The Bank of Italy, is conducting central bank examinations of Italian banks in July 2013. The loan portfolios of the 8 largest banks are being examined, and on-site inspections are being conducted for 20 other banks. This could lead to Italian banks having to sell assets or take other steps to improve capital positions. During the last central bank examinations in the fall of 2012 Italian banks were required to set aside 3.4 billion euros to protect against bad loan losses. Bad loan losses are increasing at Italian banks as businesses and individuals fall behind on payments with the worsening economy in 2013, and into 2014. Non-performing loans are up to 249 billion euros, or 14.2% of the banking industry's total loans, according to the Bank of Italy. This is up from 157 billion euros, or 8.9% of total loans in 2010.

A Brookings Institution expert says this could translate into a gain of 4 million voters for Clinton. Many of these voters overlap with suburban women. It has come up with other stories on Russia and the U.S. election of 2016 which have been verified. Farhi points out that the stories have led to record ratings and profits for CNN. It is notable that German Foreign Minister is in New Delhi to improve relations and shift to larger trade relationship with India at the very time US under pressure from Europe and Germany, France is pushing India to shift away from buying Russian oil to other sources. England and Ben Stokes as captain- Third Test win with India at Lord's July 2025 by 22 runs. Carse and Archer seamers get the final day's wickets to beat India. India and England were tied in first innings score of 389. In the second innings Sundar with four wickets bowling out Root, Chris, and Stokes ended England's inning at 193 runs in second innings. India could not get off to a good start losing wickets of Gill, Pant, and Rahul, with the tail end struggling to get to 170 with a partnership for the ninth wicket between Jadeja and Bumrah. About half of UK adults reported experiencing high levels of anxiety says the Office of National Statistics for the the first lockdown. During the second lockdown the fatigue coming from that period in March and the higher level of cases is likely to have increased the number of adults experiencing anxiety. Anxiety was experienced from the loneliness and the effect of the coronavirus on work. A quarter of all adults reported increased sleeplessness. Stockpiling, overworking, irritability, micro-managing, and alcohol consumption, are some of the erratic responses to this level of added anxiety. Experts suggest different responses. leadership and incremental change to put the problem into context. Such as in the case of coronavirus the important behaviours that one can control such as masking properly, social distancing properly, ventilating and cleaning the air with aircleaners, using necessary caution in outside exposure by limiting to the essential, and taking nutrients for defence against virus, other actions. After putting these in place the risks can be minimized.  At that point focusing on the present is seen by experts as the right way to respond. Get through this period or this week first, leave the next week or the next period for next time. To do this  baking, reading, hobbies, running, walking, yoga, gardening, and outdoors, a whole range of other activities including watching sports, listening to radio and music, all fall into this. Spending time doing things that make us happy. A good exercise is asking how does this make me feel, am I more relaxed? am I happier? Put things in perspective, is this catastrophising? Is this making it bigger than it is? Can I put away the illusion of control when control requires some higher power such as God. Can I leave that part to God, to the divine. Cognitive behavioural thinking modification is a way of tackling stress, loneliness, and the depression and anixety that feed on each other. Being aware that we may have wrong behavioural responses, asking questions about how accurate our thinking about things that pose threatening situations is, are helpful in tackling the anxiety.   Just breaking the pattern of behavioural responses of repetitive thinking is helpful by engaging in other activities. Meditation is helpful. Yoga is helpful. In this pandemic learning about nutrition and increasing one's knowledge of food, eating and exercizing right, of cooking, is a useful way of turning a negative into a positive.     ...

The current number of American soldiers in Afghanistan of 32,000 in May 2014 will be reduced to about 9,800 after 2014, which would be cut to about 5000 in 2015, an leave only a small force of specially trained forces to protect the embassy and for additional security. WSJ analysis of NatCen data from whatukthinks.org show much has changed since the last general election in Britain. Boris Johnson's popularity is at a negative 20% and Theresa May's at negative 35% in July 2019. By the time of the general election May's popularity was at negative 1%.  Another major change is that the popularity of Leave has dropped.  By July 2019 the situation is reversed Remain now has 52% support and Leave is at 48% support. During the referendum it was just the reverse.  Also significant is that some of the claims of Leave's Mr. Cummings that were used in the campaign such as $436 million going to the EU in Brussels that would be diverted to National Health Service are now not credible. The migration issue has also become less important as migration into the EU is now down to a trickle and Germany has reversed its policies to trying to keep migrants at home in Africa through aid and other means. The migration issue was played up in the campaign. Germany was seen as pursuing the austerity policies that hurt the working class as these policies made headlines daily for Greece and other countries during the period of Britain's referendum. In 2019 Germany is taking a less active role in the European Union and the leader of the CDU Kamprauer has openly called for Britain to remain in the EU alongside other Germans from all walks of life. In short the mood is now different in Europe as there is disillusionment with leaders from the far right or the far left and the centrists on the right (Merkel)and the left (Blair) who had used politics to stay in power instead of tackling the tough problems of wages, middle class decline, infrastructure and family friendly policies. The Irish backstop is now in the picture when Brexit comes up as Mr. Johnson wants to drop it. The Irish backstop is the term for the agreement reached with the EU so that Ireland's return to peace with open borders ending Catholic vs Protestant conflict would not be disturbed by Britain's leaving the EU. This could also swing voters who are undecided to maintain what has been achieved so far. The Labour party leaders who were fed up with the austerity policies of the European Union driven by Ms. Merkel and the CDU now have a situation where the issue of Brexit can be seen not in terms of the past- austerity, dependence on Brussels for Britain's economic future and working class decline. Other issues such as unity of the UK, the end to austerity policies in the EU and in the U,S. with the Trump economic policy of dropping deficit targets in budgetary outlays, also signal a different climate for the Labour party in which to campaign for remaining within the EU and continue Britain's policy of working to improve conditions for the working class and middle class after the Blair/Clinton/Merkel years.    ...

The uncertainty from the U.S. elections, Brexit in Britain, the reopening in countries such as India, the loss of jobs and income in countries that range from severe in Brazil, Mexico and Argentina to moderate in China, adds to the anxiety of daily life with surging cases. With China's economy contracting China is now reviving the sidewalk trade with hawker stalls, food trucks, and other types of sidewalk retailers. Chinese premier Li Keqiang says small entrepreneurs at the micro level are as important as larger business to keep unemployment low. Li says these small traders are as important "as vital to China as bigger and more high end businesses." He is now promoting these smaller business enterprises and individual business owners saying "we will support you," and praising food stalls for their contributions in the past before China industrialized to "human culinary culture."  Only when the economy took off and large companies emerged were these small businesses forgotten. This reverses the Communist party's instructions to close street vendors. Li says that in Chengdu, population 14 million, 100,000 jobs were created in a few weeks by allowing 36,000 street vendors back on the streets.  In fact the informal economy plays a big role in India and other countries in Asia and Latin America, Africa. ...

Hong Kong Chief Executive Carrie Lam has called for conversations to replace the confrontations protesters have with police. Strangely Lam has not taken the initiative to meet with protesters or legislators on the other side to calm down the protests and create confidence in her administration. The withdrawal of the extradition bill by Carrie Lam came a bit late after 13 weeks of protests to restore confidence. There are two views on the action taken by Carrie Lam in Hong Kong. One is that Beijing is taking this step so that it can show it has taken an effort to achieve a compromise, if this does not work and a crackdown happens. The other view is that Beijing is seeking a compromise so that Hong Kong does not overshadow the 70th anniversary of the founding of Communist China on October 1. China is also keen on making a serious effort to restart trade talks with the U.S. and not let relations with the U.S. deteriorate any further. A compromise in Hong Kong, or appearing to seek a compromise, prevents the Hong Kong situation from affecting the U.S. trade talks in any way.  ...

The failure to penetrate the smartphone business- with a meager 3% penetration for Windows in smartphones - is a problem facing Microsoft as it competes with Apple, Google and other companies. Terry Myerson describing the thinking behind this change at Microsoft puts it in a cultural perspective, saying that it should result in a more engaged user base. There is a sense that the space Microsoft is in stretches way beyond PC's to all the new computing devices now in place, including smartphones and other devices, with Windows taking up only 15% of these devices. Founder Bill Gates calls this "exciting" and is excited to see the reaction in the market....

It got off the ground in 2016 after Credit Suisse and Softbank took interest in investing. This report in the WSJ shows the hazy history of the company and the details about the missing money in the bank account in the Philippines. Ernst and Young says it was deceived, and the money did not exist in the accounts, as reported in this video by the WSJ. The billions of dollars invested in companies like Wirecard, WeWork and other companies, could easily have funded the PPE equipment, facial masks, and other healthcare equipment held as a reserve for emergencies such as this pandemic, in any large region such as North America or the European Union.   For every Wirecard there are 10 others in every region of the world. Just in the last month several imploded including a coffee venture copied right off Starbucks each involving losses of billions of dollars. ...

Mental health is no longer an issue during the pandemic and its aftermath just for a few. It has assumed a mainstream character. Here in this NYT report one finds the Surgeon General of the United States, Vivek Murthy, describe his problems with mental health. To create an awareness among the public that it is important to pay attention to what may be lost in a overly large focus on work or business, ignoring the social signals whose importance may not be realized till much later. As Surgeon General he says he simply focused on work and did not pay attention to the simple social interactions that help one relate to other people, and knowing about other people's lives that add a new dimension to living.  In Lyrarc during the pandemic we described the German mental health practice of Feierabend of consciously breaking away from work- especially remote work that lacks preset boundaries- so that by 5 or 6 pm one just calls it a day. At that point going out for a bike ride or walk or some activity in the outdoors that helps revive mind and spirit in ways that keep good health. It also prepares one for the next day's activity, to be able to approach it feeling refreshed and invigorated. ...

Angela Merkel left Germany dangerously dependent on Russia for energy supplies that may simply be shut off after maintenance on the Nordstream pipeline. She did even worse on China says this report in The Times that says that it leaves Germany on the hook for billions. There are $200 billion of German investments in China and German business concern is snowballing with new restrictions on operations in China and the deteriorating business sentiment. Worse the entire supply chain for solar energy and other renewable energy products to tackle climate change is dependent on Chinese components. Another failure to prepare for the future under different scenarios. And 46% of German business have supply lines that include components made in China. By grossly underestimating the risks of such dangerous dependence on Russia and on China, and ignoring warnings from the US, Merkel has hit Germany's new elected government of Scholz, Baerbock and Habeck with very serious problems that may take the next five to ten years to sort out. On energy and how to build a whole new supply chain in Asia with the US and its allies Japan, India and other countries. The ultimate irony was that Merkel felt that she was the leader of the free world, and a free world that excluded the US and India. Without FW De Klerk's vision and leadership, and courage to go against the instincts of Afrikaaners in the National Party, could South Africa have ended up in civil war and become like some other African nations a failed state? This was a distinct possibility in the 1990's and a failed state today would be much worse than any of the difficulties that South Africa has faced so far. By 1992 with release of Nelson Mandela and 1994 with elections based on universal franchise, De Klerk had dismantled much of the system of Apartheid or race based rule of white Afrikaaners. Apartheid was a system of racial segregation based government imposed by a white Afrikaaner government in 1948 and which continued till 1994. Afrikaaners are descendants of Dutch immigrants to the Transvaal and other regions in British South Africa. They briefly fought a war with the British called the Boer War from 1899 to 1902. Today there are about 2.7 million Afrikaaners in South Africa, about 100,000 in Namibia, about 41,000 in Zambia. As best seen on the cricket grounds white and black Africans in South Africa and Namibia are part of a new mutiracial country. Much of this made possible by De Klerk's courage as a Transvaaler who made the right choices after assuming the leadership of the National party in 1989, coming from provincial roots in Transvaal.  ...

The head of the U.S. Department of Health and Human Services, Mr. Alex Azar, repeatedly assured the president as early as January 29, that there never had been a better interagency response to coronavirus, says the WSJ. This WSJ report says based on interviews with administration officials and others that Mr. Azar waited for weeks to brief the president on the threat from coronavirus, did not coordinate effectively across the health divisions,  failed to ramp up testing development, and oversold what had been done. Testing is one of the key issues raised at this time about the coronavirus effort. Mr. Trump tweeted on April 12 that Mr. Azar "told me nothing until later." The president was dissatisfied with Mr. Azar's handling of the flavored e-cigarettes ban. This report says Mr. Azar was slow in working with other agencies such as FEMA, and in involving directly the FDA, CDC, and other agencies, to create a strong and effective response to a fast developing public health crisis of enormous proportions. In February White House advisors were critical of Mr. Azar for delays in the testing program. As the delays progressed this report says Mr. Pence and the White House gave more responsibility to FEMA, and Dr. Hahn and CMS's Ms. Verma were made active members of the White House Task Force. Most people will now work longer and continue to live at home. Telemedicine and other technology will help make this possible. Experts say most people will age and stay at home and financial incentives will be given for this to happen.  Aging will also be seen differently because of the resilience of older people during the coronavirus. People will be seen as productive and living a full life well into their seventies and eighties. Community services will expand. Government services including under Medicaid will consider that it is less costly to stay at home than in long term care facilities and provide financial coverage for caregiver or homecare aides help at home. Many new services and technology assisted services are being planned with a focus on older people and living productive lives, as America and Europe other countries shift their focus to this group. After coronavirus people are also looking to spend their years in a productive way, to do things that really matter and add meaning to their lives.. A conflict is developing between Britain and the European Union over vaccine supplies as both sides try to get access to limited supplies. Britain and the US have moved ahead with their vaccination drives, causing alarm in Europe as Germany, France, member states of the EU lag behind. The problem comes from the delay in approving the vaccine by Astra Zeneca and Oxford University by the European Union. European Union prestige is at stake because its slower process of approving vaccine has led to a delay of 1 month in approving the Astra Zeneca vaccine. The Oxford vaccine is only now approved in Europe. Other problems have emerged. Astra Zeneca has announced that its vaccines made in Britain are now running short of supply and it can only provide 39 million doses to the EU instead of the 80 million originally arranged by EU. Soon after this announcement Pfizer said its factory in Puurs, Belgium, near Antwerp, is running into production issues. This would reduce supplies to the EU.  The EU has responded to this situation by saying it was being treated unfairly by Astra Zeneca. In response it has introduced new paperwork that would limit supply of Pfizer vaccines to Britain from the Belgian plant. Other countries are watching this situation with dismay as richer countries are fighting for the vaccine supplies. ...
