Unknowingly many people have ownership in gun manufacturers through their pension funds. Pension funds for public employees in Florida, Texas Wisconsin and Ohio have stakes of less than 1% in American Outdoor Brands, formerly Smith & Wesson, the manufacturer of AR-15 semiautomatic rifles used in mass shootings at schools and other locations. Even a reputed fund such as TIAA representing teachers has small stakes in this company, this report in the NYT shows. New Jersey is one of the states cutting out investments of state pension funds in gunmaker companies. New York state still has small positions in its teacher pension funds in these companies. AS this NYT report shows it is through the use of  broad stock indexes that pension funds end up owning these stocks even when they have not specifically picked out such stocks. Equally or more alarming as reported here is that funds such as Fidelity and Vanguard own large stakes in the gunmaker companies. Fidelity is reported as the top shareholder of Vista Outdoor, with 15% of the company, through actively managed funds.  Vanguard has a 9.5% stake in Sturm Roger, and a 8% stake in American Outdoor Brands. Black Rock and Capital Group also have stakes in gunmaker companies. This points to a larger culture problem in the U.S. as financial companies see this as " a social issue" whatever that is supposed to mean in the minds of investment managers, when it is really an everyday issue for parents and children. In a culture prevalent in parts of the country and American society that sees something as basic as guns in schools and other public areas as "social change" a spokesman for Vanguard can quietly say that "mutual funds are not optimal agents of social change," without arousing a response. ...

This New York Times editorial says a smaller Wall Street and growing jobs in other fields will be good for New York as well as good for the country. It says New York politicians should focus on finding new ways for New York to broaden its tax base and get new businesses and new opportunites in fields such as media, advertising, entertainment, health care and tourism. Especially welcome are initiatives such as the science and tech campus of Cornell University promoted by Mayor Bloomberg. Tighter financial rules and higher capital requirements are good for the country and for New York the editorial emphasizes, because they help control reckless banking practices that destroy capital and opportunities for growth elsewhere in the economy. Netherlands is well ahead of other countries in remote working. The percentage of employed persons working from home is about three times that of the U.S. or Britain. It is about 15% in Netherlands compared to 4-5% in the U.S. or Britain. A culture of near universal fast internet connections, a culture of trust with companies knowing the work will get done, and companies providing employees with funds to set up a good working environment from home. In some Dutch companies employees can take vacation freely as long as the work gets done. The idea of a whole work day spent at a desk in the office in some office building is not entrenched in Dutch culture. A U.S. poll shows 59% of remote workers would like to continue working remotely after the pandemic. Companies are shifting to a new culture of work done away from the traditional business office as the economy reopens. In the Netherlands the pandemic is only giving more confidence in the idea of working away from a business office. This can now catch on in the U.S. and other countries. ...

Much of the debate in Germany today is around the topic of reunification, was it good or bad for Germany, and why there is an issue of a separate identity in the East. Most East Germans feel they live in a separate country with a separate identity. This issue has social cultural and political consequences, says the Economist.    The CDU is increasingly facing questions about how it has turned out for East Germany. It is losing votes to the AfD in Saxony, Thuringia, and other places in the east. The migration crisis in 2015-2016 created new fault lines. When the Integration minister in a government in Saxony, which includes east German city of Leipzig, talked to people in her state why Germany was helping refugees, she was told to first integrate East Germans.  East Germans do not like resources being wasted on refugees when they feel left out themselves in their own country. After reunification of Germany by chancellor Kohl in 1990 about 8500 companies in the east were privatised or liquidated leading to a loss of jobs in old industries such as mining. Many of these older people ended up in odd jobs and then on Hartz IV, skimpy unemployment benefits. At unification 1 million people moved to the west from the east, predominantly younger people and predominantly women.  Over time one fourth of the population in the east 18-30 years moved to the west, two thirds of them women. Rural areas especially hit hard, with tax revenues slumping, shops and schools closed. Some estimates are that 80% of east Germans were out of work at one point. The humiliation their parents felt is only now being discussed as children in the east talk to their parents about what happened and the hardships their parents suffered 25 years ago. Was unification done the right way is a topic for discussion today. Today the east is much older than the west. Since 1990 over 60's increased by 1.1 million even as the overall population dropped by 2.2 million. In future some districts in the east will have 4 funerals for every birth say forecasters. So what could have been done differently in 1990 so that East Germans did not end up feeling like a "colonized people" by a biased western exploitative culture that portrayed them as culturally inferior and with very little that the west could learn from. Today it is said that the government agency Treuhand that handled closure of businesses could have moved slowly. The 1:1 transfer of west german currency for east german currency was to make east german companies uncompetitive overnight, and should have mitigating plans to tackle the problems of keeping these businesses in operation to keep local jobs. A new constitution and economic plans could have been written, a transition period for such a constitution and economic plan be put in place, so that changes could be studied and plans made to reduce the negative effects.  Culturally there was something the east did better. It had a culture of social solidarity that could have provided lessons for the west.  The good aspects in the east such as respect for women and encouraging them to work outside the home, free child care, the welfare state protecting vulnerable groups, could have lessons for the west to emulate and adopt practices. This would have given easterners a sense of self-respect as in some ways the German Democratic Republic (GDR) as the country was called in the east, had aspects that the west could learn from. For this to happen west Germans need to change their views- half of them see the reunification as a success, two thirds of east Germans see it as a failure culturally, and socially, and wrought with the economic impact of sudden shift in population and business, and loss of most productive young people to the west. ...

Elsa Fornero is an economics professor who is Labor Minister in the government of Mario Monti. After several decades Italy has finally tackled the much needed changes to the 1970 Workers' Charter that forms the basis of Italy's labor laws. The Charter protected workers jobs but was designed during a different period and had long since lost its relevance in a modern economy. The laws led to Italy losing its competitiveness and entrenched small family firms in the economy. The new labor law protects the individual instead of jobs, by increasing the safety net to cover unemployed workers for shorter periods and lower benefits, and makes it possible for firms to layoff employees for economic reasons. Fornero says Italians need to recognize that work is not a right to be enshrined in laws but something that is earned through hard work. Article 18 of the Worker's Charter was originally intended to remove discriminatory practices in the workplace, but was enlarged to provide blanket protections to workers so that companies could not fire workers and avoided hiring. Under the new law discrimination is illegal, but now companies can layoff employees for economc reasons and not face long legal disputes and be forced to rehire the workers. The new law will increase productivity says Marcello Giustiniani, a labor specialist at Milan law firm Nonelli, Erede & Pappalardo. Italy's productivity gap with Germany has widened to over 30% since the introduction of the euro. The ASPI, new unemployment insurance plan, goes into effect in 2013, older programs will be phased out by 2017, giving time for the culture change in Italy for workers and business. Another major change is designed to help 2 million workers earning less than 18,000 euros. Businesses will have to give these workers proper contracts. Fornero's effort to tackle the pension system also includes linking retirement checks to how much is contributed over the lifetime- a practice common in other countries- not the final and highest salary. This simple change was not not implemented by 10 governments since a law was passed in 1995, showing why the Monti government was needed to get things done....

Experts say CEO's have constituencies in the form of employees, shareholders and customers. This has affected CEO's as they responded to president Trump's comments on the Charlottesville attack.  Even the cautious optimism that CEO's maintained during the early months of the Trump administration- as they sought not to miss out on representation on advisory councils- has now faded. Most CEO's have decided that it is not worth having this voice in advisory councils when they have to be seen as supporting positions on racism and culture they cannot support. One by one the actions by Trump on the travel ban, climate change agreement withdrawal, Charlottesville attack,  has led to a shrinking of support. From non-involvement in Trump's campaign but cautious optimism, to a sense that it is not possible to work with the president without violating deeply held beliefs. Gini Rometty of IBM told employees that dialogue was critical to progress, but that " this group can no longer serve the purpose for which it was formed."  A sense that not much would be accomplished, and the reputational cost for business was too high to make it worth the effort. Millets are small seeded grass grown since ancient times in India and Africa that have the advantage during climate change of being resilient to drought, adverse weather patterns, require less water, and provide high nutritional value. In India known as bajri and ragi, in Sri Lanka as Kurakkan, and in America as finger millet, these ancient grains similar to ones in Eastern Europe that also lost popularity, were during the Industrial Revolution replaced by wheat and rice over most of the planet. The return of hope with a path for climate change action, a path out of inflation, also includes a path to better health through a transformation in food habits and in agriculture for Europe, the US, Asia, Africa and Latin America. Here Lyrarc brings to readers the UN Exhibition at the delegates entrance in New York Feb 15-17 that showcased millets. Dr.  Arun Nagpal says we often feel that healthy products involve a compromise in taste- "However millet products carefully crafted and combined with other ingredients can bring taste and value to almost every world cuisine today. From flours to breads, cookies to pizzas, pastas, cakes, breakfast cereals, smoothies and so on." Commander David Adams shows how with 250 paratroopers of the 82nd Airborne division, he was able to achieve greater success than 2500 American troops are able to do today in Khost province of Afghanistan. He says he did this by building roads, a spring water system for 12,000 villagers, and other ways to befriend the tribals and villagers, and letting the tribals do the watching and keeping order. Insurgents who operated in the area, or the IED's placed by them, were then reported by the tribals. By working with and befriending the tribals, a smaller number of troops were able to do much more. Adams quotes Mohammed Aiaz, a Khosti advising the Provincial Reconstruction team which Adams headed who says: "If troops don't understand Afghan culture and fail to work within the tribal system, they will only fuel the insurgency. When we get tribes on our side, that will change. When a tribe says no, it means no. IED's will be reported and no insurgent fighters will be allowed to operate in or across the area." This is a very significant observation. To repeat Aiaz: if troops don't understand the Afghan culture and fail to work within the tribal system they will only fuel the insurgency. And adding what Adams say is needed, it means roads built and irrigation canals built or old ones repaired, visible evidence for the Afghan villagers to see of progress, something reporters like Dexter Filkins are saying in their reports, and which is also being told to McChrystal in Filkins recent NYT magazine artice on McChrystal. When told this- McChrystal -whose whole training is as a Special Forces commander who flies in by helicopter to Afghan villages- has only this reply "it takes time" and again at the next stop "it takes time." David Gelles interviews heads of companies in his column for the New York Times called Corner Office. Here he talks about CEO's frquently bringing up the topic of meditation in his interviews. Gelles practices meditation and mindfulness since his college years when he spent junior year in India at Buddhist monasteries and retreats as part of the Antioch Buddhist Studies Program. He is also the author of columns in the NYT on meditation and mindfulness.  The head of Salesforce, Marc Benioff, tells Gelles that meditation practice helps him step back and listen deeply with a beginners mind aware of the present moment. Benioff has set up meditation rooms in Salesforce Tower in San Francisco, and invites Buddhist monks to his house.  After a skiing accident in 2004 Marc Bertolini, head of insurance company Aetna recovered using meditation practice. He setup mindfulness classes at Aetna and says this has changed the corporate culture for the better with efforts for improvement and people coming up to him with new ideas.  Designer Eileen Fisher practices meditation and this has helped her in business as she set goals to improve factory conditions for clothing workers in China. The head of Hyatt Hotels says mindfulness is helpful in bringing empathy in relations through the practice of being in the present. He made mindfulness the key part of the company's Wellness programs. Google, Ford and McKinsey now offer meditation programs in the office. Similar trends are taking place in Europe. When asked about a company's responsibility to society, Benioff of Salesforce says his company is part of the whole that includes society, that we are all connected and part of the one.     ...

In the U.S. he studied for a master's degree in computer science from the University of Wisconsin and a MBA from the University of Chicago. At Microsoft Nadella worked on business areas Windows, Office suite of programs, the Bing Search engine, SQL Server database, and cloud service Azure, moving every couple of years. Wang Lequan, who is the party leader for Xinjiang, is aprotege of Chinese President Hu . He was pulled into the party from Hu's days in the Chinese Communist Youth League. He is from Shadong province China's industrial and petroleum capital. Because of his familiarity with the oil industry Wang may have beeen transferred to Xinjiang province. He arrived in Xinjiang just as the Soviet Union was dissolving, and the central Asian administrative regions that were formed inside the Soviet Union were becoming independent countries. China's army had occupied Xinjiang in 1949 under Mao. Millions of Chinese were leaving the Xinjiang area and the thinking was that the Uighur Muslims of Xinjiang would also form their own country. What happened was that Wang reestablished the Chinese presence in Xinjiang province. He opened the Xinjiang region's oil and gas fields to drilling, laid pipelines east to China and west to Kazakhstan. A Production and Construction Corps was formed so that Chinese soldiers leaving the army service could find work, and this was later listed on the Shanghai Stock Exchange. With growing industry and government jobs, many Chinese were attracted back to Xinjiang. In the 1990's 2 million Chinese went back to Xinjiang. At the same time his policies may have had the effect of making the local Uighur people feel that their culture and language weere being threatened and they needed to fight for its survival. Wang acting with dictatorial powers tightly constrained Uighur culture and religion. He substituted Mandarin for Uighur in primary schools, saying minority languages were "out of step with the 21st century," and banned or restricted Islamic practices among government workers, including the wearing of beards and head scarves and religious practice like fasting and praying while at work. He has been Communist party leader in Xinjiang for 15 years, which is unusually long, such jobs usually only lasting 10 years. SInce 9/11 Wang has fought hard to limit the influence of separatism, and the East Turkestan Islamic Movement, an Uighur group, and he has swept up thousands of Uighurs accused of terrorism or religious extremism. He worked to have the East Tukestan group listed as Al Quaeda allies by the Bush administration in 2002. He is closely allied to President Hu who supported Wang, giving him a seat on the Politburo. Wang's protege in Xinjiang has been placed in charge in Tibet. There is a sense with Wang and Hu, that a failure now in Xinjiang and in Tibet to control unrest would lead others in the Chinese leadership who think differently on theses issues to bring a different leadership to succeed them. The difficulty here is that the Han who now comprise 40% of the population in Xinjiang, and are heavily involved in the oil and gas industry, have brough a modernizing influence to Xinjiang but may not be received by the Uighurs as apositive influence. First any government that is in power for as long as 15-20 years tends to lose support over time. This happened with the Congress in Kashmir. Too powerful or corrupt, and lose touch with the young people. But compared to India the democratic ways of that country have helped it recognize the need for respecting the language, religion and culture of the people of each region. The British did the same, so it was something that went back to British times. With the monopoly of power of the Communist party, lack of precedent and amodel to follow that respected different culture and languages, the intolerance of Uighur and Tibetan language, religion and culture, creates a different situation in China. Elections were held in Kashmir recently and an effort is being made for reconciliation with different groups, the media is open and different voices are heard. No such prospect remains for Tibet and Xinjiang. ...

Iran's (IRGC's not the people of Iran who are protesting) strategy in talks is to stall peace talks, to use the help of global media which is creating perception for Iran, and see if the strategy of no nuclear materials turned over to Russia or some other country, see if that strategy works. This is  what German Foreign Minister Wadephul is saying on Day 16 of the Naval Blockade. Earlier this week German chancellor Merz called it unfortunate that the Iran War is continuing in explaining to ordinary Germans why the German economy is slowing down, yet he understands the danger posed by nuclear weapons in Iran or for that matter anywhere inthe volatile and explosive Middle East. Almost like the volatile and explosive Balkans that ignited World War I in 1914. This strategy of IRGC Iran does much irreparable damage to the Iranian economy in weeks to come. Iranian protests were intended to put the economy on a new path in which not just students, the middle class in the bazaars, the younger generation of Iranians who had the most to lose participated. Why is this happening? It is happening because of the complicated politics of the Middle East and centuries old differences within the Islamic world between different sectarian beliefs and cultures. It is not happening because of the US. The US cannot be responsible for what colonial empires of the British and French did in this region in the 1920's by creating artificial states of Lebanon, Syria, Iraq, out of the Arab portion of the collapsed Ottoman Empire defeated in World War I with Shia, Sunni populations in these states mixed up into unmanageable states. Five decades of wars in the Middle East are the result of these unmanageable artificial states of French and British Empires by 1921. The British Empire also controlled Iran in the 1900's and its oil resources. There was no involvement of America as the British and French did what they wanted to do even in the Treaty of Versailles that ended WWI.  The fall of the pro-Soviet Mossadegh regime in 1956 was the only fragmentary situation which is an anti Soviet Cold War move by the US in 1952, and was done by a group that had British connections deep inside the Eisenhower administration led by Secretary of State John Foster Dulles that took this unfortunate step for America (looking back over  5 decades of wars). A British oriented group was active inside the Republican party that continued to operate in the Reagan administration's involvement in support for Iraq in its war with Iran. And which no longer exists in the Republican party led by DJT which puts America First, grasps the fact of unmanageable states of British and French Empires and seeks to distance the US from the Middle East. Gandhi and Patel (and Jinnah) avoided the creation of such a state in British India's partition into India and Pakistan. Afghanistan is simply an extension of this Middle Eastern complicated setup, including 9/11. Why is all this important? Arab Middle East is a dangerous place for nuclear weapons- this is all the US is trying to accomplish, thankfully without the cooperation of the British and French whose Empires are responsible for the creation of a hodge podge mix of peoples in Lebanon, Syria and Iraq which (check this out) never existed before British and French Mandates of 1921. The global and American media that sees DJT Republicans as too conservative on cultural issues and the political establishment intending to return to power have completely obscured or not presented this side of the Middle East, yet is key to devising a policy that keeps America out of Middle East wars but keeps the goal of no nuclear weapons in this powderkeg of a region. ...

The Indian 2024 election involved huge giveaways and caste based selection that takes India backwards, which explains some of the gains of opposition parties in Uttar Pradesh and Maharashtra, two large states. As the WSJ points out giveaways to buy votes for Rs 1 lakh for every woman in the state of Uttar Pradesh with population of 120 million women was part of the strategy used by a leading opposition party. Caste selection was carefully deployed by another large political party in Uttar Pradesh. Fears and misinformation about the BJP party changing the Indian Constitution to remove protection of lower castes enshrined in the Constitution by Ambedkar, was also a factor that swung votes to the opposition. The effects of the pandemic and the unemployment levels for a largely rural population in Uttar Pradesh and Maharashtra in north and west of India played a role as the BJP failed to get an outright majority following its majority wins in 2014 and 2019. The Opposition parties and the BJP main difference is that the Opposition parties have accepted the leakages of funds as part of the culture that has prevailed since 1960 which makes rapid development and modernization impossible as the pool of funds for investment in infrastructure is diminished. BJP party under Modi has fought this leakage every step of the way and by executing projects of infrastructure with on time delivery created the prospects of India modernizing and industrializing the way Japan and China have achieved. The other difference is the execution and the Master Plan Gati Shakti developed by BJP and Modi and a 20 year execution model developed in Gujarat state by Modi from 2001 to 2021. This has made India the fifth largest economy in the world with plans to make it the third largest by 2030 and do what Japan and China have achieved in Asia. It is not really about religion or so called Hindutva that is driving the hard work it is about making India a modern industrial nation with the standard of living of US, Europe, Japan and China.   ...

Ursula Von der Leyen is actually a nickname of the new European Commission president from Germany. Her father was Ernst Albrecht, a top CDU politician and state premier for Lower Saxony. She adopted the name when she switched studies from the University of Gottingen in the late 1970's to study at the London School of Economics and changed her name to avoid the attention of the Red Army faction, a terrorist group at that time. Ursula studied at the European School in Uccle, during a time when her father was atop European civil servant in Brussels. Of her time in London she says: "I lived more than I studied...In 1978 I immersed myself for one year in this seething, international, colorful city. For me coming from the rather monotonousm white Germany, that was fascinating. For me London was the epitome of modernity: freedom, the joy of life, trying everything. This gae me an inner freedom that I have kept till today. And another thing I have kept the realisation that different cultures can get along together very well." She switched to medicine, and married a physician. In 1990 she joined the CDU like her father. She held posts related to the family and work ministries, and Merkel promoted her to defense where she did not do as well as at family related ministries, and then to the head of the European Commission, knowing full well the value of an internationalist with outlook broader than Germany's in the European Union of today. ...

On February 11, 2011, the day Mubarak leaves office, Mohamed ElBaradei, has this to say in the New York Times. ElBaradei won the Nobel Peace Prize in 2005, and headed the International Atomic Energy Agency. He says the only thing to fear for Egyptians and the international community is the shadow of a repressive past. He sees the rebirth of Egypt as representing the hope of a new era in which Arab society, Muslim culture and the Middle East, are no longer seen through the lens of war and radicalism, but as contributors to the forward march of humanity, modernized by advanced science and technology, enriching society by its diversity of art and culture. To get this process started he calls for a three member presidential council with one member from the military, and a transitional government of national unity to run the country. Its first tasks would be to dissolve the Parliament, abolish the old constitution, replace it with a provisional constitution. The primary job of the new interim governmet and presidential council would be to set in motion the process to turn Egypt into a free and democratic society. The first step for that process would be drafting a democratic constitution to be put to a referendum, and preparing for free and fair presidential elections within one year....

Improvements in birth rate and more immigrants in Germany are making the demographic picture look better in Germany. About 13 million people are expected to reach retirement age in just a few years, according to Prof Enzo Weber, Institute of Employment Research. This means 13 million new pensioners. Birthrate today is about 1.4 children per woman. At this level of birthrate and even a low rate of immigration of 100,000 per year Germany's population of 83 million today would decline over time. Between 1990 and 2008 more people left Germany than came in with a net outflow. Some level of immigration would be the only way to keep the level of people in the workforce of 43 million today to become stable in the future. This would be needed to support the increasing number of pensioners. Yet the general aging of the population is expected to continue. And a high level of immigration in too short a time such as from the Syrian refugee crisis creates other tensions in the social fabric of society. Germany's very homogenous society faces a challenge that goes beyond the politics of the refugee crisis of today. Too many immigrants in too short a time is not the solution, immigration has become too politicized in today's context, good and early integration of immigrants through language and culture training needs to be established. Prof. Weber points out that the influx of immigrants from Southern and Eastern Europe has helped the labor market, and there is no reason that the labor market could not dry up with the number of people retiring soon. Tackling that will involve making family and career life choices easier and enabling flexible work-life choices, increasing retirement age, and some level of healthy immigration. President Hollande of France appoints Jean-Marc Ayrault, as the next prime minister. Hollande plans to set the priorities and direction of policies as President and work with Ayrault in getting this implemented. Ayrault, 62 years old, is a professor of German for 13 years. He was a three term mayor of Nantes, a city in western France, which is the 6th largest in the country. He is a member of the French parliament since 1986, experience that will be important to get legislation passed. Elections to the National Assembly will be held in June 2012. His German skills will be useful in reaching out to Germany to forge a common policy for the eurozone. The tone for this was set by the SPD Social Democratic party chairman, Sigmar Gabriel when he said about Ayrault: "He speaks excellent German and understands our political culture very well. This is a strong signal to Germany."

Mark Gilbert, a visiting associate professsor of European History at the John Hopkins School for Advanced International Studies in Bologna, describes the crisis of the political culture in Italy that goes deeper than the economic crisis and has lasted for most of the post war period. Gilbert says the political parties have avoided implementing financial discipline and opening up the economy for most of the last two decades, except for brief periods, and did not take the opportunity of joining the eurozone to make serious changes. Italy has many parties with the Democratic Party having 25-30% support in the polls and Berluconi's People of Liberty (PdL) having the support of 20-25% of voters. There is also the Northern League, the Third Pole of centrist Catholic parties, the Italy of Values party, and the Ecology Freedom party. Italy lacks a national consensus on making the changes. The risk is that Monti will not have enough time to make the changes, as new elections may be held by April 2013. His government was formed as a government of technocrats led by former EU commissioner Mario Monti, after President Napolitano forced the PdL, the PD, and the Third Pole to work together to support the new government. Changes are needed in the legal system, local government, the health sector, and in the university system. One factor favoring Monti is that 90% of Italians voters are dissatisfied with the political parties, according to Italian think tank ISPI. For Italy the EU crisis has in this sense a positive aspect as it has forced Italy to come to grips with economic and cultural changes under a leadership from outside the political system....

Claire Ansberry looks at the 65 plus population today and compares it to 35 years ago and finds it is more oriented to exercise, health, and has more accumulated wealth. About 20% of people over 65 years work today compared to 15% 35 years ago, says Pew Research, and of these working 65 year olds two thirds are working full time compared to half in 1987. They are wealthier having median net worth of $410,000 today compared to $282,000 in 2010 much of the 45% gain made in the last 2 years from rising house prices and stock investments. Milan will host the World Cities Culture Summit in 2020, and the Winter Olympics in 2026 shared with the Alpine town of Cortina. The international book fair of Turin is moving to Milan. The left of centre Mayor Giuseppe Sala has promoted the city to increase tourism by 50%. And foreign investment is increasing for new construction projects with $21 billion to be taken up in the next 15 years. Experts are asking if this is coming at a price as the rest of Italy has stagnated for 20 years, and the rural large city gap is increasing throughout Europe. The flow of professionals to cities such as Milan, Paris, Munich, Berlin, from other towns and cities is creating a huge shift that experts at the Centre of European Reform see as a problem because of the political turmoil, and rising inequality with ever widening gaps between smaller cities and towns and rural areas with the big cities. This is compounded by ageing and demographics such as seen in the eastern part of Germany, and parts of France. Experts call it The Big European Sort, where a sifting or sorting process is increasingly transforming the demographics of European countries and driving polarisation. This process is also happening in the U.S. Experts say the big cities benefitted from the change with the European single market and the European Union. Places where working class people live are not seeing and increase in wealth which is disproportionately going to professionals clustered in big cities. Deindustrialisation has turned places like Mezio only 20 miles from Milan into industrial ruins. Towns that once voted socialist are now voting far right in these hollowed out industrial places. In the U.S. and in Europe the process was exacerbated by the flow of cheap imports from Asia hollowing out factories in regions around big cities, and by the growth of services industry in big cities with globalization in finance, legal, and other professional services. Fro 1980 to 1995 Paris region lost about $5.5 billion in industrial output and gained $20 billion in services output that also aligns with globalization in areas such as finance, according to CER, Eurostat. The process had accelerated in 1995-2020. By telling this story about Milan and the Lombard region around it like Mezio, The Guardian is saying it is time to look at how everything works together rather than breaking apart- citing the Finnish architect Saarinen about how a chair fits into a room, a room into a house, and a house into its environment, an environment in a city. So the question is how can we build the future by seeing that the city fits into a region, and a region fits into a country. As a young professional described this on BBC television interview recently this is a difficult period with the ability to design the future seemingly snatched away by the times, but also an opportunity to rethink and take the actions today for a better tomorrow for all. Though tens of thousands of workers in the French rail network are protesting in the streets about changes in the labor laws, the atmosphere in the National Assembly where president Macron has an absolute majority is different. In the National Assembly most of the legislators are young, inexperienced and there for the first time after the recent elections. Most owe allegiance to president Macron and his party En Marche. The labor code changes were passed without much discussion and on a thumbs up or down vote.  Legislators from Mr. Macron's party are seen by older surviving legislators from an earlier period in French politics as arrogant and do not consult with older legislators. The entire sociology of the National Assembly is overturned and presents a complete culture shock, says a leader of Macron's party who selected members for seats in parliament. Three fourths of members are here for the first time, 60% in Macron's party En Marche. About one third never held public office before. These members spend a whole week in parliament instead of the few days during the earlier Assembly. Yet for all the work and enthusiasm these members act as more of a rubber stamp for Macron's policies instead of offering healthy discussion so that policies can be modified where needed to better accomplish the goal of changing the French system where it can be improved. The result is a form of government that critics increasingly see as autocratic. For Macron this means the lack of a process of consultation that could improve legislation and increase consensus, creating larger support for the changes to the labor laws and the pension system. ...

The editorial emphasizes the need for private economic development, "broken windows" policing of the type encouraged under Mayors Giuliani and Bloomberg in New York City, a culture of personal responsibility, and school choice, as a way out of the crisis in American cities such as Baltimore that are failing.
