Laffer says that starting in September 2008, the Bernanke Fed has radically increased the monetary base, comprised of currency in circulation, member bank reserves held at the Fed, and vault cash, by almost $1 trillion. See graph. The percent increase in the monetary base is the largest increase in the last 50 years by a factor of 10, he says, and its outside of anything we have ever experienced. The currency in circulation component which previously comprised 95% of the monetary base, has risen by a little less than 10% while bank reserves have increased 20 fold. With such large reserves banks are lending more money. The 12 month growth rate of M1 is now in the 15% range. But he sees reduced demand for money as confidence is restored in the banking system. He sees the drop in output and manufacturing and employment leading to further reduction in the demand for money. His view is that the reduced demand for money, and the rapid growth in the money supply, will lead to higher interest rates and inflation, unlike anything experienced in th 1970's. The backdrop to this is the huge liabilities taken on by the federal government in the auto and banking bailouts, and through the stimulus and other programs, with a deficit he projects at 13% of GDP. Steps the Fed could take such as issuing $1 trillion in new bonds to contract the monetary base, become difficult, considering that the Treasury plans issuance of $2 trillion in new bonds in the next 12 months. The alternative is to increase the reserve requirements of banks to restrain the growth in the money supply. A too rapid contraction of the money supply would cause the economy to go back into a recession. See Paul Krugman in the NYT, June 15, 2009, who cautions against reversing course. Krugman says the Fed increased reserve requirements in 1937, leading to putting the economy back into a slump. Krugman responds to Laffer by saying that the economy faces deflationary trends, and is in a liquidity trap where policymakers cannot cut interest rates further, making inflation less of a threat at this time. Krugman says overcrowding of private investment is not happening, as government is only stepping in where private investors have retreated....

The 2008 bailouts helped the very banks and financial institutions that caused the financial crisis through the issuance of bad mortgages. The stock market and economy recovered leaving workers behind who did not benefit and were hurt financially, causing a deep resentment among Americans that led to protest movements. This resulted in the the remaking of both political parties, with Mr. Trump remaking the Republican party, and Bernie Sanders, Elizabeth Warren remaking the Democratic Party, in a sharp shift to protect American workers and American business. A lot has changed since then.The legislation passed in Congress for a $2 trillion aid package is driven by a desire to protect working families first. Companies that get loans are expected to avoid layoffs. The focus is entirely on preserving jobs in American industry and small business. A separate allocation is made for unemployment insurance and direct payment to households so that the safety net is secured. This may not prove enough, so that there is a vigilant attitude in Congress to ensure that workers and working families needs are met in the coming year and years. ...

The FDIC had $19 billion in its fund that insures consumer's deposits at the end of 2008. A bill in Congress by Christopher Dodd, the Senate Banking Committee chairman, gives the FDIC access to $500 billion till the end of 2010 if the Fed, the President and Treasury secretary support that, and $100 billion without that approval. The FDIC proposed raising the fees banks pay into the deposit insurance fund to buildup the fund, that has been depleted by bank bailouts like the one at IndyMac which cost $10 billion. But banks protested because it comes at a time when bank's are already in a bad condition. Under a 1991 law the FDIC can borrow from the Treasury amaximum of $30 billion. The access to $500 billion is meant to let the FDIC act as another source of funds to address systemic risks that arise in the future, in addition to the $700 billion already approved by Congress for that purpose. In an interview Sheila Bair, head of the FDIC, said that a change in the law would "ease the mechanics of how seamlessly we can access our lines of" funding. Angolan investments are increasing in Portugal's economy. Privatization of Portuguese companies- required by the IMF as part of the bailout deal- is leading to investments by Angolan companies connected to the ruling party of Jose Eduardo dos Santos. Angola's Banco BIC is buying Portugal's Banco Portugues de Negocios (BPN) for $58 million, a fraction of the original asking price of $260 million. The IMF made the privatization of BPN a condition for Portugal to have the recent bailout loans. Angola's state oil company Sonangol has a 12% share in Portugal's largest listed bank Millenium BCP. There is a reverse migration of Portuguese to Angola. Portugal's foreign ministry says it showed 45,000 Portuguese citizens in Angola in 2007-2008. The figure in 2008-2009 had jumped to 92,000 as professionals lefto Portugal for Angola. Portuguese building companies are doing more work in Angola, and Portugal's banks are the basis of Luanda's financial system.

Lessons from the Mexican financial crisis of 1994-95 with the collapse of the Mexican peso, and a massive government bank bailout and Mexico's biggest slump since the Great Depression. Guillermo Ortiz, now central bank governor, was finance minister at the time. He discussed things with Fed Reserve chairman Ben Bernanke, about the Mexican experience which could be seen as the first financial crisis of the global economy. What lessons can be learned? Ortiz says there comes a moment when something happens that leads to a general loss of confidence. Once this happens things can deteriorate fast. This happened when Mexico could not successfully manage the devaluing of the peso. For the USA this might have happened with the collapse of Lehman, which may have triggered a sequence of events leading to a general loss of confidence and banks fear of lending to each other and credit markets getting frozen. At that point Ortiz says its better to do too much than to do too little, as it takes a lot to restore confidence. "And don't be ruled by ideology, stay flexible and act decisively. Help those with mortgages they can't pay. Take stakes in troubled banks. Don't expect to turn a profit on government investment." How do you tackle mortgage workouts or modification. Vicente Corta who led Mexico's bank bailout program says "we tried fancy scemes that did not work. We ended up saying 'OK you pay half your mortgage, and we'll pick up the other half." Sounds similiar to what FDIC's Sheila Barr is doing on a small scale at IndyMac bank, basically " making mortgages affordable." And take stake of ownership in banks in exchange for injection of capital. Paul Krugman says the Bush administration earlier was reluctant to do this, thinking oh that is socialism, because they let themselves get into an ideological bind. Until Gordon Brown did just this in the UK with RBS and HBOS banks on Monday October 13, 2008. In that case because no on else came forward Britain took a majority stake. British finance Minister, Alistair Darling, stated that the British government was not in the business of running banks and that this was taking a necessary step to restore lending. The Mexican experince in this context is very instructive. It cost Mexico dearly in terms of political warfare about this, because once Banamex for example- to which the Mexican governmet gave money without any ownership stake- became healthy it was sold to Citigroup for $12 billion and the government got nothing. In Mexico Lopez Obrador and other politicians have created a running debate about this as totally unfair and it has been divisive for Mexican politics, making passing even basic legislation difficult. Ortiz now says take ownership stakes and if you don't forget about socialism you will have political fallout of a different kind when banks once healthy and profitable are on their own owing little to the government; just when the government falls short of financing the basic programs for the elderly, for children, for schools, for health care,and for collapsing bridges and roads that are falling apart, not to speak of funding shortfalls for Medicare and Social Security. So Guillermo Ortiz has some very useful advice for Ben Bernanke and the Fed and for Treasury and for the next President. Edmund Phelps of Columbia University was interviewed on Bloomberg today, October 13. He is a recent winner of the Nobel prize in Economics. He also believes capital injection into the banks- like other economist have suggested -is the key to getting the banks to lend. He thinks the auction process and buying up toxic assets is way too complicated and would take way too much time. He thinks keeping homeowners in their homes and reducing foreclosures is critical and thinks Martin Feldstein has some good ideas on this. See the links to Martin Feldstein. What if things still deteriorate? The government may have to nationalize or takeover some of the banks, he says. Gordon Brown has already taken over RBS and HBOS. What are some of the ways to improve things. One is that credit ratings firms he says have become almost oracular. Do they know what can happen in the future he asks. We have to rethink what it means to give a rating he says. And the U.S. financial institutions have to go back to doing what they should be doing in the first place, which is to finance investments in companies and business, and not homes and residential construction. ...

The mismanagement of the economy under president Macri is leading to an economic crisis in the country. By embracing economic orthodoxy and slashing subsidies for fuel, electricity and transportation Mr. Macri who won the election 3 years ago has cause the prices of these basic goods to skyrocket. This has hurt the middle class and poor in Argentina. For most of this century Argentina has pursued populist policies, and in the last five decades periods of free market principle based economics were followed by severe crises, and subsequent restoration of populist policies to improve the economic conditions that had deteriorated.  The peso lost half of its value in 2018, leading to a IMF bailout of $57 billion. Inflation is at 50%, unemployment above 9%. To stem the fall in the peso the central bank increased interest rates to 60% stifling the economy and business. Under his predecessor Christine Kirchner the peso's value suffered and its currency reserves were low after fall in soyabean prices, yet the currency had not suffered the kind of decline that it has seen under Mr. Macri. The cutting of subsidies and the economic crisis has increased the number of poor to about a third of the population. Argentina now faces another of the repeated cycles of going from a populist Peronist administration to a free market orthodoxy supporting government, followed by an economic crisis and a shift back to Peronist populist administration policies. Part of the problem is that Argentina, and Brazil, and most of Latin America is still dependent on commodity exports, and the economy dependent on commodity prices. The manufacturing sector has not taken off as it has in Asian countries. This has led to repeated crises in times when the currency reserves declined and affected the currency, also leading to bouts of severe inflation.   ...

In its performance review for Pakistan the IMF says growth estimate is 2.8% for 2014. The IMF sees a poor outlook for the balance of payments situaion, and has raised the issue of critically low foreign exchange reserves. Inflation is increasing and is at about 11%. Foreign currency reserves have declined from over $6 billion in 2013 to less than $4 billion. Yaseen Anwar resigned as head of Pakistan's central bank in Jan 2014, as Pakistan begins its second quarterly review with the IMF representatives in Dubai. The IMF has only released $1.1 billion from a $6.7 billion bailout in Sept. 2013. The quarterly reviews are designed to see that Pakistan meets the bailout conditions. The new administration of prime minister Nawaz Sharif is making an effort to bring the security situation under control in Karachi and other cities to generate business confidence and expansion.

Not much in any meaningful way is being done so far for homeowners facing loss of their homes. The bailout plan has wording that encourages the government to help but no concrete measures beyond that. At this point loan modifications by banks are doing little meaningful to help homeowners. Some critical measures of what is happening. According to Sheila Barr of FDIC troubled loan portfolios have yielded about 32% of book value compared with 87% for loans in which the borrower is current, in her statement in Congress. But with fear gripping the credit markets the banks are reluctant to take any immediate losses by writing down principal balances unless the government steps in, because their capital is under huge strain and some banks are going under. Deutsche Bank estimates 40% of homeowners or about 20 million households will owe more than their home is worth by the time the housing market stabilizes. This suggests he scale of the problem as Martin Ferldstein pointed out in the WSJ someof these homeowners may simply walk away from their home as a rational decision. It also suggests how this combined with rising unemployment could lead to significant drops in consumption spending making the situation in the economy much worse, and allowing rising unemployment to play an additional role in increasing home foreclosures for the first time....

The Portuguese government asked the European Union for bailout loans. The aid the EU is providing to Portugal comes with conditions- asking Portugal to make additional austerity cuts even as new elections loom. The aid is essentially more loans at high interest rates, even if the rates are lower than the steep rates in financial markets for a country with a collapsing credit rating. There is serious concern about whether this formula applied by the EU is going to work because at this rate it may take a decade or more for Portugal to pay off all the loans. The major problem is that with severe spending cuts- a country that lacks competitiveness and cannot devalue its currency because of being the euro zone- it is that much harder to generate growth. Simon Tilford, chief economist for the Center for European Reform in London, says the EU leaders have failed to come to grips with the core of the problem for Ireland, Greece and now Portugal- which is how to restore the finances to some sustainability, and how this could ever be achieved by a policy of deeper and deeper spending cuts. Tilford points out that the other more fundamental problem EU leaders are not tackling, is that the problem is deep down the large amount of Portuguese, Irish and Greek debt held by German, French, British, Spanish and Dutch banks. If these countries default the governments of these countries would have to recapitalize their banks at the expense of the taxpayers of Germany, France, Britain, Netherlands. Political leaders of these countries want to avoid confronting angry taxpayers and lose political support. Germany has called for a bondholder haircut, something that banking interests do not support. Tilford says Portugal is not getting a bailout, because for a bailout there would need to be a default by Portugal. What it is getting along with Ireland and Greece, are loans at high interest rates, and an EU plan that simply stifles the ability to pay back accumulated debt, leaving the situation in limbo for some future resolution....

How will deflation in the USA affect jobs in China? Not just Roubini talks about a deep recession. Kenneth Rogoff, an economist who has argued with Stiglitz's view of things during other banking and financial crises in Asia in the nineties and has been an optimist about things compared to Roubini's serious concerns, is now talking about a lost decade. Early on a lot was said of and made of the housing crisis in Sweden, where with strong government intervention and decisive action to capitalize and take stakes in banks, things were back to normal in a few years. One thing that Sweden did not face was a global slowdown and global systemic effects of credit crises worldwide so it now looks like a different situation. Here you have a series of things happening at the same time, housing price collapse, foreclosures, higher unemployment, no savings and high debt for consumers and banks foreshadowing possible collapse in consumer spending, and declines in capital spending, tight or no credit for small and larger business, global slowdown including China and India slowing exports significantly for the developed countries of USA, Europe and Japan. Interest rates near zero in the USA and Japan and trillion dollars already committed in the USA for bailouts and assistance, even before the ful force of the economic downturn has hit and this is the beginning of the downturn. ...

Antonis Samaras continues his efforts to get the EU to agree to a two year extension for deficit targets agreed to in the March 202 bailout. He meets Merkel in Berlin, Aug. 24 and Hollande in Paris, Aug. 25. Merkel's coalition partners the Free Democrats oppose an extension. The opposition Social Democrats leader Steinmeier tells the Frankfurter Rundschau newspaper "its not very smart to abandon all conditions for aid over an extension of 12 months." Samaras tells the Sueddeutsche Zeitung newspaper: "our economy shrank 27%. Greece is bleeding, It is really bleeding." And German finance minister Schauble tells Germany's SWR2 radio that its too early for Greece to come back and say the agreed aid is insufficient considering that its ony 6 months since the March 2012 agreement. Merkel and other leaders in the Christian Democrats say they will wait till a report from the troika (the EU, ECB and the IMF) in October 2012 before responding.

Harry Markovitz who invented Portfolio Theory and won the Nobel Prize in 1990 on the economic crisis and solutions. His idea in portfolio theory is that you reduce risk by creating a portfolio of uncorrelated assets. Owning GM and Ford together is more risky because they are correlated. The securities owned by banks were not not portfolio type with uncorrelated risk, they were all of one type in the mortgage securties industry. He goes to the heart of the problem saying until all these securities are scrutinized and underlying mortgagesare scrutinized, sorted out down to the individual zip code level, and this is not as complicated as it seems given the amount of resources that can be thrown at this problem, and given what is at stake, and they are striped of their lack of transparency, the country and the global economies that are intertwined with America's problems cannot see a solution to this problem. And this is true for the banks like Bank of America and Chase and the government run banks like the FDIC Indymac bank, where only a small fraction of homeowners can be helped with loan modifications to make monthly payments affordable, as a big part of the mortgage loans they hold or service are in the form of mortgage securtities where they don't make the decisions. Unless mortgage securities are sorted out to restore transparency and the government steps in with help and mandates a direction, the foreclosure process will lead to dropping property prices and further deterioration and economic stagnation similiar to the experience of Japan. Markovitz says it could take a year to do this. He says "the valuation process will take as long as takes, but it is the primary step toward effectively utilizing the very controversial bailout and avoiding the structural problem of a stagnant economy." Writes Gordon Crovitz of WSJ, "to put the issue in probability terms, the odds are very remote and nonexistent that the economy can recover until these basic steps are taken."...

The revised AIG rescue plan helps banks recover some of their losses on collateralized debt obligations and helps AIG by cancelling the credit default swaps it wrote on these CDO's, and thus helps shore up the financial system. This is what happened. During the boom period banks bought protection from the insurer AIG on securities backed by now-troubled mortgage assets. These securities are called CDO's or collateralized debt obligations backed by subprime mortgage bonds, commercial mortgage loans and other assets. Banks in the US, and Europe bought credit default swaps on these securities from AIG, and AIG promises to compensate them if the securites default. Now with the housing and the credit crisis the values of these CDO's plummet, banks go to AIG and AIG has to provide them collateral to help cover these losses of the banks. AIG ends up giving $35 billion in collateral to the banks including Goldman, Merrill, UBS, Deutsche Bank and others. The continuing fall in value of the CDO's meant AIG had to give more and more collateral to the banks leaving AIG severly exposed, which is along with other problems on its accounting books when the government stepped in in early October to bailout AIG with loans, with interest rates that became punitive for AIG leaving it in a struggling condition. What does the new revised plan do. It eases conditions on the interest rates and the New York Fed puts $30 billion of its money to buy the multisector CDO's at market prices averaging 50 cents to the dollar and AIG provides an additional $5 billion. With than one action banks get to recover their $35 billion and AIG gets to cancell its credit default swaps on these CDO's, in effect freeing AIG from thses swaps that were creating a hemorrhaging effect as it had to keep posting more and more collateral to banks, and banks got to recover the money on CDO's. In effect helping shore up the financial system. There are other problems at AIG but this was the biggest and most draining, and it helps AIG protect its other businesses, and banks get to put this dismal chapter behind them. ...

Its now known that some of the money that the government used to bailout AIG is going to Deutsche Bank and Goldman Sachs, so that they can pay the hedge funds to whome they sold credit default swaps. The way it works is this. Hedge funds bet against the housing market that if mortgage defaults reach a certain level they would be paid a large amount. To do this they buy credit default swaps from banks like Deutsche Bank and Goldman. In turn Deutsch and Goldman go out and hedge the risks of selling these credit default swaps. Its hard to find someone to sell this insurance, but AIG becomes the dominant insurer for these credit default swaps. What does AIG get out of this. Only fractions of apenny for every dollar of insurance sold to the banks, less than $10 million for $1 billion of insurance. These swaps were sold in 2005, when some of these hedge funds saw risks in the housing markets excesses, and they were making the bets for an event that was a very plausible one, with very little risk to themselves. And the banks were passing on a lot of the risk for insurance on the cheap to AIG, which ends being the sucker holding a big part of the risk. What did have to gain from this, and why it agreed to sell this insurance is a mystery. Its this insurance that has caused AIG its biggest headache, to have to set aside money to pay the banks who in turn pay the hedge funds. When these pools of mortgage assets of companies like Countrywide Financial, which were created by Deutsche Bank and Goldman, called by names such as 'START' and 'ABACUS', went down in value AIG has to set aside money to pay the banks. As these assets fall in value from mid September to December 2008, AIG and by this the government which now owns 80% of AIG, paid $5.4 billion to Deutsche and $8.1 billion to Goldman under credit default swap contracts AIG has written. This adds up to $52 billion paid to all the banks that bought insurance for credit default swaps they sold and covered with AIG insurance. And this is a large part of the $170 billion of government money to AIG. Its for this kind of financial wizardry that makes little sense, and showed no sense of responsibility for the firm, that the Financial Products Group's 370 employees are to be rewarded with $400 million in bonuses, with binding contracts as reported in the Washington Post. The $165 million so widely reported in bonuses sent out recently, are only a part of the $400 million. While this is going on its surreal that on the other side Michigan is hurting , auto states in the midwest are hurting badly. And $17 billion barely makes it through in time to keep GM and Chrysler running in December 2008, and the money can be called in by the government in February 2009 leading to these companies ending up in bankruptcy. This puts the situation in new perspective, and Rattner who heads the group looking at the GM restructuring must be aware of this, when he said bankruptcy is not necessarily the best option and the loans would not be called in by the government. Its job losses in the economy, and the fragile nature of the economic outlook, and also the way in which money is being scandalously wasted in other places like AIG with no purpose, that Rattner must have in the back of his mind as he looks at money for GM restructuring and jobs for hurting workers. ...

Did U.S. Treaury Secretary, Timothy Geithner, ignore a key request by President Obama to present plans for the restructuring of Citigroup after the government bailout of Citigroup? Ron Suskind says this is what happened in his book on the Obama administration and how the White House operated to make key decisions. Ron Suskind, intervewed key members of the Obama White House economic policy team, Lawrence Summers, Christina Romer, Peter Orszag. In all Suskind conducted 700 hours of interviews for his new book in Sept 2011: "Confidence Men: Wall Street, Washington and the Education of a President." According to the book, in early 2009 after Obama authorized a series of stress tests for banks he told Geithner to develop a plan for restructuring Citigroup. A month later at a meeting not attended by Geithner Obama raised a question about the status of the plan. He was told by Romer that no restructuring plan had been developed for Citi. Suskind says Geithner disagreed about a plan to restructure Citi and decided to ignore the request. Geithner and the Treasury Department say Obama asked Geithner to develop a backup plan to overhaul banks if the government was forced to keep a big ownership stake in the companies, and "there was fortunately never a need to put them in place." Geithner told Suskind that he doesn't slow-walk the President on any matter. Other aspects of the operation of the economic policy team that Suskind covers are a series of memos from top aide Pete Rouse raising questions that ongoing communication between some members of the economic team and Summers was giving Summers power to shape policy. Summers, Director of the National Economic Council, is shown as trying to keep out the views of Romer and budget director Orszag from reaching the President without going through him. When Orszag gives a private report to the president on the deficit, Summers objects saying that this was immoral. Obama lacked the fresh ideas needed to tackle the problems created by the mortgage and banking crisis of 2008, when he used the Clinton administration economic policy team of the 1990's- Rubin, Bernanke, Summers and Geithner. Fresh approaches were needed two decades after Clinton's election in 1992, and the Bush administration that followed, as many of the problems developed during this period. The similiar embedded thinking was shared during the Clinton and Bush administrations and the economic advisors about dealings with the banking sector, but the situation for deficits, unemployment, housing, and the economy had completely changed requiring fresh approaches. ...

The New York Times editorial page on the day following the passage of the second bailout or rescue plan of $700 billion in the Senate after it was voted down in the House of Representatives. It points out that the bailout bill does little to prevent a wave of foreclosures which the NYT estimates at six million people expected to default in the rest of this year and 2009. At a Congressional hearing for the Hope for Homeowners program in which the governmet wold insure upto $300 bilonin new affordable loans for troubled borrowers if the lenders voluntarily refinance delinquent mortgages by reducing loan balances to 90% of the homes' current market value, lending banks were lukewarm about taking these losses in exchange for bigger losses in foreclosures. These lenders include Wels Fargo, Chase, Bank of America and Citigroup. The FDIC's Sheila Barr has also advocated reducing loan balances in her proposal for tackling the housing crisis presented after the Bear Stearns crisis. She is taking this approach to banks that like IndyMac were taken over by FDIC. But the numbers are not large letters were sent to 28,000 delinquent borrowers of IndyMac recently to reduce loan balances. This is a serious problem and either Congress and Treasury are leaving this problem to the next administration taking office 3 months from now as there is no real consensus on this issue even today or they are missing the impact this has in dropping home price values even further in neigborhoods across the nation as foreclosures drive prices down even further compounding the problem. For the financial institutions it would appear that they are letting this drag out because their capital is at frighteningly low levels and taking losses at one time is harder than taking the foreclosure losses dragged out over 1-3 years and they are also looking for a way in which they can let the government bear the burden of losses as the crisis intensifies which can make sense from the point of view of each institution. According to a report in the Wall Street Journal on September 29, 2008, Sheila Barr told Congress this month that in recent years troubled loan portfolios have yielded about 32% of book value, compared with more than 87% for loans in which the borrower is current. These are strong statistics in favor of lenders taking an informed decision to lower loan balances voluntarily with some government help along the way but the fact that this is not happening leads one to think that something is falling between the cracks, initial lender reluctance to take losses through voluntary balance reduction at the time of Bear Stearns crisis given taxpayer reluctance and lack of government initiative to help lenders in doing this, sort of what Martin Feldstein suggested in a series of articles during the time before and after the Bear Steans crisis. And then as the credit crisis worsened with collapse of Lehman, WaMu, Freddie, Fannie and Wachovia in September 2008 fear gripping the markets and LIBOR interbank lending rate at close to 8%, banks gripped by the fear prevailing in the market, frozen practically about any steps other than preserving their hammered capital, and reluctant to take losses which would further impair their capital. Also in the WSJ Sept 8, on help for homeowners, Deutsche Bank estimates 40% of homeowners or about 20 million households will owe more than their home is worth by the time the housing market stabilizes. This will lead to some homeowners making the rational decision as Martin Feldstein argued to walk away from their homes, leading to more foreclosure losses for th banks. An analysis it says of 144 mortgage modifications by the Massachusetts Attorney General's office found that none reduced mortgage balances and onoly a handful reduced monthly payments. Even with interest rate reductions, the study showed borrrowers wound up paying more because of missed paymmets penalties and fees. Another study by Credit Suisse mentioned in the same article points out that the percentage of borrowers who were behind 6 months after loan modifications dropped to 17% when lenders reduced the loan balances and 13% when mortgage companies froze the interest rate of adjustable rate mortgages. A bigger problem is the effect on consumption, if 40% of homeowners end up owing more to the bank than their home is worth as Deutsche Bank estimates, combined with higher unemployment and higher parttime employment, by the time things stabilize. And this is the big looming problem for a new administration in January even if the bailout plan passes Congress this week after revisions and eases the crisis in the credit markets. ...

Faces in the continuing foreclosure crisis in Spain in 2014 include Xacobo Rodriguez and his mother in Madrid. Foreclosures continued at a high rate in Spain into 2014. The Bank of Spain reports that 38,961 primary residence homes were foreclosed in 2013, a decline of only 1% from 2012. If second residences are included the number of foreclosed house increased by 11% in 2014. This is six years into the housing crisis in Spain with no end in sight. The government has declared a 2 year moratorium on eviction of families that meet hardship criteria- a member of household disabled, expired unemployment benefits, very young children. A Social Housing Fund with 6000 units which provide places to live was created but only a small number of units are given out so far. The social advocacy groups say not enough is being done. The government points out that 90% of houses taken by banks were unoccupied at the time. Bank Association spokesperson says there is an understanding of the depth of the crisis with 6 million people out of work, that action is taken to reduce the stress on homeowners. And point to the data showing only 1% of homes were taken by banks in 2013 of the 6 million home mortages outstanding, with one third of these done with an agreement to have debts erased for the homeowners. Women and immigrants are affected to a larger degree, according to Human Rights Watch. Social housing in Spain is only about 2% of the housing stock making things more difficult, by comparison it is 17% in France, 21% in the UK, 35% in the Netherlands, according to Human Rights Watch. Meanwhile the Spanish government of the Partido Popular under Mr Rajoy, continues a policy of trying to be responsive to the homeowner crisis, and at the same time helping the banking system recover following a $56 billion bailout loan taken by Spain from the European Union. ...

The Putin Medvedev administration is reluctant to lowere the value of the ruble seeing the stable ruble as sign of the hard won recovery of the last decade. The Russian stock market has lost 68% of its value so far in 2008 and the banking sector is affected. Russia has committed about $200 billion in the bailout plan and the central bank has raised intrest ates for the fifth time most by 1 percentage point to reduce capital outflows from the country. For weeks Russia has used its foreign currency reserves to keep the ruble from falling further. In the process it has used up $112 billion in reserves since the summer. It still has $485 billion in reserves.

Puerto Rico has issued $72 billion in debt, about 70% of its GDP, by offering tax breaks to wealthy investors. It is now faced with a declining population, a shrinking tax base and a large public sector. Puerto Rico's inability to pay its debt will affect hedge funds which hold its distressed debt. Mutual funds have reduced holdings of Puerto Rican debt as its debt was reduced to junk status. Commercial banks hold insignificant amount of Puerto Rican debt. Municipalities in the U.S. have improved their financial situation by cutting spending and increasing taxes in recent years, reducing any contagion effects. Only 13% of Greece's debt or about $47 billion is held by private banks. Over 80% of the debt is held by the European Central Bank, the European Financial Stability Facility, the IMF and European governments. The ECB's quantitative easing program will support countries such as Spain, Portugal, and Italy, and other countries during the now likely default of Greece in 2015. This will limit the contagion from Greece. China's debt situation and excessive rise in stock market and housing prices poses more risks because of the size of the Chinese economy, and through the effects on commodity exporting countries such as Canada, China and Australia, and the economy of Hong Kong. China has large reserves which it could use to bailout banks if the situation were to arise, and could cut interest rates. China's financial system is relatively closed reducing direct effects of contagion. Ip says outsiders have placed too much confidence in China's leaders to manage a crisis, and in the condition of the financial system, because it is opaque, lacks transparency, statistics are not reliable, and not enough is known about the true condition of the economy....

GE's Jack Welch on a preplanned bankruptcy with government financial, and debtor in posession financing including finacially backing all car warranties, as the best solution to the GM and Chrysler crisis. Will it be tough? Jack Welch says this task would be at the outer limit of difficulty and leaders may balk at leading such painful change, but it is necessary. He says for the sake of self-respect, national defense, and jobs, the country needs to keep the auto industry, and even after the loss in market share during the transformation ahead GM and Chrysler could still have 25% of the market. This is the first time a seasoned veteran of American industry of the stature of Welch, who is known for tackling such problems with realism, gives his approach to the auto companies problems. This report in The Economist magazine shows that Germany no longer runs the European Union in the way it has previously. During the austerity crisis with bank bailouts in many countries in southern Europe Germany played a key role. Merkel was perceived as the dominant partner in the relationships with French presidents Sarkozy and Hollande. Britain perceived Germany's increased dominance during that period as a threat. Brexit Leave campaign played on these fears and a diminished British role. Merkel's handling of the migration crisis also played into the hands of Brexit Leave campaigners with poster pictures of migrants crossing European borders in large numbers on British buses. Merkel changed course on migration policies and gradually reversed it to where Germany no longer welcomes economic migrants preferring that they stay in their home countries with German aid to these countries. Merkel's CDU is now facing challenges from a fragmented electorate with many parties and its own diminished role. Gradually the perception of Germany's role is now also reversing. Even though the new president of the European Commission is Ursula Leyen from Germany, there are more Spaniards, French, Italians and Belgians, work in the commission and parliament than Germans, More Director General roles are held by Italy. Germans in Brussels also do not take directions from Berlin, and are actually more Francophile and federalist in their thinking. Germans opinion is more diverse and plural than the idea of a dominant German view. Greens in Germany are coming first in polls showing how much is changing. These multilayers and different strands of thinking make Germany introverted as it is at present. Leyen is seen as more European in outlook and a more European Germany may be the result than a German Europe.  This may play a part in any new elections in Britain or a second referendum on Brexit as polls suggest there is a shift in opinion in Britain underway. ...

The WSJ editorial points to the danger of the EU assuming the debts of Ireland, Greece and other countries in financial crisis. A better solution it points out is the restructuring of the debts of Ireland and Greece. Ireland made a serious mistake in guaranteeing all the debts of Ireland's banks, an open-ended guarantee to its banks. At this point the German move for a bailout is intended to help German and other banks holding Irish debt. But the EU cannot provide a similiar guarantee as Ireland has for all euro-sovereign debt. A better solution is a haircut for lenders. The euro currency it argues is a currency union, not a debt union, and the euro-zone cannot assume the debt of all its members, nor was the treaty that created it designed with that purpose in mind. The sooner the EU does this, the better for the euro and for the euro-zone.
