Timothy Egan points to the huge gap between a T.R. in 1910 making the speech in Osawatomie, eastern Kansas, and Professor Obama making an election speech in 2011. T.R.'s was an election manifesto that brought up the issues of conservation, child labor, a plea for an income tax, call for worker protections, limits on corporate power and influence on the laws and direction of the country. The speech was made in 1910, after Taft had assumed the presidency with Roosevelt's backing, and would lead to T.R. running against Taft and Woodrow Wilson. Most of what T.R. advocated became part of the country's social and economic fabric, much of the work beginning with Theodore Roosevelt's two terms as president, and also pursued by Woodrow Wilson, the president elected in 1912. By contrast, in line with the timidity of today's politics, Obama's speech called for approving his nominee for consumer protection bureau chief, and continuance of tax cuts for the middle class. Egan calls it a curse of today's politics and national debate that no politician can set the course for revitalizing America the way T.R. did. Obama advisor, Chrisitina Romer sees the Simpson-Bowles approach to limting tax deductions as a good starting point for building an agreement. Canada is the largest supplier of oil to the U.S., supplying more than 2 million barrels of oil imports a day. Here the heads of the U.S. and Canadian Chambers of Commerce argue that a new pipeline from Alberta, Canada to Texas would supply an additional 1.1 million barrels of oil a day. The pipeline project- called the Keystone XL pipeline- has been under review by the U.S. government since 2008. An Energy Dept study in February 2011 found that the project should go ahead, but it is being held up for further environmental studies by the Obama administration. The delays may be the result of opposition to Canadian oil sands development. At the same time significant progress has been made in reducing the environmental impact of oil sands development. About 80% of the water used in the process is now being recycled. Tailing ponds containing waste product from the oil shale process are also being reclaimed for green land and replanted with trees and shrubs. TransCanada says the Keystone XL pipeline could create 20,000 new American jobs for construction, and 250,000 jobs in the long run. Strict environmental standards can be followed say Donahue and Beatty, because the U.S. is partnering with Canada....

This report in WSJ says president Trump's trade policies have flopped so far. Part of the reason are Mr. Trump's tax policies which acted like a stimulus to the U.S. economy at a time when the world economy and China were slowing, even though this created a large fiscal deficit. Increase in interest rates by the U.S. Federal Reserve increased the value of the U.S. dollar against other currencies making imports cheaper. The Trump tariffs are in play in negotiations with the Chinese government, and the WSJ argues that Trump's tax policies are in play too. Not that the Trump threat of tariffs has not accomplished its initial intent of getting China to the negotiating table in a serious way for the first time since it joined the WTO, and reminding it of its WTO obligations and obligations for maintaining a level trading field free of state sponsored subsidies to reduce competition. Economists argue this proves that the trade deficit is influenced only by macro or larger economic influences such as the strength of your currency and demand for imports. In the long run the Trump tariff action may work, yet the tax policies may prove inconsistent in increasing the fiscal deficit without producing gains in investment in infrastructure and other vital areas of investment in the economy that would provide benefits to society. ...

As examples of the changing mood, he gives the popularity of Will magazine with circulation of 100,000 among younger readers, including large numbers of women. Other examples are the movie "Eternal Zero" remaining on the top of box office charts for 2 months, neto uyo or right wingers on the internet are popular, and bookstores display titles responding to China and S. Korea's criticism of Japan. Fringe candidates such as Toshio Tamogami have won 24% of the vote in Tokyo's gubernatorial race, with large proportion of younger voters. The younger generation is not accepting quietly the criticism of Japan's prewar record in the same way as the older generation with memories of the war. It sees itself free to respond to what it sees as China and S. Korea's constant criticism of Japan, even when Japan has apologized repeatedly for its aggressor role in Asia. Weekly magazines such as Bunshun and Shincho carry Japanese criticism of China and S. Korea with sensational headlines about lies. Abe's recent visit to the Yasukuni war shrine- the main object of S. Korean and Chinese criticism and America's concern expressed to Japan- is shown in an Asahi Shimbun poll recently to get favorable support from 60% of people in their 30's. Many of the 119 freshmen members of the Liberal Democratic Party of Mr. Abe also provide support, and some even see Japan needing to defend itself with or without the U.S. Is this level of nationalist sentiment similiar to the twenties and thirties, or to periods of tension in the 1990's and other post war periods? Only recently in 2010 the Democratic Party of Japan under a young prime minister Hatoyama and premier Naoto Kan, a civil rights activist, presented another side of Japan seeking closer ties with China- even distancing itself somewhat from the U.S. on the issue of bases in Okinawa. Naoto Kan also enjoyed a 60% level of popularity as premier Abe has in 2014. Which is the real Japan, or is it a reflection of fatigue among younger Japanese with always having to say you are sorry, as has happened to the younger generation in Germany. Hatoyama resembled Obama as a younger politician bringing a new optimism in Japan after years of LDP rule. Unfortunately president Obama distanced himself from Hatoyama on the base issue and failed to support Hatoyama at a time of tensions with N. Korea, leading to his fall in ratings and resignation. This may turn out to be a lost opportunity for the U.S. for building peaceful neighborly relations in Asia. In 2007 Chinese premier Wen Biao a speech to the Japanese parliament, the Diet, saying: "With history as a mirror it does not lead to long-lasting hate, it points to a better future." Japan's premier at the time? Shinzo Abe. What has changed? China's economy has doubled in size, and so have global Japanese corporations such as Toyota with advanced technologies, economic insecurity is unfounded in a globally linked interdependent economic system. ...

Several factors make it likely that oil prices will remain low for an extended period of time into 2016 and beyond. As Ailworth points out nobody is blinking. The Saudis plan no change to their high production. U.S. oil producers in the Gulf of Mexico have already made investments for deep sea drilling wells following the end of the moratorium on drilling in the Gulf. Many of these wells are producing at very low marginal cost as most of the investments have already been made. It makes economic sense to produce even in a low price environment, according to Andarko. Shell continues to invest in the deep waters of the Gulf. Its production is up 10% to 250,000 barrels a day. American shale oil drillers have not cut back as much as expected, partly because many companies with large debts need the cash flow to pay interest on debt. And some of the 1200 wells that were drilled but left untapped may also be brought on stream to slow production declines. As a result the overall production of American crude, according to monthly federal information, has declined by about 3% to 9.3 million barrels from the peak reached in April 2015. This helps the U.S., Europe, China and India, at a time when their economies are experiencing different problems. It hurts Russia, Venezuela, Nigeria, and Iran. Russia is coping as its exporters convert dollars into rubles after the sharp depreciation in the ruble, and helps local industry including steel producers, as well as wheat exports. Venezuela's economy is the worst hit. And Iran now has to produce at high levels in 2016 to improve its economy following the lifting of sanctions....

Tax cuts initiated by the Bush administration and to a smaller degree by the Obama administration account for $6.3 trillon of the $10 trillion deficit in 2011. This is about half the $12.7 trillion gap between the $2.3 trillion surplus predicted by the CBO a decade ago for the year 2011 and the current deficit of $10.4 trillon. Two wars and higher defense spending add another $2 trillion. The Stimulus added $700 billon. The Prescription Drug Benefit for seniors $272 billion. This is based on new analysis of CBO data by the Pew Fiscal Analysis Initiative. The record shows unrestrained spending by both parties has led to the current mess. Pete Domenici who chaired the Senate Budget Committee at the time of the first tax cuts in 2001 says "in the end the floodgates were opened." This also shows how quickly the situation can change if sound fiscal practices are abandoned. Two wars were financed entirely with borrowed money for the first time in U.S. history.

This report in WSJ by Mike Colias about personal politics exaggerates the impact of political party Republican vs Democrat in the switch to electric cars as most of the resistance comes from the lack of charging facilities and not enough technological breakthrough in cost and efficiency to make the switch. And much of the political resistance by a third of the population comes more from the idea that it supports China sourced materials. This comes from misinformation and old data as Biden has imposed 100 percent duty tariff on imports of China made electric cars and 50% on solar panels just last week. Americans including Republicans are realizing that the only way to compete with China's subsidized push for key industries is for America to do the same. This gives the American manufacturers the time and the support from the US government to compete with EV's made in China supported by Chinese government large not so visible subsidies over long periods. WSJ reports recently showed how China's prime minister supported building Tesla plants in China to observe American manufacturing methods and technology, in the process advancing its own technologies in EV's at a faster pace. Making Tesla's role contradict the idea that politics not misinformation and technological lag is causing resistance to EV's both of which will fade over time. ...

Supreme Court Justice Sandra Day O'Connor from Arizona was a pioneer of women's rights in the workplace, and had her own struggles before being the first woman appointed to the US Supreme Court. Born on a vast 200,000 acre cattle ranch in El Paso she was much of a cowgirl. She is considered to have blazed a trail for other women through her life and work. DJT on Iran and the midterms-  "voters understand that" about Iran not having a nuclear weapon and calls for Saudis, Qatar, Pakistan, Oman, Turkey, to sign the Abraham Accords. He says the electon results in some states May 26 showed Republicans and much of the Nation with large majorities for candidates endorsed by DJT- voters understand the president's policy to not let Iran go for a nuclear weapon. This WSJ report cites concerns of Republicans about the midterms yet as soon as it appeared that the president was about to reach a  deal that would be similar to Obama's- that failed and financed Iran's third effort for nuclear weapons- over the weekend, as soon as this appeared to be the course many Republicans and the WSJ Editorial Board, said this was a bad idea. The president paused that effort. At a Cabinet meeting DJT said  about the Arab states signing the Abraham Accords- the Saudis and Qatar, Oman, Turkey,Jordan, “I think they owe that to us to be honest.”  “I’m not sure we should make the deal if they don’t sign." On Iran getting funds from the US which could go right into making a nuclear weapons program again as it did after the Obama administration did this, DJT had this to say- “We’re not talking about any easing of sanctions, no giving money. When they behave properly…we’ll let them have their money.” Repeatedly at campaign events and rallies across the country for 10 years DJT has said Obama made a serious mistake in handing over funds that were put right into building a nuclear weapons program with a ballistic weapons program, for a third time. This has happened before in North Korea. Obama allowed 11 tons of uranium enriched at 20% to be shipped to Russia- that did not stop Iran from a new nuclear weapons program and a threat to Israel. There is also considerable Republican skepticism about any deal that does not remove nuclear weapons. About sending the Iranian uranium to Russia or China DJT said- “No. That would not make me comfortable.”  About Iran's economy DJT said inflation is "at 250% "and they are negotiating on fumes." DJT calls it a "conflict" (the blockade not committing US troops) and not an open ended war. ...

The Third Biennial Update Report at COP26 Glasgow shows where India stands on renewable energy, solar, forest cover enhancement, and improving carbon intensity in its climate change efforts so far.  For instance a 17 times increase in solar in the last 7 years to 45 gigawatts, with target of 450 gigawatts by 2030. In carbon intensity 24% improvement between 2005-2014. Scientist Bhatt presented the report for India's Environment Ministry saying India represented 17% of the world's population and historically 4% of world carbon emissions, today 5%. Improvements of carbon intensity per unit of GDP planned under Mod's plan for 2030 require 45% reduction in carbon intensity by 2030. This suggests the trajectory of China will be avoided where highly polluting parts of industries such as steel and cement were left unregulated and lacking strict supervision leading to rampant pollution in 2000-2021. Mr. Birol, head of the Renewables Energy Agency said on BBC's "Hard Talk" program recently that if you combine all of China's steel and cement factory carbon emissions, that alone would equal the total sum of carbon emissions of the whole European Union today. A quick look at a graph of global carbon emissions trajectories shows three fold increase of China's carbon emissions from about 4 billion tons to 12 billion tons between 2000-2021, the period and the explosion of carbon that is the one activity that singlehandedly created the crisis of climate change today. By comparison US remains at about 6 billion tons of emissions, and EU, US, Britain Japan show flat trajectories. Business, globalization interests, US and European financial interests, and local governments in China that financed this explosion in steel and cement ignored the implications of so much pollution in so short a time through unregulated activities- writing a chapter of failure with most of the world's people left to bear the results of such a failure.  It is this that India plans to correct with a 45% improvement in carbon intensity per unit of GDP by 2030, and nothing could be more important in the government's plan than this. New technologies will be key for this. Modi and India realize how vulnerable India is to floods, drought stricken areas, shortages of water, and climate extremes, and see these plans as critical for healthy growth that benefits all of India's people and regions, It is a long term vision like no other today and sets a new direction for all developing regions of Asia, Latin America and Africa. As India leads the way in new technologies and ambitious programs such as one solar, one world, one grid, these technologies will also break open new paths for the regions of the world that need this most from Brazil to Indonesia.  China too suffers from the impact of so much pollution. Even as early as 2010 reports showed the higher pollution had lowered life expectancy in northern region of China compared to its southern region. Yet the most polluting factories were not removed and only recently is the activity being conducted seriously leading to the shortages of fuel from so much overexpansion in the boom years, and making adjustments done abruptly today more difficult.   ...

The pace of traffic growth in Beijing is tremendous, especially in the last 5 years. Beijing had 4.7 million registered vehicles in Dec 2010. The rapid growth shows 700,000 new vehicles added in 2010, 550,000 in 2009, 376,000 in 2008, 252,000 in 2007. Beijing will be fully saturated by the time the number hits 6.5 million, say experts. A June survey by IBM shows Beijing has the worst traffic of 20 large cities in the world, only Mexico City has comparable traffic. In 2009, the government cut in half the sales tax on small engine cars, and spent billions in subsidies for rural car purchases. As a result car purchases have accelerated to new levels, with 2009 sales up by 46% over 2008, and sales through November 2010 up by 34% over 2009, according to the China Association of Automobile Manufacturers. In July, Beijing city officials said that rush hour traffic had slowed to about 15 miles per hour, and was headed for 9 miles per hour by 2015. Twenty years ago, Beijing was a city of bicycles and old alleys, and a single limited access highway made a rectangle around the city. In 2010 five freeways circle the city, and eight freeways spoke from the suburbs to downtown, and the subway will soon stretch to 10 times its 1990 length....
