Mary Schapiro, head of the U.S. S.E.C., joins Promontory Financial, a consulting firm set up by former Comptroller of the Currency managers to act as a "bank doctor" for banks that expect to face regulatory scrutiny from government regulatory agencies. In one settlement for mortgage debt which banks settled for $9.3 billion, Promontory Financial was paid $2 billion, according to this WSJ report.

This New York Times editorial says a smaller Wall Street and growing jobs in other fields will be good for New York as well as good for the country. It says New York politicians should focus on finding new ways for New York to broaden its tax base and get new businesses and new opportunites in fields such as media, advertising, entertainment, health care and tourism. Especially welcome are initiatives such as the science and tech campus of Cornell University promoted by Mayor Bloomberg. Tighter financial rules and higher capital requirements are good for the country and for New York the editorial emphasizes, because they help control reckless banking practices that destroy capital and opportunities for growth elsewhere in the economy. It points to Kevin Rose's Nov. 21, 2011 account in the Times showing a healthy culture shift in New York and the country with the status jobs being seen not at Goldman Sachs but at Google, Apple and Facebook. Pearlstein quotes Dickens in "Oliver Twist," about the law being an ass, and the constitutional law exercize in the Supreme Court of the U.S. giving a sense of a failure of the so-called best and brightest in reasoning out the issues. He points out that a serious problem is that American business which is burdened with high health care costs for employees is seriously missing in this debate after years of complaining about high costs. The National Federation of Independent Businesses is actually one of the plaintiffs questioning the constitutionality of the Obama health care law. Pearlstein says business wanted an end to the fee-for-service medicine that increases consumption of medical services and pushes up cost relentlessly, and that Obama's health care law does this. This is not the case as both Democrats and Republican administrations have failed to resolve this side of the cost issue, and this is the hidden reason for the loss of credibility for both sides in this debate, leaving health care problems to be resolved in future administrations. ...

Feldstein says its important to raise taxes, and this does not mean raising tax rates. He says a lot of revenue is lost through deductions and exclusions, or tax expenditures as they are called. Recovering a large part of this lost revenue was recommended by the President's Bowles-Simpson Deficit Commission. He has a definite proposal that he and his colleagues have studied carefully- limit the reduction in taxes from deductions and exclusions or tax expenditures to 2% of a taxpayers AGI or Adjusted Gross Income. Feldstein says the impact of this proposal would be that taxpayers with incomes between $25,000 and $50,000 would pay an additional $1000 in taxes, and the taxpayers with incomes above $500,000 would pay $40,000 more in taxes. He says the 2% cap is about the reduction in an individual's taxes, not the size of the tax deduction or exclusion.

The aging leadership in Patkistan no longer has the same level of control in Afghanistan. The older Taliban leadership inside Afghanistan has been killed in fighting with American led forces and drone strikes, leaving younger, less disciplined and fractured groups inside Afghanistan. This is the Taliban the American supported government faces. Most importantly the expectations of the Afghan people have changed. This makes it harder to negotiate a peace agreement with fractured Taliban groups on the ground. It also creates new opportunities for integrating Afghanistan into the fabric of South Asian society, as people in India and Pakistan are eager to see modernization, building of infrastructure, education, healthcare, and better standards of living after years of conflict.

 Donald trumps economic plan would worsen the country's economy through extravagant borrowing and lower economic growth in the long run. Because it lowers taxes by 15 percent without any paired cuts Trump's plan would worsen the deficit, so that large debt would hurt the economy in the long run. Clinton's plan would increase taxes by 4  percent largely on high incomes so as not to hurt consumer spending, with paired spending to help lower income households. Because Trump's tax cuts benefits go disproportionately to higher incomes the benefits in terms of consumer spending are slight or insignificant. In the current state of weak income gains of the last ten years it would take some time for the middle and working class to recover. Clinton's plan carefully nudges that recovery forward without aggravating the debt, so that as incomes and net worth recovers across broad parts of the population, the U.S. is poised to go forward with strong growth as in the postwar years. Trump's plan frontloads tax benefits to higher incomes at the expense of worsening debt and enlarging future debt. In the process it worsens income disparities already aggravated by the 2008 financial crisis. Reducing the chances of a broad based recovery for all parts of the population, necessary for a strong recovery.                       ...

Fighting escalates on the Syria- Turkey border in 2016 as U.S. Special Forces support Syrian rebels with the help of Turkish artillery to take border areas from Islamic State. Turkey was not willing to support Kurdish rebels in the fight against ISIS, leading to the shift to support Syrian rebels with the help of U.S. airstrikes. The result is a new flow of refugees to Turkey. The Turkish government created a zone on the Syrian side of the border for new refugees and called on the U.S. to create a safe zone.

The Wall Street Journal in a recent editorial called the European Union's June 2011 plan for Greece "the French Deception," because it favored French and German banks but made Greece's debt burden even less manageable. The Economist views the European Union actions with disdain and says they are sure to fail. It is skeptical whether the spending cuts will work because Greece's politicians are not likely to address the problems of poor tax and other payments collection, and is too interconnected with favored groups and lobbies to be able to take the needed actions. And spending cuts will fall hard on ordinary Greeks. Even with job cuts the sense is that it will fall not on full time civil servants with permanent contracts but people with temporary contracts. The Economist cites the example of items such as the overgenerous markup allowed for pharmacists that adds another 1.5 billion euros to the budget which will remain untouched as an example of many such items where the cuts will not fall because of strong lobbies and favored interests. The privatization scheme is deemed unrealistic because it expects to raise 51 billion euros in a crash sale of assets, which only makes it more likely that assets could fall into the hands of cronies with the right connections. The current efforts only make ordinary Greeks worse off with spending cuts and new taxes. The negative impact on economic growth of the austerity cuts creates the prospect for a deeper recession, political turmoil, and a debt default....

James Pressley reviews Simon Johnson and James Kwak's new book - "13 Bankers: The Wall Street Takeover and the Next Financial Meltdown. " He suggests reading the first and last chapter for what the authors recommend, limiting banks to no more than 4% of GDP in assets or $570 billion maximum, and investment banks to 2% of GDP or $285 billion. Pressley agrees that incremental steps are not going to change the situation. And the authors have thought this thing through, with Simon Johnson, a former chief economist at the IMF and writer of the Economix columns in the New York Times on the current crisis in Greece, Portugal and Spain. Some of their analysis on that crisis has been borne out by developments, as Greece lurched towards default with the slow response of Germany enlarging the dimensions of the crisis, and requiring a larger bailout for Greece of $160 billion in late April.

Greece's pension system was unraveling even before the crisis. Generous provisions from earlier days of political influence led to early retirement by age 50 for some people. People taking early retirement after the crisis started has increased the number of retirees. The aging population has increased the size of the retirees relative to people working, especially with young people unemployed. About 16% of the GDP of Greece goes to pensions. Early in the crisis the retirement system took a hit of 10 billion euros on the declining value of Greek government bonds, wiping out 60% of reserves. Greece's banks were supported, but the retirement system was further weakened. In 2015 45% of the retirees of 2.6 million live at or below the poverty line, having seen cuts of 35-48% in the pensions since the crisis began. With the changes for retirees pensions of 900 euros a month are now about 700 euros for some of the retirees.
