France's CFDT trade union says both Sarkozy and Hollande have shown agreement with a plan for workers to show flexibility in wages and benefits in return for preserving jobs. This comes at a time when France's trade deficit is widening. It was 69.6 billon euros in 2011. Hourly labor costs in France are 34.20 euros, 14% higher than in Germany, where similiar wage restraint was shown by the unions during the last decade to reduce high unemployment. It is 20% higher than the euro-zone average, according to Eurostat. Now France is looking to adopt some aspects of the German model to improve competitiveness and reduce unemployment.

Kaushik Basu, economist at Cornell University, and Chief Economist at the World Bank, says the U.S. Federal Reserve should consider the current low labor participation rate and low inflation in its rate policy setting decisions in 2015. Basu points out that in the recent past unemployment has gone below the current 5.5% without increasing the risks of inflation. He cites the period from July 1997 to August 2001 when inflation was below 5%, and at some points below 4%, yet inflation in 2002 was close to 2%. The large number of discouraged workers in this economic cycle has placed the unemployment rate below what it really is, says Basu.

Senate Finance Committee chairman says Senate Democrats have found ways to reduce the cost of the health care plan from $1.6 trillion to $1 trillion. A tax on some employer provided health benefits, cuts in Medicare and Medicaid spending, employers helping to pay the cost of health insurance for low-income workers, and limiting the eligibility for subsidies to households with incomes at 3 times the poverty level or $66,150, instead of 4 times the poverty level. Also a reduction in the plan to give tax credits to small businesses to help them buy insurance. And expansion of Medicad would be delayed to 2013.

The U.S. Labor Department reported a gain of 236,000 jobs in February 2013. The job gains were broad based, an encouraging sign, with gains of 48,000 in construction, 32,000 in health care, 24,000 in retail. Government jobs declined by 10,000. The unemployment rate declined from 7.9% in Jan 2013 to 7.7% in Feb 2013. Part of the reason for the decline in the unemployment rate was 130,000 people leaving the labor force. Of this some were retiring or returned to school. About 80,000 were "discouraged workers" adding to the continued problem of a declining labor force participation rate, a serious concern for the U.S. Federal Reserve and Fed chairman Bernanke.

Ford Motor Company will be a much smaller company and this looks like a structural change not a cyclical one as more automobiles are made in the developing world and fewer automobiles and smaller automobiles are made in the mature US market and like Germany and Japan the market here may have peaked. This would be seen in the employee numbers also. Ford had 34500, salaried workers in 2005, now its down to 23,700, with another cut in salaried workforce cuts by 15% by August 1, 2008, recently announced and even more cuts in 2009 if the market numbers fall further, the salaried workforce may be below 20,000.

Mr. Lindner of the FDP withdraws from negotiations leading to a stalling in the talks for a Jamaica coalition in Germany. FDP won 11% of the vote, the CDU about 32%, and the Greens 9% in the recent election. The CDU needs the FDP to form a coalition government as the Social Democrats have turned down requests to join the CDU in a future government. The SPD party sees no advantages in joining a coalition because it lost more of its worker base support by working with the CDU. If no coalition is formed a new election could be called by September 2018.

Hillary Clinton attacks Trump's policies in an address in Warren, Michigan, saying this was another version of failed trickle down economics. She called Trump's idea of taxing pass through entities such as small business reporting business income on individual tax returns at 15%, as a "Trump loophole." On trade policy Hillary Clinton said she would oppose the TPP or Trans- Pacific Partnership Trade Agreement that president Obama has supported. She put it flatly- " I oppose it now. I'll oppose it after the election, and I'll oppose it as president." And pointed out that too many companies have moved jobs overseas and "moved operations overseas and sold back into the U.S." after pushing for trade deals. The answer she said 'is not to rant and rave- or to cut us off from the world," in reference to protectionist policies Trump has supported.

The Freedom Party with anti-immigration position gets 28% of the vote with centrist People's Party which is said to have handled the recent floods well at 26%, and the Social Democrats at 21%. This leaves the only prospect of a government of the Centrist parties with the Social Democrats. It also shows that Socialist party leader Mette Frederiksen, prime minister of Denmark since 2019, is right that immigration simply distracts from important economic issues of cost of living and wages for workers and families, that immigration should be stopped so that other important issues for working class families can be addressed.This is also the view of Labour Party leader Keir Starmer in Britain and of Biden-Harris in the US who want to see the Republican Lankford legislation closing the Border passed and which Harris promises to have it brought to her desk to sign.

The U.S. vice presidential debate between Mike Spence and Tim Kaine showed Kaine focussing attention on Trump's crude attacks on women, praise for Russian president Putin, and opposition to the minimum wage. Spence's tone was measured and his focus was on deflecting the attacks on the crude language used by Trump in the campaign by saying Trump was "not a polished professional politician," like the others, and not responding to the Kaine references to Trump. Spence stuck to issues about immigration open borders, abortion, president Obama's inaction in Syria, the plight of workers in Scranton, Pennsylvania. He did not respond to repeated questions on Trump's failure to disclose his tax returns and his business failures leading to close to a billion dollars in losses and not having paid taxes for 18 years, as disclosed by the New York Times. Spence had to choose between hurting his own chances for reelection with the traditional Republican voters alienated by Trump and standing up for Trump's crude language against women and minorities. He deftly tried to the best using his skills as a radio broadcaster. Kaine who is usually more measured and thoughtful, had to choose between his traditional style of speaking and the role he was expected to play bringing to the public's attention the crude language and style of the Trump campaign and the instability reflected in it. He used his skills as a litigator to ask repeated questions on Trump, especially on the taxes, which leads to questions about funding infrastructure development and jobs without the wealthy paying their share of taxes. ...

In a blow to public employee unions the U.S. Supreme court rules that unions cannot collect dues from non members. Doing so would violate worker's free speech rights said the court in 5-4 decision. The addition of Justice Gorsuch has created a Supreme court voting 5-4 on party lines. Justices Alito, Roberts, Kennedy, Thomas, and Gorsuch give Republicans a five vote majority on many issues.

10% tariff on Canada's exports to the US after Ontario Reagan ad misrepresenting trade facts is aired on television. The ad seeks to show US tariffs in the light of the Smoot Hawley tariffs of the 1930's, when the tariffs today date back to Reagan's use of tariffs when Asian partners (at that time Japan in the 1980's) followed unfair trade practices to the detriment of American workers and industry. The US Trade Representative who acted for Reagan was Lighthizer, the same USTR who worked for DJT in the first term to fight the unfair trading practices of China, and whose deputy USTR Jamieson is now the USTR in DJT second term negotiating with Asian partners. Tariffs ae being used as an additional tookl in the toolbox by DJT and Lighthizer/Jamieson to counter the unfair trading practices of other nations, which includes partners of the US such as Japan, South Korea, Taiwan, and EU. It also includes nations such as Switzerland who ignored US interests in trade whie having open access to the US market. Most of these nations know that these practices harmful to world trade exist, only Canada, China and some other countries have pretended they do not exist and they are the so called "champions of free trade." These nations attempt to make DJT appear to be doing this on whim when this is an issue in trade relations between the US and Asian partners, the EU, and Canada/Mexico for the last 50 years. DJT pointed this out- “The sole purpose of this FRAUD was Canada’s hope that the United States Supreme Court will come to their “rescue” on Tariffs that they have used for years to hurt the United States,” Mr. Trump said in a social media post Saturday afternoon. “Because of their serious misrepresentation of the facts, and hostile act, I am increasing the Tariff on Canada by 10% over and above what they are paying now. Japanese firms have $2.65 trillion in excess reserves as of June 30, 2014, according to the Ministry of Finance. Yet slow growth and falling prices in the last decade have made Japanese companies overly cautious in increasing wages. A declining yen makes imports more costly. Real wages were up for only 4 months during the Abe administration in 2013-2014. The first increase in the national sales tax in April 2014 to reduce the large deficit has also hit consumers, leading to a recession in the third quarter of 2014. Prime minister Abe made an effort in 2013 to get companies to increase wages, but results were modest in Spring 2014 as smaller companies held back. At the time prime minister Abe promised to do his part by reducing corporate taxes and implement pro-growth strategies, expecting companies to adjust wages upward. Analysts now say tightening labor markets are likely to create a situation where businesses will have to raise wages. A Bank of Japan survey of business sentiment in Dec. 2014 shows the number of firms seeing a shortage of workers is at the highest proportion since 1992. Declining oil prices will reduce Japan's fuel import bill by 9.6 trillion yen in 2015, and give more money to consumers offsetting the effects of the increase in the consumption tax to 8%....

Kerala state of 35 million people who speak the language Malayalam, is one of the rare places today that has only 4 deaths from coronavirus, 524 cases confirmed and no community transmission. Here the Guardian looks at the reasons why. The Health minister KK Shailaja started very early on January 23, with a meeting of her rapid response team when the virus was still in China.  She setup a control room and instructed Kerala's 14 districts to do this on Jan. 24. When the first case arrived on Jan. 27 on a plane from Wuhan, Kerala had already adopted the WHO  protocol of test, trace, isolate and support. These passengers were checked for temperature, tested and quarantined. With some at a nearby hospital and others in home isolation. This is all the more amazing considering that Kerala is a state in southern India on the west coast that has a large number of people living and working overseas. Many are in the Gulf countries and the arrival of these refugees could have triggered a second outbreak. This was prevented by careful testing, and contact tracing of clusters.  When one group was evasive and concealed information from an airport surveillance team -arriving from Venice, Italy,  in late Feb- a case was detected back to them.  Contact tracers tracked down all of the hundreds whom they had been in contact with and quarantined them.  By 23 March all flights to 4 Kerala airports from overseas were stopped, including Cochin and Trivandrum. On March 25 India went into lockdown.  Some of the achievements in Kerala include quarantining 170,000 people early. with strict surveillance, which is now down to 21,000. Accomodating and feeding 150,000 migrant workers from other states, before returning them on charter trains to their home areas. A big reason for the success is the high literacy rate in the state. A big emphasis on education and healthcare is a part of the Kerala model. Shailaja is a secondary school teacher, and Health minister. From the days since independence of India in 1947 the state has a strong socialist tradition of taking care of the basics- health, education and public services. It also generates a part of its GDP with income from workers who are overseas.  Another reason for the success in dealing with coronavirus is experience. The state had a virus epidemic called Nipah in 2018 which has become the story for a movie called Virus in Malayalam. There is decentralized public health system in the state and people value their health care facilities, understand and trust the health care authorites. There are hospitals at every level of administration and 10 medical colleges. But trust and education, experience tackling the virus before, are key. Kerala is showing that poor countries can deal effectively with the virus, and create a better life by adopting the right model of creating good societies that value education, healthcare services, better economic structures and distribution of wealth, and  a degree of trust and responsibility found in a state that values public spiritedness. ...

Mines sending trainloads of northern white sand are now sitting  idle in Wisconsin , hurting jobs and local revenues to finance budgets of local government. Mines have closed in Wisconsin for this sand that is blasted into silica and used for shale oil production. This has cost jobs in a rural area near the Mississippi river which borders Wisconsin, Minnesota, Iowa and Illinois. Even though these areas do not produce any oil and gas. Companies supplying trucks, lubricants and drilling tools are also affected all the way into Youngstown, Ohio, which provides pipe to the oil fracking areas in West Texas. Frackers blast a mix of sand, water and chemicals into fossil fuel bearing rocky areas. Sand called northern white was considered very good for crush strength to prevent plugs and there is a lot of it beneath western Wisconsin topsoil. Once used by glassmakers and cranberry this became a useful source of supplies from 2015 onwards. Demand surged till 2018 when new supplies were found in West Texas which would reduce costs of transportation. Wages in these mining jobs were about $8 higher than other jobs for people with less education. After 2011 financial crisis and the loss of manufacturing jobs to China this provided a new source of higher paying jobs for less educated workers and paid for local government to provide services including in one town a new swimming pool for the recreation complex. This has proved to be temporary with many mines closing in 2019 and in 2020 after the pandemic. ...

Polls before the election show the SPD Social Demcorats, Greens and the Die Linke combined have a small majority of votes in German elections. Die Linke is the left party from the days of the party that ruled the GDR German Democratic Republic or East Germany under communist rule. In Berlin, Bremen, and the east German state of Thuringia the Social Democrats SPD, Greens and De Linke have formed coalition governments. With the emergence of right wing AfD in East Germany, the De Linke has emerged as an alternative to the established parties and the AfD in eastern Germany. Federal governments are difficult to form with the De Linke because of historical opposition to NATO. This may change as two younger leaders are now leading the party and in other policies there is similarity between the democratic socialist views of De Linke, SPD and the environmental policies of the Greens. FDP policy has generally not favored policies that favor working class, infrastructure investment, childcare and other issues important to voters in this election. This leaves the De Linke as a more likely alternative for a Greens SPD coalition partner if it can change to be flexible about its views on NATO. Today policies of president Biden in the US are also friendly to workers and families. This makes such a coalition possible if the socialist parties of the De Linke change to get things done instead of staying on the fringes of government. ...

Erfurt is a very German city in the heart of Germany with its many churches and medieval past, the home town of Martin Luther. Katrin Bennhold provides this exceptional report of how Erfurt is coping with new refugees from talking to town officials and observing the process of resettlement. Erfurt has a population of 208,000 with only about 500 Muslims, and few people from Africa. The town's mayor sees it as the biggest challenge since World War II, larger than reunification with the east, as 300 migrants arrive every week and 4000 have to be resettled by Christmas 2015. Under Germany's quota system the state of Thuringia gets 2.5% of refugees, and Erfurt gets 10% of this. When the Soviet bloc expelled 14 million Germans from the eastern territories in the bloc, 670,000 passed through camps in Erfurt. The difference now is the language barrier, and the anxiety among some Germans of how this could change their lives, which is visible from the questions asked at a town hall meeting in Erfurt. Because of the suddenness with which Germany was confronted with the refugee problem it will take time to get organized- in September 2015 there is a shortage of housing space, cots, temporary shelters, translators, social workers, and some of the infrastructure has to be put in on an improvised basis. Rarely has a people come under the spotlight of world attention in modern communications media, in the way small cities and towns throughout Germany are now facing, and providing a glimpse into the hearts and souls of so many....

It can be a bit overwhelming, time for a pause, to close the Borders in Europe and in US, to do it together as a Nation. Republican Senator Lankford and senior members of Congress   negotiated the legislation to restrict immigration and close the southern border. It would be signed into law in January 2024 by Biden says Lankford in NYT after 30 years of inaction. The negotiated bill came up 2 months later in March by which time it was stopped by Trump Republicans as an issue for the election. Harris promise is to sign it into law, close the Border. Meanwhile in Springfield Ohio, population of 80,000 in 1960 declined to 59,000 in 2020 dropping 25% over the 60 year period with the decline of the Rust belt towns in the midwestern region of the US. A program that protects people from gang related violence in home country legally allowed 15,000 Haitian immigrants to settle in the city, people who now drive Amazon delivery vehicles and work in nursing occupations and in restaurants, in towns that have severe staff shortages. WIth the influx of refugees from Venezuela at the southern border, this has created anti-immigration sentiment in some parts of America, even as some of the refugees work to fill shortages in traditionally Republican states such as Kansas, as shown in the WSJ, that have decline in population and face severe staff shortages for bus drivers, restaurant workers, and hospital workers. Streams of refugees in earlier eras the Irish, followed by the Germans, followed by Blacks from the South, all followed this path, yet it was also a bit overwhelming, and at these times the nation took a pause. Europe is taking a pause- across Denmark, Sweden, France, the UK- and in the US there is sentiment on all sides for a long pause, to regroup, to reflect and focus on the national goals of binging up the middle class, the lower income classes, and the nation as a whole after the distortions from tech and economic theory induced distortions hurt the working people and families, and hurt rural areas. ...

The US ports of Los Angeles and Long Beach after Liberation Day- soon to be relics from the China Trade of yesterday. On April 9 US responded to China's 34% tariff with another 50% tariff of its own on China. The US tariff now stands at 104% to China's 84%. China says it won't back down and "will fight to the end." The US president DJT is now certain to restore world trade to the days before China entered the World Trade Organization and upended the world trade order leading to the deindustrialization of the US when US corporations followed Apple in 1998. With Tim  Cook in charge of Apple manufacturing in 1998 doing the first major act of outshoring the whole manufacturing base of a company to China. It was a strategy- to use the huge profits of a three punch approach- brand the product at the high end to command high price in the US through innovation and design (punch 1), followed by making using Chinese labor at low cost in China (punch 2), to generate the huge profits to create a virtuous cycle of investment from these profits to generate new cycle of growth (punch 3). What Apple gained, America's workers lost. This was sold by economists at the service of corporate narrative that it was good for America in the face of the facts showing just the reverse for 25 years 2000-2025. Soon almost the entire manufacturing base of the US was shipped out to China, or Chinese supply bases Vietnam. Japan fell in line and became a supplier to this China Manufacturing for the World. What started out as Microsoft demolishing Apple by 1998 and Apple using this 1-2-3 punch strategy turned into first a disaster for American workers, a loss of the working class leading to the loss of the middle class backbone of America, replaced by Silicon Valley and financial interests in New York City and disproportionate rewards to capital, the rural and small towns, cities across America's heartland thrown into decay and neglect.   ...
