U.S. companies are required to use a discount rate that reflects current corporate bond yields for future pension liabilities for workers. The low interest rate environment supported by the Fed increases these liabilities. Some companies including Ford Motor see increases in the liabilities even though steps are taken to reduce the amount on the balance sheet. This is a major problem for companies with defined benefit plans- for Ford, GM, Chrysler, Boeing, Dow Chemical, Verizon, AT&T and other large companies. Ford plans to put $5 billion in its pension fund in 2013, close to what it will spend on plants, equipment and developing new models. In 2012 Ford's unfunded pension liability increased to $18.7 billion. Ford reduced pension liabilities by $1.2 billion through buyouts for salaried workers. Having to reduce the discount rate from 4.6% to 3.84% ended up increasing Ford's liabilities for pensions on the balance sheet. Boeing faces a similiar problem.It plans to put $1.5 billion in cash in the fund to reduce unfunded liabilities in 2013, following $1.6 billion it put in 2012. This still leaves the unfunded pension liabilities at 26% for Boeing....

US differences with Pakistan are based on two different perspectves that are not reconcilable. Recent events and the relationship between the US and Pakistan's army chief have confirmed that this is not going to change. US sees militants and Taliban inside Pakistan as havens for the short term as the US disengages from Afghanistan, whereas Pakistan's army sees them as useful elements in Pakistan's security interests in relation to India for the long term. Whe Kayani met with Obama in Washington, he handed Obama a 13 page document showing Pakistan's strategic perspective and emphasizing the gap between short term US interests and Pakistan's long term interests. The Wikileaks cables show Kayani discussing with US officials a possible removal of President Zardari and his preferred replacement. This made Kayani, normally reticent, to rant for hours on the irreconciliable differences between the US and Pakistan with a group of Pakistani journalists. He described Pakistan as the US's "most bullied ally," and said the frames of reference of the US and Pakistan regarding regional ssecurity "can never be the same," according to news accounts. And added that "the real aim of US strategy is to de-nuclearize Pakistan." Holbrooke and Admiral Mullen had hoped to reverse "a trust deficit" between the two sides. But this has not happened. General Petraeus is taking a tougher attitude and patience is thin on both sides. According to a Kayani friend, air marshal Chaudhry, Kayani is always asking Petraeus what the strategic objectives are in Afghanistan. US officials say they have given up on changing Kayani's thinking and that Kayani has told them: "I don't trust you." Kayani's position makes sense when one looks at the strongly anti-American public in Pakistan. Pakistani military and intelligence officials say a campaign against militants inside Pakistan incites domestic terrorism and uproots local communities. And by following Pakistan's own interests and frames of reference Kayani sends signals that win esteem among the Pakistani public. Opinion polls now show the military held in higher esteem than the Zardari administration. This puts the US in a no-win situation in Afghanistan with no clear objectives for the long term. This leaves the US in a time of tight budgets stretched thin to meet the needs in other defence areas that need attention, such as modernization of forces, trouble spots such as Korea, Iran and elsewhere, and resources needed for modernization of US infrastructure and supporting new technologies and industries. The lasting solutions that will take time, careful thought and preparation would be to integrate South Asia as a whole into an economic zone, extensive infrastructure building, and bring India and Pakistan closer through diplomacy and negotiations. Mr Obama's vision of a nuclear weapons free world going back to his days at Columbia University. There as a senior he took Prof. Michael Baron's seminar on international politics and American policy. In a paper for that course Mr Obama analyzed how a President might go about negotiating nuclear arms reductions with Russia. Baron says Obama has been thinking about these issues for a long time. About this time Obama wrote an essay in the Columbia Sundial student newspaper. This was the time when the Greens movement for a nuclear weapons free world was strong in Germany, and Reagan was pushing for a nuclear arms development race with Russia. The article was titled "Breaking the War Mentality." As a senator Obama joined Senator Dick Lugar -who has worked hard for non-proliferation- on a trip to Russia to monitor efforts by Ruusia to scrap nuclear arms and secure atomic materials from theft or diversion. He allied himself with four Reagan period veterans Kissinger, Shultz, Perry and Sam Nunn, who in a 2007 WSJ op-ed article, argued that it was time- as the headline for the article said -to work for "A World Free of Nuclear Weapons." The steps in practice Obama plans to take are the following. A Fissile Material Cutoff Treaty, which would bar all nations signing it from making fuel for their atomic bombs. Rewriting crucial provisions of the 1968 Nuclear Nonproliferation Treaty, strengthening inspection provisions and closing loopholes that let N. Korea drop out in 2003. Countries would have to give up the freedom to make fuel for reactors and instead buy it from an international fuel bank. Global consensus and prevention when it comes to deviant states hoping to enhance their own security, or regimes or terrorist groups, will be crucial in setting up a new system for a nuclear weapons free world....

Van Dam says its not that great being a worker in the U.S. because it is hard for the unemployed resulting from competing with workers in other countries with lower wages, and for those who are unemployed harder because worker collective bargaining is weakened over 3 decades. He cites a 296 page OECD report showing very little government support for unemployed and at risk American workers. It says this has contributed to higher income inequality and larger share of lower income people than almost any other advanced a nation. Only Spain and Greece are shown as having more households earning less than half the median income- showing large numbers of people are poor or close to being poor. In the U.S. an average of 1 in 5 lose their jobs each year, and 23% of workers 15 to 64 are in their job less than a year in 2016. The job churn hurts workers because of firing and layoffs being frequent, more than is healthy for a economy. The U.S. and Mexico are the only two countries not requiring advance notice before firings. And fewer than half of workers find a job within a year in the U.S. Two in three families with a displaced worker fall in poverty for some time. Unemployed workers with typically 26 weeks support get less support than any other country in the study. Only 12% of workers in U.S. are covered by collective bargaining. ...

With its slogan "Expect More, Pay less" Target has tried to combine low prices with moving upmarket, carrying designer merchandise and chic styling without breaking the family budget. Now with the recession and consumers becoming frugal in the USA, Target and its new CEO who took on the role in May 2008, Steinhafel, is looking at Wal-Mart to see how it can also emphasize the low prices in this recessionary climate. With store sales fallig by 10% in early 2009 Target executives were concerned that something needed to be done. And the thing was to bring even lower prices withor making customers feel cheap. Its chief marketing officer natty Francis always believed in the marketing philosophy of the 1952 book about Marshall Field "Give the Lady What She Wants." Question was what the lady wanted in today's environment. Instead of the old aspirational image of the designers behind Target apparel, Francis now put up the idea of how good value can be chic too. Target designers emphasized how the lady can look "frugalista fabulous." The other challenge was introducig groceries in the store. And instead of packaged foods he idea was to introduce fresh foods which have higher margins. Protype grocery stores were put up and the concept launched. And now instead of gradual rollout, Target went hyper local putting fresh food in all 30 Philadelphia stores. And the marketing ads, radio, newspaper circulars, TV everything made Philly residents aware of the move. Sales went up by 5to 10%. Now the concept has proven to work and Target plans to put in in 350 stores in 2010. And Nat Francis thinks Target did not move fast enough considering how quickly consumers have turned frugal. In the new frugal environment Target research showed its working-mom was obsessing about the price of milk not the thigh-high boots, and she was visiting the grocery store twice aweek and Target only 3 times amonth. Showing groceries mattered. Meantime Target's markeing is ore focussed and its creating the perception that Target and Wal-mart are so close on price. Target is actually devoting 75% of its advertising budget to price compared to 25% in 2008. So a 32 inch panel TV is $246, a coffeemaker is $3. Yet Target executives don't want to undo a strategy built up over years of a better customer experience, designer merchandise at lwer prices, something that would differentiate it from Wal-Mart. So the moves may simply be an adjustment to comport with the thriftier savings oriented times....

The civilian labor force participation rate for people over 60 years of age reached 29.4% in the U.S. in 2012, up from a little over 22% in 2002, according to the Labor Department. This reflects the slow growth in retirement savings with low interest rates and the economic shocks from the global financial crisis of 2008 to savings. A Conference Board report shows about two thirds of people between 45 and 60 years age are planning to delay retirement, up from 42% two years earlier.

Monica Hesse gives this exceptional story of Gladys Ament, which is the story of American women as they voted in election after election after the 19th Amendment gave women the right to vote in 1920. In 2016 she is 96 years old and used an absentee ballot to vote for a first women president for the U.S.. Ament gives this touching and graceful account of a woman who lived through many presidents, and never failed to exercize her vote in every election held since the day she was born on Aug. 26, 1920. That day Tennessee became the 36th state to ratify the 19th Amendment giving it the majority needed to become the law of the land. This was the year Woodrow Wilson, a Democrat, was in office. Her story starts in a two room schoolhouse in Lonaconing, Maryland, population 2054, when America was largely rural and rapidly urbanizing. The girls did the housework and the boys worked in the coal country, and women were not considered to be the ones in the home to go to a college or university. She dated a man who worked for the phone company, and later was drafted in the war. She joined Montgomery Ward filling catalogue orders. Her first vote was for FDR in 1944, in reality for Eleanor Roosevelt. And then she voted for Harry Truman, who she liked for his plain talk manner. Then Eisenhower, Nixon, Humphrey, McGovern, Carter, as she fulfilled the role of a mother and teachers aide at a school for special needs children. Her husband was not sure her daughter Mary needed to follow the two sons to college, but she made sure Mary did even though tution money was tight. She loved the self-respect which came with working, she was patient. The opportunities came and it was Mary who pursued her education and became an administrator who also supervised men. Things had changed, nobody thought of it twice, what Gladys had struggled with was now the accepted way of things. Then came a granddaughter and by this time young women had more opportunities, and there were as many women in universities as men. Gladys voted for the first black president and then for a first woman president at 96, 96 years after the ratification of the 19th Amendment giving women the vote in America. After that election in which she really voted for Eleanor Roosevelt- who was all over the country making speeches and talking to people to bring hope during the Depression years- she could see the potential in a next woman as president. She had seen some of the 18 presidents who had led the country as good leaders and some not so good, some who were seen as good in their years in office but later seen as having done poorly, she could see that women could do just as well or better after all these years of her voting and learning. ...

The Europeans led by France and Germany demand stricter regulation and a financial regulatory system that oversees the entire financial system, and oversees all the larger countries. The US in contrast wants to see a lighter regulatory system, and lighter regulation of parts of the financial system like hedge funds. For the USA where the crisis originated, the emphasis is on larger stimulus spending. For the Europeans which have a larger safety net that they would like to see considered as part of their stimulus- and their social arrangement such as reduced hours in Germany to avoid layoffs, and the presence of a large public sector in France that is about 52% of GDP- the situation as they see it does not require breaking the EU's committment to control large deficits. The cultural and historical roots are also different. Germany was hit by hyperinflation in the period between the two wars, and there is thought there that this helped the rise of demagogic leaders and the collapse of democracy there. At that time the issue was war reparations that Germany found difficult to absorb in an economy devastated by the first war, which strained German finances. France and Germany also have no foreclosure crisis, and car sales and consumer spending are not in the deep decline that is seen in the USA. In fact car sales have increased in the two countries with the refunds for scrapping old vehicles, with no such plan in place in the USA. Making there is a credible position on the European side. Germany does see itself hit by the collapse in international trade. Germany and France face the prospect of helping their banking systems deal with the large bad loan situation facing them in Eastern Europe. At the same time Germany and France want to save some firepower for coming to the aid of key parts of the European community like Spain, Greece, and Ireland, which are facing a worsening crisis. In short both sides have credible positions, and some form of accomodation as events unfold may be a better desired outcome than some unified outcome. And little has been said of the position of the other countries in the G20, the emerging countries like Brazil, India, China, Russia, Indonesia, Argentina and others, and the position of the World Bank speaking for the poorest countries. These countries may favor stronger stimulus, and would favor the stricter regulation and supervision of global financial systems favored by the Europeans. This is because they may rightly feel that the messups in the global financial system have stolen their chance, at just the point where they were turning the corner in their efforts at bringing better standards of living to their peoples....

Michael Porter who is an authority on competitiveness and national strategy, is a Professor at Harvard University. He last servedin a national economic strategy advisor capacity in 1983, as a member of the President's Commission on Industrial Competitiveness. His view is that the USA badly needs an economic strategy. And the political system of the USA discourages developing such a strategy. The political dialogue also discourages the discussion from focussing on the key aspects of a strategy and because of the ideological slant the discussion between Republicans and Democrats tends to cancel each other out leaving the important work undone. What is an economic strategy? Its thinking clearly what are the advantages or strengths America as a nation has and how best to preserve these advantages in the future? And its thinking clearly about the weaknesses, and how to address the weaknesses, and where money and other resources should be allocated and what actions need to be takento get results. As strategy is a long term thing, it requires patient and perseverent effort and allocation of resources. The strengths he goes on to list are, an unparalleled environment for starting new companies and the science and technology, and the regional universities and clusters of high tech workers and resources in different regions of the country,the educational institutions for higher education, and the committment to competition and free markets, efficient and deep capital markets, and the acceptance of the uncertainty and cost in the huge job churn (restructuring of industry that destroys millions of jobs per year with net positive job creation). The problems that have arisen with these advantages have compromised some of them. Free markets are not really free as anti-trust enforcement has been lax resulting in mergers dominating markets and weakening compeititon. Many times the "free market' talk has become rhetoric and distorted for individual purposes. And regulatory oversight has been weakened in the name of "free markets", as if the market system could be run with no government regulation at all. The weaknesses are: remaining an energy inefficient nation even as countries like Japan have become increasingly and way more energy efficient, and doing nothing about it, not having any policies to fix this and assign a big priority to it. In the area of access to education, which is critically important to national competitiveness, the US ranks poorly in the number of college graduates and in the opportunties for access to college across the middle and working classes. Says Porter, the US ranks 12th in the college or higher educational attainment for 25-34 year olds. And the US he says has made no progress in this area for 30 years. This is a disturbing trend in a economy that must have the education and skills to justify its high wages, and how will Americans compete for jobs that can be moved elsewhere in these circumstances he asks. Strategy requires honesty with ourselves in identifying and addressing the strengths to be preserved and the weaknesses to be fixed. Solutions have to go to the heart of the problem, with the patient effort needed for longer term solutions, when problems have become embedded in the system, and in the habits, culture, and way of doing things, that will produce disaster down the road. Wen it comes to spending on priority investments, Porter prefers to tax rebates the spending that goes into educational assistance and into logistical infrastructure. ...

Haberman and Thrush of the NYT provide an account of what happened at the White House when U.S. president Trump met privately with Chuck Schumer and Nancy Pelosi to work out a deal on the Dreamers, or Deferred Action for Childhood Arrivals, called DACA, that under president Obama allowed 800,000 young immigrants to stay in the country. President Trump had earlier said he would reverse DACA. DACA was setup under an executive order by president Obama in 2012 to allow immigrant children brought in under the age of 16 to stay in the country, with maximum age 30. In 2014 a second executive order by president Obama expanded this to include children under the age of 18, with no maximum age. Both executive orders were opposed by Republicans. In the meeting Chuck Schumer answered Trump's question on delaying or changing Trump's mind on DACA, "what's in it for me?"  Schumer said Democrats would work with Trump on new legislation on border security, but not on funding for a border wall. Trump agreed to work on a deal, including no deportations for a six month period. After different back and forth in the media, typical of the politics in immigration issues, the president says he is ready to work out a deal on DACA, if the Democrats work with him on toughening border security. Both Democrats and Republicans in Congress now agree that steps have to be taken on border security in stages. ...

Rottgen says that the low point of the Copenhagen talks was reached when it was becoming clear the China was not even willing to accept unilateral pledges of the industrialized nations to reduce emissions by at least 8% by 2050. The Chininese he says said that was too little for them. At which point the Europeans said we could perhaps offer 100%, but that would have to be the end- for mathematical reasons. and Rottgen points out that at that point he and others realized that the Chinese were not concerned about agreeing on CO2 reductions, but rather with preventing them. It was at that poit that US President Obama went in for face to face talks with Chinese Prime Minister Wen Jiabao. Rottgen also faults the US where he says the elites realize that something has to be done about Co2 but cannot get the majority of people to support the changes and sacrifices required because of political reasons. Says Rottgen about the Americans "they prefer to have cheap money to consume, and they don't want to limit their CO2 emissions, so that they can continue to do things their way." Rottgen also sees the CO2 targets as away to get Germany and other nations to develop the most advanced technologies, and because of the German lead in this area he sees it as a way ensure Germany's economic future....
