Alan Mulally focussed attention on Ford brands such as the Taurus, and the Fusion, to improve quality and fuel efficiency. To do this he sold brands acquired earlier- Land Rover to Tata Motors and Volvo to Geely. Under his management Ford pushed ahead with globalized product development and building a presence in the small car market. Ford still has weakness in the European and Asian markets. In Europe a large number of manufacturers are competing for a slow growing market and price competition has cut into profits. In Asia, Ford was slow to enter the Chinese market. As a result its sales in China lag far behind VW and GM, with only 2.7% market share. Mullaly is investing $1.5 billion on new factories in China, including two assembly plants and an engine plant. One of the plants in the southern city of Chongquing will produce an SUV and a luxury car. Mulally wants to see 70% of Ford's growth in this decade from Asia. The other problem facing Mulally is reviving the Lincoln brand which has seen a sales decline of 63% since 1990. Ford has hired a designer who worked on the Cadillac to redo the Lincoln's design. Mulally plans to cut the 900 Lincoln dealers to 600, to reduce the price competition for smaller sales volume. He is asking the remaining dealers to invest $2 million for new showrooms that will compete with Lexus in their look and feel. Asessing what has been achieved at Ford so far one sees the progress in pushing up quality. Ford now ranks above Toyota in J.D. Power quality surveys with its cars getting higher resale prices than some Toyota models. Ford cars are also being well received by new car buyers with market share up for the second consecutive year. This would have been unthinkable only a few years ago. Also significant is how Ford under Mulally's direction managed to make good use of the $23 billion loan secured in 2006, avoiding bankruptcy and turning the corner to profitable operations. Ford earned $6.6 billion in 2010, after losing $30 billion from 2006 to 2008. Ford's challenges going forward are how to sustain profitable growth, manage $19.1 billion in debt and a junk-bond credit rating, and maintain the momentum without reverting to a dependence solely on SUV's and larger vehicles for profits. Chairman Bill Ford is forthright about Ford's history of wasting opportunities during the good times- of "losing the plot in the good times." Mulally makes the same assessment at a November town hall meeting of 200 employees - Ford is good at crisis managment he says but then "forgets why we're here." For Mulally a bit of inspiration from Heny Ford himself counts, this being a poster from 1925 that hangs on the office walls, a Saturday Evening Post cover with the slogan: "Opening the highways to all mankind." Mullaly says looking at this makes him cry....

The WTO setimates that global merchandise trade will decline by 9% in 2009. Betweeen 1990 and 2006 these trade flows increased by 6% a year, outstripping the growth of world output which remained at 3%. See the chart showing GDP and world trade growth year over year. Because of vertical supply chains products were shipped across borders and imported back into the country that exported a product, till the product was finally assembled in some third country like Mexico, in the case of automobiles. This interlinking of countries worsens the effect in adownturn, by bringing output down in many countries at once in any particular industry with these supply chains. And conversely positive effects are exaggerated in a upturn or boom cycle like that which was witnessed in recent decades. It makes a 1930's like situation less likely, where trade dropped by over 25%, because now all countries are affected, America's car industry exports as well as imports the same item as it is processed in several countries, and imported to the USA as a semifinished product and then assembeled in Mexico, as one example. Leaders of the G-20 agreed to fight protectionism athe the London meeting in April 2009. Is this enough? Should the Doha Round of talks be resumed? Arvind Subramanium of the Peterson Institute, and Aaditya Mattoo of the World Bank, argue that the Doha Round is too ambiious, as it tries to open markets for rich countries manufactured goods just when the crisis has hit developing countries making this ahard sell. At the same time DOha Round does not exclude Buy AMerica provisions and subsidies to fialing industries like the auto industry support measures taken by both the EU countries and the USA. So they sugggest anew "crisis round" of talks to replace Doha, and this makes sense as the items on the agenda can now be tailored to the pressing needs of a different time from when Doha round was conceived, and thus more realistic in its approach. And in the meantime all WTO members would commit to astandstill and take no measures that are protectionist. The Economist says the new "crisis round" would not do any better as there may not be the same level of interest in another round. It suggests that agood start would be for the leaders of the G-20 to be specificabout what protectionist measures it sees as unproductive and unhelpful in containing this crisis. Draw up a comprehensive list of protectionist measures that go beyond tariffs and export subsidies. The WTO would then be asked to monitor the countries based on this list and publish alist of offending countries, letting embarassment of these countries act as a kind of policing. And in addition an agreement should be reached on coordinating fiscal policy, so that it would reduce fears of leakages abroad. ...

Joe Nocera says, that its like the Wizard of Oz story, and the curtain being pulled back to reveal that it was the end of quarter games that enabled GE to make earnings estimates, quarter after quarter, for years. Last April is when the curtain gets pulled back because with the Bear Stearns collapse and the crisis in financial markets, these games could not be played anymore. The fact is that after all the talk about how great GE's infrastructure business and other businesses were, GE was making somewhere near half its profit from its financial businesses under GE Capital. And during this period very little was disclosed by GE about the complicated financial machinery of its GE Capital unit and how it generated its profit, everything had to be taken on faith. This does not work anymore, after all the excesses, leverage and errors that have taken place in the financial markets. After repeated denials that it needed to raise new equity, GE raised $15 billion in new equity in late September 2008, including $3 billion from Warren Buffett. Then there was the two thirds dividend cut in early March 2009, after repeated denials, so that GE could conserve cash. Investors want to know more. Is GE Capital marking to market its assets that have fallen in value, now that its clear that these assets are likely to decline further, and stay that way for a very long time. Two analysts at Sterne Agee questioned GE Capital's accounting. Two days after GE cut its dividend, on March 3, 2009, Nicholas Heymann issued a report saying that GE Capital " is now confronting the prospect that a downward trend in fundamental performance, fueled by weakening end markets and magnified by several liquidity constraints, could potentially lead to an extended period of steadily lowered earnings, depleted loss provisions, lower credit ratings, rising borrowing costs." A day later GE stock hit $6. And credit default swaps suggested investors were worried about a default. As investors look for more transparency from GE, its going to clarify whether embedded losses are at $4 billion as GE claims or at $21 to $54 billion as Heymann is saying. GE's CFO Mr. Sherin appeared on CNBC with defense of the company's position, saying the company had $45 billion in cash, and there were no triggers that would have call on the company's cash in the short term. He said GE is trying to rebuild its credibility, and also trying to be clear, open and honest. Sherin promised to do this at a meeting on the week of March 16, 2009, where he would give details on the parts of the portfolio causing the most distress, $20 billion of subprime mortgages in the UK, the loan portfolio in Eastern Europe, and the commercial real estate holdings. And he told Joe Nocera of NYT, that GE had nothing to hide. But no one including Nocera is giving GE the benefit of the doubt, and no one today is taking anything on faith....

Negotiations between Japan and China before the APEC summit in Beijing, Nov. 2014, lead to an agreement that does not explicitly state Japan's sovereignty over the Senkaku islands, but acknowledges the current position in which the islands have remained in Japanese control since 1880. It lets both sides agree to disagree so that trade and diplomatic ties can be improved. China's economy has taken a hit from a 50% decline in Japanese foreign investment in 2014, just as the economy is slowing for other reasons. Both leaders can show the international community they have moderated their positions. Prime minister Abe also can show his foreign and domestic policies are working as his high poll ratings have declined in recent months.

Saudi Arabia continued to follow a policy of high oil production in 2016, and reported that it produced 10.67 million barrels a day in July 2016. Iran is producing at a pre-sanction level of 4 million barrels a day. 2017 oil demand prediction by OPEC is at growth of 1.15 million barrels a day. Experts says that the interests of Iran and the Saudis may be converging to reduce production as they face low oil prices. Iran needs to make large investments and Saudis face budget cuts with low oil prices. They point to this cooperation being temporary as there are issues of competing politics in the region, and beyond that both countries seek to expand their market share.

In 2018 China, India, and America are Africa's largest trading partners. India is building 18 new embassies in African countries. Greater openness to trade and investment is leading to GDP growth in Africa, 40% higher than in 2000, which is still low by comparison with Asian countries. The Economist says African countries can benefit by drawing investment from all sides and all countries, so that Africa benefits the most. Chinese investment, and Indian investment can happen side by side with investment from America, Britain and France.

The views being currently argued in meetings with the President about the war in Afghanistan and Pakistan. Vice President Biden's view: Completely change the goal and strategy. Scale down the military presence. Change the goal from protecting the people from the Taliban- and note that reports on the ground suggest that the people are indifferent and see the Americans and the Taliban as equally bad, with the Americans as foreigners far worse, see Doris Kearns others- to accelerated training of the Afghan forces to fight the Taliban. The focus of US interests would shift to Pakistan. Biden points to the disparity for every $1 spent in Pakistan $30 goes to Afghanistan, and the US real interests lie in Pakistan, not Afghanistan. The US would work with Pakistan to take out Al Quaeda in the border regions. And the proof is that this is working, as Al Quaeda figures have been taken out with Pakistan's help. Counterinsurgency would be replaced by counter terrorism so the US doesn't get bogged down in support of a failing government. The fraud in the recent elections and increasing isolation and loss of support for the Karzai government, supported by unofficial evidence from the ground, make this a serious option, especially as President Obama knows the Karzai government does not merit support and presents a losing proposition. The second view is that of Secretary of State Hillary Clinton- Ike Shelton of Missouri on the Armed Services Committee and Leslie Gelb (see links) share this view- who said in an interview on PBS, "Well Al Quaeda's no longer in Afghanistan. If Afghanistan were taken over by the Taliban, I can't tell you how fast Al Quaeda would be back in Afghanistan." The problem with this view is that the US has only a limited presence in a large mountainous country with the difficult terrain that Afghanistan has, and its not American ground troops that have done the damage in taking out Al Quaeda, its mostly high tech drones. WIth a wider engagement and expanded US ground troops in support of a failing government, that is alleged to have corrupt and narcoltics connections, the popular support would dwindle to the point that the extra troops would not be seen as protecting the population- because how do you protect a people who simply don't care or are suspicious of you? The solution requires some sort of settlement with the Taliban, which guarantees that it not serve as a haven for Al Quaeda. Progress with schools and modernization would have to be, at least in the short run, be given upon the basis of the U.S. coming to terms with what it can and cannot accomplish at an acceptable cost, and the idea of vital interests not lying in Afghanistan but Pakistan. The missing elements in this puzzle would help this strategy, bringing together key countries in South Asia, India and Pakistan, to assume greater joint responsibilities and abandon the entire postindependence. approach to relations. The third view is that presented by Bruce Reidel, who led the Obama administration's strategy review of Afghaistan and Pakistan earlier this year, and is based on pragmatic considerations and the unofficial information on the ground. Reidel puts it this way: "A counterinsurgency can only work if you have a credible and legitimate Afghan partner, and thats in doubt now." And he goes on to say "part of the reason you are seeing a hesitancy to jump deeper into the pool is that thay are looking to see if they can make lemonade out of the lemons we got from the Afghan election." For a complete change in policy and focus Obama would have to admit that he now has different information, and he is willing to admit to have misread the situation during the first 6 months and during the campaign. That is a test of leadership, being able to change after looking at the reality of the situation and digesting it fully. ...

The lower house of the French parliament approved the EU budget discipline treaty that limits deficits to 3% of GDP. It passed with a large majority of 477 votes to 70. About 284 members of the left parties voted for the bill. Sarkozy had pushed for passage of this treaty and Hollande agreed to it in his talks with chancellor Merkel of Germany. At the same time Germany and France agreed on promoting growth measures. The new French budget for 2013 reflects this committment to reducing the deficit to 3%. France's deficit declines from 4.5% in 2012 to 3% in 2013 under the new budget. It does this with shared sacrifices and higher corporate taxes and without sharp cuts in government spending that could hurt the economy.

Joel Peterson describes how he got his start at Trammel Crow, a real estate developer company, seeing an ad on the bulletinn board at school for somebody fluent in French to go and work in the south of France. He says a big part of his relationships with lenders and partners in the business was about trust. He describes trust as coming from listening from the heart, genuinely interested in what people have to say, not some listening techinque. Its also about you as a person, authenticity, openness, being able to see things as they really are, and being direct. Its listening without an agenda, because any sort of frame in the mind means one is thinking about one's response is to what someone said, and one needs to listen fully and process what someone says to listen well. He describes it as being allowed entry in that person's world, which helps to build trust.

Increasing regional tensions with a more assertive Japan and China. U.S. president Obama's so called "pivot to Asia," appears to have little impact. China has tended to look for its own security architecture in Asia that excludes the U.S. U.S. efforts to reduce tensions are being ignored by China in May-June 2014, as China asserts itself in waters that are in dispute with Vietnam. The lack of U.S. influence compares unfavorably with the situation that prevailed since 1900, when the U.S. had the most significant influence in Asian waters. It has more to do with a policy of withdrawal under the Obama administration than U.S. capabilities. The policy of withdrawal in the Middle East comes after much of the sacrifice had been made and the situation in Iraq changed, so that for a much smaller incremental effort the U.S. could have both lived up to its principles and ideals for democracy and freedom as well as win public opinion in the Arab countries of North Africa and the Middle East. This withdrawal in the Middle East has given Russia and China the wrong signal leading to more assertive stance in Europe and Asia, and creating uncertainty where little uncertainty existed about U.S. determination. Under whatever terms it is wrapped the policy of the Obama administration is one of withdrawal. It is dangerous because it will mean a more costly effort would be needed under a future administration to restore the situation which prevailed earlier- in which the U.S. has helped create a climate in which the entire region including China and Japan have prospered economically, without the region descending into a competition between Russia, China, Japan, South Korea and India. The Obama administration with its muddled policies has inadvertently created this situation....

Ireland went off the cliff by taking enormous unregulated loans. The banks lent money freely and the regulators simply ignored the bubble that was developing through the last decade. The speculators, developers, bankers and regulators all let the bubble reach astounding proportions. One developer got a $6.3 million loan on a personal guarantee without meeting his banker. One 1000 square foot Dublin carraige house went for 3 million euros in an auction. One of the developers, Simon Kelly, says that everything was funded by the Germans through the European Central Bank. The sale of the Jury's hotel in 2005 resulted in the amazing price of 60 to 70 million euros per acre. Ireland's GDP which was $25 billion in the 1980's, reached $267 billion in 2008. The boom that was initially based on export competitiveness and the low corporate tax rate combined with an educated English speaking workforce, was followed by a speculative boom in real estate financed by Irish banks, where regulators simply looked aside and placed no controls on lending. To get an idea how the government looked at anyone who raised a red flag, look at this quote from Bertie Ahern, prime minister of Ireland from 1997 to 2008, who said at a trade union conference: "sitting on the sidelines cribbing and moaning is a lost opportunity. I don't know how people who engage in that don't commit sucide." And this coming from an Irish politician who helped in arranging the Irish peace accords with the help of Bill Clinton and Tony Blair. The risks of such uncontrolled speculation in real estate was lost on regulators, the government, and politicians. And the bankers stopped paying attention to their loans, with everyone wanting to lend money to 10-15 deveopers who were able to drive the market. The regulator at the central bank simply didn't pay much attention to the reports he received every quarter about the lending. Now the average household in Ireland owes 132,000 to the banks, according to David McWilliams of the Central Bank of Ireland, and unemployment is at 14%. If the Irish had completely lost track of the picture, what about the German and British banks that loaned money to Ireland? Why was money being made so freely available to Ireland. One Irishman says getting a mortgage in those days was like getting cupcakes. With prices haveing reached the stratosphere at 60 million euros an acre, were the European banks also pushing money into Ireland beyond the ability of a small country like Ireland to repay? According to the Bank for International Settlements based in Basel, Switzerland, Ireland owes $139 billion to German banks and $132 billion to British banks. Easy money was also available from US banks for countries such as Argentina which suffered similar crisis in prior decades. Banking crises ocurred in Asian countries in the 1980's. Much of this experience was lost in the manner German, British and other European banks loaned money to countries such as Iceland, Greece, Ireland and Portugal. The language and tone of the leaders says something about what is likely to be the outcome of the G20 summit. Its a first for significant participation, as countries as diverse as Russia, China, India, Indonesia, Saudi Arabia, and the Netherlands are represented. The credible positions of both sides, the US, UK and Japan, and the European side of France, Germany and the Czech Republic, well presented, provide for some serious discussion and negotiations. France's Sarkozy and Germany's Merkel want to see a global regulator that would reach inside the borders of the US with stricter regulation. Sarkozy calls this "nonnegotiable." And he said that he would reject an agreement that puts off stringent new regulations on banks, tax havens, and hedge funds. He said "the compromise has to come from all countries around the world." US President Obama said that if there is going to be renewed growth it can't just be the US as the engine, everybody is going to have to pick up the pace," at the same time saying that the US had to be concerned about its own deficits. The fact is that the US stimulus will mostly help a severely impacted domestic economy recover with social safey net payments to local and state governments and unemployment insurance, as well as targeted investments in infrastructure, education, energy and health care. It will not mean anywhere near the kinds of imports the US made from other countries, especially China. And Obama made that clear when he said the US will never return to that situation, where the US had become a "voracious consumer market." For the Germans the major market for their middle companies is China, and China has its own stimulus spending on infrastructure spending, which should provide for continued imports of machinery from Germany at a much lower level. Thus Germany and France see a strong tendency to call the source of the crisis and repeat that call till the US listens, and refer to the failure of free market capitalism in its unregulated form. And to insist on fixing it through a global regulator with strict and systemwide rules. So you hear this in Merkel's words, "the foundation for this finacial architecture must be laid now, that is why we seem to be so tough." While the vivacious Sarkozy talks of compromise, and a US gesture in regulation in return for Franc's gesture of joining NATO, the mild mannered Merkel is clear and focussed about her concern. She rejects the idea of linking stimulus spending demands of the Anglo-Americans with the Franco-German demands for global systemwide regulation. "This is not a bargaining chip," she says. The media may mistakenly report lack of consensus as a failure of the summit. But in the long run in the presence of good positions on both sides, it could lead to some tough negotiations even if continued at another meeting. And result in something serious, credible and lasting in its impact, rather than something that was easy and did not in Andy Grove's useful words involve "constructive confrontation." ...

Questions about how Mr Geithner has handled his job at the New York Fed and at Treasury during the bailouts of financial firms. Were there close relationships with bankers, hedge fund managers, and others that compromised the Fed's ability to regulate the financial industry? Why was Geithner advocating loosening standards for the reserves financial institutions have to hold to insure against potential future losses, as late as 2007? Inherent in the design of the job of New York Fed President was a conflict of interest, as the institution is supposed to be a watchdog over the financial industry, but the President of the NY Fed reports to a board that is comprised of the heads of banks and financial instituitons. These financial leaders also participate in the selection of the new President. Geithner was a quick learner and a listener, who asked questions, but he was an outsider coming from work at AID, the IMF and Treasury. He is described by one bank executive Sanford Weill as "a baby face," and lacked experience in dealing with the financial industry. He was brought in by Rubin and Summers, two mentors at Treasury. These two had close ties to the financial industry, and did not question practices of overleveraging and risk taking in the financial industry. Was it too much to ask of Geithner, under the circumstances, that he would rock the boat and ask the tough questions about risk and leveraging. On the other hand did he miss things completely when he was asking for even looser capital standards for banks in 2007, less than a year before the crisis hit, which were never adopted. And was he too close to the financial industry and aggressive in the wrong sort of way when advocating in a meeting as President of the New York Fed, that the government back up all the debt in the financial system. Did he too casually overlook the conditions that could easily be put in place for the government to be able to recover some of the money put into the bailouts. And was he too close to Goldman Sachs, that he brought Goldman in for advice in the AIG bailout, even though there were conflicts of interest and money that would never be recovered from the $182 billion bailout of AIG, some of which went to banks including Goldman. If Geithner had seen some of the problems in risk taking why had he not supported FDIC's Bair in her opposing view for capital reserves, and government conditions on bailouts that enabled some recovery of capital put into failing financial institutions. And did he get too close to Citi, that at one point Sanford Weill tried to bring him in as CEO even when he was already President of the New York Fed. Does it go to show that -the very idea that this was even possible- the design of the New York Fed with the President reporting to the Board of the very same bank presidents that he was supposed keep in check, makes for an incomprehensible position of regulation at odds with the structure of reporting and selection....

German chancellor Anglea Merkel selected her chief economic advisor, Jens Weidmann to head the Bundesbank, the German central bank. Weidmann replaces Axel Weber. Merkel prefers the quieter demeanor of Weidmann to the outspoken behaviour of Weber. Weber was Weidmann's tutor at the university, and at 42 is the youngest Bundesbank president. He headed the monetary analysis department at the Bundesbank and did a stint at the IMF, before joining Merkel's circle of close advisors. Weidman has a sense for markets and politics, and a close understanding of Merkel's policies. This would help Merkel as Germany sets the eurozone on a new path of reforms to build a firm foundation for the euro.

The report sees defaults as isolated events. Still it says reforms will be needed only some of which have been made, and preventing a crisis will require real austerity.
