The fruits of the failed "no show" Obama administration policies in the Middle East, that allowed reckless intervention by the Putin government of Russia in Syria, and failed ignominously to offer timely full moral and tactical support to the participatory democracy movement in the Middle East. The cost relatively small compared to the cost already incurred by the Bush aministration, and most of the heavy lifting to be done by the young people looking for a better life in the region. And a cost that would make much larger additional cost less needed under future administrations to correct policies of neglect by the Obama administration. A failure in terms of ideals today, and a failure seen in terms of the cost that is borne by the U.S. from a policy of neglect. It comes from failing to grasp the fact that the U.S. is a leader for much of the world, and protects in its hands- in its ideals and its best efforts to live up to these ideals- the aspirations of the vast majority of the people of the world, including hundreds of millions of people in China, India, Brazil, Mexico and the large developing regions of the world....

Peugeot-Citroen Europe's largest car maker after VW is seeingdeclining profitability as sales increases it expected in 2002 did not happen and its running plants well below capacity. Now the company is planning to increase sales by going into developing country markets- Russia, China, India, so on and will design and build small cars for these markets. It sell about 1.7 million cars outside Europe about half its sales of 3.37 million vehicles. Its hoping to add another 400,000 in vehicle sales by 2010. Its also planning to shorten the life of its models to 3 years i 2010 from 4 1/2 in 2006, and introduce 29 new models in the next 3 years to 2010, hoping to generate 300,000 additional car sales by 2010. About 53 ne models or variants of existing model are to be launched in the next 3 years worldwide to 2010. This plus cost reductions in purchasing, logistics, fixed and development costs, capacity utilization improvements, and headcount are planned to improve operating margins to 5.5% from 2.7% in first half 2007. In the emissions area Peugeot-Citroen wants to be a world leader in environmentally friendly vehicles. It will reduce CO2 emissions by having stop-start systems on all cars, and launch vehicles with hybrid diesel engines. ...

Prices can top $100 a barrel, some reasons why this is possible including depleted old field and lower production relative to demand. Important article by King and Chazan because of the experts from Aramco, IEA, and Schlumberger being all pretty much aligned in their view and reasoning that not much is happening in the way of oil exploration and production is happening to meet the extra demand from India, China and deveoping countries. Aramco expert cites older depleted oil fields with a 15 year production plateau, Saddad Al- Husseini estimates that price will go up by $12 for every million barrels a day in additional demand. Nobuo Tanaka the new executive director IEA thinks supply will not keep up with demand because many oilresource rich countries are not bringing in outside investors, and also because he is not sure there will be enough investment, skilled workers and technology to to get the oil out in a timely manner. Note there have been constraints in engineering and manpower shortages. And Andrew Gould CEO of Schlumberger says that 70% of the oil fields are over 30 years old, amd just in the last four years from 2003 the demand has increased by the production thats generated from North Sea and Mexico....

Wages are lower and Vietnam has a youg labor pool with a focus on math and science in the universities. A less mentioned and major problem is the low productivity in agriculture, and he points to Japan, Taiwan, and S. With lower oil prices in 2015 and long term trend for lower prices the outlook has improved for controlling inflation. The Indonesian currency, the Rupiah, has declined by 13% in 2013- by Sept. 3. It reached a level of 11,050 rupiah for one dollar on Sept 3. Economic growth has declined to 6% for the second quarter of 2013. The depreciation of the rupiah is likely to increase inflation significantly and affect the consumer spending boom in Indonesia. Indonesia had a $2.3 billion trade deficit in July 2013 after a continuing surge in imports. This will affect car prices and prices of international brands popular in the country. Russia's exports to the USA only 3% of total exports, 21% to China, 19% to India, and 16% to Brazil. But does this suggest the Russian economy is insulated It exports natural gas to Germany, its largest trading partner. Are oil exports from Russia to the US so insignificant that they constute only 3% of total exports? This needs to be verified. Russia built the $478 billion reserves based on oil exports. If prices drop this will affect future increases in these reserves and affect foreign investment in the Russian economy, investment it badly needs to modernize. Russia is less affected relative o other countries, but its stock markets dropped 20% after the global markets reacted in cascading effect in January 2008. There is some insulation but not really that much and the case is overstated. Russia is starting out with a smaller manufacturing economy. It badly needs to build this up and the effects of a global slowdown will mean reduced investment than would otherwise occur.

As India's growth rate improves, one weak area is agriculture which is growing at about 3% a year, and contributes only 13.7% to GDP. Of huge significance is that about 600 million people depend on agriculture. Lagging development in this area leaves the nation backward as a whole. Farming practices are still backward and have not changed significantly. Agricultural markets, infrastructure, is still backward and needs improvement. Decline in the size of plots since 1970 from about 6 acres to about 3 acres today, and low productivity on farms is a problem. Farmers fear being pushed off the land and politicians look to the rural vote to preserve the status quo. Poor monsoon rains can increase problems for farmers as three fifths of farmland is still without irrigation. Agricultural markets are fragmented, so that apples from Himachal Pradesh in the north are not easily shipped to Karnataka in the south, and coconuts in the south not easily shipped to the north. State marketing boards in India called Agricultural Produce Marketing Committees (APMC's) control trade in fruit and vegetables. There are about 3000 fragmented agricultural markets in India, and markets can be fragmented within states. Laws from the 1950's to prevent hoarding are still on the books reducing incentives to invest in cold storage and warehouses, a significant problem in India leading to much waste and rotting of agricultural products. This hurts farmers because it leads to cuts in price. The distribution chain also hurts farmers with middlemen and commissioning agents taking as much as 6% in commission compared to the international level of about 0.5%. This review of the state of agriculture by the Economist says that 25 years after the first reforms opening up India's economy in 1990, agriculture as one area which touches the life of about half the population has not seen much change....

Ford Motor opened its new plant in Chongqing, China. It was approved in 2009 and is operated in a joint venture with Chongqing Changan Automobile Company and Japan's Mazda Motor. It has annual capacity of 150,000 cars and will manufacture the redesigned Ford Focus. Ford says this will be part of 15 new models in China by 2015. Further expansion is expected to be slower from now on, because China's policy is shifting towards consoldating its manufacturing base for automobiles- which experienced hyper level growth in the last decade- and not adding new capacity. Ford made a late entry in the Chinese market compared to GM. It sold 519,300 vehicles in China in 2011, compared to GM's 2.55 million vehicles. The change in China's policy may mean Ford has less opportunity to catch up with VW, GM and Toyota in China.
