Ghosn of Renault-Nissan used to be a skeptic about electric cars. Now he is on board. Nissan plans to sell an electric car in the US and Japn by 2010. It will be only hundreds of vehicles at first so it will take more time to take it to mass market, but the goal is to go for mass market. By 2012 Nissan will plan for a lineup of electric vehicles, so it will extend beyond small cars to small minivans and small commercial vehicles and small crossovers. 100% electric cars also are described as zero emission vehicles. But Nissan won't be the only company doing this. Mercedes is moving "very fast" in the direction of emission free vehicles, see the the interview with Daimler's Zetsche. Mitsubishi Motors and Fuji Heavy Industries are testing versions of electric cars. And GM plans to introduce the Chevy Volt in 2010. Toyota plans to have a plug in hybrid about this time. Mercedes will be the first to bring a lithium oin battery in its S400 coming out later this year which will be a hybrid. It is the cooling of lithium ion batteries that has been a major hurdle to development of electric cars and Daimler's Zetsche says they have solved this problem, have 24 patents, and developed a cooling system that works inside the car. Nissan has an electric car project that it is working on with California based Project better Place to produce electric cars for the Israeli and Danish markets. Ghosn has grasped the idea that the market is signalling a major and irreversible change towards smaller emissions and regulators are way behind on this curve. He says that if one is to sensibly participate in the growth of emerging markets which Nissan is doing in North Africa and India and Eastern Europe then one has to think in terms of sustainability and lower emissions, as putting tens of millions of more cars on the road around the world can damage the environment. And the only way this can be done to meet the aspirations of people in emerging markets is to lower emissions and to set this as the overriding goal. U.S. states face their biggest cash crisis since the Great Depression as a result of rapidly declining tax revenues with a state budget shortfall of $434 billion, says this report in the WSJ. This is larger than the 2019 K-12 education budget for every state combined, or more than twice the amount spent that year on state roads and transportation infrastructure. Rainy day funds will be exhausted by the loss in tax revenues after the pandemic closures of business. Nevada, Louisiana, New Jersey and Florida are the worst hit states. The result will be cutbacks in the future and more pressure on the retirement benefits for police, firefighters, teachers, government workers. Over 60% of the revenues of states come from sales and income taxes to meet the general operating funds. Drops in consumer spending and large job losses from the pandemic affect these revenues. Local government workforces were cut by 1 million people. In Michigan 31,000 state workers were furloughed 2 days per pay period for 10 weeks, and others were laid off. Rainy day funds set up after the 2008 crisis are exhausted. Only federal funds are keeping states afloat with a lot of uncertainty about 2021. The state budget director in Michigan calculated that even if the state got rid of 12 state departments including education environment and treasury, all reserves would be gone, and there would still be $1 billion budget shortfall. The rainy day funds set up after 2008 crisis accumulated $50 billion in U.S. states which have helped somewhat, with federal funds helping tackle shortfalls. Yet 2021 looms with huge shortfalls and expected cutbacks across the U.S. ...

He says the business review meetings are focussed on talking about problems and how to help others solve the problems. It is about bringing a company wide network focussed on solving problems by helping everybody. To do this listening is critical, and side talk at meetings is not allowed by having the meeting stop and looking at the managers doing side talk. The new culture is now built into the audit process to keep the right behaviours in place. Mulally is confident that Mark Fields will be able to continue the cultural change he has brought about at Ford Motor. Ford's investment in the F-150 aluminium type truck and its large invesment in China, are long term investments that are making good progress. In China the automobile market is still expected to grow at 7-8%, says Mulally, even as GDP growth slows down. Iran Ceasefire shaky May 11 2026 with no willingness on the part of IRGC Iran (Iran Revolutionary Guard Corps) to send all nuclear materials out of the country. Past experience has shaken American confidence in IRGC Iran's willingness to give up nuclear weapons development. Under president Obama some nuclear materials were sent to Russia, some left inside Iran which were after an agreement used by IRGC Iran to develop weapons grade enriched uranium, putting the situation back to where America started before the agreement. This is behind the DJT Republican administration's effort to get all nuclear materials out of Iran. This has wasted another decade for Iran, diverting resources needed for improving standards of living and cost of living to the weapons programs. The result is internal protests that were widespread in Iran including the middle class, not just students. So that today Iranian people are divided on the issue whether Iran should against all prevailing Middle Eastern and World opinion go for a nuclear weapon. The situation of clandestine development in North Korea and Pakistan of nuclear weapons is not existent today as the US is monitoring it constantly. Israel sees these weapons programs in Iran as a threat to its existence close to its borders in Lebanon and Iraq, which makes it unlikely that clandestine development is possible for nuclear weapons development anywhere in the Middle East. The UAE has also shifted its stance in favor of the US, Saudis want assurances, and India, Pakistan Egypt are in different ways seeking a denuclearized Middle East. This means the American DJT administration is NOT ALONE on this issue as the media in the US and Europe are presenting. Germany's Wadephul and Merz are closer to US thinking on this issue than the media says. Macron and Starmer are at popularity of less than 20% in France and the UK and do not reflect the opinion in France and Britain, and in Europe on this issue. In this sense the US is doing this for a safer world, for China, India, Brazil and EU, all the nations in the poorest parts of the world in Africa, Asia. These poorest nations which are bearing the brunt of this obsession with nuclear weapons development by IRGC Iran in a Middle East torn by 5 decades of wars from Kabul to Damascus, Baghdad to Tehran, by IRGC Iran (Revolutionary Guard Corps), as these poor nations confront lack of oil and fertilizer supplies. It does not come at a good time for even the largest nations about 3 billion people in China, India and Indonesia, Egypt which are suffering from the effects of oil shortages and fertilizer shortages when possibly at most about 40 of 90 million people in Iran support weapons programs, all others in Iran seeking a way out for better standards of living and living at peace with neighbors and the world. Violation of international law or tacit approval of drug states and suppression of the election results in Venezuela- position taken by Oxford's Dill and Germany's Steinmeier is itself controversial. For those concerned about international law is it restricted to any particular period? Then the British policy in China supported by the other powers Japan, Russia, Germany and France to suppress the Boxer rebellion in 1901 and expand Treaty ports that forced opium on China in the period 1850 to the 1930's was not just a egregious violation, horrendous violation of basic human rights on a scale unimaginable in modern times. Much of the prosperity of the Netherlands and Britain, France was achieved through such policy in Asia. Yet Oxford's Dill and Steinmeier have chosen not to look at European history and the Empires of Europe in Asia and Africa for 300 years since 1700. By comparison Venezuelan action comes after the great patience of well meaning people, and the silence of elites in the US and Europe about massive migration encouraged by the regime in Venezuela of one third of its population about 9 million people to neighboring countries including the US, and suppression of free elections, complete mismanagement leading to 150% inflation destroying its economy.  It was not only these elites in the US and Europe that were responsible through their silence, but also the Bush and Obama wars in the Middle East which sapped the resources of the United States. Why is this happening when the Venezuelan people are the main benificiaries of the action taken by the US president to send in its military. All oil sales revenue will no longer go to a corrupt "drugs" state but be used to directly help the Venezuelan people achieve a better standard of living, bring down inflation  and invest in modernization, in these unusual circumstance a program run by Bessent at US Treasury. Those who dislike the unconventional but well meaning style of the US president and his occasional poor choice of words, find every opportunity for criticism even ignoring facts and common sense. Under Chavez and Maduro the Venezuelan economy was simply mismanaged to the point of being destroyed and an affluent country reduced to poverty and inflation so bad that one third or 9 milllion people left for neighboring countries. On this Dill at Oxford and Steinmeier have only this to say- it is somebody's else's problem. we will remain silent. Similarly on introducing nuclear weapons in the Middle East -where most nation states have intermittent wars and economic mismanagement for the last 50 years the artificial states from the Ottoman Empire of Syria and Iraq, Libya, Iran, Afghanistan, Pakistan, the Sudan every state impoverished by war and economic mismanagement - Dill at Oxford and Steinmeier in Germany also have only this to say- it is somebody else's problem not ours, we will remain silent. ...

MaC Group, a risk advisor to Spanish banks, says Spanish banks hold about 30 billion pounds of distressed real estate and unsellable land. Prices are down 28% from the peak in 2007, according to a report by the IESE Business School, and are expected to fall a further 15-20 percent in the next 2-3 years by some experts. Much of the bank owned land is far from city centers and there is no demand for this. One Madrid based consultant R.R. de Acuna Asociados, says 43% of bank owned land is poorly located and there may be no demand for unfinished residential units for decades. The new government of Mariano Rajoy plans to take action to cleanup the banking system. Louis de Guindos, director of PricewaterhouseCoopers and IE Business School Center of Finance is expected to become the new finance minister. Guindos says strict rules need to be implemented, with some banks able to handle this and others that won't. MaC Group's Cantos, a managing partner, says the gap is huge between prices offered by banks and what investors will pay- as much as 70%. Prime assets can be sold for 30% discount but the land, residential and commercial real estate will require discounts of 70%. Banks have made provisions for losses of 30%, and are now facing the prospect of another 40% in losses. As a result many of the medium and small sized banks which operate only inside Spain may have to be shut down or consolidated by the government of Mariano Rajoy. Only the larger banks like Banco Santander, Banco Bilbao, La Caxia, and Bankia are likely to surivive....

U.S. health insurance company WellPoint Inc. will offer higher payments to primary care physicians. This is part of new strategy to reduce emergency room visits and costs after deterioration in a patients condition by relying on primary care physicians for better care at the outset. Payments to primary care physicians will be increased by 10%, with higher payments when the results show better quality and preventive care. WellPoint has a network of 100,000 primary care doctors. Physicians who meet certain goals such as lowering the overall cost of a patient's health care costs will be given an incentive of 20-30% of the savings realized. The new effort will add 1-2 percentage points to the 6-8% of the $100 billion that Wellpoint pays for claims processed each year. WellPoint's management sees a reduction in medical costs of about 20% by 2015 as a result of such efforts.

Even though ambitious targets are being set by the government raising from 50 million to 80 million in 3 years the target for new LPG connections to shift rural households from firewood to natural gas use, more needs to be done. The head of the Economic Advisory Council to Prime Minister Modi of India. Bibek Debroy, asks questions about the Ujjwalla program in India to shift rural homes from firewood to gas use. Is the fixed subsidy of Rs 1600 enough? Is a 5kg cylinder what the market wants instead of the 14.2 kg cylinder? Are there externalities that favor use of firewood? Will rural households replace the cylinders at this subsidy level because the costs are still high?  The PMUY, or Pradhan Mantri Ujjwalla Yojana was launched in India in 2016 in Ballia, Uttar Pradesh under the Modi administration. The target for LPG gas use for firewood using households was 15 million in the first year and 50 million for the next 3 years. The government pays Rs. 1600 subsidy for a new connection reimbursing the oil company making the connection. The refill and cost of stove, is the rural household's responsibility. Separate guidelines were made for urban households. The government website mygov.in shows 41 million households have used Ujjwalla to get LPG and stop firewood use. The new target of 80 million means the goal post is moving higher. The 2011 Census is cited showing the rural household use moved up from 6% to 12% by 2011. For All India it was from 17% to 29%. About 100 million rural households use firewood, 62.5% of all rural households in 2011. A big issue is how this affects the health of women using firewood for cooking, and who collects this firewood. Firewood is still cheaper says Debroy, and there are negative externalities associated with firewood not understood enough. Changing the face of rural India is a project in motion, with new issues to tackle, new hurdles to overcome, every bit of progress showing how much more needs to be done. ...

Deteriorating China Iran relations as the oil imports from Iran for China face US tariffs of 25% on China's exports to US, and US economic relations far more significant for the Chinese economy. China gets somwhere between 1.4 to 1.6 million barrels aday from Iran (80% of Iran's oil exports) into Shandong refiners at $10 below Brent crude prices. Another 400 mbd comes from Venezuela to China. This means $30 billion comes to Iran from oil sales to China at $59 a barrel, and $8 billion for Venezuela from oil sales to China. This has financed much of the bellicose policies towards the US in the western hemisphere and in the Gulf region. Iran's bellicose policies in the Middle East, its nuclear policy, are now seen by China as a distraction and  detract from good economic relations with the US. China $400 billion oil deal 25 year cooperation agreement signed in 2021 was signed under the Biden administration and China today faces a completely different situation in 2026. Even China's relations with Russia are not the same as the US builds better relations with Russia. A wind down of the Ukraine war would change the situation completely and ensure peace in Europe including Russia, as the US works with the EU to meet future challenges having learned from this experience in Europe (Ukraine dividing Europe) and in the Western hemisphere (drug/ migrant. trafficking). When historians write this chapter of the inflows of capital from advanced West to Arab countries and the Gulf region they will write about the huge contrast between China/India's efforts to modernize and these nations where much of that capital was wasted in wars and conflicts and in grandiose projects that made no material difference to the standard of living and quality of life of the vast number of ordinary people. Once the oil dividend is gone with fossil fuels replaced with renewable energy by 2035-2040 this opportunity to advance is lost for the Arab and Gulf region. ...

This report looks at possible action to limit the spread of coronavirus through the rail system. The rail system is run by the Western Railways and Central Railways. Brazil's Senate passes a 20 year spending cap to be reviewed every 10 years put forward by interim president Michel Temer. After years of increased spending and higher deficits, the action is intended to control government spending. It also means reversing some of the spending on healthcare and social programs of the Workers Party of Rousseff and Da Silva. After a long period of Workers party rule with higher spending, the drop in commodity prices and declining growth in China led to stalling growth in a commodities (metals and grain) dependent Brazilian economy. The spending cap passed the Senate 53 to 16. President Temer is  unpopular and seen as part of the same government and elite as Rousseff that led to the corruption scandals- recent polls show 63% of Brazilian people want him to resign and only 10% saying he is doing a good job. A Datafolha poll shows 60% oppose the spending cap. After the impeachment of president Rousseff in the corruption scandal, vice president Temer assumed the presidency till 2018. Brazil's Workers Party was popular during the da Silva years as it expanded spending on social programs- supported by a growing economy with commodities exports to China and high prices- only to see a slumping economy and falling popularity under successor Rousseff as the boom ended. In Argentina a similar process unfolded with higher spending on social programs and growing popularity during the Kirchner presidency- with commodities exports of grains to China- followed by declining popularity as the economy entered a difficult phase with a fall in the value of the peso, and the election of a new president Mauricio Macri.   ...

The Sri Lankan economy, jobs and growth are affected by economic relations with India, loans and assistance from India, and from investment from India in the 2025 period. USAID plays very little part in jobs and growth. This is true of other countries.  In the past the USAID was seen as part of the activity of the State Department overseas yet kept separate so that aid would not be based on US diplomatic activity. Over time it became a place which supported what critics call bureaucrats pet projects in developing countries. Many developing nations have advanced in their development and no longer need USAID projects, this includes India, Indonesia, China, Vietnam, Brazil, Chile, and parts of Africa. Because development aid was at one time critical as in the period when John Kennedy came to office in the Cold War with the Soviet Union, many nations in Asia and Africa were just becoming independent there was a sense from that time that its acitvity and budget was somehow both independent of the State Department and sacrosanct. As a result it became a target of critics and did not advance the US interests overseas as the US Information Service, the VOA Voice Of America and other agencies have done. A country's development no longer depended on USAID. Why does it need to be separate when it should advance US goals and interests around the world which are benevolent- consider that it is the US that helped build up the Chinese economy and still provides it with a large market. ...
