This report in the WSJ says the increase in Saudi production announced on June 2 will do more for Saudi Arabia diplomatically as it improves relations with the Bdien administration, and much less for oil markets. The increase of 648,000 barrels a day for both July and August is seen as a drop in the bucket. Only Saudis and UAE have spare capacity- estimated to be at 3 million barrels a day of spare capacity. The Russian oil production has already dropped by 1 million barrels a day since the start of the war in Ukraine and will drop further after the European Union oil embargo on 90% of oil supplied by Russia to the EU. Russia may even withhold supplies from the market to keep oil prices high as it is selling oil at a large discount. Russia evades western oil sanctions by selling oil using transfers out at sea and in other ways that do not reveal the source of the oil. Saudis and UAE are seeking better relations with the US to gain security guarantees after drone and other attacks by Yemeni rebels and Iran. Earlier president Biden had distanced himself from Saudi Arabia following human rights situations that led to deteriorating relations. The EU oil embargo, high oil prices that are hurting poorer countries all over the world, and the commitments by the US and other European partners to reduce fossil oil fuels production and increase renewable energy production are now added factors that the US is including in its relations with the Middle East as it seeks to balance different factors. For what a ruble buys in Russia , 2.7 times what a dollar buys in the US, Russia gets alot of bang out of its defense budget of $149 billion, about $401 billion (Purchasing power) compared to US $997 billion. Add to this Russia is now a war economy in the war with Ukraine and concentrates its forces in one theatre not four as the US spread out over Indo-Pacific, Europe and Middle East and Korean peninsula. This is the reason behind most of DJT's actions reflecting realities in defense. Shut down the Middle East theatre which is also what the American people want by moving everything in the direction of economic progress, turning down the revolutionary and sectarian ideologies that roiled Egypt of Suez, Iraq and Syria, Afghanistan and Pakistan in the 60's and dragged the world into costly insane wars. And do this with the consensus of Russia, China and India. Wind down the war in Europe- accept the Russians as a Northern European power with a settlement of the Ukraine conflict, and let Germany lead Europe's defense. Manage the relationship in the Indo-Pacific with India and South and Southwest Asian investments in economic infrastructure that will offset China's rapid growth of the last three decades by incentivizing South Asia and South western Asia parts of which were called the Middle East by the Britons and now can be rengaged in the South /Southwest Asian group of nations led by the US. This is the policy for the next 25 years to 2050 that a Russia, Germany, US, China, India consensus sees as a constructive future for the people of the world.   ...

U.S. Defense Secretary Hagel launches the "Defense innovation initiative" at a defense forum held in the Reagan Presidential Library, Nov. 2014. India's response says Amitav Ghosh is better being like the Spanish response to the Madrid bombings 11-M as it is known in Spanish, than the American response to 9/11. The American response was military buildup and the invasion of Afgahnistan and then Iraq. The Spanish response was says Ghosh was of vigilance, patience and careful police work in coordination with neighboring countries. And in the case of India the added effort to eliminate the terrorists hideouts and safe houses in cooperatation with other countries. WIth extensive experience as Chief Investment Officer from 2003 to 2012, Sauter has seen market swings and extreme volatility over a long period of a decade. For the current investment cycle and the pullback in Oct. 2014, he points to the pullback of -16% in spring 2010, and pullback of -18% in summer 2011. In the bigger picture of the chart for this period since 2010 these pullbacks look less significant. There are reasons for a pullback. The conflicts around the world bring more uncertainty for business investment, though Sauter's point about the conflict being more than any period since 1946 may be an overstatement because this includes the period of the Berlin Airlift, Iron Curtain in Eastern Europe, Korean War, Vietnam War, and the twin wars in Iraq and Afghanistan.There are problems in the eurozone economies with near contraction in Germany in the 3rd and 4th quarter. China is slowing down at the same time. The U.S. economy and lower oil prices are the bright side of the picture. Overall the comment by Christine Lagarde during the eurozone crisis in 2012 is still relevant. When asked about the situation then, she suggested adding perspective to what was happening by asking "compared to what?" referring to the situation in 2009, 2010 and 2011. Sauter says investors who remain steady are more likely to be happy some years from now that they remained that way....

Fighting escalates on the Syria- Turkey border in 2016 as U.S. Special Forces support Syrian rebels with the help of Turkish artillery to take border areas from Islamic State. Turkey was not willing to support Kurdish rebels in the fight against ISIS, leading to the shift to support Syrian rebels with the help of U.S. airstrikes. The result is a new flow of refugees to Turkey. The Turkish government created a zone on the Syrian side of the border for new refugees and called on the U.S. to create a safe zone.

William Galston in the WSJ says outright for the first time in the WSJ that the years from the last term of Clinton, through the Bush, and Obama administrations were an outright failure for the American people. He documents the losses- 5.7 million job losses in 2000-2010 as Clinton opened China's entry into the World Trade Organization without any precautions taken to prevent abuse of world trading rules after the experience with Japan. Worse no help to the displaced workers which fed into the resentment of workers. Sex scandals weakened the presidency and acted as the major distraction during the last years of Bill Clinton. Over the administrations of Bush and Obama almost the entire US manufacturing base was dismantled and shipped to China. Pharmaceutical companies were allowed to charge recklessly when Bush disallowed Medicare to negotiate prices for pharmacueticals placing additional burdens on the American people. Bush started long wars in Afghanistan and Iraq that cost the US dearly in lives and resources wasted with no vital US interests at stake as in Europe. This distracted attention from problems simmering at home. Obama continued these wars preferring to focus on reelection. The migration crisis, the neglect of infrastructure worsened during this period. The Bush deregulation of banks led to the 2009 world banking crisis that led to large layoffs worsening a bad situation from outshoring and creating a class of unemployed, and shrinking household wealth and savings. The Biden administration, the first Trump administration and now the second have started the process of revival of the US. And yet Biden, DJT are relative outsiders who came to the presidency and were not favored in the established order of the 1990-2016 period. One can say about Blair, Cameron, Boris Johnson in Britain, about Clinton, Bush, Obama in the US, and Schroeder, Merkel in Germany that the leadership was mediocre and failed the people of Europe and the people of America.     ...

The Adventures of Amir Hamza is a story much like the Odyssey but set in the Persian, Central Asia Islamic world. It was born as far back as the 9th century. It has a South Asian version since the epic is retold in different settings and has a oral tradition of being recited by dastangos who used to recite these myths and legends . Amir Hamza is supposedly the uncle of the prophet Mohammed. Its South Asian version is in the Hamzanama that was commisssioned with painted manuscripts by the Mughal emperor Akbar. It has 1400 illustrations and formed the basis of Mughal art which was a fusion of the artistic worlds of Hindu India and Islamic Persia and Central Asia. In those times the Persian speaking world extended from Tabriz to Hyderabad in south of India and the Hamza Adventures were told around campfires and in the outdoors. The Hamzanama paintings commissioned by Akbar were shown at the Sackler Gallery around the time of the Iraq invasion in the summer of 2002 and show a world long forgotten. The Saudi type of Wahhabi Islam and religious zealotry is a far cry from this more open world of art and legend and life in central, south and western Asia, of commerce, trade and ways of life intermingled and flow of people across a large region in Asia. What it may suggest is that the current wave of religious zealotry is a kind of phase that like a passing wind comes and then is dispersed, maybe its a reaction to western interventions, maybe a failed response of tradition with modernization, maybe something else, a clinging to old outmoded patterns in areas that are most left behind by change, with ethnic and other strife mixed in with it. No single or simple response to it makes sense and a lot of patience is needed. Conflict of civilizations talk and the like may simply be overdone and way oversimplified things....

The fruits of the failed "no show" Obama administration policies in the Middle East, that allowed reckless intervention by the Putin government of Russia in Syria, and failed ignominously to offer timely full moral and tactical support to the participatory democracy movement in the Middle East. The cost relatively small compared to the cost already incurred by the Bush aministration, and most of the heavy lifting to be done by the young people looking for a better life in the region. And a cost that would make much larger additional cost less needed under future administrations to correct policies of neglect by the Obama administration. A failure in terms of ideals today, and a failure seen in terms of the cost that is borne by the U.S. from a policy of neglect. It comes from failing to grasp the fact that the U.S. is a leader for much of the world, and protects in its hands- in its ideals and its best efforts to live up to these ideals- the aspirations of the vast majority of the people of the world, including hundreds of millions of people in China, India, Brazil, Mexico and the large developing regions of the world....

Decline in capital investment in 2016-2017 expected at Lukoil and Rosneft as the Russian government postponed a reduction in taxes on oil exports for 2016. Russia is dependent on oil exports for a third of its national output, and about half of its budget depends on oil revenues, a major weakness, but this is being managed carefully till oil prices recover. Russian officials say the $50 a barrel assumption for oil revenues in 2016 in the budget is optimistic. Yet Russian output decline is expected to be limited to about 3% a year from 5% for Lukoil in future years from decline in investment, because of drilling new wells and use of horizontal drilling technology on older fields. In 2015 oil output increased modestly to 10.73 barrels a day from 10.58 barrels a day in 2014. Russia's oil industry benefits from a tax system that favors the industry. The export duty on oil and the mineral extraction tax are based on price. A declining ruble which has gone from 35 to the dollar before its invasion of Ukraine in 2014 to 86 to the dollar in Jan 2016, has a favorable impact. This actually helps the industry because workers and oil equipment suppliers in Russia are paid in rubles, and oil revenues are earned in dollars. As a result new technologies such as horizontal drilling now make up one third of oil supplies from 11% in 2010. Chinese suppliers also provide new technology drilling equipment, as China is not part of the sanctions. Gazprom Neft's CEO Dyukov says it can make a profit at oil price of $15 a barrel. Because of the tax system after tax revenues are stable at the oil companies in Russia, even as government tax revenue declines. All this points to resilience in the short run for the Russian oil industry. The decline in the value of the ruble is seen as an opportunity to shift away from an overdependence on imports during the period of high oil prices. Alexei Kudrin, former Russsian finance minister, sees growth returning for the Russian economy in 2017. This may actually be good news for the struggling economies of U.S., Europe, India, China, and other countries which would be boosted by low oil prices sustained over a longer period- something made possible by competition between big oil producing countries Russia, Saudi Arabia, Iraq and Iran, and the profitability of oil production at prices below $30 to $20 a barrel....
