By the third meeting in Moscow it should be clear whether the Iranians are willing to give up capabilities that lead to nuclear weapons. Ayatollah Khamanei is the person in charge in Iran, but decisions are made collectively with the moderate Ayatollahs still ayatollahs, says Barak. The addition of the Khadima party to the coalition government of prime minister Netanyahu increases Israel's desire for dialogue and seeking progress on a peace with the Palestinian Authority- if not a peace arrangement then even unilateral steps towards peace by both sides. The way forward in Syria is for the U.S. to talk with the Russians about a new government. The important thing is for the removal of the Assad family, the entire Syrian state does not need to be dismantled as happened with the Baath party in Iraq. Israel continues to build a fence in the Sinai facing Egypt, as it fears infiltration during the period of civil strife in Egypt. Israel views Egypt from the standpoint of any future Egyptian government honoring its treaty committments with Israel, otherwise says Barak it is upto Egypt to decide its future government....

Israeli prime minister Netanyahu meets President Obama in Washington D.C. the day after Obama called for Israel to return to pre-1967 borders in a negotiated settlement. Netanyahu rejected Israel's return to pre-1967 borders, calling these borders "indefensible" and also "unrealistic" because of the large Israeli settlements inside the West Bank. He told Obama "this does not take into account certain demographic changes that have taken place on the ground over 44 years." Netanyahu is looking for clarification from Obama on a critical issue for Israel- keeping forces in the Jordan Valley, its eastern boundary with the proposed Palestine state, because of Israel's small territory which is narrow in the middle. Obama had called for a "full and phased withdrawal of Israeli military forces" from the West Bank.

India has reduced imports of oil from Iran from 12% in 2011 to about 9% by the end of April, 2012. A senior state department official from the U.S., Carlos Pascual, will be in India in mid May 2012 to assess the energy situation and see what specific energy facilities in India need to do. Some of the refineries in India are designed to handle only the kind of heavy oil Iran supplies. For the U.S. the issue is keeping up the pressure on Iran during the talks in Istanbul, Turkey, on Iran's nuclear program. The former head of military intelligence of Israel, says the Obama administration needs to tell the Israeli parliament Knesset directly that preventing a nuclear Iran is a U.S. interest and the U.S. will take military action if needed. He points out that the U.S. with its larger operational capabilities can take additional time compared to the Israeli capabilities, but this goes against Israel's creed of not relying on the U.S. for its defense or outsourcing defense. For the Israelis to rely on the U.S. it needs this clear committment and statement of intention. In addition the Obama administration needs to take five steps to reassure Israel says Yadlin: a statement to Congress in writing that the president reserves the right to take military action, increased military presence in the gulf, provide advanced military technology and intelligence to Israel to enlarge Israel's window for military action in exchange for giving sanctions and diplomacy more time, talk publicly about the dangers of reconstitution of Iran's nuclear program, and commit to the security of U.S. allies in the gulf. The strategy Yadlin emphasizes is that if this is going to work for a peaceful goal, preparing for war is essential....

Jim Krane of the Judge Business School at Cambridge University, points to an important development- the increasing consumption of oil in Saudi Arabia that is shrinking its ability to be a reserve supplier in the Middle East when a Iraq, a Kuwait or a Libya's oil supplies are cutoff. Saudi population and industry is growing and is using up a quarter of its oil production. Consumption is at 3 million barrels a day, more than the oil consumed in Germany, and is growing at 10% a year. Use of oil is subsidized by the government and with social spending up in Arab countries a cut in subsidies is not expected anytime soon. Projections by Jadwa Investment of Riyadh show that the reserve margin will disappear by 2020. By 2038 Chatham House in London predicts Saudi Arabia will become an importer of oil. This is important because America's sanctions against oil imports from Iran require the Saudis to step up and act as the reserve supplier. This happened with Libya, and 1.5 million barrels a day were cutoff after the revolution. Iran exports 2.2 million barrels a day. This will keep supplies tight and keep pressure on oil prices in 2012-2013....

Gen. Martin Dempsey took a cautious approach to U.S. involvement in Afghanistan and Syria. He did not approve of the way Gen. McChrystal expanded U.S. involvement in Afghanistan, and the hasty manner in which the Iraqi army was trained under his predecessors leading to some commanders being appointed who later became members of sectarian death squads. Under his command the U.S. limited its role in Afghanistan and Iraq and handed more responsibility to local forces. Gen. Dunford who succeeded Dempsey as chairman Joint Chiefs of Staff for the U.S. follows the cautious approach set by Dempsey. Dempsey's approach extends to what he believes is an Heisenberg effect in physics where when you you observe or touch something it changes the way it functions and operates. For critics such as Senator McCain, who served in Vietnam as a pilot, if Dempsey did not want to intervene in some country, he could invent the reasons not to get involved. President Obama exceeded the caution exercized by Dempsey, leading to a situation where the U.S. after hasty action under a Republican president seemed to lurch in the opposite direction under his Democratic successor by not taking action where U.S. presence was needed, followed by a corrective course to make up for this....
