The new Ford Focus being unveiled at the Detroit Auto Show in 2009, is a new kind of car for Ford. This is a new kind of effort, a new discipline that Ford CEO Mullaly has advocated from the beginning. Making one car for all markets worldwide. Early on Mullaly told Ford's chairman Bill Ford that Boeing did not have a 737 for Europe and a 737 for the US and a 737 for Asia, why was Ford building a Focus for Europe and a Focus for the USA. In fact before Mullaly the Focus for the USA was a stripped down version of the European Focus and did not make much of an impression. The new Focus will have 80% common parts and 75% of parts from the same suppliers worldwide, so that a Focus made in Germany and the USA will share the same parts as a Focus made in Russia and a Focus made in China. And all of these plants will go into production at about the same time with the new Focus. To accomplish this transformation of Ford for "One Ford" worldwide, which is also on every business card carried by Ford managers, Mullaly appointed Derrick Kuzak as head of global manufacturing. And the strategy was announced in mid-2008 with the start of retooling of truck factories in Mexico, Kentucky and Michigan, to make small cars designed in Europe for global markets. The task of coming up with one design for a global car was given to Martin Smith, a British designer based in Cologne, Germany. Smith says tastes are converging worldwide with the internet use, and customers are more unified than one would think, and whats emerging is a new kind of global cool if one looks for it. This is what happened when Focus protypes were shown to consumer panels in Europe, the USA and Asia, with a good impression created in all 3 markets. Aligning the US and European tastes was easier, China was a bit harder and the yellow leather interior popular in Shanghai had to be crossed out. Another challenge that had to be met in adisciplined manner was the varying safety rules and emissions around the world. For example European designers liked to have the windshield further forward, and Ford's global small car chief had to tell his engineers to move it back to meet US crumple zone standards. Similiar challenges had to be met in purchasing by global purchasing chief, Tony Brown, with a massive coordination effort needed to be done globally. And plastic trim from Michigan has to fit perfectly with sheet metal stamped in Michigan, and Ford used a virtual manufacturing system that allows the car to be built in cyberspace, and the bugs taken out at that early virtual build stage. The entire change is part of a metamorphosis at Ford, a change of culture and mastering a new discipline in coordinated effort worldwide for "One Ford." One year ago the Wayne Truck plant here in Detroit made the Navigator and the Expedition large vehicles.. With a $550 million investment this plant will make the Ford Focus a year from now. ...

The is WSJ report points out that there were differences between the president and his defense secretary Mr. Esper, over the issue whether active duty military should be sent in to control protests in Washington D.C., Minneapolis and other cities in America. On May 25 president Trump considered firing Mr. Esper who said at a Pentagon press conference that he opposed bringing in the military to cities to quell domestic protests. Mr. Esper stated "The option to use active duty forces in a law enforcement role should only be used as a matter of last resort. And only in the most urgent and dire of situations. We are not in one of those situations now."  Military and defense officials were very much opposed to this as fundamentally contrary to military values.  Mr. Trump consulted several advisers who told the president that this was not the right thing to do. Mr. Esper for his part also was making his own preparations to resign and here again his advisers persuaded him to not do this, says this report in WSJ.  The incidents happened as protesters crowded Lafayette Square, the park across from the White House, and the president believed that violent protesters were making it difficult for National Guard troops to maintain control. Mr. Esper is a West Point graduate and former Army officer. The president's advisers from the military included Chairman of the Joint Chiefs of Staff Army Gen. Mark Milley. Milley and Esper discouraged the president from invoking the Insurrection Act of 1807 and calling in army troops to the cities. Mr.Trump later visited the area around the church near Lafayette Park. The advisers consulted by the president on May 25 were Mark Meadows, White House chief of staff, Secretary of State Mike Pompeo, David Urban, and two senators Tom Cotton of Arkansas and James Inhofe of Oklahoma. Mr. Cotton, a first term senator from Arkansas, later wrote a article in the NYT opinion pages on June 3 supporting use of the military. That article had the title "Send in the Troops- Tom Cotton" which NYT says was placed by editors, and appears baffling, considering the importance that this matter presents for the military and the nation. The NYT later stated with the article that it did not reflect "a thoughtful approach"  and lacked the "additional context" that would let readers be informed and think carefully. The essay also had a reference to the constitutional duty to the states from the federal government that could be misinterpreted, and without context. Mike Pompeo, one of the president's close advisers is Secretary of State. He is a West Point graduate, standing first in his class from the U.S. military academy in 1986, served 5 years in Germany in the 4th Infantry Division, before being elected to Congress from Kansas. The other key adviser in the decision Mr. David Urban headed the Trump campaign effort in a key state Pennsylvania. Both appear to be sensitive to public opinion and the thinking in the military.  By June 6 the White House press secretary said that Mr. Esper was instrumental in bringing calm to American cities after a week of protests following the death of Mr. Floyd in Minneapolis. Germany's chancellor Merkel draws attention to Russia's human rights record in a meeting with Russian president Putin in Moscow, Nov. 16, 2012. The German chancellor tells Putin not to be so sensitive to criticism from the opposition, saying before the meeting: "I ask that not every bit of criticism is seen as destructive. Open a German paper and read what is written there. If I were always getting offended, I would not last even three days in my job." Germany's special envoy to Russia, Mr. Schockenhoff, has been especially critical of Russian suppression of dissent and opposition groups. Russia's response is that it will talk to other countries as trading partners but not about its domestic affairs. The Russian government sees the two way trade of $120 billion between Germany and Russia as "an air bag" to prevent any significant deterioration in relations. U.S. president Obama called Libya and the policy of not following up on helping establish a stable democratic government in Libya his biggest mistake. Kristof of the NYT says people looking back would say Syria and not establishing safe zones is Obama's biggest mistake. He describes the 470,000 deaths in Syria as a huge tragedy that could have been avoided to a large extent by setting up safe zones. In addition the UN estimates that millions of refugees on a scale similar to the partition of India in 1947 were created.There is bipartisan opinion on this. Kristof cites General Cartwright's opinion in a conversation he had with Cartwright that this should have been done. Others who agree are Madeleine Albright, Bill Clinton's Secretary of State, who spoke at the Democratic Convention about how America helped change her life as a young refugee after Russia's invasion of Czechoslovakia following Prague Spring. Albright says force should be used carefully so as not to aggravate the situation but action taken where needed, something that was done successfully under Bill Clinton in the Bosnian conflict following Serbia's ethnic cleansing policy under Milosevic. Not only that, with the diplomacy of ambassador Holbrooke Clinton was able to negotiate the peace accords that hold till today- a huge achievement.  Kori Schake, director of defense strategy in the George W. Bush White House also agrees. This would have improved U.S. relations with Turkey as this was a key Turkish request. And it would have reduced the dimensions of the refugee crisis in Europe, which has hurt the European Union. The Brexit "No" vote many in Britain have attributed to ads showing refugees in endless numbers streaming across Europe's borders. Similar ads were used in Austria's elections. Kristof points out that Secretary of State Kerry's job of negotiating a peace is difficult in these conditions. Another issue raised by Kristof is the lack of Obama's leadership in helping the refugees in Jordan, Lebanon and Turkey, as he points out only 41% of this is funded. David Miliband former British Foreign Secretary, who heads the International Rescue Committee , says 200,000 Syrian kids are growing up in Lebanon without an education. George Washington counseled against getting involved in the wars on the European continent for a young nation, this advice was not followed in the Reagan and other administrations without showing the carefulness needed before action is taken. As Hillary Clinton has once pointed out the situation has resembled a pendulum swinging in the other direction under president Obama, and former Defense Secretary, Panetta, has expressed similar views. Hillary Clinton and Leon Panetta, Gates, Gen. Jones, served in the first term of the Obama administration, many of these mistakes were made in the second term by president Obama and his White House advisors Dennis McDonough, Valerie Jarrett who clearly lacked the deep foreign policy experience of Hillary Clinton, Leon Panetta (who served under Bill Clinton), and Gates who served under many presidents). ...

Ulrich Volz of the German Development Institute says the $250 billion the IMF has- counting the $100 billion Japan has contributed- may not be enough to prevent some countries in Eastern Europe and Asia or Latin America from defaulting. Especially because a lot of debt is coming due and has to be renewed. There may be some sovereign country defaults. Even China and India have a lot of debt coming due. India and China have external debt payments of $260 billion and $2.4 trillion respectively this year. According to ING Wholesale Banking emerging market governments and companies have to repay some $6.8 trillion of debt, bonds, loans and interest payments and trade finance, and this excludes any debt taken on for stimulus. Russia has $600 billion to renew this year. Latin American governments according to Harvard economist Hausmann need to rollover $250 billion in debt. The US and developed countries are soaking up a lot of funds, with the US eexpected to issue $2 trillion in government bonds, and the big developed countries placing another $1 trillion. So there will be severe competition for limited capital. Mr Volz suggests a Global Support Fund to which the developed countries would contribute to help emerging market countries....

Russia's exports to the USA only 3% of total exports, 21% to China, 19% to India, and 16% to Brazil. But does this suggest the Russian economy is insulated It exports natural gas to Germany, its largest trading partner. Are oil exports from Russia to the US so insignificant that they constute only 3% of total exports? This needs to be verified. Russia built the $478 billion reserves based on oil exports. If prices drop this will affect future increases in these reserves and affect foreign investment in the Russian economy, investment it badly needs to modernize. Russia is less affected relative o other countries, but its stock markets dropped 20% after the global markets reacted in cascading effect in January 2008. There is some insulation but not really that much and the case is overstated. Russia is starting out with a smaller manufacturing economy. It badly needs to build this up and the effects of a global slowdown will mean reduced investment than would otherwise occur.

Nouriel Roubini has proven correct on global financial issues. He said in an interview on the sidelines of a symposium in Malaysia, that China needs to revalue its currency for its own sake. China will see a growth collapse in the next 2-3 years if it fails to do so. His point is that China can still maintain growth by shifting to domestic consumption and less infrastructure spending and exports. In his view growth should not be affected if China exports less and consumes more. He points to the decrease in consumption as a share of GDP from 45% to 36% in the last ten years- this ratio is 70% in the USA. A cheap yuan keeps foreign goods unaffordable and protects state owned companies which also get cheap credit, as keeping the yuan low requires China to keep interest rates artificially low. What this does is make a massive transfer of income from the household sector to the state owned companies, just at the time when China needs to do the very opposite of this. And compounding the problem is that the 25% of China's GDP that is made up of retained earnings of mostly state owned companies, goes into real estate and production facilities. See the link to David Barboza in the New York Times who points to the wasteful spending and real estate speculation by state owned companies. Roubini cites the automobile sector where capacity has doubled in the last year to 20 million, when the domestic market increased by 50% to 10 million vehicles. The stimulus only increased the effect of surplus capacity and misallocation of investment, with highways to nowhere and brand new airports that are three quarters empty. The Chinese leadership is beginning to grasp this, but the state owned companies and other interests who benefit fromm the old model, may make it difficult to reverse the trends. A lot is at stake in this, as it affects the U.S., as well as countries dependent on China's imports such as Australia, Canada, Brazil and Germany. ...

After two decades when American workers and families were largely put aside in the nation's priorities during a tech driven and capital markets driven expansion that benefited large corporations, America is returning to its core concept of government by the people, for the people, of the people. White House officials say this is to be seen even in the program he put forward in his upset victory many years ago for the US Senate from Delaware. Because economic strength of America depends on a strong middle class, and strong working class, strong families, and underpins the world leadership role of America, even Republicans and hesitant Democrats, cannot give in to the current situation of doing nothing or too little for workers and families which weakens America. And at a time when its leadership role in Asia and Latin America, Africa is sorely needed. The size of the package in $3.5 trillion is because too little was done in the past in the mistaken acceptance of Reagan policies of no government role in the economy- surrendering this role of guidance entirely to the capital markets driven from New York, London, and Silicon Valley. The rise of China today, and also of Japan and South Korea, and of India as it plans for 2030 shows that government guidance of the economy is needed in global competition. Trade entirely driven by capital markets, without a role for government to emphasize national priorities in spending can lead to disastrous results such as we see today where manufacturing even in critical fields such as healthcare, semiconductor driven technology, entire parts of the economic structure are ceded to China and supply chains outside the US. German elections are also leading in the same direction with Social Democrats emphasizing national priorities in child care, education, healthcare, and delivery of social services, building of infrastructure. And the Greens emphasizing climate change. Merkel in Germany and in the European Union, her predecessor Schroeder, pursued policies of no government role in emphasizing and articulating national priorities, in a way that past US presidents have done, resulting in the CDU falling to 20% support in the September German elections. Across all parts of the world, from India, China, to Europe and the US, the focus is on government voicing the national priorities  and allocating funding instead of capital markets driven from London, New York and Silicon Valley, or capital markets in Shanghai or Mumbai, as the pandemic runs into its second year. ...

The Russian position for a ceasefire in Ukraine and peace talks is set forth by president Putin. "Our principled position is that state of Ukraine must be neutral, non aligned and free of nuclear weapons." Putin wants Ukraine to give up Donetsk, Luhansk, Kherson and Zaporizhzhia regions, Russian speaking regions in the east of Ukraine. Capitals of Kherson and Zaporizhzhia regions and some of the territory is controlled by Ukraine today. It means that Russia could accept a ceasefire under the present lines of control. It also means Ukraine would not be part of NATO, though it could be part of the European Union, as a peace settlement. All western sanctions on Russia would have to be lifted. Throughout the decade of this war Russia has maintained close connections to the Russian speaking eastern part of Ukraine with historically close ties to Russia and as Ukraine public opinion shifted to the EU Russia began its efforts to bring these regions under its control even when German-Russian relations were better during Merkel years. Russia has the support of China and Brazil in its position. At some point if a settlement is reached one possibility is that the line of actual control or LAC would be put in place. It happened in the Korean War, when the demilitarized zone was setup and in other conflicts on the Indian border with China and Pakistan, in Cyprus between Greece and Turkey. For it to happen Russia will have to dispel fears in the EU and the US that Russia will continue the conflict at some later stage till all its objectives are achieved. This requires removing the perception that Putin is set on achieving all his objectives to reopen the war at some later stage. Mr. Putin hinted at this by saying "today we are making a concrete real peace proposal," and adding that Russia was not ''talking about freezing the conflict, but its final resolution." In this situation it is the western doubt about Putin's intentions that is another barrier to a settlement on European security, with continued destruction in Ukraine when the war has entered a stalemate where both sides have exhausted their resources and have little to gain by prolonging this conflict. ...
