He quotes Jinnah 'you will find that in the course of time Hindus would cease to be Hindus, and Muslims cease to be Muslims , not in the religious sense, because this is the personal faith of each individual, but in the political sense as citizens of the State." His idea was of religion as apolitical identification of the state as opposed to asecular idea like that of India, not of a religious state in a religious sense.This Bret Stephens says is why a majority of Pakistanis have rejected religious parties at the polls but still find the idea of political religion identification appealing. He sees these aims as immodest or overreaching in the modern world of technology, mass communications and economic deveopment. Only by remaining backward can such aspirations be supported because economic development, technology and mass communications can only supplant such religious politcal identification with aspirations for higher standards of living. Witness the current general elections in India with 730 million people voters. The common driving force for all parties is how they can deliver on the economic aspirations of people for better living standards, better infrastructure, and better services such as health care and education. And communal parties like the BJP also have to shift their focus to delivering on these aspirations to get support. So Bret Sephens makes the point quite effectively when he says that the threat to Pakistan is existential, so he would like to put the point existentially - just accept simple countryhood, or face nothingness. ...

Musharraf's efforts at economic growth were not broad enough or deep enough to create a measurable difference in the lives of the Pakistani people. And improvements in industry and agriculture may have been shallow compared to the potential. The wars or conflicts one or the other with India and the failure of political leaders may have been too big a distraction to achieve the significant effort needed to make a serious improvement in the lives of ordinary people and grow the middle class. Inflation is up by 24% year to year in July and rising, which is really an intolerable burden in a poor developing country. Now what little progress was made in Pakistan for the lives of ordinary people and the middle class is unraveling in the face of increase in the price of food, and fuel. And the the fall in the value of the Pakistan ruppee to Rs 75 for one American dollar, a 24% decline in value since January 2008 in only 8 months, shows a serious loss of confidence in the economy. The fall in the foreign exchange reserves is striking from $16 billion in November to $9.92 billion at this time. Pakistan appears to be heading in the direction of a serious refocussing of its economy, its politics, its educational institutions, and government and private industry, and its military in the direction of improving the lives of ordinary people, building industry and agriculture and building its infrastructure. If left unattended this crisis can only get worse and none of the past experience the old military approaches, the religious politics, the corruption in politics, the old political slogans, the conflict building with India, is going to be of much help in tackling the real day to day problems of improvement in industry, agriculture, infrastructure, and building better lives....

In Africa it was first detected in Djibouti in 2020. At the time in 2020 Djibouti was declaring an end to malaria only to find 70,000 cases by 2022. It has now spread to Ethiopia. Stephanie Nolan provides this report from Dire Dawa, Ethiopia, where it breeds even in dry season in water treatment places, open water and the country lacks India's resources to eliminate this threat to health.

In China since 1981 the poorest people making below $1.25 a day fell to 207 million in 2005 from 835 million in 1981. In India the number of people below $1.25 a day increased to 455 million in 2005 from 420 million people in 1981. The share of the people in poverty fell to 42 percent from 60 percent during the same period. Corresponding figures for East Asia including China show a drop from 80% of the people in poverty in 1981 dropping to 18% in 2005. The proportion of people living below the $1.25 a day poverty line worldwide fell over the nerarly 25 year period from 1981 to 2005 from 52% in 1981 to 26% in 2005. In subSaharan Africa, now the poorest region half or 50% of the people live under the poverty line of $1.25 a day in 2005 almost where it was in 1981. In absolute numbers the region had 380 million people living below the poverty line in 2005 compared to 200 million people in 1981. Note that the World Bank this year changed the poverty line from $1 to $1.25 a day, to make allowance for the inflation that is hitting the poorer countries. Is China a rich nation after the Olympics? Some parts of China, the coastal regions and the regions around big cities like Shanghai and Beijing are relatively affluent with pockets of poorer people but in the rest of the country there is poverty as defined perhaps in terms of deep poverty, poverty, poor middle class without health insurance or any kind of savings for emergencies. With 200 million people in 2005 below the poverty line a question could be asked how many people in China below say $2.00 a day which could be seen as being poor at a time when inflation in food and fuel costs has been significant in developing countries. If its somewhere in the range of 300 and 400 million people in China this explains why in relative terms China would identify with India and the rest of the developing countries and it also explains its stand in the WTO trade talks acting as a developing country protecting the rights of agriculture and farmers within China. And it also explains the reasons why China sees a long transition before it ceases to be a poor developing country and why there is real concern that these 300-400 million people as well as others adversely affected by the rapid industrialization and exercize of state authority, corruption and increasing gaps between rich and poor, adverse effects on environment, that these people adversely affected are listened to and accomodated in the interests of stable progress and fairness. Much of recent history has shown that countries open to foreign trade have done better given the right conditions and careful policy measures. China opened up around 1981, and India around 1991. Also progress and gains are more significant in infrastructure building and in poverty reduction in the latter phases of development as the synergies increase, capital pool increases, and the development accelerates, this shows why China's gains look significant compared to India's at this point in time. In ten years or fifteen years a better assessment could be made and then some points may favor China and some India, and the results will be a result of different history, experiences and problems faced and routes taken because of prior developments in each region and varying complexity. ...

The University of Michigan Transportation Research Institute said the average fuel economy of all new passenger vehicles purchased in January 2012 was 23 miles per gallon, up 0.8 or 4% from December 2011. This includes cars, light trucks, minivans, and SUV's. Professors Sivak and Schoettle of the Institute also released a U.S. Eco-Driving Index, or EDI, which estimates average monthly emissions of individual U.S. drivers for Nov. 2011 at 0.86- this is down 14% from October 2007. The need to reduce reliance on imported oil for the U.S., Europe, China and India, the high price of oil, and the need to reduce automobile emissions to improve air quality, make improvements in average fuel economy and emissions per driver absolutely critical.

Each year malaria kills 500,000 people mostly in Africa, including 260,000 children. A vaccine jab for malaria has finally been developed. It took 34 years for Dr. Ripley Ballou, 70 years, to refine the technology while working at GSK in Britain to get this done. Ballou himself had malaria and could experience its debilitating effect. This made him resolve to find a solution. The vaccine jab is the first for a parasite and the first developed from scratch for African children. Its effectiveness wanes over months so that its use is intended for the rainy season. By giving 3 shots just before the rainy season when malaria is at its peak it can reach 70% effectiveness, say British experts. It is cost effective as other prevention measures as nets over beds- it will cost about $2 -$10. When combined with other anti-malarial medicines it is about 90% effective. Its safety is proven after having given 2.3 million jabs of the vaccine in African countries. Experts estimate it will prevent 5.4 million cases of malaria, from Mali to Kenya, and from India to Indonesia where malaria is still a danger. Malaria can repeat itself many times for the same person over a lifetime, increasing the health risks and damage to health. The vaccine was developed using technology that produces a protein that is also found on the outside of the malaria parasites in the early stages of its lifecycle. It exposes the immune system of a person to this protein to build up immune defenses. This British discovery will help African  Asian, and Latin American countries build confidence in their health systems ability to cope with dangerous diseases. In doing this it will improve the quality of life and combined with other health actions provide a better life in the poorest countries.   ...

In this look at China's One Belt One Road Inititative, DW.com analyst Siegfried Wolf is critical of the way it was put together. It has no institutional structure, and is mostly based on bilateral not multilateral arrangement, and lacks transparency. He says its will complicate geopolitics in the region. This is already evident with Japanese foreign minister Kono calling for Japan, Australia, India and the U.S. to come up with an alternative to OBOR. Wolf says the EU has concerns about corruption, exclusion of regions inside countries such as Pakistan in economic arrangements, and seeks free trade guarantees. His biggest criticism of the Silk Road Initiative is that being based on Chinese loans it will pose a severe challenge in terms of debt buildup for weaker economies. This was already evident with the effort to convert part of about $6 billion in loans to Sri Lanka, through a $1.12 billion lease to China of the port of Hambantota. Wolf says many of the projects inside OBOR were already planned before it was setup, and now put under OBOR as part of president Jinping's initiative.  ...

Kurczewski test drives aNano LX around the test drive track near the Tata Pimpri factory, and on city streets. He thinks the pickup is good for Indian city streets. The four speed manual transmission makes changing gears abreeze. The 0.6 liter engine is half the size of the Toyota Yaris or the Honda Fit. Acceleration is slow 30 seconds to reach 60mph, but in Indian traffic this works fine. Visibility is excellent. No exterior passenger side mirror, no radio, and luggage goes in from inside the car, all deisgned to keep costs down. THere is Airconditioning in the LX which accounts for half of Nano orders so far and goes for $3800. Three point safety belts, but no air bags. A Nano Europa with improvements to meet European safety and emission standards and air bags will be intorduced to Europe in 2011, and asimilar car also intoroduced to the USA by 2011 possibly at Chrysler-FIat dealers.

A UN Report shows that opium poopy cultivation is growing in Afghanistan and an enormous crop close to last year's record harvest is expected this year. 90% of the world's opium is grown in Afghanistan but it gets so little media attention compared to daily reports of injuries in the war such as on CBC for Canadian soldiers in the war zones and in other reports in American media. Of this about 52% of Afghan opium is grown in Helmand province which is largely controlled by the Taliban who finance their war with tax revenues from the opium farmers. The UN report also shows that most of the increased cultivation is happening in the south and west of the country worst hit by the insurgents. Areas where there is poor security or where there is not much help with seeds irrigation and other help for farming, are the ones that are mostly engaged in increased opium cultivation and areas where there is security and help with seeds and irrigation are the ones that don't cultivate opium. Looking at this state of affairs one would think that Western Europe and the USA which the UN report says must brace themselves for huge influx of this stuff, would rather than families and schools dealing with the problem at home in very difficult circumstances with high teenage use, would find it easier to finance seeds, fertilizer and irrigation and building of infrastructure in the country. However this shift to other farming would be possible if there is security and this requires a new policy in South Asia which reverses decades of policy that aggravated tensions in the region by not having a clear unambiguous direction of supporting peaceful economic development in the region which includes Pakistan and India and Afghanistan and Iran. Policy changed somewhat but a definite steering moving decisively in that direction needed to take place as first British policy in the pre1947 era and then American and British policy in the post 1947 period supported increased tensions in the area. Afghanistan thus ceased to exist as a country devoted to its own economic development but a place where the western powers engaged the soviet union, and then a place where Pakistan's military's policy of strategic depth against India led to the creation and support of the Taliban. By reversing this policy decisively and with direction as clear as daylight the western countries would instead of fighting these insurgents have Indians and Pakistanis work together alongside western country economic experts and agricultural experts to bring the infrastructure, electricity, irrigation, seeds, and fertilizer to these farmers across the whole of Afghanistan. Security would be mainly the responsibility of Indians, Pakistanis and Afghanis, and local leaders and people from the villages as westerners are easy targets of hostile action in a country used to fighting foreigners especially Europeans. That this may ventually happen but is slow to happen today can be attributed to how slow the process of sensible change is, how most people accept the way things are, which itself is a result of earlier policies which are themselves a result of still earlier policies. Thus pre-1947 British policy for Hindu and Muslim areas, is followed by America's Dulles policies turning India and Pakistan into aspects of the Cold War, followed by Reagan policy turning Afghanistan into aspects of the Cold War in reaction to Brezhnev's soviet policy in Kabuli affairs as a tit for tat, and this followed by the Bush policy reacting to the emergence of Saudi discontented volunteers in the Reagan supported Afghan war after Bin Laden's 9/11 attack in New York City. In the background a series of Indian leaders and Pakistan military leaders gave up any sensible steering in the direction of economic development by falling into the Cold war between 2 western factions or into a religious Hindu-Muslim strife war legacy from the earlier periods. What it means is that its hard in the human world we live in to to do anything but react, or be caught in a trap of thinking just the way we have been taught to think, or have accepted things as they are without thinking, with its resultant misery and ignorance and for south asia entrenched poverty. Its only with some grace and the right conditions and after a great deal of suffering which is true for Afghanistan war ruined countryside, Pakistan's poor economic conditions, and India's huge number of poor and economically depressed majority of the population and true also for westerners facing failed policy and failure of vision as economic conditions deteriorate at home....

A new Arizona law tells school districts they would lose 10% of their state education funds if their ethnic studies programs do not comply with state standards. Programs that are not allowed are programs that advocate ethnic solidarity, are primarily for one race, or promote resentment toward a race. Classes in the Tucson Unified School District's Mexican-American program have been declared illegal. Arizona's attorney general Tom Horne, declared the classes illegal, in violation of a state law going into effect Jan 1, 2011. Other programs for black, Asian and American Indian students have not been affected. All this is happening in the midst of fierce protests about the state's immigration laws. Mr. Horne, was superintendent of public instruction for Arizona before becoming attorney general. At that time he wrote a law challenging Tucson's ethnic studies program, which the legislature passed and Governor Jan Brewer signed into law in May 2010. It takes aim at texts used in the classes, such as "Occupied America," and "The Pedagogy of the Oppressed."...

Money would go to water quality testing, contractor training and new water treatment systems. In addition Food and Drug Administration agency will tackle testing for food and packaging, Agriculture Department for livestock contamination. Defense Department for checking contamination in military installations. It is a sort of Gati Shakti Master plan that brings in all agencies of government, an approach the Modi administration has adopted for India. As Russia makes gains in the whole Donetsk region in eastern Ukraine the UK approves use of its long range missiles inside Russia. Biden is on the verge of making a similar decision as Iran sends long range ballistic missiles to Russia according to reports in NYT. Use of American long range missiles is not expected to affect Russia's overall military position in the Donetsk region in the east. The US and president Biden has only reluctantly provided support for use of US weapons systems to not risk escalating the war. Even artillery on the Russian side was off the list of approved use till Russia used it in Kharkiv border region at which point it was approved. Russians see Kiev as the origin of the Russian State in the 1400's, and eastern region of Donetsk as Russian if western Ukraine seeks to join NATO and EU. Britain has opposed Russia since 1750 as it saw Russia as the threat to an Empire it was building in South Asia, in India that financially supported its Empire worldwide. Britain has a long history of engaging Russia in conflict to protect British trade interests and expand its imperial influence as in the Crimean War fought in 1850's against Russia with the French to gain control of the Ottoman Empire and its Arab states for its trade and imperial interests. Republicans other than Mr. Trump and his supporters are for stronger support to Ukraine following US policy of opposing invasion to achieve military goals since 1900 against the Japanese in China and the Vietnam War was fought on the same basis in the 1960's considering the South Vietnamese state as an independent republic, just  invaded by the north, by North Vietnam, just as the US had done in the Korean War between North and South Korea. In the Vietnam War nationalism played apart with the Vietnamese nationalism prevailing by 1970.   ...
