Russian president Putin told the St. Petersburg Economic Forum that central bank policies will continue inflation targeting. Putin's economic aide Ms. Elvira Nabiullina will become the new head of the central bank in July 2013. David Lipton, deputy head of the IMF told the forum the IMF assessment is that there is no slack in the Russian economy. Putin announced $13.6 billion in infrastructure investment for rail and road links, and liberalization of gas export rules, and improvements in the judicial system.

The NYT cautions against possible further watering down of the climate change bill as it goes to the Senate after clearing the House. Only 45 yes votes can probably be counted on, and 23 fence sitters. Among the watering down provisions is one that postpones asystematic accounting of carbon emissions from corn ethanol, at the urging of the farm lobby. A mandatory tarifff on imports from countries that do not adopt comparable systems for controlling emissions. The bill aims for a17% reduction in carbon emissions from 2005 levels by 2020 and 80% reduction by 2050. It also provides money for developing more energy efficient vehicles and buildings.

This Washington Post editorial says the Obama administration is complicit in the military attack on Morsi protester camps and civilians in Cairo on August 14, 2013, because of its failure to follow through on its warning that U.S. aid would be cut of in the event of the military taking a leading role in the overthrow of an elected government. U.S. legislation requires this action. By failing to call it a military takeover and by the administration's failure to strongly condemn the massive violation of human rights in the military attack on protesters and civilians, the Post says the Obama administration becomes complicit in the action. It sees this as self-defeating for the U.S., and unconscionable.

Housing construction makes up a fourth of China's economy. Chinese government is leery of the huge buildup of debt at housing developer companies in China. Banks are involved with their loans to housing developer companies. Some of these bank loans are nonperforming and this percentage of bad debt is growing. It was always a sense of someday this would stop working. That someday may be today. Efforts are being made to tighten controls on these companies and their way of doing business- raising cash from presold apartments from millions of householders who have accumulated their savings for a speculative investment in a second or third apartment or fulfilling a dream of first home ownership. For two decades it worked as the Chinese economy with the aid of US and European Union transfer of technology and capital grew rapidly. With the US and European Union changing policies and building new supply chains in the competition with China, and China entering the period of a mature economy with less room for growth as Japan did in the 1990's, this buildup of debt  has ominous overtones. Chinese government is making an effort to regulate the housing sector to reduce any potential damage to the economy. The result could be a repeat of the way the Japanese economy after growing rapidly in the period 1960 -1985 slowed rapidly after 1987. ...

Ines Pohl of DW.com reflects on the U.S. Republican National Convention in Cleveland, Ohio. It turns out he says to be a sort of Trump Festival, with the candidate and his family everywhere, not much discussion of the platform or policy issues- he says it offered the world a spectacle never seen at such a convention- 15,000 journalists from all over the world covering 2500 delegates, all the delegates mere onlookers at this entertainment extravaganza. John McCain, Mitt Romney, former presidential candidates not present, and president Bush and family not present, all staying away because of derogatory remarks. Not the kind of display of unity to bring together different segments of the party. The lone dissenter at the convention turned out to be rival Ted Cruz who made a speech without supporting Trump, and is booed off the stage. Cruz won in some important primaries including Texas, Oklahoma, and in votes cast on voting day in Louisiana, in addition to Wisconsin, appealing to evangelical voters in a section of the South, and in western states such as Nebraska and Idaho, typical Republican territory. Ohio's John Kasich is called "petulant" by campaign manager, and stays away- Kasich won in his home state of Ohio, a state president George Bush needed to win over Kerry, especially with its evangelical voters. Pohl adds humor in his coverage by referring to the traitors Bush, Kasich and especially Cruz, who are dispensed with, as the Republican delegates rally behind Trump on the last day of the convention.  ...

Under a deal made between Partido Popular of prime minister Mariano Rajoy and the Ciudadanos party in Spain, the ruling party agreed to back measures to tackle corruption and ensure an independent judiciary. Public officials being investigated for corruption will be suspended from office. Selection will be done by members of the judiciary for 12 of the 20 board members previously elected by parliament that appoints judges and prosecutors. Wage subsidies are introduced for low income families and cuts in public spending for health and education are restored under the agreement,  which includes a program of 150 measures. The combined vote of the two parties get it to 169- 137 for the Partido Popular and 32 for Ciudadanos- and with the aid of a Canary Islands party to 170. The Ciudadanos party will not participate in the Partido Popular government but will vote in its favor. This is still short of the 176 votes needed in the 350 seat parliament. Rajoy could have a second term only if the Socialist party allows some members to abstain. As this is uncertain Spain faces the prospect of an election in December 2016. ...

The growth of Dhaka and the social and economic change from 5 million garment workers, mostly women and rural could lead to social and cultural change that may be underestimated, says DW.com, providing the view from Germany. DW.com also warns that there are risks for Bangladesh in relying on remittances from Gulf countries, and in not diversifying so that it is not dependent on textile exports alone. Plans are to raise 11-13 billion euros through bond issuance in 2014 to build up cash reserves and prefund needs for 2015. Refinancing needs are about 10 billion euros annually according to Moody's. Baradei, Morsi, and the moderates are seen as complicit in letting the military take advantage of the split in the political parties through their failure to reach a compromise on constitutional and other issues. NYT calls it a foreign policy disaster for the U.S. and a tragedy for Egypt to return to military rule. U.S. president Obama is seen as having shown lack of leadership for both Egypt and Syria. The likely conclusion being that the low key approach has failed and the opportunity for a more peaceful Middle East focussed on improving the living conditions of the people in the region has been lost through inaction.

The Dutch model for counterinsurgency which intertwines the civilian efforts with aid workers working inside the military, and military work focussing on security for the people so that economic development projects can go on, is an inspiration for the US effort. It has also reduced casualties for the Dutch. Only 19 deaths have occurred for the Dutch for 2000 personnel employed since they deployed in Uruzgan province in March 2006, where 350,000 Afghans live, according to icasualties.org. Dutch soldiers are ingrained in their training for this mission that their main work in Afghainstan will be economic development. The aid workers work closely with the soldiers and the commander Col. Gert-Jan Koolj says over time the focus has been on pure development. In fact diplomats from the Dutch foreigh ministry help to command the Dutch team in Uruzgan. One problem Clinton is facing is the shortage of civilian personnel to work in provincial reconstruction teams. About 500-600 more civilians are needed to complement the additional 21,000 troops that are to be added in 2009. ...

For the last decade China was seen as a currency manipulator as it kept the value of its currency lower to increase imports. With the large changes in China's economic situation in 2015-2016 China may face a situation similiar to Japan with deflationary trends. China faces political pressures in 2016 with the U.S. presidential election in 2016 to not intervene with the currency. The goal of making the yuan a global currency adds to these pressures. Other factors are the need to service debt in dollars of Chinese property companies.

The Dodd-Frank financial overhaul bill passed in July 2010 has a requirement that issuers of mortgage securities hold onto 5% of the risk of mortgages packaged into securities. Regulators were required to to write the rules for certain exempted loans called "qualified residential mortgages" for which the rules do not apply. Kenneth Rosen of the University of California, Berkeley, says the requirement aims at avoiding the catastrophic risk-taking epidemic that caused the financial crisis of 2008. Federal regulators have till December 2010 to write the new rules. But financial trade groups and firms are already pressing their views on what they would like to see exempted from this crucial 5% requirement.

The Economist makes an important point about the violence, poverty and terrorism in failing states. The failure of civil institutions and civil wars in Africa, have led to complete breakdown. The Biden administration has announced a 100 day review of strategic vulnerabilities in America's supply chain. President Biden has said he supports funding of incentives for production in the US, to become independent of China and Taiwan. From 1990 onwards chip production in the US went from 37% to about 12% today. It will now go back up. Biden's National Security Adviser noted in an article in Foreign Policy that advancing industrial policy like Japan and France once considered out of tune is now essential, "something close to obvious."  At one point in the post war period America's most advanced jet engines were made in West Berlin, surrounded by the army of Russia and its ally the GDR. There is new realization that dependence on Taiwan which makes 22% of semiconductors worldwide and 50% of advanced designs cannot go on the way it is exposing a critical vulnerability for American industry. A 40% tax credit for the cost of new semiconductor fabrication plants and other incentives are now supported in the Biden administration. The whole idea is to turn this around quickly where US no longer depends on uncertain supplies from overseas. Four critical areas of strategic vulnerability will be reviewed- pharmaceuticals, semiconductors, batteries, and strategic materials. ...

The Trump campaign still operates on the basis of the idea "Let Trump be Trump." It is only now beginning the effort to set up a campaign organization for the primaries in Iowa and New Hampshire, intending to do this with with lean structure at the top. On policy proposals Trump says he will rely on experts in each field. For a tax plan he has asked advisors to come up with a plan that simplifies and cuts taxes, aids the middle class, tackles abuses such as corporate "inversions" and to "tax the paper pushing hedge-fund guys." Jeb Bush has adopted a similiar position in the tax plan he has announced. Trump appeals to voters with anti-establishment rhetoric appealing to the average voter, mixed with a dose of individual bravado. The political organization has Corey Lewandowski as campaign manager, Michael Glassner as national political director, Daniel Scavino as head of social media, and Hope Hicks as press secretary. Lewandowski's only experience is heading the 2002 re-election effort for Republican Bob Smith to the U.S. Senate from New Hampshire, in which John Sununu was elected. The campaign lacks the experience and ground support for a long effort in the Republican primaries, and experts say it would face a vigorous television ad campaign from opponents as the primaries get closer....
