Two of three obese people live in developing countries. About 29% of the global population is obese in 2013, according to the Institute for Health Metrics and Evaluation at the University of Washington. Between 1980 and 2013, obesity increased by 47% for kids and 27% for adults in the global population. Dr Murray of IHME says no country was the exception. Diet and inactivity are the principal culprits. About 37% of world's men and 38% of women are obese. Obesity increased rapidly first in developed countries, becoming noticeable by 1980 and slowing since 2006, and now is growing fast in developing countries. Germany is a surprise No. 8 on the list. The U.S. No. 1 ranking tells a lot about the misguided priorities of living in the U.S., lack of education on healthy eating and healthy living, and not putting healthy habits at the top of things to do above making more money. An extreme case is South Africa where 42% of women are obese. The most obese countries are by rank - U.S., China, India, Russia, Brazil, Mexico, Egypt, Germany, Pakistan, Indonesia. Middle Eastern and North African countries have high obesity rates for children. The study is funded by the Bill and Melinda Gates Foundation....

Prof. Mohammad Ayoob of Michigan State University looks at the tit for tat military responses of India and Pakistan and tries to interpret the mixed signals of the Pakistan military and civilian president Imran Khan. He says Imran Khan had the difficult task of being in line with the top generals of the Pakistan military and at the same time responding to international pressures to de-escalate the crisis. Imran Khan asked India not to take the confrontation further or Pakistan would have to retaliate, and at the same time emphasized de-escalation as the goal with pressure from Saudi Arabia, the U.S. and China. The nuclear doctrines of the two countries which differ from the manner in which the U.S. and Soviets operated during the Cold War, also make escalation dangerous. Prof. Mohammad points out that the military in Pakistan plays a different role in the state since it was created in 1947. With military control of nuclear weapons any danger of losing control of the state and its position in the state since 1947 could lead to reckless strategies, says Prof. Mohammad. Mr. Imran Khan had to speak in different terms to different audiences in a kind of double speak in this situation. Mr. Khan spoke in terms of development and the need for Pakistan to fund the needed infrastructure always at the back of the mind in the current situation at the outset of the crisis. Much of this was lost in the ensuing hours of the crisis. Yet this remains the dominant need in South Asia as Mr. Imran Khan faces the challenge of meeting his promises for development as much as Mr. Modi faces the challenges of development to catchup with Asian neighbors South Korea and China who have shown how this can be done. A longer memory does show China and South Korea falling behind in the fifties and sixties before making great progress in the last 3 decades by pursuing peaceful cooperation with earlier adversary Japan,  and in the case of China the U.S.  Anyone familiar with the role played by the U.S. in China's civil war, and the Japanese invasions of Korea and China, during four decades of conflict,  followed by the cooperation offered by Japan and the U.S. to first South Korea and then China can see that progress is possible and lays the foundation for development. A recent article in The Guardian reports that China now lays more concrete every 2 years than the U.S. did for the entire twentieth century. None of this would be possible had Chinese leaders in their wisdom and passion for development not pursued development first and foremost, setting aside historic wounds. ...

Reports from Afghanistan say that at a high level meeting took place in Kabul on April 16, 2011, between the top leaders of Pakistan and the government of Afghanistan. At that meeting Prime Minister Yousaf Gilani of Pakistan is said to have suggested that Afghanistan distance itself from the U.S. and work more closely with Pakistan and China. The story was first reported in the Wall Street Journal.

Blake of the Washington Post says president Trump finds himself in the same situation as president Obama, who came into office wanting to scale down the effort in Afghanistan, and early in his presidency signed off on a troop surge under commander McChrystal. Trump in the election campaign expressed strong disapproval of interventionist policies. The deteriorating situation in Afghanistan makes it necessary to make an infustion of American troops- a policy being developed by Gen. Mattis. The change now is to insist vigorously on anti-corruption measures and good governance in return for aid.

Dilip Hiro's new book on the emergence of two states India and Pakistan in 1947 presents the story in terms of the two founding leaders Mohandas Gandhi and Mohammed Ali Jinnah. The division of the region into conflicting states is shown as a result of the divergent views and politics of the two leaders. Jinnah who was skeptical of the mass civil disobedience movement of Gandhi and preferred a legislative approach, and Gandhi who appealed to the masses and oppressed millions in British India. Jinnah and Gandhi's style and approach were fundamentally different. Seven decades later Pakistan has failed to build a genuine participatory democracy for most of this period with military actively involved in government, and India in the manner of Gandhi built institutions of participatory democracy under different political parties. Jinnah was an assistant to Dadabhai Naoroji, India's first nationalist leader at the turn of the century, when the two were in London. Naoroji passionately argued against the British policies that entrenched the poverty of millions of Indians in the countryside. Ironically it was Gandhi, not Jinnah, who took up Naoroji's call for bringing hope to the hundreds of millions of people on the subcontinent in "Poverty and Un-British Rule in India," first published in 1901, and showing how the draining of the country by the British was leaving India weak and oppressed. In 2015 that struggle of Naoroji for bringing hope and economic opportunity to millions of people is the task taken up by India's new government and the new government in Pakistan. Naoroji, the first Asian to be elected as a member of the British parliament, established the East India Association in 1867, the predecessor organization to the Indian National Congress which he founded with Hume, and is the leader Gandhi and Jinnah most respected in the first three decades of the twentieth century. Naoroji was elected to the British parliament for the Liberal party from Finsbury Central in 1892, and was assisted in his campaign and duties as a member of parliament by Mohammed Ali Jinnah. In the light of this common upbringing for Gandhi and Jinnah, the nineteen forties and their aftermath could be seen as a detour, not the substance of political life on the subcontinent- just as Mao and Chiang Kai Shek are a sort of detour for today's China. Lt. Gen John Allen will succeed Gen Petraeus in leading the war effort in Afghanistan. Allen was the deputy commander in Anbar province, Iraq, from 2006-2008. He backed Colonel Sean MacFarland's efforts to get Sunni tribal leaders to join the U.S. against Al Quaeda militants- which came to be called the Sunni Awakening. Allen is close to Gen. Petraeus and has the skills and diplomacy that Petraeus is known for. He is described as someone who understands that the war in Afghanistan involves policy, politics, perceptions and diplomacy.

Gates experience one rainy night in March, at Dover Air Force Base in Delaware, welcoming 4 dead soldiers who lost their lives to a roadside bomb on a rutted road near Jalalabad, Afghanistan, provides an insight into what he sees as important for the US military. One is to address the realities of the war that is facing the US in the now, not some theoretical conventional war as the Pentagon is overly focused on. This war is fought in insurgencies in Iraq and in the Pakistan-Afghanistan area. And even the takeover of nuclear weapons by Taliban, is not ruled out with the collapse of the government in Pakistan. So he sees reason for doing things quickly. At Dover that night, Gates expressed his anger to his staff, "find out why they had'nt gotten their goddamn MRAP's yet (Mine Resistant Ambush Protected Vehicles). Gates went into the 747 carrying the draped coffins, and knelt alone and prayed for 5 minutes. Gates was President of Texas A&M University, before he took the assignment at Defense during the last 2 years of the Bush administration. He knows the ways of the bureaucracy, and is a persistent and effective when faced with lack of cooperation and delays. When the field commanders in Afghanistan said they needed 40 Predator combat air patrols instead of the 12 they had, Gates went around the bureaucratic delays and had his task force set up and and doing problem solving down to details. They went about getting more flying time, and pilots, and control stations in the air force to support this. He keeps presentations limited to 45 minutes, and inists all slides be turned in the day before, for him to look over carefully. And he is decisive in making changes. The Army Secretary was asked to come to Washington immediately, and fired on the spot, not Gates says for the appalling conditions at Walter Reed Army Hospital, but for not acknowledging that problems existed and taking quick action to fix them. And Gates is using the 2010 Defense budget to steer away from large scale conventional weapons programs, and get more money for the immediate needs of the field commanders in the wars being fought today. He makes it clear in talking with lawmakers, that "listening to our troops and commanders, unvarnished and unscripted, has from the moment I took the job been the greatest single source of ideas on what the department needs to do." In doing this he has to face up to the bureaucracy and set ways of doing things at the Defense Department, things that were never questioned under his predecessor Rumsfeld. In 2008 the generals who run the Army, Navy, Air Force, and Marine Corps formally "non-concurred" with the classified version of Gates's National Defense Strategy, which said it was necessary "to take additional acceptable risk" in the area of conventional war so that the military could improve its ability to fight irregular wars. Gates met with all the defense chiefs to listen to their objections, and decided to draw his own conclusion after thinking it over, that the reasons given "were non-compelling," considering the grave dangers that the military was facing in existing wars. Gates is convinced that its his job to give the troops in the field the equipment and resources they need, and he is not letting the military brass or officials block the way. He does not let the criticism affect him. Gates is very quiet when he listens to arguments presented on the other side that he does not share, responding in a thoughtful and controlled manner. Last week, Jaffe of the WPost says, Gates flew to Afghnistan to ask for the resignation of Gen McKiernan the field commander there, a man he had chosen 11 months earlier, but now felt was the wrong man for the job. During this trip he visited a new base being built in southern Afghanistan, and met four marines whose MRAP vehicle took the blast from a roadside bomb, all survived with minor scratches and injuries, and one broken arm. The WSJ's Laurence Norman talks to Yukiya Amano, head of the UN agency, the International Atomic Energy Agency (IAEA), which has the responsibility of verification and inspection of Iran's nuclear development and facilities. Amano describes the issues raised by a 2011 report which outlined 12 sets of concerns to which Iran has to explain, a condition included in the final nuclear agreement. Iran has to respond by mid-August, IAEA then responds, and does work in Sept and Oct, and submits its report by Dec. 2015. Yamano says he has to fill in all the missing pieces in this jigsaw puzzle to get a full picture of Iran's nuclear development. Iran has denied access to military sites and Mr. Amano couldn't say if he has access to the Parchin military site. A concession that was made in the agreement is the long interval of three weeks before access to a particular site that arouses suspicions-the agreement gives Iran the right to appeal an IAEA request to visit such a site to a special commission. The U.S. and its European allies have a majority on the commission yet three weeks are allowed in which Iran could move material to some other location. For critics the question will be why such a concession was needed if Iran truly has decided not to develop nuclear weapons technologies. The U.S. president's response at a news conference on July 15, 2015, was that with the laws of physics the U.S. monitoring tools would detect nuclear activity at that site. The agreement also gives Iran an earlier than planned lifting of a ban on sales of arms and missiles and missile parts if the IAEA says Iran's nuclear activities are peaceful. Iran could conceivably wait till the ban is lifted and its economy in a much stronger position to withstand any future limited sanctions to pursue nuclear weapons development. This would have delayed development for a few years during which time the hope is that Iran has changed into a more peaceful nation pursuing economic development in its region, yet even if this is the case as as happened with India and Pakistan it could still pursue nuclear weapons development. The alternative is a status quo till a better agreement is reached with the leverage of tight economic sanctions and continuing dialogue during which time Iran continues to get closer to a nuclear weapon, or the use of force to prevent this. Iran added the arms embargo issue during the last weeks of the negotiation in June, a controversial move on Iran's part, as this may have complicated the picture with ballistic missiles technology exports to Iran approved after 8 years in the final agreement, compared to the agreement reached in April 2015 which made no mention of the lifting of the arms embargo. Iran played on the notion that if Zarif returned to Iran without an agreement hardliners including Khamanei would veto any agreement, yet this could just be the Iranian negotiating strategy. U.S. president Obama stated at the July 15, 2015 news conference that it would be hard to hold sanctions for longer. Critics might argue that China was already benefitting from the small easing of sanctions by increasing Iranian oil imports by 30% in 2014, and would have less incentive to withdraw from sanctions, as it is dependent on the U.S. and the EU, major markets for its exports and access to technologies. A WSJ/NBC poll in July shows almost half of the people polled in the U.S. saying they do not know enough to express an opinion, a steady 36% support an agreement, showing that the public has not been educated and taken along during the different steps in the largely secret negotiations....

How Ratan Tata's vision of a small car for 1 lakh rupees or about $2500 for the Indian market may change the way the world looks at and buys cars. Note that the Indian car market is expected to become the fastest growing car market by 2013 at 14.5% compared to 8% in China according to estimates by CSM Worldwide. In 2008 Tata will come up with its new 1 lakh rupee car. What Tata's vision has done is challenge the world's leading car makers to come with versions of a small car for the Indian market of their own, with Renault-Nissan, Hyundai and VW and Honda all taking up the challengein the days and years ahead. This is also a challenge for Indian infrastructure, and for the road system in all of South Asia from Sri Lanka to all the way up the South Asian subcontinent to Pakistan and Afghanistan. It will also bring about greater integration of the whole region and create the conditions for significant economic development.

Debt of poor countries is a serious problem in 2022. Debt owed to foreign lenders by low and middle income countries increased by 6.9% on average to $9.3 trillion in 2021, faster than the 5.3% in 2020, according to World Bank estimates. As a result the percentage of the poorest countries in debt distress or high risk of debt distress increased from 15% in 2015 to 60% in 2020, according to the International Monetary Fund.  The pandemic has clearly worsened the situation for countries in weak economic situations in 2019. A country is in debt distress when it is unable to fulfill its financial obligations and debt restructuring is required. Argentina, Sri Lanka, Pakistan are recent examples of countries undergoing serious debt restructuring after falling behind in debt payments. Rising interest rates, inflation, and weak growth lower government revenues and make it harder to make the debt payments to service the debt. A list of weaker economies shown in this WSJ report where interest rates have risen are Russia, Ukraine and Belarus in Europe, Argentina, Ecuador and Venezuela in Latin America, Ethiopia, Ghana and Mozambique in Africa, Pakistan and Sri Lanka in Asia. Mismanagement of the economies, overborrowing, not taking corrective action during a period before the crisis, corruption, wars or drought, factors affecting tourism or remittances from overseas, are some of the factors leading to debt distress. ...
