This report in the WSJ points out that president Trump's planned withdrawal from Afghanistan to reduce the number of the 14000 troops there by half is an attempt by Mr. Trump to bring the number below the 8400 troops there that president Obama left there at the end of this term. In this way president Trump could show that he has not increased the presence there as he prepares for reelection, for a war that is not popular, and which Mr. Trump sees as a waste of national treasure. The U.S. had at one time 100,000 troops there. But at no time was the U.S. close to ending the war or the insurgency. Since 2014, 45,000 Afghan forces were killed in the war.

India declared a day of national mourning, showing how far Abe had carried Japan's relationship with India and the number of visits he made to India. ...

Pictures of Sheikh Sabah of Kuwait in peacekeeping roles as a diplomat for the Gulf region including Iran, Saudi Arabia, and Gulf states. He passed away at the age of 91. The pictures include one with British prime minister Alec Douglas of Britain in 1964 three years after gaining independence from Britain in 1961. With the renewed effort for peace in the Gulf region his role is better appreciated not only as an ally of the U.S. but also as a diplomat keeping good relations for the Gulf states and neighbors. He was foreign minister since the sixties and ruler since 2006. He was one of an older group of leaders in the region who operated with a slow ruling style but sought consensus. During the divisions in the Gulf Cooperation Council with Qatar splitting from the rest in 2016, Sabah was active in keeping the Gulf states together. When he was born in 1929 oil had not been discovered in Kuwait and the area the size of New Jersey was run by his father as part of a dynasty that ruled for 3 centuries. Britain recorded the most deaths in Europe. Brazil and Russia have over 10,000 cases of coronavirus each, and the U.S. records cases close to that in the peak in April. Cases were up worldwide for May 6 to 92,000 with a quarter of these cases or about 24,000 in the U.S. The jump in cases takes the total to 3.77 million with a third of them in the U.S., according to John Hopkins database. Russia and Brazil had a slow start but are now registering large numbers of cases showing that India and other countries with limited testing could face the same situation. Russia has ramped up testing, and so have the U.S. and the UK. Moscow's mayor Sergei Sobyanin says for example that about 300,000 of the 12 million people in Moscow have the virus based on sampling surveys, more than 3 times the confirmed cases. Restrictions remain in place in Moscow beyond May 11.  Countries that were hit earlier by the virus such as Spain and France are reopening gradually after May 11. France will use red and green zones to handle restrictions so that the restrictions are customized to each place in the country. ...

This report in the Times says there are divisions in 10 Downing Street, between Mark Sedwill, the top civil servant, and the prime minister, Boris Johnson on implementation of a coronavirus plan, Mr. Sunak the finance minister and Mr. Johnson on reopening of the economy and the spending plans. There are also frustrations among Tory MP's, women, and ministers, who are left out of the centralized decision making where only a few people around Mr. Johnson- Gove, Hancock, Sedwill, Sunak, Cummings - know what is going on.  Mr. Johnson has not rested well says the Times and Mr. Sedwill also had the virus it is reported. Mr. Hancock is not trusted by Tory MP's to execute the plan correctly for testing, tracing and isolation of clusters, crucial to controlling the pandemic and restoring confidence in the economy. Mr. Johnson also face the prospect of an inquiry into nursing homes- he responded to Keir Starmer of the Labor party in parliament that he"bitterly regrets" what happened there. More money is being poured to control this. There is a sentiment of acceptance that Brexit talks are going nowhere and Britain simply walks out with no deal.   ...

Germany has 60.4 million people who can vote in the upcoming September 26 parliamentary elections. Of this more than half are over age 50 years. This is part of a demographic change in Germany with falling population, more deaths than births in the country. As a result German voting population is getting older and smaller, 1.3 million smaller this time than in the last election. In 1987 23% of voters were under age 30 years, in 2021 this is down to 15%. For older voters in 1987 26% of voters were over age 60 years, in 2021 this is up to 38%. Older voters also have higher turnout of about 81% compared to voters age 21 to 24 years at 67% turnout. Older voters had a strong party affiliation early in their life says one polling expert for Infratest. Older voters tend to vote mostly for SPD or CDU the two main parties. The far right and far left parties have support in East Germany's 12.5 million population out of 82.5 million in Germany. CDU gets its vote from workers with higher than median income, and SPD from voters at the median income. Greens are supported by higher income groups.   ...

Vice admiral Henrique Gouveia de Melo, is a former submarine commander who has instilled confidence in Portugal's vaccination drive. The drive had a faltering start in January 2021. Gouveia has reminded Portuguese people of the vaccine campaigns that came before- against measles, polio and other deadly diseases. Public memories of these campaigns including the first national vaccination plan in 1965 have helped take the fully vaccinated percentage to 83%, highest in the European Union. Israel and UK are at 61% and 66% fully vaccinated after starting much earlier.  Spain is also close to Portugal in fully vaccinated people. In Portugal the focus remained on protecting people, and vaccine skeptics played a very small role. Portugal used large scale vaccination centers in sports facilities with the help of the military and municipalities.  Gouveia brought with him a team of 30 military strategists, mathematicians and doctors to work with health ministry officials to coordinate a network of 300 vaccination centers, mostly in municipal sports stadiums, with 5000 doctors, nurses and volunteers. 154,000 jabs were given daily. This article gives some simple answers to questions about how the NHS test and Trace system setup by Baroness Harding could go so wrong. It was setup as a separate agency and ignored some of the vital information of how contact tracing should be done close to local area coming out of Germany. This information was available early and was also on the Lyrarc site, as Germany had effective contact tracing as early as March-April. First Britain wasted time waiting for some brilliant App to do the work. The when this was going nowhere the NHS Test and Trace was setup but ignored the need for this to be done locally and followed up with personal visits to the homes of those needing to be visited to isolate. Most important- the local knowledge and the persons doing the calling having human skills to get people to cooperate and feel reassured. Less important or not at all- sophisticated equipment, a simple desktop, national database to which data is connected and sourced and a desk, a skilled motivated local person the key. Germany resorted to using the underutilized state or local employees who were diverted to these tasks but extraordinarily effective.  ...

William Hurt plays Treasury secretary Hank Paulson in the HBO movie "Too Big to Fail," on the financial crisis of 2008. The approach HBO producers took to get the details of the story right included having actors talk to the real life figures like Hank Paulson. Hurt did a lot of questioning. Paulson was aware that his legacy would be shaped by how this story was told. Hurt came out of the discussions, including a three day visit to Paulson's home on a coastal Georgia island, saying that he did not feel manipulated. Hurt would continue to look at Paulson's actions from his own notions of value.

AT&T had 4.3 million iPhone activations in the first quarter of 2012, down 43% from the prior quarter. Of the most valuable subscribers who signed up for 2 years AT&T showed 187,000 additions. All but 7000 of these were in tablets. . This indicates that the smartphone market in the U.S. is being saturated. AT&T used the iPhone introduction in 2007 as a way to take subscribers from Verizon and Sprint. That advantage is now fading.

Microsoft will make a $300 million investment in Barnes & Noble's Nook digital book and college text unit. Microsoft will get a 17.6% stake in a new subsidiary for thsi business that values it at $1.7 billion. A Nook app will be included for Windows 8. The investment is useful for Barnes & Noble as it had to invest aggressively in its digital book business, leading to a loss before interest, taxes and depreciation of $94 million for fiscal third quarter.

Public sector layoffs in Spain in 2012-2013 under the governments deficit reduction plan- as mandated under fiscal compact rules agreed to in the December 2012 eurozone meetings- will worsen Spain's severe unemployment rate of 25%. These public sector layoffs are only now taking place. Upto now local governments had helped offset rising layoffs in the private sector by preserving employment. The result will be a further increase in unemployment in Spain, creating a crisis of large proportions.

Sheila Bair, chairwoman of the the FDIC, says the banking industry is showing "continuing signs of improvement, and the process of repairing bank balance sheets is well along, but not yet complete." The bank failures are easing and the FDIC insurance fund which had a negative balance of $7.4 billion at the end of 2010, now has a negative balance of $1 billion. It should turn positive by July 2011 when Bair's five year term ends.

The 28 year old pilot Andreas Lubitz of Lufthansa Germanwings Flight 9525 was being treated for depression at Dusseldorf University Hospital at the time of the flight. Several torn up doctors notes found in his apartment by investigators, including for the day of the flight by his neuropsychologist, show he did not disclose his condition to his employer. Prosecutors say he had intended to "destroy the aircraft" when he flew the plane into France's southern Alps.

Losses and layoff at Qantas Airways as it faces increasing competition. On domestic routes price competition from Virgin Australia has reduced prices by 20% for business class compared to 2003 adjusted for inflation, according to Australia's Bureau of Infrastructure, Transport and Regional Economics. The mining boom had provided Qantas with higher margins in domestic flights to distant locations within Australia. Qantas also faces competition from Etihad Airways, Singapore Airlines and Air New Zealand, all airlines with state backing.

He is the Republican candidate for Governor of North Carolina and Republican Senator Tillis of North Carolina sees him as taking extreme positions that are counterproductive. Josh Stein the Attorney General is the Democrat opposing him. North Carolina had a popular two term Democratic Governor Roy Cooper and this state is closely watched. Cooper concentrated on roads, bridges, infrastructure, public services. Other governors in Michigan and Kentucky have the same focus. Culture wars are a wasteful and unnecessary distraction from the real work in rebuilding manufacturing, and rebuilding infrastructure facing America that are in the Biden plan.

Drew Western, a professor of psychology at Emory University, asks the question about Obama that is on many people's minds- who is this man who wrote the book "Dreams of My Father." And what happened to him? It is as if he is asking did they conjure up something that didn't exist, was there really too little about the man in a book written when the young Obama was still in law school- about his experience growing up between two races, except a remarkable effort to grapple with that experience. It would say little about the man himself, the choices he would make, the decisions he would face as he entered his thirties, and forties, a period that provides the crucible and the formative experiences in the development of character. It is as if readers had appended their own chapter at the end of the book and conjured up many things that really did not exist. And which would serve as a kind of Rorschach test experience where readers were free to read into the picture whatever they wished to see- and something Obama could use to be all things to all people. Drew Western draws from his knowledge of psychology and his direct or virtual conversations with about 50,000 people to reflect and make some hypotheses about what has happened to Obama, or what Obama was always about. He starts by pointing out what was missing in the inauguration speech and has been missing ever since- a clear sense of narrative and a vision, a story about what had happened and how it could be made different in the midst of the global financial crisis of 2008-2009. Western provides several hypotheses for what has happened. Obama simply lacks the experience to handle the presidency -having been merely a community activist and not run a city, a state or a business, and had accomplished little before becoming president, and had an unremarkable career as a law professor having published nothing during his 12 years at the University of Chicago except an autobiography. And remarkably says Western voted 130 times in the Senate as "present" instead of "yea" or "nay," suggesting a tendency not to take a stand on difficult issues. The auto fuel efficiency standards issue may be the singular exception. The challenges of a presidency are much larger, and the challenges in 2009 were even greater. Obama could not measure upto the task. A related hypothesis is that given the lack of experience and the inability to make the narrative because of an unresolved identity, Obama is willing to do whatever it takes to dial for dollars and get re-elected. ...

A 2004 rule made under SEC Chairman Donaldson and requested by the investment banks one of which Goldman Sachs was headed by Paulson changed the whole playing field and created the dangerous situation of huge leveraging that has led to the collapse of some of these banks. Older regulations limited the amount of debt that these investment banks could take on. With the new rule billions of dollars held in reserve as a cushion against losses could now be used by these banks to invest in mortgage securities and credit derivatives, a form of insurance for bond holders. Others on the SEC who supported it included Goldschmid, an authority on securites law at Columbia who asked relevant questions but relied on the assurance of Annette Nazareth, head of market regulation that under the new rules the investment banks would also be restricted by the commission from risky activity, that under the new rule the SEC would be able to look into the books of the parent companies and subsidiaries of the investment banks. But no detailed and strict oversight methods were laid out, and instead these banks were allowed to go out on their own without any restrictions. The riskiness of investments would be measured by the computer models and brains not of the SEC but of the investment banks themselves. And these banks went on a leveraging binge with 33 to 1 for Bear Stearns which collapsed in 2008. One lone dissenter was a person who wrote the computer models to determine the riskiness of investments which were used by the banks, was at the University of Chicago, and was a risk management expert. He cautioned in a letter that these computer models had failed in the 1997 LTCM collapse and could not be relied on as environments change. At the SEC oversight was handled by 7 people and this was to oversee some $4 trillion in assets, hopelessly understaffed, and most of them believing that the investment banks would self police themselves as they were ideologically believers in deregulation. So no inspections were done for an year and half upto August 2008 even when there were clear signals of trouble according to an Inspector General's report. This group had no director since March 2007. Soon after the rule Donaldson the SEC chairman left and a Congressman from a conservative district in California became Chairman, Christopher Cox. He favored deregulation and may not have even been aware that the 2004 rule had created a new and dangerous environment, so he followed his instincts and even dismantled a risk management unit Donaldson had established. Which is why McCain has called for his firing....
