About 80% of respondents said their operations were profitable in 2010. In 1999, 58% of Shanghai members of the chamber said their profit margins were below worldwide levels. The U.S. has given $450 million a year to the WHO compared to $50 million by China, yet China president Trump says has "total control over the WHO," showing deep seated dissatisfaction at the way the WHO has under current leadership has handled the coronavirus crisis and failed to take early action for an early warning system as were taken by earlier heads of the WHO such as Gro Harlem Brundtland of Norway during the H1N1 crisis in 2003, who was cited in Mr. Trump's letter.

The Commerce Department report shows GDP growth of 0.7% annual rate for first quarter 2017, down from 2.1% the prior quarter. Sharp drop in consumption with weaker retail sales, to 0.3% caused the slowdown. It was also attributed to seasonal factors. with a warm winter reducing energy spending. Samuelson points to the risks to the American economic growth from excessive health care costs. This is hurting take home pay and shows up in consumer spending. It is hurting government spending in other areas such as needed infrastructure spending and efforts to reduce the deficit. This hurts private capital investment to create jobs because of lower demand from constricted consumer spending. The U.S. budget has as its largest single expense 27% on health care compared to 20% on defense the next largest expense, with growth in health care spending taking this to one third of the budget in coming years. Without addressing health care, says Samuelson, the Supercommitte in Congress even if successful at deficit reduction will basically have failed to do its job, and it did not have the time, resources or conviction to do this. According to a new study from the Organization for Economic Cooperation and Development (OECD), U.S. healthcare spending per person is $7,960 per person in 2009. This compares with Norway $5,352, Britain $3,487, France $3, 978, an OECD average of $3,233. Life expectancy in the U.S. is 78.2 years, compared to Japan 83 years, OECD average of 79.5 years. Chile and the Czech Republic have life expectancy equal to the U.S. Except for cancer care where the five year survival rate is 89.3% in the U.S. and the OECD average is 83.5%, the U.S. lags far behind in much needed critical areas such as diabetes and asthma. Rates of emergency hospitalization for asthma are 3 times that in France and 6 times that in Germany and Italy. The U.S. has fewer doctors per thousand population and higher cost per medical procedure- with more frequent use of the costliest procedures- creating a supply shortage that induces higher prices, and less preventive and early action care through physician visits. The number of practicing U.S. doctors is 2.4 per thousand population in the U.S. compared to 3.1 per thousand for the OECD average; and number of annual doctor consultations 3.9 per capita in the U.S. versus 6.5 for the OECD average. Appendectomy cost $7,962 in the U.S., $5,004 in Canada and $2,943 in Germany. Coronary angioplasty cost $14,378 in the U.S., compared to $9,296 in Sweden, and $7,027 in France. Knee replacement cost $14,946 in the U.S., $12,424 in France, and $9,910 in Canada. Knee replacements, angioplasties and MRI exams are twice as common in the U.S. compared to the OECD countries. ...

U.S. Defense Secretary Hagel launches the "Defense innovation initiative" at a defense forum held in the Reagan Presidential Library, Nov. 2014. The purpose is to get universities, government and the private sector to work together to put the U.S. ahead of its adversaries in its technological capabilities, similiar to the "New Looks" program in the Eisenhower years. During the Eisenhower period the effort was designed to match the Soviet conventional power in Europe with U.S. technological capabilities. Critics say China's currency is undervalued by 20%. China is only willing to increase the value of the yuan by 3% this year, fearing that a signifcant revaluation will lead to the closure of textile and other factories in the coastal areas that operate on a small profit. Facing high unemployment the US is not willing to let this happen gradually. US businesses that manufacture in the US and export to China would benefit if the yuan appreciates significantly. Retailers such as Wal-Mart and textile producers with offshore manufacturing at contract sites in China are on the other side as they benefit from the lower value of the Chinese currency.

The intelligence community in the U.S. and the defense department supported strong action on the Russia spy issue, overcoming president Trump's early reluctance to take action. Three options were presented to the president and he chose the middle option, which offered flexibility yet also sent a strong message. The action taken expelled 60 Russian spies and closed the Russian consulate in Seattle. Russia responded by closing the U.S. consulate in St Petersburg. This is the first time that the U.S. and its allies Germay and Britain, France have acted decisively and in coordination in response to Russian moves. Germany is also moving towards stronger action.
