New Yok has a mandatory foreclosure mediation program, with a 3rd party mediator working with the homeowner and the bank to achieve a loan modification. Of the 42,256 mortgages in New York approaching foreclosure since Jan 1, 2010, 75% went into the mediation process. Of this 80% achieved permanent modifications. In Connecticut 70% of 29,000 mortgages went into mediation with over 60% achieving permanent modifications for the same period. Where the mediation was optional as in New Jersey, only 20% of 50,713 mortgages went into mediation. In Nevada, another optional state, only 11% of 62,593 mortgages went into mediation. Mediation rates rocket when it is mandatory. One expert says that this is because mandatory mediation brings accountability and humanizes the process. By reducing the interest rate and making for lower payments the borrower stays in the home, and the bank continues to get its lower but consistent income stream compared to a default in payments. Today 20 states offer some form of mediation but only 2 states and 2 cities make it mandatory. This is happening in the disturbing context of a decline in troubled homeowners receiving assistance or modifications. About 470,000 homeowners received loan assistance in the 3rd quarter, down 17% from the second quarter, and down 32% from the same quarter a year earlier. The paradox is that one way to stimulate the economy that is not being tried is to mitigate losses in the housing market for homeowners and lenders. Proposals for using a plan in the euro-zone, such as the Brady Plan. The Brady plan arranged for bondholders for Latin American debt to take losses of 30% in return for longer term debt instruments with lower rates, and backed by 30 year US zero coupon bonds. This helped restructure Latin American debt in the late 80's and early 90's, and helped countries in Latin America forge an economic recovery. At this time Angela Merkel from the German side is pushing for bondholders to take losses for having made risky loans, which was made part of the EU bailout plan in late November 2010. However investors in financial markets continued to push up bond yields for Belgium, Portugal, and also for Germany. There is the sense that something is needed that would require bondholders to take losses, with some compensating mechanism such as the Brady bonds. Also needed is a restructuring of debt without which euro-zone countries cannot stage an economic recovery. Ireland, Portugal and Spain can no longer devalue their national currencies as a way out of the financial crisis. This increases the urgency for coming up with a solution. Mr. Brady was asked about this at a financial markets conference recently. He said what is needed for such a plan to work, is to have a unified decision. In the Brady plan the US took the lead and agreement was arranged bringing together the bondholders and the sovereign countries. Nicholas Brady was Treasury Secretary of the US in the 1980's. Argentina, Brazil, Mexico and other countries restructured their debt, and commercal banks were able to reduce their exposure at a discount. The principal benefit to the lending banks was that they were able to exchange their claims on developing countries into tradeable instruments, and were able to get this debt off their balance sheets. The negotiations for the Brady bonds involved some form of "haircut" - meaning that the value of the bonds resulting from the restructurings was less than the face value of the bonds. All of the Brady bonds were eventually retired. By Mexico in 2003, and also by Brazil, Colombia and Venezuela....

The law in Germany says migrants seeking asylum can get jobs and benefits, training, yet if their asylum claim is rejected they have to be deported to their home country. Here a migrant from Gambia is shown having integrated with language classes, and training, yet his future is uncertain.  Germany's immigration policy under chancellor Merkel has changed first welcoming, and then to stave off challenge from the far right AfD party in elections it has set the task of deporting all those whose asylum applications are rejected. About 35% of applicants have been integrated by way of language classes, training for work. . Germany needed more people to both meet labor shortages, and to do jobs Germans did not want to do. Yet in the eastern part of Germany the mood has swung against such immigration policies and the Merkel CDU and CSU parties now see the best solution is for economic refugees to stay home and for Germany to help countries in Africa with aid and government help to stabilize the economic conditions.  ...

Coordinated action by the governments of France, Britain and Germany each with its own package depending on its own circumstances but committing over a trillion dollars to rescue plans for financial institutions. In Britain the government moved to take majority stakes in 2 of its largest banks, the Royal Bank of Scotland, and the newly combied bank of Lloyds TSB and HBOS in exchange for a $64 billion capital infusion. In Berlin the German government setup a 480 billion euros package consisting mostly of loan guarantees, with 400 billon euros in guarantees for inter-bank loans and another $80 billion euros for direct injections of capital to help weak balance sheets and purchase toxic or illiquid assets of German banks that are at the brink of collapse. The French have setup their own 360 billion euros package. The French government will create a fund to raise money to guarantee debt for upto 5 years in a bid to make cash available to banks. The banks can access these funds in exchange for putting up their own collateral, including debt not currently accepted by the ECB. And a state sponsored company will provide upto 40 billion euros in direct capital injections to banks that request it in exchange for equity stakes. In addition Netherlands made $220 billion euros available for capital injection into banks and other efforts and Spain will insure upto 100 billion euros in bank debt. Britain's step are the boldest ones yet and Britain's crisis is also likely to be one of the worst because of years of leveraging and overborrowing. But the German financial system is also under heavy strain and strong swift action was necessary to keep its banking system functioning. While other countries have setup the funds for capital injection like other European countries and the USA, Britain has also take the lead in taking majority stakes in two of its largest banks by Monday, October 13, with the departure of the executives who got these banks into such a mess. Gordon Brown has shown cosiderable leadership in this crisis and has been at the forefront in proposing and acting on workable solutions and swift response while Germany and the USA lagged behind. France's Sarkozy's contribution has been in the area of global coordination which he has argued and worked for and successfully achieved during the last 2 weeks....

This editorial in the Economist points to the slow progress made in the first year of the Modi administration in India. Because the last years of the previous Manmohan Singh administration were a period of slowing economic growth and the built up expectations are high, there is a general sense that the Modi administration could have moved faster to make changes. As the Economist points out India is a large region with accumulated problems, and the Modi administration needs to have a good grip on the problems and how it plans to tackle them. Key bottlenecks such as energy will free up huge resources in the economy. How to tackle these individual problems with the most leverage for growth is critical to the approach to be taken, as all of the problems cannot be tackled at once. Coal India is an example of the government trying to find an approach that will work, following previous wholly unsuccessful efforts to overhaul the monopoly coal supplier. Modi also has to work within the framework of democracy, so the Indian experiment in change is likely to involve freeing up other energies for rapid development, unlike the Chinese experiment which was able to use the Communist party's total control of the country and top down direction. Under such a framework Modi will have to improvise and come up with a different framework for making rapid changes, that includes keeping the support of the farmers and working classes for a sustained 10 year effort. Moves such as the 150 million new bank accounts and the structure of providing relief to the poor in rural areas come from a good sensible approach, but also help the Modi administration completely change the way things are done, a cultural change which removes the old culture of support developed by Congress administrations since 1947. A similiar cultural approach is seen in the Clean India campaign, which is huge in cultural terms because in a democracy people have to change the way they think to keep their neighborhoods clean. In this sense the Modi administration as it studies and grapples with the problems to plan effective solutions to seemingly intractable problems in a vast region, is simply laying a strong groundwork for 2016-2018. Steps taken for the groundwork covered separately in the Economist report on India in the issue of May 23, 2016, are the efforts to get a goods and services tax implemented to improve the federal government's revenues, the shift of revenues so that about 62% of revenue goes to the states to promote development- which economic advisor, Arvind Subramanium, calls a big constructive change as states are better at competing for talent capital and investment, and the setting up of the think tank to replace the Soviet style Planning Commission of the Congress administrations since 1947....

The Obama administration's proposed budget for fiscal 2013- for the year beginning Oct. 1, 2012- shows the budget deficit for the year at over $1 trillion. It shows new revenue of $1.7 trillion over 10 years mostly from ending the Bush period tax cuts on families earning more than $250,000 a year, restoring the estate tax to the 2009 level and limiting subsidies for oil and gas companies. It proposes raising the tax rate on dividends from 15% to as much as 39.6%, for households earning more than $250,000 a year. This measure is expected to generate $206 billion over 10 years. The budget also offers "principles" for future tax reform by proposing the Buffett rule replace the Alternative Minimum Tax (AMT). The AMT was not indexed for inflation so it has the weakness of putting more middle class taxpayers into AMT, leading to temporary solutions by Congress. The Buffett rule would have people earning more than $1 million pay a tax rate of at least 30%. Many wealthy Americans like Mitt Romney paid lower taxes using deductions to lower tax rates- Romney's tax disclosures show he paid effective tax rate of 14%. The White House says the budget will reduce the deficit by $3 trillion over 10 years through the new taxes, and small changes to Medicare and Medicaid and other spending cuts. This is in addition to the $1 trillion in spending cuts agreed to in a deficit reduction agreement in 2011 between Democrats and Republicans in Congress. The budget proposal proposes investment in education and transportation projects of $137 billion, and continuing through Dec. 2012, a tax break for businesses to increase investment. It includes mandatory spending of $2.7 billion for new community college programs, $6 billion to modernize schools, and $1.8 billion to make homes more energy efficient. It also increases the resources of the Securities and Exchange Commission and the CFTC (two agencies overseeing the banks), $26 million for a new Interagency Trade Enforcement Center to counter unfair trade practices, and cuts U.S. postal delivery to 5 days a week. The result is a program designed to be balanced in terms of economic fairness, making modest investments in the future for education and energy, continuing policies to stimulate growth, and extending the date for bringing the deficit under control to 2018 instead of 2014 as planned earlier....

Greece's national statistics agency Elstat shows data indicating a rapidly deteriorating Greek economy. The unemployment rate went up to 20.9% in November, up from 18.2 % the prior month, with the total number of unemployed at 1.029 million. Industrial output declined by 11.3% in December 2011 compared to the prior year. The unemployment rate is 48% for young people ages 15-24 for November 2011 compared to 35.6% in the prior year. For women the unemployment rate was 25.4% in November, compared to 17% the prior year. In the region of Attica, which includes Athens, the unemployment rate was 21.1% in November compared to 19.2% in October, and 13.9% the prior year. This creates new concern whether austerity measures will work and whether the Greek people can go through a decade of austerity programs, with debt still at 120% of GDP in 2020 under the program designed by the EU and the IMF, or whether there are other solutions that offer more hope of recovery.

John Cochrane provides a no-nonsense assessment of what is happening in the euro-zone financial crisis. He says Americans should stop swallowing all that talk about "contagion" from Ireland. He puts it in plain language- there is no bailout of Ireland, this bailout is about bailing out of German and British banks that made risky loan to Irish banks and the Irish government. And he says that European governments if they choose to bailout German or British banks should do so frankly and openly and not by covering it up as a country bailout. If they did this he fears the governments and the German and British banks would face some serious questioning about their risky bets on Irish debt and the Irish property bubble. The German insistence that debt-holders would have to take a haircut, or losses on the face value of their bonds, has been diluted by the French inserting a provision that this would be after 2013 and on a case by case basis. Cochrane sees the vagueness of a case by case threat as the worst combination possible. He says this relies too much on the assessments of IMF and EU officials. The result would be for big financial institutions to bet on a bailout and to lobby these same officials hard. Cochrane's says the big culprit in the problem facing the euro-zone is short term debt. If Europeans won't let governments default, then they must insist on long-term financing of government debt. It is the short term debt of these countries that creates a crisis atmosphere. If investors become pessimistic about long-term debt, bond prices can go down temporarily without causing damage. The way a crisis happens is bad news develops, and governments having financed with short term debt need new money to pay off old debts. The way to handle this refinancing crisis is to have a large forced exchange of maturing short-term debt for long-term debt, and this is what occurs in "restructuring." And this kind of restructuring ocurred with the Brady plan that helped Latin American economies recover from a debt crisis in the late 1980's and early 1990's. This is the only viable solution, as it will be virtually impossible to bail out all euro-zone countries- Portugal, Spain, Italy and so on. For the US this is an eye opener to get its own financial house in order. US government debt is also tilted to short-term debt maturities, with the majority rolled over every year. and the Fed's quantitative easing will tilt this further to shorter term debt. And in the US, many states and local governments are in serious financial trouble....

David Brooks on the contrast of old stye politics with flamboyant displays of emotion of Joe Biden and the more restrained expressions in today's world with policy focussed candidates such as Paul Ryan. This was on ample display in the 2012 U.S. vice presidential debate. Brooks says independent voters may be turned off by a confrontational attitude, especially now that bipartisanship will be important to navigate through the challenges presented by debt and the deficits. These independent voters will also be looking for a credible plan to turn the economy around in the next four years.

The major provisions of the Republican House healthcare bill that passed by a vote of 217-213 are- 1. To help people buy insurance coverage the bill offers $2000 to $4000 a year, upto $14,000 a year in credits based mainly on age, reducing them for families making $150,000, individuals making $75,000. 2.  Under the Affordable Care Act insurers cannot charge older Americans more than 3 times for same coverage they offer to younger people, the new bill makes this 5 times. This would increase premiums for older Americans and reduce it for younger Americans. This is the most controversial part of the bill. Older Americans supported the Republican party in the presidential election. 3. The new bill ends Medicaid as an open ended entitlement and places this on a budget with cuts of $880 billion over 10 years. 4. To mollify conservative Republicans a provision allows state to opt out some provisions of the ACA that requires minimum benefits such as maternity care and emergency services. It retains coverage for pre-existing conditions to mollify moderate Republicans. The bill provides states with $138 billion over 10 years to subsidize premiums, provide coverage for pre-existing conditions, mental healthcare and drug addiction. 5. The bill removes the taxes imposed under the Affordable Care Act (ACA) on high income people of about $300 billion over 10 years by repealing a payroll tax increase and tax on investment income. This bill and the ACA offer 2 competing visions on healthcare, both bills passed only by a margin of 4-5 votes in the House. The ACA overlooked the impact on premiums causing discontent among middle income Americans. The new bill lets premiums rise for older Americans in order to keep premiums down for other Americans. This shows the many tradeoffs involved and choices being made, and the lack of a consensus on the issue of healthcare in the U.S., becoming a highly politicized issue instead of the way it is treated in western Europe.     ...

Andrew Stuttaford's excellent review of a book on the hyperinflation of Weimar Germany. In early 2010, the out of print book, "When Money Dies," by Adam Fergusson was trading for four figure sums. It describes life under hyperinflation in Germany and the events leading to it, the efforts to find a solution, and the collapse of the German economy with the worldwide great depression. The book describes the death of the German mark, with 20 marks needed to buy one British pound in 1914, going to 310 billion in late 1923! The story starts with the onset of war in 1914, and the fateful German decision to fund the war effort largely through debt and the printing presses. What exacerbated the situation was the relatively shallow capital markets in Germany, the creation of 'loan banks' funded by a printing press used by the central bank, and the muffling of all information. The stock markets were closed during the war and foreign exchange rates were not published. The destruction of the war, revolution, protests, imposition of reparations by the victorious powers, and terrotorial occupation worsened the situation. The efforts of central bank president, Rudolf Havenstein, to prevent mass unemployment by devaluing the currency to keep exports competitive, worked only for a time. In the end, says Fergusson, the music stopped. Lacking a reliable pricing mechanism and faced with huge strains, including the onset of the worldwide depression, the whole German economy stopped functioning at even the most basic level. The whole economy was reduced to barter. Rent was payed with butter and lumps of coal were bartered for something else. The only time an economy was reduced to barter in recent times (in the last 2 decades) was the situation in Argentina after a sharp devaluation. The Russian economy also faced a trying period in recent years with the collapse of communism and a collapse of the currency. And the Asian economies faced a difficult period during the 1997 Asian financial crisis. But nothing compares with what happened in Weimar Germany. The book was originally written for a British audience at a time of rapid inflation in the 1970's, and it reminded readers of the connection between the quantity of money in circulation and price stability. Financial crises play out in different ways in different periods, but it is a sobering warning for the need for prudence in financial affairs, avoiding excesses, the need for global cooperation and a measure of peaceful coexistence in world affairs that enables financial systems to work. With excesses in asset bubbles of the stock market or housing kind, bad loans in the financial system, overleveraging in the financial system, lack of reserves, or huge trade deficits, posing the new types of risks in today's environment. Bad loans in the financial system caused problems in Japan in the past and pose risks in China today, overleveraging caused problems in the US in 2008, lack of reserves in S. Korea in 1997, a collapse of the currency in Russia in the 1990's, and a sharp devaluation with a lack of reserves in Argentina. Too much money in the system, as in China today with the sharp increase in bank lending as part of the stimulus following the 2008 crisis, can distort the functioning of the financial system with excesses in real estate speculation and overproduction. The nature of the crises are different but all have a common factor of tolerance for excesses over a long period and a lack of prudence, exacerbated by international tensions and wars that weaken a country's finances. The twin wars in Iraq and Afghanistan are estimated to cost a trillion dollars each and this can only exacerbate the finances in the US, when coupled with other factors such as bad real estate loans in the financial system, and huge trade deficits....

GM will invest $3 billion in electric car production in Michigan. The Orion Assembly plant near Detroit  will produce electric pickup trucks- renovation costing $2 billion and bringing 1500 jobs. A new battery cell factory near Lansing would bring $2 billion in investment in 50-50 joint partnership with LG Energy Solutions creating 1200 jobs. Ford is investing in other states, with $11 billion investment in building 3 battery plants- 2 in Kentucky, one in Tennessee near Memphis. Tesla is investing in Austin, Texas. GM says it is revamping existing factories to save $10 billion through 2030. The new GM investments are part of $35 billion in spending on electric cars through 2025.  For the US as a whole these investments change the look of the auto industry from one that in the past put factories in China and Mexico for gas and diesel vehicles. The shift to electric is now being taken as an opportunity by the Biden administration to encourage auto companies to make a new beginning and speedily build the future electric car base in the homeland itself. So that American workers and families come first in the great American tradition. ...
