As stimulus money reaches factories making products like hybrid buses, another trend is working to undo the positive effects. States are cutting back on their orders as they face budget shortfalls. See link to states budget shortfalls. The New Flyer hybrid bus fatory in St Cloud, Minnesota, is one such factory. The Chicago Transit Authority used some of the stimulus money to buy 58 hybrid electric buses. At the same time Chicago had to put aside plans to order 140 more buses using state money which now has disappeared. According to the Center on Budget and Policy Priorities these effects of undoing, with one hand giving and another taking away are acting out across the economy. While the stiluus law cut federal taxes to put more money into the economy, about 30 states have raised taxes according to the Center. The Stimulus provides $27.5 billion in federal money on highway projects, but according to the American Road and Transport Builders Association, 19 states are planning to cut their highway spending in 2009. Even as the Stimulus provides $8.4 billion for mass tranisit, tranist systems are facing cutbacks in service and capital spending. Says Dean Baker, co-director of the Center for Economic and Policy Research, and author of a paper called "The State and Local Drag on the Stimulus," these cutbacks and the tax increases at the state and local levels are heading in the direction of offsetting much of the Stimulus impact....

Jose de Cordoba of the WSJ provides this excellent story on the nature of the migration crisis in the U.S. that is creating political divisions in the U.S. What is causing this surge in migration to the U.S.? Cordoba provides some useful insights to understand the nature of this problem. Nine out of ten migrants in Guatemala which sends most of the migrants from Central America are moving north from Guatemala through Mexico to the U.S. for financial reasons, it points out. Only 10% are because of violence in the region, the rest for financial reasons according to the United Nations International Organization for Migration The jump in apprehension of Guatemalans at the American border shows a surge from 15,000 in 2007 to 236,000 in 9 months of 2019, according to U.S. government data. The surge began in 2008 and jumped in 2014 after U.S. court rulings that first required migrant children to be allowed to join relatives in the U.S. followed by a ruling in 2015 that allowed a parent to join the children and allowed court proceedings to take place that takes years. The result was that smugglers advertised on radio and families sold small plots of land to join relatives in the U.S. who had gone before them. The migration is also specific to certain areas hit by damage to crops, including coffee crop from drought, or certain towns that simply sent more people simply for financial reasons advertised openly.  For 8 hours of work a migrant could make at $12 per hour amount of $96 per day, in Guatemala the daily wage would be about $5.  Overwhelmingly it is financial reasons or economic opportunity that sends migrants north. After it became known that kids could help migration the people in family groups apprehended at the border jumped from about 40,000 in 2015 to 390,000 in fiscal 2019. Smugglers charge $8600 per adult and half that for a child and an adult that can be dropped off at a checkpoint. The efforts of president Trump to close the border to this migration include having Mexico sign an agreement to police its southern border with Guatemala using its newly setup National Guard. As a result the migration has actually surged in 2019 with migrants seeing this as their one last opportunity to join relatives in the U.S. or to migrate to the U.S. The Trump administration tried separating families because of the loophole in the law that allows children to be not deported and parents to join their children. But this created a public outcry and the effort now is to close the loophole in the law. It is also strange that as many migrants are coming from one town Joyabaj  with population 100,000 as from Guatemala City the capital population 2.5 million. In fact the economy has grown by 3.4 % a year in Guatemala and efforts have been made to improve conditions with the help of donor countries in the West for several years, though the drought conditions exist. The situation is similar to that in Europe. If one looks at the violence by gangs in central American region after the end of the guerilla wars and compares it to the wars in Syria and Iraq, one can see how humanitarian concerns preceded what eventually turned out tobe a full blown migration for economic reasons. Initially chancellor Merkel adopted a humanitarian stance but failed to recognize that there was another side to his situation that would attract a wave of economic migrants from places as far apart as North Africa to Afghanistan. Poverty has existed in these regions for many many years before the current migration, with drought and lack of economic opportunity going far back in time. Merkel only recently recognized this problem and the new CDU leader Kambrauer has clearly recognized this. CDU policy shifted in 2018-2019 with curbs on economic migration that has reduced it to a trickle. This process is underway in the U.S. at its border with Mexico and for Mexico with its border with Guatemala. In the short run Europe and the U.S. are paying a price. Not just in the way it has divided each country with a far left and a far right eroding the centrist parties that existed before. In some cases centrist parties that were popular on the right and the left now hve leaders from a far right or a far left faction within the centrist ruling parties. Boris Johnson in Britain, Trump in the U.S., leaders in Italy, Austria and Hungary. Or as in Germany and Spain new far left or far right parties causing the centrist parties to dwindle in influence or as in Germany this combined with a shift to the Green Party in Germany and Liberals Party in Britain as a show of disapproval for how the migration issue has been tackled.  The Economist in a July 2019 issue also points out that the country's own citizens have fared worse with migration. It shows how the Conservative Party's austerity cuts for welfare budgets was popular in Britain as long as eastern European migration at high levels in Britain were allowed starting with the Labour party under Blair. This disproportionately hurt the middle class and the poor after the hit already taken from the faulty banking caused recession. With the drop in migration it is now felt by a majority in Britain that the austerity cuts have just gone too far and a mood is set in to restore many of the cuts and fund public services. Meantime some of the damage has been done and will take a decade to correct as the issues that mangled the centrist parties and led to fragmentation on views of what society should look like have taken place with Brexit and high levels of poverty, income inequality in Britain, lack of investment in infrastructure with overallocation to tech with declining productive benefit for every additional dollar spent. ...

Which may not be a bad thing as it would keep inflation in check and shift to a new way of handling the economy with higher employment and wages and moderate to low inflation. The US may be facing inflation on a bumpy path to 2% or more likely stay near 3%. The 2% target of the Fed was from an earlier era when wages were stuck for most factory workers. The increase in wages was needed so that workers could improve their standard of living that was being eroded and after years of stagnant wages. Inflation at around 3% may be where inflation would be in the current environment. This also means higher interest rates on savings which form the most important source of income next to social security for retirees and older workers with larger savings. This also provides an incentive to younger workers to save that did not exist when interest rates were brought to zero to tackle recurring financial crises caused by banks and external events.

WSJ calls him a state school kid among Ivy Leaguers, a law and order type who is passionate about prosecuting the bad guys. Emily Bowe and Todd Blanche are Deputy Attorney General and Principal Attorney General under DJT in 2025. Todd Blanche brought him in to defend DJT in 2024 cases filed against DJT.

Bowe from Seneca Falls upstate New York  went to University of Albany for BA and Georgetown for JD. He has given priority to pursuing immigration offense and narcotics crime in preference to white collar crimes and has a single minded dedication to the task. He is now overhauling the Justice Department to make the shift from white collar crime to immigration and fentanyl flows at the US borders.

This editorial in the WSJ points out the dangers to the Republican party in taking the stand on immigraton along the lines suggested by Donald Trump in August 2015- deportation for all illegal immigrants, no birthright citizenship for children of illegal immigrants, and no remittances allowed for illegal immigrants to their home countries. It points out that remittances actually improve the economies of the countries south of the U.S. border in Latin America and reduce illegal immigration. There is a need for seasonal workers in farm areas where there is a severe shortage of workers even at $17 an hour. Reducing immigration is better accomplished by more guest worker programs. A likely result would be the move of farms and factories to regions with low cost labor in Latin America or other countries. For the Republican Party this type of policy would bring back the period of the 1920's, says the WSJ, when Irish and Italian immigration was opposed by the party, alienating the two ethnic groups till they were won back in the Reagan period- a sure way to lose in 2016....

Some figures on the foreclosure situation. 2.3 million Americans faced foreclosure proceedings in 2008, 81% increase over 2007. 860,000 properties were repossessed by lenders, more than double the 2007 level, according to RealtyTRac a foreclosure listing firm in Irvine,, California. Moody's Economy.com predicts the numbers to go up 18% in 2009 before slowing through 2011. That is 2.71 million foreclosures in 2009. To prevent the foreclosure levels from getting much worse as unemployment drops, the new administration plans to use upto $100 billion of the remaining $350 billion TARP funds to help homeowners. The 4 states hardest hit are Nevada, Arizona, California and Florida. More than 1.1 million properties there received foreclosure notices, almost half the total nationwide. The hardest hit areas are in California, with the metro areas worst hit in order are Stockton, California, Las Vegas, Nevada, Riverside and Bakersfield, California, and Phoenix. In December more than 303,000 properties nationwide received foreclosure notices, up 40% from year ago month, and 17% above November 2008. At 303,000 the yearly rate is 3.6 million foreclosures or higher for 2009, so the Moody's estimate for 2009 must take into account acceleration of steps to help homeowners with the new administration. Are the rather modest steps taken upto now helping? RealtyTrac analysts estimate that without a state law requiring lenders to give borrowers a 30 day warning before starting the foreclosure process, the foreclosures in California would be 10% higher. There are similiar state laws in Massachusetts and Maryland. Throughout 2008 few steps were taken by the Bush administration to slow foreclosures, even though Republican economists like Martin Feldstein repeatedly advocated this. India's Foreign Minister told a conference that China's forward deployments at Galwan in violation of 1993 and 1996 agreements was an attempt to change the Line of Actual Control. China after years of peaceful development under previous administrations, during which China had gained from the trade relationship with the US and foreign investment from the US business community, sought  to put India at a disadvantage using its larger economy and technological assets obtained through American business assistance. This was done by making forward deployments right at the Indian border to change the Line of Actual Control in progressive steps. Jaishankar made it very clear. "It is hard work, very patient work, but we are very clear on one point, which is we will not allow any unilateral attempt by China to change the status quo or alter the LAC. I do not care how long it takes, how many rounds we do, how hard we have to negotiate- this is something we are very clear of." Going back to the period of independence with Nehru in 1947- China's occupation of Tibet was an occupation of a peaceful country that led to the situation that India faces today of a border stretching from east to west on the Himalayas that faces China. Faced with the partition and refugees from that partition India under Nehru was not in a position to respond effectively to that occupation. Does China gain anything from being at that border through the occupation of Tibet is a serious question? Why? Because it faces a Vedanta and Buddha driven culture and people with population of 1.8 billion stretching to the Indonesian islands that were and still are the fundamental source of  China's own Buddhist culture and tradition.  US business has allied with one country after another Japan, China and now India. The US has faced wars with Japan, and sometimes in a failed attempt to understand the aspirations of  Southern Asia allied with British ideas of the region which were based on the policies of British Empire to divide the region on religious and language, caste based barriers. US business also lacked a true perception of the importance of working class and families in the US as it sent factories and surrendered its own manufacturing to China. The world is now changing following the pandemic and new supply chains and manufacturing policies of the US are being structured. It is in this context where India's pace of economic growth and technological advancement will change its capabilities and its capacity to meet the aspirations of 1.8 billion people in Asia with a common tradition and culture. It is in this context that one can ask the question does China have anything to gain from the occupation of Tibet and being on the border with a country and cultural tradition of 1.8 billion people stretching across South and South east Asia?  ...

Kessler in the WP corrects Obama's claim that he created 800,000 jobs. He says this is clever arithmetic as it takes a low point in Feb. 2010 following the financial crisis. Kessler points out that according to the Bureau of Labor Statistics, U.S. manufacturing jobs were 12.56 million in Jan. 2009 when Obama became president. In Nov. 2016, early estimates show there were 12.26 million manufacturing jobs, a loss of 300,000. This loss does not reflect the problems in the U.S. auto industry and older industries in the midwestern states as a result of trade and globalization that speeded up with the rapid industrialization of China. And led as Greg Ip pointed out in a recent WSJ report to a rapid acceleration of job losses in a decade that did not happen in the same scale during Japan's industrialization and urbanization in the sixties. This aggravated the situation in Michigan, Ohio, Wisconsin, Indiana, and Pennsylvania, and was met with a feeble response from Democrats. Even a economist like Krugman favoring the Obama administration's efforts came to the conclusion that TPP did not add much to gains from trade as most of the gains had already been realized. More of the gains went to tech and IT in California, at the expense of the auto industry based in the midwest. A report in WP show a president too close to IT in California and failing to grasp the situation in the midwest. Voters punish whoever is in power, regardless of being Conservative or Liberal, in Canada the hollowing out of manufacturing under Harper in Ontario and Quebec led to the win by Trudeau's Liberals.  ...

It can be a bit overwhelming, time for a pause, to close the Borders in Europe and in US, to do it together as a Nation. Republican Senator Lankford and senior members of Congress   negotiated the legislation to restrict immigration and close the southern border. It would be signed into law in January 2024 by Biden says Lankford in NYT after 30 years of inaction. The negotiated bill came up 2 months later in March by which time it was stopped by Trump Republicans as an issue for the election. Harris promise is to sign it into law, close the Border. Meanwhile in Springfield Ohio, population of 80,000 in 1960 declined to 59,000 in 2020 dropping 25% over the 60 year period with the decline of the Rust belt towns in the midwestern region of the US. A program that protects people from gang related violence in home country legally allowed 15,000 Haitian immigrants to settle in the city, people who now drive Amazon delivery vehicles and work in nursing occupations and in restaurants, in towns that have severe staff shortages. WIth the influx of refugees from Venezuela at the southern border, this has created anti-immigration sentiment in some parts of America, even as some of the refugees work to fill shortages in traditionally Republican states such as Kansas, as shown in the WSJ, that have decline in population and face severe staff shortages for bus drivers, restaurant workers, and hospital workers. Streams of refugees in earlier eras the Irish, followed by the Germans, followed by Blacks from the South, all followed this path, yet it was also a bit overwhelming, and at these times the nation took a pause. Europe is taking a pause- across Denmark, Sweden, France, the UK- and in the US there is sentiment on all sides for a long pause, to regroup, to reflect and focus on the national goals of binging up the middle class, the lower income classes, and the nation as a whole after the distortions from tech and economic theory induced distortions hurt the working people and families, and hurt rural areas. ...

Jimmy Lai is one of the prominent Hong Kong businessmen who have actively spoken up for universal suffrage without screening of candidates by the government, instead of sitting by on the sidelines. He says he is not talking to the student leaders, and it is upto the young generation to take the initiative as it is about their future. At age 12 Lai was smuggled into Hong Kong by parents in Guangdong province in 1960, making him one of the older generation who has lived through the many changes in Hong Kong- from the British period, through the years of turmoil on the mainland in the seventies, the transition period and transfer to China under the Basic Law. He worked in factories instead of going to school, and later started his own clothing chain Giordano, followed by a move into media publishing. He is the publisher of the Apple daily and Next magazine publications which support the pro-democracy student movement. Lai says the roots of student protest are in the May Fourth Movement of 1919, a cherished part of Chinese history because it led to the awakening of China, sparked the interest in breaking away from the past leading to modernization, lasting for 2 decades till the Japanese invasion and Communist control. Lai says the protest movement is more mature than the movement in China at Tiananmen in June 1989. Another factor that makes this different is that the protest in Hong Kong does not chart out an indefinite future for China just when it is embarking on the path to modernization, the situation facing a cautious Deng in 1989 who experienced the chaos of the sixties and seventies. The movement in Hong Kong is about reinstating what is felt to be in the spirit of the Basic Law- universal suffrage in its true spirit and intent without prescreening candidates for 2017- it is a limited objective and does not risk the modernization drive, more likely to enhance it by keeping dialogue with the outside world open as China looks for new ideas to tackle many prblems left behind from the industrialization period of 1990-2014. ...

Elected to the Politburo in 1980, Gorbachev became president of USSR in 1985. In the six year period to 1991 he launched a movement to free the USSR from the rigid constraints of communist party rule called Perestroika to improve productivity, freedoms and quality of life. He came from a peasant family with Ukrainian origins and was born in 1931 during the period of upheaval in Russia. The rapid removal of Soviet rule was something Russia was not able to adapt to in the early years with no experience in democratic process. By 2000 after drop in life expectancy and fall in the standard of living Mr. Putin emerged as president.  Russia's economy recovered under Putin's three terms till the miscalculations in the invasion of Ukraine in 2022, that were itself a result of a sense that Russia had lost something with the fall of the Soviet Union and the advancement of NATO and the European Union. Gorbachev's sense in his memoirs was that Russia would do best under democracy. Even in 2017 he wrote that Russia and its people were "ready for a real multiparty system, fair elections and a regular rotation of government." Yet he was too much of an optimist and not enough hands on to grasp that Russia was a large economy and safeguards had to be put in place for the rule of law to prevent lawless elements that could control companies, safeguards for the vulnerable sections of society such as pensioners and older people, and limited self government through elected assemblies and parliaments were needed for a decade before democracy to take roots. Gorbachev's knowledge of American and British democracies, constitutions and parliaments and their evolution over centuries was non existent, with little contact and education of this sort under the Czar or Soviets. The democracies in Germany and Japan were established with American power and extensive education, the Marshall Plan, and unlimited imports by the US from Japan to prevent economic catastrophes of the kind experienced by the Weimar Republic in Germany in the 1920's. No plan from western aid and assistance, limited self government of the people was introduced as training ground as in India. In India the British introduced limited self-government or Swaraj in the 1930's with elected assemblies in Indian states, in the pattern of Dominion states such as Canada and Australia. Mohandas Gandhi negotiated the rights of indentured Indians in South Africa in this arrangement and studied British law and constitutions. This led to the catastrophic failure of the rule of law in Russia after 1979, lawless elements emerging under Yeltsin  that controlled companies and the state, high unemployment, failure of the economy, and drop in life expectancy between 1979 and 2005. How this led to the Putin years and now led to the war in Ukraine is covered in more detail under the Lyrarc article on Gorbachev and how he is seen in Germany. ...

A hard fought election in Brazil between Mr. Bolsanaro and an ex-president Lula da Silva. Voting is compulsory in Brazil for all those who are literate and between age of 18 and 70 years. There are 156 million registered voters. President and members of Chamber of Deputies are elected for a four year term. Elections also take place for 27 governors for 26 states and one federal district. If no candidate in elections for president or governors gets 50% of the vote the vote heads to a runoff on October 30 between the top two candidates. Bolsanaro is supported by evangelical Christians in a Catholic country, rural landowners, and business people. He was a deputy or member of parliament for the state of Rio de Janeiro for 27 years, who won on a law and order and anti-corruption platform in 2018. Lula da Silva is a former trade union leader who was president from 2003 to 2010. He was popular during a commodity boom in Brazil's soyabean and iron ore export boom to China that financed social support programs. A corruption scandal affected his successor from the Worker's Party leading to the change in government after the collapse of the commodities boom. After he was given a jail sentence under the Bolsanaro government he was released by the Supreme court decision in 2019 that declared there was a lack of due process in his conviction. Mr. Bolsanaro also as a program to benefit poor families that is called Auxilio Brazil to replacve Lula's Bolsa Familia. Payments to 18 million recipients were increased in August and a monthly stipend was added for taxi and truck drivers by Bolsanaro. The competing interests and the pandemic with the high toll of around 685,000 deaths have created a highly contested election. ...

The Hong Kong protests in 2019 are dividing families as shown in this report in the WSJ. It is about the young who have never known much about China and its recent history in the 20th century and the older parents who have seen China grow from the colonial period to what it is today. As other reports show the part of China called Shenzen that borders Hong Kong has very different perspective of the events there and see the events from the perspective of Beijing. Some of the protest leaders are only in their teenage years and lack the experience needed to help reach some sort of agreement with Chinese leaders. Day after day the two sides are growing further apart and see the protests in a different light. The leadership under Chief Executive Carrie Lam has also not provided some way to bridge the differences.

Though tens of thousands of workers in the French rail network are protesting in the streets about changes in the labor laws, the atmosphere in the National Assembly where president Macron has an absolute majority is different. In the National Assembly most of the legislators are young, inexperienced and there for the first time after the recent elections. Most owe allegiance to president Macron and his party En Marche. The labor code changes were passed without much discussion and on a thumbs up or down vote.  Legislators from Mr. Macron's party are seen by older surviving legislators from an earlier period in French politics as arrogant and do not consult with older legislators. The entire sociology of the National Assembly is overturned and presents a complete culture shock, says a leader of Macron's party who selected members for seats in parliament. Three fourths of members are here for the first time, 60% in Macron's party En Marche. About one third never held public office before. These members spend a whole week in parliament instead of the few days during the earlier Assembly. Yet for all the work and enthusiasm these members act as more of a rubber stamp for Macron's policies instead of offering healthy discussion so that policies can be modified where needed to better accomplish the goal of changing the French system where it can be improved. The result is a form of government that critics increasingly see as autocratic. For Macron this means the lack of a process of consultation that could improve legislation and increase consensus, creating larger support for the changes to the labor laws and the pension system. ...

FDR said this  on October 31, 1936, it could also be president Biden.The current Media and Hollywood efforts to choose presidential candidates of their choice runs contrary to "We the People," contrary to views of ordinary Americans, of voters, workers and families. President Kennedy was told he should not take the nomination because he was too young. Kennedys' response was that it was he not Humphrey that went to state after state and won the votes in the primaries, no one else made the effort to run in the primaries in each state. President Biden has the support of 14 million in the primaries. George Chidi from Atlanta reports that undecided voters number about 1 million in the swing states and most are much older than the average. Most may feel insulted by talk about age when they are in the same category.  A 102 years old Lockheed engineer in Atlanta suburbs says he is a Republican but will not vote for Trump. There is also the women's vote in Georgia and Atlanta suburbs with abortion ban as the issue as it was in Kentucky and Kansas. How many vote will also be a factor, making energizing the base a key factor. The idea that one party is doing better than the other is refuted clearly by some of the people in Georgia shown here, and the age factor does not get the prominence the Media have given it, as long as the government is functioning well. Media has failed to look at the policy details of each candidate in a colossal failure that calls for alternatives. Older voters who are the major part of the 1 million or so voters in swing states that are undecided also say that the fact is that with both the candidates- as it is with administrations that are led by young presidents seen as too young to lead (JFK) the opposite of today- many of the decisions are made with an experienced group of advisers around the president. Many if not all also realize that the vast experience of an older president is also an asset. Much of Biden's legislation for chips science, infrastructure, the Inflation Reduction Act have not happened in Germany, France or the UK, and would not have happened in the US without the ability of president Biden to get the bipartisan support from being the one with the most experience in Congress in a long time. The result is the hundreds of thousands of jobs created each month and a growing economy, inflation down from 9 to 3% as the first step to further cost of living action to support ordinary workers and families. Only LBJ comes close and he signed landmark legislation for Medicare and Medicaid, and for civil rights into law 60 years back. By removing America from the wars that Reagan and Bush started and Obama and Trump failed to end president Biden has given the US an opportunity to inspire and lead the free world in a way that has not happened in many decades and build a growing economy, a bright future for the Nation. ...

U.S. household net worth has surged a Fed quarterly report shows. But the winners are not the same people who lost out in the Great Recession. Home prices in Las Vegas, Pheonix and Miami are still well below - over 25%- than when they were at their peak before the recession, according to Case-Shiller price index. It is in cities such as San Francisco, Dallas, Denver and Charlotte that prices have surged. As for stock investments this is concentrated among the higher income and wealthier households. Core Logic shows the number of people underwater of 12 million at the peak, and this has declined to 3 million. Overall the trend is positive when combined with the Census report showing strong gain of median income of 5.2% in 2015, and shows Obama policies working in the right direction. Though it has taken time, still leaves many people behind in parts of the country, and for demographic groups such as older people who lost jobs in the recession.

DJT calls for 10% cap on credit card interest for affordability crisis for US families. Most of the credit card companies in the US base these operations in places without usury laws such as Nevada, and charge exorbitant rates on credit cards, a practice that is going on for 6 decades since the 1960's. It makes it harder for families to get out of poverty and living from paycheck to paycheck. It is another aspect of the affordability crisis. Interest rates of 30% are a way to reduce social mobility in the way a feudal order once did in the years before the Modern World and the Scientific Revolution. A society without social mobility is one in decline can be seen in the way Spain went into decline after 1700 and Britain emerged to lead the Modern World and the Industrial Revolution. This is the crisis America faces today- change or cede leadership to China or some other nation. International arrivals to the US that were still down by about 35% in June last year over the pre pandemic levels of 2019, are going to be only about 20% below prepandemic 2019 levels this summer 2023. The cost of gasoline for people in the US is about $3.57 a gallon compared to $4.60 last summer. Justin Lahart in WSJ says Americans with steady checks and low unemployment are willing to spend on trips this summer. Among Americans about 40% still avoided travel by airplane, train or subway in 2022. This is now down to 18% or less in 2023.

Traditional vacations are up as old style remote work vacations are receding. Marriott, Hilton and other hotels, and airlines report strong demand. Older people who spend more are also joining the trend this summer leading to higher spending. This may even help the US avoid a recession, says Lahart.

Labour party in Britain is removing a never used anti-labour minimum services law that tended to worsen industrial relations and make it difficult to negotiate and resolve disputes over wages and conditions. The minimum services restricted the ability of 5.5 million workers to negotiate wage increases- it affected ambulance services, fire and rescue, teachers and rail services, border security to take industrial action, by requiring that a minimum level of service had to be provided. He says "it is the first major step in terms of resetting our relationship with the trade unions of this government." Jonathan Reynolds the Secretary for Business and Trade says- "The strikes act has not worked; it was a gimmick which inflamed tensions and only made serious negotiations harder, ultimately harming our public services and economy. It is telling that no single business ever used this pointless legislation. The major provisions of the Republican House healthcare bill that passed by a vote of 217-213 are- 1. To help people buy insurance coverage the bill offers $2000 to $4000 a year, upto $14,000 a year in credits based mainly on age, reducing them for families making $150,000, individuals making $75,000. 2.  Under the Affordable Care Act insurers cannot charge older Americans more than 3 times for same coverage they offer to younger people, the new bill makes this 5 times. This would increase premiums for older Americans and reduce it for younger Americans. This is the most controversial part of the bill. Older Americans supported the Republican party in the presidential election. 3. The new bill ends Medicaid as an open ended entitlement and places this on a budget with cuts of $880 billion over 10 years. 4. To mollify conservative Republicans a provision allows state to opt out some provisions of the ACA that requires minimum benefits such as maternity care and emergency services. It retains coverage for pre-existing conditions to mollify moderate Republicans. The bill provides states with $138 billion over 10 years to subsidize premiums, provide coverage for pre-existing conditions, mental healthcare and drug addiction. 5. The bill removes the taxes imposed under the Affordable Care Act (ACA) on high income people of about $300 billion over 10 years by repealing a payroll tax increase and tax on investment income. This bill and the ACA offer 2 competing visions on healthcare, both bills passed only by a margin of 4-5 votes in the House. The ACA overlooked the impact on premiums causing discontent among middle income Americans. The new bill lets premiums rise for older Americans in order to keep premiums down for other Americans. This shows the many tradeoffs involved and choices being made, and the lack of a consensus on the issue of healthcare in the U.S., becoming a highly politicized issue instead of the way it is treated in western Europe.     ...
