U.S. Defense Secretary Panetta says the U.S. will hand over provinces to Afghan government forces and complete the transition to a training role in 2013. This is part of the withdrawal of NATO forces and comes after France's president Sarkozy proposed reducing France's committment in Afghanistan. Panetta said he would tell NATO partners- "We all went in together and we will go out together." This also fits in with the changing picture in the region, poor relations with Pakistan, sentiment in the U.S. and Europe focussed on the economic crisis, and direct talks with the Taliban for a post-NATO settlement of the conflict.

The move by George Osborne, and the new British government, to eliminate a structural deficit by 2015- the difference between what the government takes in and its spending which is increasing- with large spending cuts and new taxes, was announced with the new budget. It will in total by 2015 amount to about 8% of GDP, and is the largest effort to reverse increases in public spending since the days of Margaret Thatcher. After a decade of Labor governments public spending now adds up to about 50% of the economy. About 77% of the effort to cut the deficit comes from spending cuts, the rest from taxes.

France's CFDT trade union says both Sarkozy and Hollande have shown agreement with a plan for workers to show flexibility in wages and benefits in return for preserving jobs. This comes at a time when France's trade deficit is widening. It was 69.6 billon euros in 2011. Hourly labor costs in France are 34.20 euros, 14% higher than in Germany, where similiar wage restraint was shown by the unions during the last decade to reduce high unemployment. It is 20% higher than the euro-zone average, according to Eurostat. Now France is looking to adopt some aspects of the German model to improve competitiveness and reduce unemployment.

President Obama said that the U.S. did not trust anyone, especially knowing where he was located. Abbottabad is 40 miles from Islamabad, and the location of a Pakistani military academy. Obama's statement that no intelligence was shared with the Pakistanis makes sense till the next question that comes up immediately.That question is how American helicopters took off close to the Osama compound- in an area with a large military presence- without the Pakistani military knowing.

U.S. Defense Secretary Hagel launches the "Defense innovation initiative" at a defense forum held in the Reagan Presidential Library, Nov. 2014. The purpose is to get universities, government and the private sector to work together to put the U.S. ahead of its adversaries in its technological capabilities, similiar to the "New Looks" program in the Eisenhower years. Novartis bought form Nestle SA a 25% stake in Alcon for $11 billion with an option to buy Nestles's remaining 52% holding in 2010 and combine its eye care operations with Alcon's. But there is uncertainty about how this will work out and at what price Nestle will sell as share price of Alcon has dropped. This leaves Novartis in a bind when it comes to other acquisitions as it has to raise and set aside capital to complete the Alcon acquisition. Novartis raised $5.5 billion in debt in February 2009, and $2.2 billion in a bond sale in June, and will raise more capital.

Brandon Johnson not just won the mayoral election in Chicago but also showed that putting the community effort forward to continue fighting crime, distancing oneself from extreme positions such as unfunding police, and energizing the community through a grassroots campaign works. When people can see and feel the candidate and that he cares for them, is grappling with the problems, it is possible to come from behind, for an unknown candidate like Johnson to win. Julie Bosman talks to people in Chicago to show how this was done. Mr. Johnson, a public school union leader won over a well known Democrat Mr. Vallas who fought the election on tougher action to fight crime, winning 51% to 49%. Mr. Johnson carried wards with black majority population by over 80%. Johnson pitched voters on a public safety plan that went beyond policing while supporting police yet getting the community involved. Johnson also did well in white neighborhoods along the lake and in the northwest Hispanic neighborhoods of Chicago. Bernie Sanders was out campaigning with Johnson in the final days of the campaign. And Representative Jesse Garcia also supported Johnson in the Hispanic neighborhoods. Mr. Quezada, a Cook County Commissioner for the northwest side says people just felt- "we want to be invested in, we don't want to just be punished."  ...

On March 20, reports show that the testing facilities in states in the U.S. have had to set priorities on who gets tested first. High risk areas identified by authorites come first. For this reason Corlado health authorites moved a test centrer in Denver to Telluride a ski community that has been hard hit. In Minnesota health department commissioner identified priorities and limited testing to health care workers, inpatients at hospitals and people in group living facilities. A backlog means tests can take 5 days in Colorado, and Colorado has capacity for 250 tests a day (March 20). Testing was centred first by the U.S. government at the Centre for Disease Control. On reconsideration the state and local authorites, private companies, were allowed to conduct the tests, to speed things up. But local areas in many cases lack supplies or enough test kits and protective gear that is needed. This WSJ report says that the Trump administration is also shifting their strategy to social distancing to contain the outbreak. The federal government says it is aware of shortages in chemicals used in the tests. New York City officials say they have testing capacity for 5000 people per day, and New York State Governor Cuomo says the state can test 6000 people per day. (March 20). ...

Krauthammer says President Obama has failed to come out openly in support of the Bowles-Simpson commission's recommendations on deficit reduction. The recommendations were made in December 2011. The President's February 2011 budget did not take up these recommendations. He gets a sense that there is too much electioneering in the Obama posture on deficit reduction- being in the best position for the 2012 presidential election rather than a sincere effort. He suggests the Republicans pursue a short term debt ceiling hike of $500 billion containing $500 billion in budget cuts by passing this in the House. And couple this with a call to follow the Simpson-Bowles recommendations which, in one option, cut $1.1 trillion of deductions, credits and loopholes while lowering tax rates across the board to a top rate of 23%. This would give enough time to come up with a thoughtful and open effort with public scrutiny, and is preferable to the current closed door negotiations without the deliberations necessary for decisions of such far reaching consequences. Failing this there is the McConnell Plan B. Boles- Simpson focussed on tax expenditures as a key part of their plan. Martin Feldstein and other experts also point to limiting or eliminating "tax expenditures" (the deductions and loopholes that reduce revenues) as a key part of the solution to the U.S. deficit problem....

Speaking at the Economc Club of Indiana, U.S. Federal Reserve chairman Bernanke, says responsibility for fiscal policy lies fully on Congress and the administration. Monetary easing through QE I,II and III, which reduces the borrowing costs of the U.S. government by keeping interest rates low, cannot be seen as taking pressure off Congress and the administration, as critics claim. He countered criticism by saying: "Suppose notwithstanding our legal mandate, the Federal Reserve were to raise interest rates for the purpose of making it more expensive for the government to borrow. Such an action would substantially increase the deficit, not only because of higher interest rates, but also because the weaker recovery that would result from premature monetary tightening would further widen the gap between spening and revenues." Lawmakers would be no more inclined to come up with a program to reduce the deficit in this situation argues Bernanke. This statement of Bernake only reaffirms that low interest rates are an important goal here in the U.S.,- just as they are for France and other countries in Europe that are faced with tackling large debt and deficits- and are part of the overall solution for the government to manage its finances....

The close alliance between the CDU and the CSU in Bavaria appears to be unraveling. The immigrants at German borders have dwindled down a trickle, about 11,000 immigrants today compared to the wave of immigrants entering Germany in 2015. The CSU's prime minister in Bavaria Mr. Soder and the Federal Interior minister from the CSU Mr. Seehofer, blame the conflict between the two parties on the 2015 decision by Merkel on immigration. The German ARD broadcaster shows 62% of Germans favor stronger action on immigration. The pressure on the CSU comes from the gains by the anti-immigration party AfD in recent national elections. The CSU hopes that by shifting its own position on immigration to a standoff with the CDU and Merkel's position it can hold off the Afd in the elections in Bavaria in October 2018. The pressure on Merkel comes from members in the CDU and from the SPD leadership, which have accomodated some of the criticism of open immigration to reduce the immigrants at German borders, yet now see the need to meet any challenges to Merkel's authority. This is why the head of the SPD, Ms. Nahles called Mr. Soder's push for a confrontation on the immigration issue as acting "like a bonzai Trump." The CDU party leaders in Bavaria call for a "axis of the willing" joining leaders of the governments in Austria and Hungary. and the newly elected government in Italy to impose immediate controls on immigration at the borders. Merkel says she is open to different points of view within the CDU-CSU alliance, but action should be based on keeping the European Union together, and be taken after EU meetings in Brussels. Will this result in a fall of the government? Angela Merkel has adapted to the changing situation on immigration leading to the small trickle in new immigrants at German borders today. Even if the AfD anti immigration party joins the CSU the percentage of the vote for the AfD is mainly in the eastern part of Germany, and CSU in Bavaria, with 12.6% voting AfD in 2017 elections, and about 7% voting CSU mainly in Bavaria. This compares with the Left at 8.9%, Greens at 9.2%, and SPD at 20.5% for a combined 38.6% of the vote that favor Merkel's new coalition policies. This combined with the 25% of the vote gained by Merkel's CSU party gives it about 64% of the vote and about 489 seats in the 709 seat German parliament. A test of Merkel's authority is not likely to be sustained. By making this a pro-European position Merkel has shifted the issue from one of immigration which is now minimal and one on which Merkel has adapted her policies to a stand on Germany as leader with France of the European Union. At this particularly sensitive time when Germany and France are negotiating with the U.S. on trade and Britain on Brexit, German public opinion is likely to consider the impact of new elections and more uncertainty as not good for Germany. With the SPD, Left, Greens and CSU having 64% of the vote, and the anti immigrant parties CSU, AFD about 20% concentrated in the less economically developed eastern part and in Bavaria, the chances that Merkel's position would be weakened or her authority challenged is very unlikely.   ...

Germany's SPD Deputy Chancellor says in Kiev on August 25, 2025 after the abortive effort by DJT in Alaska for peace talks that improved Russia -US relations as two leading world nuclear powers but did not have the basics in place for Ukraine- Russia direct talks, with Putin asking for territory in the east. "In the three and a half years that this war has been going on, we have always shown that we are not ducking away, but stand by the side of the Ukrainians. And that will also apply to security guarantees."  The big change is that the SPD under Klingbeil in Germany is now working with CDU's Merz to build up Germany's defense forces to act as a deterrent for Europe. There is a change in the mood in Germany and in Europe, from Sweden and UK , France, Italy, for concerted action in Europe that was not seen before. By taking on responsibilities for Europe with 2-5% defense expenditures this has removed the differences between the US and Europe. It means a prolongation of the war but also means this may lead to a stronger Europe, better Russia- US relations, and a Russian and Ukraine more willing to come to a peace agreement based on terms where no side appears to be the loser. Klingbeil added- It is important to have a "really strong Ukrainian army that is also capable of defense. And the second thing is that armaments production is also being ramped up here in Ukraine as well, thereby putting Ukraine in a position to defend itself and deter attacks." If European history since 1400 is any guide when the powers on either side were eventually counterbalanced the power that took a an aggressive position early had to settle for a peace settlement with both sides not appearing the loser. ...

Local government elections in the Mumbai region show a strong win for the BJP party running the Federal Government  under PM Modi in City of Mumbai and cities of Nagpur, Pune and Pimpri, with about half of the seats contested won by the BJP Party. Key to winning the election is the voter trust in the Vikshit Bharat goal for a Modernized India by 2036 and 2047 in two phases. This is likely to influence the elections in West Bengal State that are coming up in April 2026 with the city of Kolkata. PM Modi opened several Rail projects for West Bengal and conducted rallies in the state which is governed by a party that has not worked to industrialize the state for two decades using a local linguistic and regional identity to win elections. Vikshit Bharat is likely to come to West Bengal as it has to the Mumbai region, giving the Federal Government run by the BJP Party an opportunity to form local governments and state governments that cooperate with the Federal Government of PM Modi. These 2 regions the Mumbai and Kolkata regions are the last regions that have fought central modernization efforts and promoted politics that are conducive to mismanagement and corruption, clanish arrangements for the 2 states Maharashtra and West Bengal. Bannon has come under criticism for the chaotic situation in the White House. Bannon's use of the Alt-right news outlets to criticize national security chief Gen. McMaster is now an issue in the administration. Who should lead the Conservative Party in 2016 till the next elections in 2020? The Economist magazine says strong negotiating skills and stamina are needed, and on this point it says Theresa May, Home Secretary, does better than former Energy minister, Andrea Leadsom, who has not done such tough negotiating and is not so well known as May. May had the support of 199 members of parliament to 84 for Leadsom, whose experience is less and was junior Treasury minister in prior position compared to May's 6 years in the position of Home Secretary handling immigration issues. Being an ardent Brexiter Leadsom has an advantage with Brexit supporters, though May handled her Brexit Remain position in a low key way and can appeal to both sides of the Conservative party. The result will come from a postal ballot to 150,000 members of the Conservative Party.

Since mid-2014 the dollar has strengthened by 19% against the euro and 17% against the Japanese yen. This is putting new pressure on American manufacturers to come up with efficiency improvements to cut costs and move into markets with better pricing power. This will increase in importance in 2015-2016 as the euro moves towards parity with the U.S. dollar increasing the competitiveness of German and other European manufacturers. The Japanese yen at 116 to the dollar in Jan 2015 gives Japanese manufacturers an edge in pricing competitiveness.

Living wills of BNP Paribas SA, HSBC Holdings PLC and Royal Bank of Scotland Group PLC come under increased scrutiny from the U.S. Fed. These banks were added to 11 U.S. banks required to submit new drafts of "living wills" by the end of 2015, which ensure no damage to the U.S. economic system from a bank collapse. Only Wells Fargo & Co.'s "living will" was accepted by regulators as not causing economic damage. In making the decision the Fed and the FDIC agreed that the "living wills" were "not credible."

The gains made in eurozone financial architecture, especially the agreement for the ECB as financial supervisor for European banks. The ECB sees itself as the supervisor for all European banks- the French position in the discussions in Brussels. The agreement of Dec. 12, 2012 only says banks with assets over 30 billion euros, or 20% of GDP of countries, or operations in two or more countries will come under supervision by the ECB.
