By this time Cruz already had finished Harvard Law School and a clerkship at the Supreme Court. He was a clerk for Supreme Court Chief Justice Rehnquist from 1996-1997. This report in the NYT by Flegenheimer suggests a critical role was played by Cruz because he took the initiative to call Roberts (a future Chief Justice), and because of his keen sense on how the legal filings should be done before the Supreme Court. Cruz's aggressiveness may have cost him a senior policy role in the Bush Administration. Instead he was made solicitor general for Texas.
