US Secretary of Defense Gates has launched a drive to save $100 billion in defense costs over 5 years. These costs were expected to put back into weapons procurement and other costs. The President's Deficit Commission report of 2010 proposes to apply the savings to deficit reduction. US military spending costs $700 billion a year. Weapons reductions include one version of the F-35 Joint Strike Fighter, and the Army's Ground Combat Vehicle. The deficit panel also took aim at the military health care costs, up from $19 billion a decade ago to $50 billion. And the deficit panel would cut the US military personnel and bases by a third from the 150,000 military personnel stationed overseas.

India plans to vaccinate 300 million people in the first drive of the vaccination campaign. The two vaccines approved are the Covishield from Astra Zeneca partnership with Serum Institute of India, and the Bharat Biotech vaccine. India is the largest vaccine manufacturer in the world, and its vaccination production and campaign is being watched closely.  The largest maker of vaccines is Serum Institute of India based in Pune. Countries that are seeking India's help in vaccines are Brazil, South Africa, Morocco, Saudi Arabia, Bangladesh. Brazil has ordered 1.5 million vaccine doses. The Indian government has approved sending vaccines to other governments. Price of 100 million doses to be supplied by Serum Institute to the Indian government is 200 rupees a dose or about $2.73 a dose. Vaccine sold in private markets will be priced at 2000 rupees a dose. Serum Institute and Bharat Biotech have stockpiled 70 million doses. ...

Acer was the first to take advantage of this trend. It has moved to 3rd place in PC's after HP and Dell, and Apple is now in 4th place. A lot of new trends are changing the IT marketplace. There were 500 resumes for a $13 an hour position as administrative assistant at a truck driver training school. The school at trucking company C.R. England, is in Burns Harbor, Indiana. Stacey Ross the head of recruiting found 300 applications in her email box, there was astack of resumes from the fax machine. A total of 500 people had applied for the job posted on Careerbuilder.com. Ms Block who had been unemployed for four months and was aformer accounts receivables manager at a company in Portage, Indiana, gets the job after filling out the application on the company website. The company tries to hire fair to middling talent and train them from within.

Alan Blinder was Vice Chairman of the Federal Reserve. Here he looks at the language in the $700 billion bailout plan passed by Congress. The Plan's wording allows Treasury "to buy any other instrument," that the Treasury secretary and the Federal Reserve chairman decide "is necessary to promote financial market stability," in addition to mortgage securities and any securities. So one of three assets can be purchased under this wording, mortgages themselves, troubled mortgage securities, and equity stakes in banks. Blinder prefers the first one the purchase of mortgages themselves to stem the tide of foreclosures. This is also the plan Feldstein and Hubbard have proposed. Edmund Phelps and Joseph Stiglitz favor the approach of injecting capital directly into banks so as to speedily recapitalize the banks. At what prices, asks Blinder, for these assets. And Blinder specifically raises the issue of conflicts of interest on this point, because where does one think the administration would go to find the expertise to do this job. It goes to the private sector, and the Bush Administration certanly does not have a good record, says Blinder, in doing this in a fair and honest way, as it has been bad at outsourcing stuff. Should Treasury buy assets "at market" or "above market", Blinder favors buying "at market" as the reasonable way to proceed. Because buying above market with a limited pot of cash means giving gifts even for recapitalizing financial institutions, and this raises the question as to who would be the best to give these gifts. Which brings one back to the conflicts of interest inherent in all this. ...

The NYT says many of India's largest and most profitable companies are "relative models of probity," and several ranking among the world's best governed companies including companies in the software and pharmaceutical sectors. Large parts of the Indian economy have little appetite for the risk taken on by the Adani Group and are run on a financially conservative basis. Infrastructure is unique for this kind of risk taking because of decades of neglect of Indian infrastructure during the 1995-2015 period, when China was rapidly building infrastructure with large investments and India fell behind. It is that catchup mode that induced Adani Group's aggressive efforts taking on debt for outsize goals that it was willing to adopt for coal, solar and port logistics. As a result the Indian economy with companies such as Infosys and Dr. Reddy's Labs says the NYT, is largely not affected by the problems of the Adani group's debt structure.    ...

In the interview Kejriwal says there are 55 deaths from the demonentisation by removal of 500 and 1000 rupee notes in India. When questioned about this and proof, Kejriwal says BBC is biased. The effort by the the Modi government to  remove these rupee notes is an effort to get people in the informal economy,  the deals in real estate, and people in other parts of the economy which pay little or no taxes to bring the cash to banks and pay the taxes due. The large scale of the shift has caused difficulties for ordinary people, and the upper classes, and the government is working to work through these problems. The Crystal Bridges Museum of American Art is under construction in Bentonville, Arkansas. The 201,400 square foot museum will open on November 11, 2011. The museum has a complex of eight gallery pavilions and is being designed by architect Moshe Safdie. It is the dream project of Alice Walton, daughter of founder Sam Walton. The Walton family has decided to make a $800 million donation to the museum. Ms. Walton conceived the project six years ago and is buying art works to build the collection. She outbid the National Gallery of Art in 2005, to buy Asher Durand's Hudson Reiver School masterpiece, "Kindred Spirits," from the New York Public Library, paying $35 million. The museum will cover the entire period of American art from the colonial era to contemporarty art works.

WSJ reports- 2025 DJT action on Medicaid calls for around $800 billion  savings over 10 years in Medicaid cuts that would come from $109 billion savings over 10 years for work requirement. And $600 billion savings over 10 years from paying only 90% (not 100%) for the people added to Medicaid by Obama that are in better health than the core Medicaid population who get only 90%.
