It now appears that China and India have both agreed to stop financing the Russian war effort with big oil purchases and are shifting it to other places such as Brazil, Guyana and Canada. India plans large oil purchases and arms purchases from the US and this is part of the trade agreement being negotiated with India. About one third of the additional 240 million barrels of oil on the seas in tankers is Russian oil being stored for lack of buyers with total oil on waters at 1.4 billion barrels. This has led to a 48% increase in tanker costs to $125,000 a day. All this makes it harder for the Russian economy to sustain the war effort as the US pushes both sides to settle the Ukraine conflict in the 28 Points Peace Plan negotiated with important Russian negotiators in Washington DC over 3 days last week. ...

US inflation drops to 6% in February 2023 from 6.4% in January. It is the smallest increase since September 2021. Shelter costs rose at 0.8% matching the largest gain since the 1980's. Elsewhere costs increased at at a lower pace for food and gasoline, consumers paid less to heat homes, and prices for used cars, medical services fell. A significant impact on growth is shown for Europe from the drop in oil prices to $77 from a peak of $121 adding as much as 1 to 2 percentage points to growth. A similar impact is expected in the US by keeping prices of oil lower through increase in alternative sources of oil, US increasing oil production, and significantly increased investment in renewable sources. This will help reverse the effects of the Ukraine war on world food and energy supplies and prices through constructive action by the US and its partners in the European Union.

French president Macron speaking on the Dixmude helicopter carrier on the French port base of Toulon- "Our nuclear forces contribute through their own existence to the security of France and Europe," says French president Macron. He said France will assess "all the consequence" and develop "a new security architecture" on the continent after peace returns to Ukraine. France is the only nuclear deterrent power in Europe and nuclear deterrence will continue to be kept "credible and modern." Macron pointed out that "Europe is not sheltered anymore from missile and drone strikes and we must integrate this reality." The fight for electing a new Speaker that led to 5 days of voting could lead to month of turmoil in the US House of Representatives. Kevin McCarthy made concessions that could lead to more fractiousness among Republicans says this report in the WSJ. A single House Republican can challenge the Speaker under one of the concessions. Other concessions would make it harder to pass legislation. The WSJ Editorial Board says some Republicans who agree more with Democrats than positions taken by the 20 Republican holdouts in voting for Speaker, such as spending on infrastructure and support for Ukraine may actually join Democrats in future voting.  This brings in a new period in which party affiliations will be only one of the factors deciding how members vote, other factors being where they stand in the US support for Eastern Europe against Russian threats, and on issues such as spending on fixing broken American infrastructure .

The ruble plunges from 83 to the dollar to 111 for its largest single day fall on record on Feb. 27, following the swift American and European response to the Ukraine invasion. The Bank of Russia raised interest rates to 20% from 9.5%. The situation is reminiscent of August 1998 when the government devalued the ruble and suspended payments on debts, leading to collapse of the banking system. That situation led to emergence of Mr. Putin as the Russian economy was stabilized in the years following the collapse. By acting quickly with sanctions on Russia's central bank and on its other banks the trade in the ruble has essentially seized. Russia this WSJ report says may default on its debt as it would not be able to use its $600 billion in foreign currency reserves to support the ruble or its banking system, pay off outstanding debt payments.

WSJ reminds readers that Arthur Vandenburg of Michigan helped president Harry Truman setup the North Atlantic Treaty Organization for the defense of Eastern Europe falling into Soviet hands- the danger seen in Greece and Turkey in the 1947 and the Berlin Blockade 1948-49. The Truman Doctrine was announced on March 12, 1947. People forget that Truman asked Congress for $400 million in military and economic aid to Greece and Turkey. With it Greece, the mother of western democracies was able to stave off defeats from Soviet supported forces by 1950.

The border crossing at Kirkenes, Norway, remains one of the few border points in the EU with Russia that are open, where visitors go back and forth between Russia and Norway. This part of Norway near the Arctic Circle was taken back by the Soviets in the war, after Nazi Germany occupied Norway. Russia let Norway run this region from that time leading to friendly relations. Norway is the only neighboring country that was never at war with Russia. Because of its location far up in the Arctic Circle it remains a unique location with Russian ships coming here. 
And 62 miles from the Norwegian coast is Russia's ballistic missile submarine fleet. Norway as part of NATO provides support to Ukraine with $7.2 billion in aid. It also is a major supplier to EU for oil and gas helping the EU after the cutoff of Russian oil and gas supplies.

Gas supplies are so tightly balanced that minor glitches can create a jump in gas prices and electricity bills, says this report in WSJ. There is no backup supply with about 2 million barrels of oil gas equivalent knocked out because of Ukraine war. Supply is 4080 billion cubic metres of gas worldwide and demand 4070, so tight. By comparison oil supplies have backup and are more stable gpoing up only 6% for Brent crude this week of Israeli conflict. Even the stoppage such as at the Tamar offshore gas field west of Haifa, Israel or a Baltic sea gas pipeline explosion in Finland can have an effect. Gas prices benchmark was up 40% during the Israel Gaza war, by comparison oil is relatively stable with Brent crude rising 6%. Iran exports 3.1 million barrels a day, the US to keep prices stable has not strictly imposed sanctions on Iranian oil.

The coalition of socialist, greens and communist parties could win about 205 seats says the Ifop poll. Jean Luc Melenchon is leading a effort by socialist parties to form the next government in France. It is the only alternative to Mr. Macron's party in the parliamentary elections on June 12 and June 19. Meenchon supports raising the minimum wage by 15%, introducing a wealth tax and lowering the retirement age. Another poll by BVA shows only 35% of French voters want Macron's party to win a majority. 

Germany under Scholz's socialist SPD and Greens has increased the minimum wage to 12 euros per hour as part of the election platform. The trend in Europe is now for support to workers and families to meet the high cost of living with inflation accelerated by the war in Ukraine, the energy shortages and higher food prices.

Senator John Thune of South Dakota who had the support of Senators Daines and Mullin, and of retiring Republican Minority Leader won in a 3 way race against John Cornyn of Texas and Rick Scott of Florida. Scott of Florida had support of the MAGA allies of DJT. His liability was the way he had run the party as head of the Congressional campaign of 2022 with poor results. DJT stayed aloof from the race only saying he expected the Senate leader to defer to his policy for Ukraine.

Thune won 29 votes to 24 for Cornyn. His way of running the senate will be more open than Mitch McConnell's, getting more feedback from Senators, and more open to amendments. Priorities are securing the border and reauthorizing the tax cuts.

Thune seems a good choice so that the president gets to hear views of all members in the Senate and is well informed to make decisions.

The WSJ's Troianovski and Benoit's interview with German foreign minister Frank-Walter Steinmeier. Steinmeier served as foreign minister eight years ago in a prior four year term. Steinmeier says he does not know whether he would have taken such an active role 8 years ago in diplomacy and talks with other countries, given the German public's reluctance to take an active role in world affairs. He and chancellor Merkel are much more active and the chancellor has been vocal about Germany's position in a way that Germans are not accustomed to. This has led to criticism inside Germany about Germany's role. A poll by TNS Infratest Policy Research in spring 2014 shows that only 37% of Germans say they want to see Germany more engaged in international crises. The same poll conducted recently showed the results were still the same, little change in how Germans see their post World War II role. Steinmeier says this is the difficulty he faces, to do what is needed as crises happen and call for a German role, presenting no real alternatives. He has on his desk at the foreign ministry a color lithograph of Social Democratic Chancellor, and Mayor of Berlin during the Cold War, Willy Brandt, with Brandt's words from 1969- "We want to be and to become a nation of good neighbors, internally and outwardly." Steinmeier expresses disappointment with the recurring crises in Ukraine, and says he can only guess Russian intentions, that Russia is looking for international respect and recognition. German business critics point to lower exports to Russia. And most Germans prefer that Germany maintain a peaceful role without foreign engagements. Sanctions that hurt the Russian economy are not seen as part of the German role, but Steinmeier who headed the chancellery during Gerhard Schroeder's term as chancellor from 1998-2005, says in the long term Germany has to support a world with rules. It should be mentioned that Willy Brandt as Mayor of Berlin 1957-1966 during the Eisenhower and Kennedy administrations was internationally engaged in a way that goes even beyond Steinmeier's engagement today....

Biden's single focus on Ukraine that put Russia at a distance, and failure to build dialogue with sincere disagreement with China as DJT has done, can be seen as a failure of US obligations as a world power. European Union and at its heart Germany cut oil and gas use by 25% over a short period. The WSJ looks at one company that makes agricultural machinery such as harvester combines in Germany, and how it did this. The lesson from this experience- long dependent on cheap oil and gas supplies from Russia Germany was not expected to bounce back and cut its use sharply, when prices of Russian gas increased 20 fold. Not only did this German company slash gas use by 30% by making technical changes in how the machinery operated, and by using oil pipes, storing LNG from other countries such as Britain and Norway.  A 6% decline in sales to eastern and central Europe was offset by a 35% growth in sales in the US. By pivoting to the US German manufacturers have increased sales. The US has also become a major supplier of LNG to Europe. This makes it possible for Germany to conduct its own policies free of the kind of influence Russia exerted on Europe. So what does the CEO of German company Claas say about this experience- he says the export model is robust but in a different form with the US Europe's and Germany's biggest partner. The lesson of the past few years says CEO Bock- "Don't be dependent on one country." Not Russia, and not China. ...
