Katya Adler, Europe Editor of the BBC, points out the change in Germany as AKK, Anne Margaret Kampbrauer, the new leader of the ruling CDU party, brings a change of tone in its outreach to Britain. AKK is slated to be the next chancellor. Her vision was expressed in a letter to The Times saying with other Germans that her wish was for Britain to remain in the EUroepan Union, that she was asking Britain to reconsider. She also supports a second referendum on Brexit.    There is also anxiety in Germany about the effects of no-deal Brexit taking out 0.5% of German GDP at a time when Germany's economy is struggling in 2019. About 100,000 job loss is expected from no-deal Brexit in Germany. As Germany's tone is changing, AKK offers a new face in German relations with Britain that looks towards building a better relationship with Britain. Could this change minds in Britain as a new mood takes place in Germany, and in some ways in France with the emergence of populists in recent years calling for France to leave the EU. AKK tell BBC that Brexit has been a strain for all of us, that in some ways it has paralyzed us. She tells the BBC's Adler that anything that keeps Britain in the EU is something that would make her personally very happy. Rarely have German leaders or public expressed it in this way. The decision by Germany's Merz comes as Kyiv suffers a cruise missile attack that destroys an apartment block leading to 31 dead and 159 wounded on July 31, 2025. Five of 8 cruise missiles used evaded air defense systems.  The war brings ancient history important to Russia in the founding of the Russian state in European history before 1450 and complicated history after the Communist Bolshevik Russian revolution in the Ukraine region, the Cold War and Russia returning to its historic role of a Northern European Power. Russian commentary on Russian nationalism today suggests Russia seeks acceptance as a major European power without Wall Street's evaluation based on GDP of nations leaving Russia middling status. Wall Street gives disproportionate importance to China relative to India, Russia and Brazil three large nations on 3 continents for example. Witkoff is on the way as DJT emissary to Russia to seek some solution, but the war drags on as Russia sees itself making slow yet steady progress and seeks to end the war on terms favorable to it following huge loss of life estimated at hundreds of thousands. In August both sides including DJT are losing patience. DJT offers more sanctions but says at the same time that this may not deter Russia. This wonderful report in the DW.com looks at what may be the defining game of the Nations League Soccer in 2020- the Germany loss to Spain, Spain winning with 6 goals. It shows pictures of moments for each of 6 goals by Spain and detailed descriptions of each. Coach Joachim Low's strategy for his players of sitting deep in his half so as to remove the possibility of inviting space backfired says DW.com. Toni Kroos of Real Madrid team who was one of the few seasoned players on a new team for Germany put together by Low, says that they tried both being more aggressive in the second half after sitting deep in the first half, and both approaches failed. The Spanish team was well coordinated, faster and tougher throughout the game.  At key moments the Germany defenders were nowhere near the Spanish players as they moved the ball one way and quickly the opposite way the next moment. Ferran scored a hat trick with 3 goals and some of his goal kicks were very quick and fast. As it says here Ferran reacted faster than anyone to score. In three consecutive moments Germany was slow to react to the speed of the Spanish players. For most of the game the Spanish players controlled the ball with pinpoint passing in the midst of many of the German players. It was not that Neuer the German goal keeper was not quick enough, he was beaten by the speed and angles, and the movement of the ball from different directions with Spain's rapid passing. For Spain Ramos, Morata, Ferran, Koke and Rodrigo, Olmo, played a critical role with a German team not looking like this since the 1930's, even though coach Joachim Low had put together a new German team. This could be a formative moment for Germany and coach Joachim Low as the German team looks for its form that eluded it completely this time.  ...

News on several fronts in June 2009. On housing, a month to month improvement but still stuggling compared to a year ago levels. The Commerce Department said that an increase in multifamily units led to housing starts jumping 17% in May from April to a 532,000 annual rate. Compared to ayear ago level housing starts was down 45% from May 2008. There were 10 times more homes for sale in April as sold that month, with the typical ratio at 6. With layoff, tight credit and rising mortgage rates laying aheavy hand on these markets, even as developers cut prices deeply to clear unsold homes. On Manufacturing. Industrial production fell 1.1% in May from April, according to the Federal Reserve. Capacity utilization fell to 68.3%. See the graph for the steep drop for auto and auto parts manufacturing. On inflation. The producer price index showed its largest decline in 60 years, according to a Labor Department report. The PPI was down 5% from one year ago, the biggest decline since 1949. It went up from April to May by 0.2%. Part of this was rising oil prices. The core PPI which excludes food and energy dropped 0.1% in May from April. Rising oil prices, a falling US dollar and stabilization in the economy are reducing defaltion risk. At the same time the sign that inflation is not taking root are clearly evident in the slack that is building up with the drop in the capacity utilization rate to 68%, and further declines expected as the auto industry shrinks in 2009, with the huge overcapacity worldwide in that industry. ...

Chris Molloy, the founding director of the Lighthouse Labs network says the lessons learned in testing for covid, the technology and training developed can now be used to tackle other diseases. It is this network that processed most of the 207 million free PCR tests in the UK. It was created after the public health network had suffered a series of cuts from successive governments and shows the resilience and strength of the British people and scientific community. He sees the opportunity to create another legacy for the Lighthouse testing system. He says having this kind of advanced lab capacity can help tackle public health in the UK where 1 out of 3 adults have some kind of long term condition of ill health. He said this is not Beveridge 1.0 where the establishment delivers for the people. This is Beveridge 2.0 where the people engage in monitoring their own health using smart diagnostics at an early stage in their 30's, 40's and 50's when something can be done to steer away from disease instead of when it is too late and one can only treat it. William Beveridge published the report in 1942 that was the basis for the founding of the welfare state and the NHS. Molloy hopes that governments from now on will have the vision to do this. ...

Infrastructure spending under president Duterte of the Philippines has increased from 4% of GDP to about 6-7%. Many new projects are started as part of the $177 billion building program. This includes the Clark City project to house 1.2 million people and government offices to move congestion out of Manila. Duterte's plans include cutting traffic down by one third on the artery along the sea that takes 2 million people into Manila from the outskirts every day.

Duterte has continued infrastructure projects planned by his predecessor, and 69% of Filipinos support this infrastructure building program. Conservative spending under his predecessor gives Mr. Duterte more room for increasing spending. Indonesia at 72nd rank and Philippines at 96th rank have fallen behind in infrastructure development in a World Economic Forum recent survey of 141 countries.

Christoph Hasselbach of DW.com says the idea of European Union brings so much good for Europe that it should not be diminished by use of pressure or punishment. He refers to the firm opinion in Brussels, of Mr. Juncker and Merkel, that there can be no cherry picking when it comes to remaining in the EU. This led in Jan. 2017 to British prime minister May saying Britain would not go begging to Brussels, and would simply opt out of the European Union and the single market. Hasselbach offers an interesting and plausible explanation for the Brexit vote shifting by a small margin to the exit side. He says rightly that uncontrolled immigration fears were used by the politicians supporting exit. Interestingly he says the worries in the UK were not just for current people but for future citizens from the hundreds of thousands of refugees who would become German citizens in a few years. Would they try to settle in the UK- prime minister Cameron failed to provide a convincing answer, says Hasselbach. He is right to point out as we have at Lyrarc that it is healthy to have questions and even some skeptical views about Brussels, that the appeal of the EU must depend on not being dogmatic about it, but being open and willing to accept questions.   ...

The Labor Department's rate of labor underutilization is 14.8% of thepotential workforce, much higher than the 8.1% unemployment rate. Which means that a lot of workers are not able to make the fullest use of their skills. If unemployment stays high for a very long period some workers lose their skills and become less employable. THat could leave the floor for unemployment at amuch higher level. Something like this is happening now and stay with us as the unemployment rate grows and the underutilization of labor rate with it. Physiscists call it "hysteresis"., a kind of laggard impact of some sustained force. An example is if you squeeze a nerf ball for so long that it doesn't bounce back when you release it. Higher underutilization of labor which could hit 20% by 2010 at the rate at which job losses are ocurring of half a million a month, would mean pressure on wages and fears of deflation, lower tax revenues and fears of persistent deficits, less cash to invest and companies having less capital to invest leading to lower earnings. And falling behind the curve is what Krugman fears could be happening now, even with the large stimulus and budget of the new President, because of a series of problems ocurring at the same time and reinforcing each other. The Logan lower cost model produced by Renault's Romanian affiliate Automobile Dacia SA is setting a pattern that is being looked at as a model for the future throughout Renault. It is combining the advantages of Japanese manufacturing methods with their attention to detail and good practices evident at Nissan, Renault's partner company, with the cost conscious methods evident in operations in a Renault joint venture with Mahindra and Mahindra of India. Dacia Automobile was a Soviet era plant, and Renault has modernized it but keeps a more labor intensive attitude with good basics operation here, in contrast to the trend to automate everything and use robots extensively that became popular at other plants in Europe, U.S., and Japan. As Renault managers in France and its overseas operations look at both the expanding markets for lower cost cars and the profitability of the Dacia plant in Romania, it is becoming a model to be imitated. Other plants built earlier now look overautomated and costly for manufacturing cars in a cost conscious pricing sensitive competitive market that automakers face. Logan is contributing to Renault's bottom line, and may help it in reaching the 6% in operating margins that is a new goal for Renault for 2009. Dacia Automobile S.A. initally owned 55% by Renault is now 99% owned by Renault. It has sales of 2 billion euros ,in 2007 with revenue increase of 30% over 2006. The profit was 100 million euros in 2007. It employs 14,000 workers and Renault's investment has reached 1 billion euros upto this point. The plant turns out 60 cars per hour. Compare this with a similiar investment by VW in a Soviet era Skoda automobile plant in the Czech Republic, where VW started with an inital investment in part ownership and ended up in full ownership of Skoda with large investments in modernizing Skoda, and the success in selling Skoda cars known for their good quality. The Skoda is expected to sell at the million dollar sales level in 2010 and is the fastest growing brand in Europe. It ties with Honda in quality surveys. ...
