One way US president Biden hopes to pay for replacing America's crumbling infrastructure is by bringing back the principle of fair sharing of the tax burden to 45 of America's largest companies. Companies like Amazon, Apple and Google would now pay the minimum corporate tax rate of 15%. The idea of a global minimum tax rate is put forward by US central bank chief Janet Yellen and the US Treasury Department, and also by president Biden. Over four decades China moved from a nation of bicycles to some of the newest infrastructure in the world just as the US and Europe's infrastructure decayed and was not renovated. There is a sense of awareness today that this decay of  infrastructure should not have been allowed to happen, that it is essential for the welfare of the countries and the people of America and Europe.

Yahoo is not able to generate profits from its business the way Google and Facebook have done, and large investors are losing patience with Mayer. Mobile's importance has grown in recent years benefitting Facebook and Google but not Yahoo in generating more advertising revenues. Yahoo's content is seen as commoditized not commanding the advertising revenue of sites that help navigate the internet (Google) or social media sites (Facebook) that offer unique value to users.

Strangely one hears little about how the lack of paid leave for women for maternity and other reasons, even as it hurts economic growth with the lower participation of women in the labor force. This is being vigorously discussed in Germany and Japan with calls for more family friendly workplace policies and more child care facilities to encourage women to join the workplace or continue working and pursuing careers. This happens when the overall labor force participation rate for women and men in the U.S. is declining, making this an important issue. Equally significant is that this reduces the contribution women can make to technological and scientific progress, and productivity improvements, because 59% of higher education degress are now going to women. In comparison to industrial companies digital companies such as Google and Apple have more room to find gaps in the U.S. tax system which was designed for the industrial period. Apple paid a tax rate of 9.8% in 2011 on its global profits in 2011 of $34.2 billion, a total of $3.3 billion. Wal-Mart for instance paid a tax rate of 24%, on its booked profits of $24.4 billion, a total of $5.9 billion. The issue is significant because of the large U.S. deficit and spending cuts by local and state governments for essential services, especially in California, where Apple is located. Apple is able to avoid state taxes on some of its profits by locating an office in Reno, Nevada. Nevada has zero corporate taxes, California's corporate tax rate is 8.84%. In the current fiscal year Apple is expected to earn $45.6 billion which if taxed at the rates companies paid in the 1950's - 30% in the 1950's compared to 6.6% in 2009 for corporate tax receipts according to a New York Times report- would enable the state of California to avoids some of the sharp cuts in funding to community colleges such as De Anza College only minutes away from Apple, Google and H-P. De Anza College's president says he simply cannot understand this, how the whole psychology of corporations and the public itself has changed over the years, to where a college where one of the Apple co-founders Steve Wozniak got his education in 1969-74, is now struggling to survive with funding cuts. The California college system of the 1950's and 1960's was funded by other companies tax dollars creating the educational resources which helped create todays companies- one generations responsibilities transferred to another generation that has failed to understand what this is about....

The Stop Online Piracy Act is being pushed by the Motion Picture industry to prevent U.S. websites offering pirated movie or television content. Estimates show 13% of Americans have watched pirated movie and television shows which costs the industry millions of dollars. The legislation to correct this under the SOPA is so broad that it would limit the ability of internet companies to operate freely. It gives the Justice Department powers to shut down sites to prevent pirated content from appearing even if the internet companies are not knowingly allowing pirated content through their sites. This is why Google, Wikipedia and other internet companies see this as a violation of freedom for the internet, and leading to possible censorship of the internet. Because the SOPA legislation would allow Domain Name System (DNS) blocking this also affects cybersecurity in a negative way. By redirecting traffic away from pirate websites using a DNS blocking system the move would allow hackers a way to create problems for internet security. For this reason the U.S. government has also raised concerns about this proposed legislation. Considering the problems and issues raised this may be an example of overreach by the Motion Picture industry that affects the vital free flow of information on the web. ...

Contact tracing apps in the U.S. Britain and France have failed. Contact tracing app in Germany was downloaded 12 million times in the first week. Yet much of the contact tracing in Germany and cluster isolation has been achieved using low tech methods- using a computer with database, and teams of people in district offices all over Germany calling people.

The NHS App in Britain failed to get the cooperation of Apple. In the U.S. Google and Apple planned to have a contact tracing app ready but failed to come up with one. Tech has failed to come up with solutions during coronavirus and low tech solutions have worked well as in Germany and in places such as Kerala, India, when implemented quickly with very little delay.

The old NASDAQ in 2000 cannot be compared to the new NASDAQ in 2015 because the companies in the index have changed, and the proportion of tech and health care companies has also changed. Healthcare and consumer companies are now 37% on the index compared to 18% in the NASDAQ index in 2000. Tech is a much smaller component of the NASDAQ, declining from 64% to 43%. And three companies Apple, Google and Microsoft, makeup 20% of the index, with Amazon, Facebook and Intel added making that 30% of the entire 2015 NASDAQ index. According to ComScore the Yahoo internet site had 618 million unique desktop visitors globally in October 2015, compared to Facebook's 863 million. But for Yahoo this traffic is not yielding much in terms of revenue and profit. Yahoo's lack of quality content to command premium pricing means a continual decline in ad revenues. Analysts point to the lower quality of traffic on the Yahoo site, fewer direct searches on its site relative to clicks on ads, and aspects of its collaboration with Bing and Google, as serious problems. Compared to Google News, Yahoo News is chaotic and likely to draw less quality traffic, with the addition of Kate Couric and other commentary not having much impact on the gradual deterioration of the site. Contact tracing being setup using iphones and android phones with bluetooth technology by Apple and Google. The idea is being studied for adoption by the U.S. government. The problem is that this kind of contact tracing is not as effective as the kind used by South Korea, Taiwan and Singapore with information from cellphone carriers. Contact tracing apps would be written by developers for each country and chosen by Apple and Google one for each country. How it works- When a person comes down with symptoms he can upload the information about who he has been close to stored on the phone. This information would then be used to contact the person who was exposed to the person with symptoms but unaware of this. A message would tell that person he was exposed to someone who now has symptoms and to contact public health authorites and take effective steps. When the person with symptoms gets tested if he was positive that would also appear on a exposed person's phone without name or other information.  The normal contact tracing is time intensive requiring many phone calls and using data from cellphone carriers. This is done in Singapore, Taiwan and South Korea. It is considered to be more effective. The approach of these Asian countries is more thorough and allows effective tracing and isolation, quarantining of persons having coronavirus or having exposure in countries with rampant coronavirus. The U.S. needs to move quickly to adopt the methods used in these Asian countries. The loss of hundreds of thousands of lives should be weighed against privacy concerns and clearly there should be a way to allow one time use of personal information for coronavirus, so that this kind of information is used only in public emergency situations. All three Asian countries are democracies. Putting health care workers at great risk including working pregnant doctors, as in the story in WSJ about a hospital in Maryland, should make it clear that everything including privacy concern should be placed in context, and use of personal information be permitted in a public emergency such as a contagious virus- with information protections removal for the period of the crisis. ...

The merger between U.S. based Omnicom Group and France based Publicis Groupe SA, two of the largest ad agencies. The merger is a response to the increasing shift to digital advertising, the shift to advertising being sold in automated trading, and data driven analysis. In all these shifts digital companies such as Google and Facebook have strong advantages. Around 22% of global ad spending is now digital, according to emarketer, with forecasts showing this going up to 27% by 2017. Automated buying of ad space is taking off. U.S. advertisers are expected to spend $3.4 billion on real-time bidding. Omnicom's CEO, John Wren tells analysts: "Digital buying of media is done by machines, as if you are standing on the floor of the Nasdaq as opposed to traditional media shop. I hold the long term belief that eventually traditional media, or a lot of traditional media is going to be purchased that way." Just as computers have upended the environment for traditional players such as the NYSE creating new opportunities for Intercontinental Exchange (ICE), computers and the internet are changing the advertising environment. CEO Levy of Publicis Groupe SA says the data explosion, Big Data, is also creating a new playing field in which companies such as Google and Facebook have advantages. In a statement about the deal he says: "the communication and marketing landscape has undergone dramatic changes in recent years, including the exponential development of new media giants, the explosion of Big Data, blurring of roles of all players and profound changes in consumer behaviour." The merger will provide the new company the scale to develop these resources to compete with digital companies like Google and new entrants such as Salesforce.com and Adobe Systems. Omnicom has agencies BBDO, TBWA Worldwide, media buyer OMD. Publicis has Leo Burnett and Saatchi & Saatchi, media buyer Starcom MediaVest and digital agency Razorfish. The new Publicis Omnicom Group will have combined revenue of about $23 billion for 2012, and passes WPP Group PLC's $15.95 billion revenue. It will still be much smaller than Google with about 3 times WPP's revenue, and Google's advantage in storing trillions of pieces of data about user behaviour....

Microsoft is changing its culture and strategy of charging for all its products. It will let businesses and individual buyers upgrade for free to the new Windows 10 product. This means $500 million less in sales revenues in 2015, but opens up new oppoortunities in sale of add-on apps and services on more devices, such as health sensors and smartphones. The failure to penetrate the smartphone business- with a meager 3% penetration for Windows in smartphones - is a problem facing Microsoft as it competes with Apple, Google and other companies. Terry Myerson describing the thinking behind this change at Microsoft puts it in a cultural perspective, saying that it should result in a more engaged user base. There is a sense that the space Microsoft is in stretches way beyond PC's to all the new computing devices now in place, including smartphones and other devices, with Windows taking up only 15% of these devices. Founder Bill Gates calls this "exciting" and is excited to see the reaction in the market....

Britain has opted to take the approach of South Korea and Taiwan, where the app developed for contact tracing adopts a centralized approach sending information to a central server.  The Google Apple app is taking a decentralized approach where the information on who has the virus and who they came into contact with is not sent to a central server. Asian countries with success in lifting lockdowns have adopted a centralized approach as this has given proven results in allowing the rest of society to function smoothly without lockdown, by isolating a few people who have or have come into contact with people with virus. In a crisis of this magnitude with the huge risks involved democracies such as South Korea and Taiwan, other Asian countries, and now Britain, see less risk in relying on the centralized approach, because it works more effectively to accomplish the task of limiting spread and letting society function without lockdown.

WSJ's Monica Langley provides an exceptional report with a close look at the first woman CEO at a large corporation in the cusp of great change. IBM CEO Ginni Rometty is remaking IBM by moving out of existing businesses and shifting to new growth areas such as analytics, cloud computing, new R&D advances. She sees her job as building the IBM of the future, and this includes divestments and phasing out of some businesses, acquisitions, and building some businesses such as the Watson Heath Care business from scratch. In some fast growing areas such as cloud computing this means competing with other established competitors, Amazon, Google, and Microsoft. Rometty's job is tough because of the size of IBM with 380,000 people in 170 countries, a culture that lacks the agilityof younger companies, and the older businesses which continue to slow IBM's progress, and where divestments reduce revenues. IBM sales are down for 12 consecutive quarters from the year earlier quarter. IBM's share price is down about 10% since Rometty became CEO in Jan. 2012, resulting in investor dissatisfaction with results. Rometty's goal is for 40% of IBM's revenues to come from corporate markets in analytics, cloud computing, cybersecurity, social networking, and mobile technologies, increasing it from 27% of about $93 billion in sales in 2014, and 15% of $105 billion in sales in 2013. Sold off and divested are low end servers, IBM's chip maker, and other hardware businesses. It is so extensive that whats left of the mainframe business is focussed on new technologies for mobile. Rometty setup a partnership with Apple for the corporate mobile market, and started Watson Health as a new venture in analytics for healthcare using its Watson Computer technology. Rometty grew up in Chicago, one of 3 daughters raised by a single mom, who says she was taught to be "fearless" by her mother. She graduated from Northwestern University with majors in electrical engineering and computer science, joining IBM as a systems engineer in 1981. She carries a backpack, school size notebooks, on her frequent trips to see customers in person and is constantly prodding employees at IBM to go faster. Rometty has a passion for scuba diving in her spare time and always carries the gear with her. Christine Lagarde at the IMF is one of the few women heading large organizations that have the same level of energy. Lagarde's passion is swimming having competed in sychronized swimming, and both Rometty and Lagarde describe the loss of a parent in different ways as a significant impact in their life. ...

Section 230 is a law passed in 1996 that makes the Social Media Companies and Media companies such as Meta and Google and others to have no liability for content posted on their sites. This has allowed these companies to grow and develop monopolies on the internet. Senator Whitehouse says-  "I understand Senator Graham was with respect to getting rid Of Section 230 Um, I strongly believe that Section 230 has long outlived its use, and it is now a real vessel for evil. That needs to come to an end. Um, the laws that Section 230 protects these big platforms from are very often laws that go back to the common law of England. that we inherited when this country was initially founded. I mean, these are long lasting, well tested. Important Legal constraints that have They've met the test of time, not by the year, by the decade, but by the century. And yet because of this crazy Section 230, these Ancient and highly respected doctrines just don't reach these people. And it really makes no sense that if you're a Internet platform you get treated one way. You do the exact same thing. And you're a publisher, you get treated a completely different way. That led to appointing Mr. Licht to run CNN news channel. With the end of the Trump period and the pandemic news ratings had declined for both Fox and CNN. Licht's decision to hold a town hall as Mr. Trump starts his bid for the Republican nomination in 2024 can be seen as a way to improve its television ratings and revenues. At a time when only 20% of eighth graders can pass a national education test in history or civics, it should be seen with dismay that television channels are not only not increasing literacy and better understanding of history and civics- instead they are reducing the level of literacy with the kind of news programming offered by Fox News and CNN. A woman CEO, Phebe Novakovic,  at American defense company General Dynamics says in an interview says she is patriotic and shares her experience growing up in Europe during the Cold War, as the daughter of an Air Force officer.  She also talks about her first job interviews  when she was turned down for jobs after being 7 months pregnant. Women are now CEO's or hold senior positions at defense contractors Lockheed Martin, Northrop Grumman, Boeing,in four of the five largest U.S. defense companies. Most of them including women in the Pentagon are low key and private in their conversations. On the divisiveness in the U.S. Novakovic has some direct comments. She says she wories profoundly about this, especially the part that means there is no national narrative, just conflicting angry opinions that are corrosive and cancerous. This is because democracy requires shared values and a strong nation requires its own national narrative. She points out that in this way you can destroy yourself faster than an enemy can destroy you. About tech companies such as Microsoft, Google and Amazon not wanting to work with the U.S. government she says she is alarmed because this shows an ignorance about where they think their freedom comes from, where their platform of innovation and technology comes from, which is the strength and vitality of the U.S. as a nation.  ...
