Which dilapidated or broken road and bridge infrastructure will be rebuilt first under president Biden's plan? The WSJ looks at the $110 billion in new funding over 5 years to do this. In addition $66 billion for rail, and $39 billion for public transit. So much needs to be done. The list goes on and on. The head of the American Association of State Highway and Transportation, Mr. Tymon, says projects that were not going to get done in 6 years will now get done in 2 years. This is the big difference today, compared to the period under president Obama when little got done. After president Trump put a big spotlight on broken American infrastructure enough of a consensus exists to get on with the work in a big way. Normally the federal government provides about 50% of the funding for state highway and bridge projects. Take Rhode Island, Biden's bill would provide $300 million a year over 5 years, over $60 million over previous yearly levels. Of Rhode Island's 777 bridges 19% are deficient or dilapidated. The longer the bridge is deficient the costlier it becomes to fix. Bad infrastructure affects industry in multiple ways, a problem ignored for too long. Some of them date back to 1903, some to 1958.  In Woonsocket Rhode Island, 5 older bridges are deficient that are vital for local companies, including textile mill, and plastics manufacturer.  One deficient bridge at Naval Station, Newport, to Quonset Business Park with 200 companies is handling steady truck traffic. These are critical bridges for manufacturing says the city's Mayor.  Another state Missouri shows how the Biden investment will change infrastructure in the states. Annual capital funding of $1 billion will go to $1.5 billion over 5 years, says the Director of Missouri's Department of Transportation. That puts within reach all $3 billion of wish list projects that were considered high priorities. ...

Japan says Russian planes intruded into Japanese airspace for over 1 minute on February 7, 2013, over the island of Rishiri, near Hokkaido. F-2 aircraft from Japan's Self Defense Forces responded to the intrusion. The intrusion comes at the time of the Northern Territories Day when Japan's government reiterates its determination to press for return of the Northern Territories from Russia. Japan did not sign a peace agreement with Russia at the end of World War II after Russia refused to leave the islands. The islands are known as the four Kuril islands in Russia. Policy experts at Japan's National Graduate Institute for Policy Studies say the Russian intrusion was an attempt to test Japan after an incident where Chinese radar locked in on Japanese naval ships in the East China Sea. The effects on public opinion are likely to create support for prime minister Abe's effort to increase the budget for Japan's Self-Defense Forces.

A U.S. Navy destroyer travels within 12 nautical miles of the Spratly Islands on October 26, 2015. The Spratly islands are reefs that are submerged under high tides and only recently turned into islands through land reclamation by China. Under international law all nations can uses the seas near the reefs as opposed to rock. The U.S. wants to keep the sea lanes open for all countries. The Spratly Island reefs are located in the shipping lanes near Vietnam and Indonesia in the South China Sea, a great distance from the Chinese mainland. U.S. Secretary of Defense Ashton Carter made it his top priority when he took this position in 2015 to assert the freedom of navigation in the South China Sea. The action was taken after the Xi Jinping visit to the U.S. to tackle this issue without affecting bilateral economic and global cooperation relations with China.

US Navy is in trouble from slow shipbuilding and industry sent overseas like other industries. Note this about the USS Constellation being built in Wisconsin in 2025- After 2.5 years only 10 percent complete. Time to build of 9 years. An Italian shipyard does this in 4.5 years. Of 20 frigates being built in 10 countries of this type 19 are being built faster. Budgeted at $1.3 billion already cost overruns of $600 million cost tag now $1.9 billion. No wonder says the WSJ, no one in the world wants to build ships here. China now makes 50% of the world's ships, before that Japan and South Korea made 50% of the ships in the 1980's and before that the US in the 1950's. One of DJT's mandates- rebuild the American Navy. This means bringing shipbuilding like other industries back to the US where it belongs. Jimmy Carter comes back to us from a different era. He was born in a tiny town of Plains, Georgia, in 1924 and grew up on a family farm in a home that lacked plumbing, electricity, as a boy.  Jimmy Carter attended college for 2 years in Georgia, then enrolled at the US Naval Academy graduating in 1946. It shows the changes happening in the US with Franklin Roosevelt and Harry Truman in the efforts to industrialize America, bringing electricity and new opportunity for college education to rural areas in 1932-1952 which continued with highway systems under Eisenhower 1952-1960.  Carter also led the unwinding of the Democratic party with roots in the Roosevelts-Wilson era since 1902, going back to Teddy Roosevelt who as a Republican pushed hard for integrity, pro worker and antimonopoly policies in the administration. A process that went on with another Southerner, this time from Arkansas that led China's entry into the WTO and world trade without any safeguards for American workers 1992-2000. Policies that went unchanged under another Democrat Obama in 2008-2016. Instead of staying in the Navy he joined his family's peanut farm business in 1953, followed by running for governor of Georgia and grasping the opportunity to run for president as an evangelical from the South to bring moral integrity to the White House.   ...

Junichiro Koizumi's decision to support his son for the seat he held in Yokosuka, a naval port an hour from Tokyo. Fackler points out an astounding fact about second generation and third generation leaders in Japanese politics that make it an insider's terrritory. Second generation politicians in parliament make up an unusually large part of the legislature. About 40% of LDP party members of parliament are descendents of prior lawmakers. Of 7 prime ministers, only one was not a son or grandson of a former lawmaker. Shinzo Abe and Yasuo Fukuda were grandson and son of former prime ministers. Even the Democratic Party of Japan has its share of second generation members of parliament of about 20%. In this fascinating account of Japanese politics Fackler talks to Mr. Yokokume, a DPJ candidate running against the younger Koizumi, at his campaign offices. With a small fraction of the financing received by the younger Koizumi and voters at the train station telling him this is Koizumi country, Yokokume is worried that politics is for too long closed to outsiders in Japanese politics. Public opinion in Japan describes this in negative terms as depriving Japan of the fresh blood and new ideas from newcomers to politics to renew Japanese government....

DJT tariffs are compared to tariff increases from 38% to 49% under president McKinley in 1898. As Ways and Means Committee chairman McKinley stood for higher tariffs but on a reciprocal basis and later in his term which ended in 1901 McKinley supported tariff reduction to improve American exports. McKinley and Teddy Roosevelt his vice president in 1900 are role models for DJT. McKinley's other policies were to keep the country on the gold standard rejecting a silver standard proposed by William Jennings Bryan that was seen as inflationary. He also followed the Monroe Doctrine that rejected interference of European powers in the American subcontinent by taking Cuba and Guam, Spanish possessions in the American continent and the Philippines during the Spanish American War of 1898, that brought Teddy Roosevelt to national attention.  As Assistant Secretary of the Navy under McKinley, and author of the Naval War of 1812, Teddy Roosevelt too strong action to build up America's Navy and he took decisive action against Spain after sinking of the Maine in Havana harbor. Roosevelt said- "I would regard war with Spain from two viewpoints: first, the advisability on the grounds both of humanity and self-interest of interfering on behalf of the Cubans, and of taking one more step toward the complete freeing of America from European dominion; second, the benefit done our people by giving them something to think of which is not material gain, and especially the benefit done our military forces by trying both the Navy and Army in actual practice." ...

Spain provides 14 public holidays that are mostly Catholic holidays, and an additional 22 vacation days, which is similiar to the the EU average. Unlike the practice in the U.S. and Britain to have these holidays fall mostly on Fridays and Mondays, in Spain many of these holidays fall in the middle of the week. This disrupts productivity as Spaniards use bridge days or puentes to create long weekends during which many offices and factories are empty, disrupting productivity. Most companies cannot plan for meetings and work because counterparts may be using the bridge days during these holidays, and working with international clients is difficult and hard to explain. Spain's new prime minister is determined to increase Spain's competitiveness, and bring Spain to the level of competitiveness of countries that do well in this measure, including other European and Asian economies. He describes this in his book "En confianza. Mi vida y mi proyecto de cambio para Espana." ("In confidence. My life and project of change for Spain") In his inauguration address he said Spain should correct "the work calendar to make the rights of workers compatible with the competitiveness of our companies." Vacations are a sensitive issue in Spain because tourism generates 10% of GDP and employs 10% of the workers. Alberto Nadal, who addresses labor issues at the main business association in Spain, says a change of mentality is needed in Spain, and doing away with bridges shows Spain is grasping the idea that things should be done differently for the eurozone community of nations. This also shows some of the differences in the Iberian peninsula countries of Spain and Portugal, where the countries are embracing the change and there is less unrest even with high unemployment, as compared to Greece. In Greece the changes are being resisted by politically connected groups, where political parties enjoy little support and there is much unrest, making the project difficult. Mariana Rajoy, Sarkozy and Merkel are from centre right parties in Spain, France and Germany, and have had a close association for years before Rajoy was elected- during EU meetings of centre right parties, as is evident in Rajoy's book.
