing phones. It is not known when the new phones using the QNX operating system will be available.

The International Energy Agency estimates that a price of $100 a barrel would mean U.S. imports of oil at $385 billion, and European Union imports of $375 billion. This is $80 billion in addition spending on oil imports for the U.S. and $76 billion for the E.U., compared to 2010. The impact of a $20 increase in the price of a barrel of oil translates into a 50 cent increase in price per gallon at the gasoline pump. Economic estimates show a drop of 0.5% in GDP growth for the U.S. resulting from such a price increase of $20 per barrel.

The difficulties of acquiring land for industrial development or infrastructure building in India. India's Congress party increasingly supporting farmers who are protesting the acquisition of their land. India's highway commisssioner committed in 2009 to building 12 miles of highways each day, but highway officials say only 5 miles of highways have been built. The Congress party plans to propose legislation that requires farmers to be properly compensated- one proposal is to pay farmers the average recorded price plus 50%, as the recorded price used to compensate farmers does not correctly reflect the entire market price including cash paid unofficially.

Joe Nocera describes his personal situation which also reflects the situation of the average investor in his 401(K) for retirement - inexperience in handling the boom-bust cycles in the market and loss of savings, especially in the last two decades with sharp swings in the market. The Employee Benefit Research Institute statistics on savings of the average American are striking, dismal is the right word- only 22% of workers 55 or older have more than $250,000 set aside for retirement, and 60% have less than $100,000 in a retirement account. The average savings of an American near retirement are $100,000.

The memorial to Franklin Delano Roosevelt (FDR) by the American architect Louis Kahn takes shape on Roosevelt Island after a 30 year effort. It sits at the southern end of Roosevelt Island right across the river from the United Nations Plaza. The memorial will open in October 2012. The project cost $53 million with the work starting in October 2010. For years the project lacked funding. The memorial has five parts, an entry, triangular garden, forecourt area, a sculpture court and the "Room" which provides a meditation place for reflecting on Roosevelt's legacy and the Four Freedoms of speech, worship, want and fear.

A look at the automobile market in the U.S. in October 2014 shows a large increase in SUV sales. Sales of the Jeep brand increased by over 50%, and Dodge Ram by 33% in Oct. 2014, compared to the month in 2013. Sales of the Honda Civic declined by 9%. Chrysler gained market share reaching 13.3%, with sales concentrated on the RAM and Jeep brands. Japanese makers had about 35% of the market, compared to about 46% for American brands Ford, GM and Chrysler. GM had 17.7% share in the U.S. market, Ford 14.7%, Toyota 14.1%.

BT Group PLC acquired mobile company EE from Deutsche Telekom of Germany and Orange SA of France for 12.5 billion pounds in cash and stock. EE is the UK's largest mobile company and BT Group the largest fixed line telecom company. With this acquisition BT Group can now bundle fixed line, mobile lines, and television services, to increase subscriber revenue. Deutsche Telekom with a 12% stake is now the largest shareholder in BT Group. Orange will have a 4% stake. The acquisition provides BT Group with a faster 4G network and 30 million EE customers, 24.5 million direct mobile and 834,000 broadband.

India's lower house of parliament passes a Food Security bill which provides subsidized rice, wheat and other grains to the poorer sections of society, covering about 75% of people living in the rural areas and 50% of the people in cities. The legislation increases the cost of food subsidies by $4 billion to $20 billion a year. Because of high levels of malnutrition in rural areas in India, especially among children, the program helps the needy. Brazil's Bolsa Familia program is more far reaching in helping the poor because it also requires vaccinations of children and making sure children attend school.

Akis Tsochatzopoulos, 74, a former defense minister from the socialist Pasok Party, is given a 20 year sentence for taking 55 million euros in bribes from a number of arms deals. He was defense minister from 1996 to 2001, and the charges relate arms purchases in that period of Russian TOR-M1 short range missiles and German submarines. He is already serving a eight year sentence for other offenses. Submarine deals with Germany at what were thought to be inflated prices were a topic of discussion as the Greek crisis and unemployment worsened in 2010-2012.

LDP leader Shinzo Abe is elected prime minister of Japan. The Liberal Democratic Party gains a two thirds majority in parliament with its election partner the New Komeito party. The LDP party gained 294 seats and New Komeito 31 seats. The Democratic Party of Japan gained 57 seats. The election was more of a "no" vote for the Democratic Party of Japan which was seen to have provided three years of weak government and mishandling of the situation during the tsunami and earthquake. Abe comes from a new postwar generation of prime ministers- he was elected prime minister once before in 2006.

IHS Global Insight estimates that output in the US for the auto industry for 2009 will be 9.5 million vehicles, with capacity of 16.9 milllion vehicles this amounts to 56% capacity utilization number which is very low. Center for Automotive Research estimates that the sales began moving ahead of trend in 1996 and really accelerated after 1998. The easy financing fueled the boom. Now the 16-17 million sales years that were considered normal are seen as inflated and way above the trend. All this suggests that there is a lot of restructuring ahead for the auto industry.

Bank of America CEO loses confidence in Thain after a brief meeting on January 22, 2009, in which Thain was asked about mounting losses at Merrill, which Lewis had learned of from other Merrill executives and not from Thain. Lewis says he could not get agood explanation of what was happening or why. Thain was head of Merrill when Bank of America made the $50 billion acquisition of Merrill on Sept 15, the same week that Lehman Brothers collapsed. Merrill was in a perilous situation with the government intervening to arrange the acquisition on short notice.

 Frustration has grown with the poor early management response from U.S. Health and Human Services Secretary Alex Azar, says WSJ.  The president responded at one point with a tweet that "he told me nothing until later." The WSJ looked into Mr. Azar's missteps in a report recently. The president is considering replacing Mr. Azar says WSJ. Ms. Verma the head of Medicaid and Medicare Services is being considered. She has worked closely with vice president Mike Pence throughout this crisis. Mr. Azar served as HHS general counsel and later deputy secretary under president George W. Bush. He then worked as lobbyist for Eli Lilly.  This WSJ report says Mr. Trump called Mr. Azar on his flight from India to Washington, and the next day replaced Mr. Azar as head of the White House coronavirus task force with Mr. Pence. The president says repeatedly that vice president Mike Pence, as head of the White House task force has worked night and day round the clock to guide the effort- including talking to 51 state governors, coordinating the entire effort, and providing the president with reliable advice. In the depths of this crisis never has so much depended on so few- on vice president Pence, a former governor of Indiana, Admiral Polowczyk, Dr. Birx, Dr. Fauci, and the governors of states worst affected by the coronavirus. ...
