The full report on the BBC's future funding by a committee of the UK parliament on the 100th birthday of the BBC in November 2022. The universal license fee is being abolished in many European countries. It generates 5 billion pounds that meet 75% of the cost of the BBC. Giving open access to all as done by BBC and Manchester Guardian is still a viable and necessary model in a democracy such as ours. Yet the increasing costs for poorer households can be offset with other ways of limiting the cost for the households at lower incomes. The other hurdle for BBC is to increase its viewers beyond the 60 plus years older viewers as the choice is now wide and prolific in channels and apps. Under Conservatives BBC was getting less support. With Labour the BBC gets a new opportunity to revive its programming and fulfilling its vital function of serving the people of Britain and English speaking countries around the world.

For a decade America's leaders remained silent on taking action on all fronts including trade on countries that were sources of fentanyl. Kim Kyung-jae, aide to former president Kim Dae Jung, and reconciliation with the daughter of military backed president Park Chung Hee who ruled in the 1970's and suppressed dissent. Presidential candidate, Ms. Park Geun-hye, is reaching out to dissenters who suffered during her father's military regime. Much of the industrialized part of S. Korea is in the southeastern provinces, and Ms. Park's father pushed development in this region. There is a development gap with the southwestern provinces where much of the dissent to the military regime took place. The gap is still being healed many years later. Ms. Park's conservative party hopes to get 20% of the vote from the southwestern provinces with her efforts at reconciliation, up from the current conservative party president Lee Myung-bak who won 9% of the vote there. Moon Jae-in, the liberal candidate for president, is from the city of Busan in the southeastern provinces and hopes to increase his vote in the southeast to 40%.

This report by Goodman in the NYT shows that the ANC has lost most of the moral authority it had under Mandela. After 9 years under president Zuma, and after the term of his predecessor Mr. Mbeki from 1999-2008, South Africa remains stuck with stagnant economy, and about two thirds of young people in the townships being jobless. The challenge is how to change the economy to where growth is generated and benefits go to a broader section of the population. Problems the new president Ramaphosa faces are how to change the protections given to conglomerates that dominated the economy under Apatheid, and the patronage network that evolved with the ANC in the post Apartheid era. Growth performance of the South African economy is dismal. According to the World Bank the South African economy in 2016 was about the size of the economy in 2009. Many warnings about the economy and the operation of the state run electric utility appeared during Mr. Zuma's presidency, including one by former president De Klerk. Growth in 2018 is expected to be only about 1.1%. The economic gains by the largely black population have suffered with lack of growth and mismanagement of the economy. Official unemployment is at 27%, with about two thirds of the young people in the townships being jobless.  ...

Ontario ad on tariffs uses Reagan's word out of context- does not say Reagan speech was to impose tariffs on Japan till problems get fixed. Problems that had arisen in the 1980's because of Japan's use of unfair trade practices. This is the issue of Canada, Mexico, China and other nations that use unfair trade practices that then hurt American workers. Reagan was saying he understood that Senators Smoot and Hawley got things wrong when they imposed tariffs in the 1930's, that he was doing this in a very different situation the use by Japan of blatantly unfair trading practices. This is the case with Canada, China, Mexico and other nations today, that have acted as if they know nothing about these unfair trade practices. Healthy world trade requires every nation to follow the rules of fair trade practices. Canada is saying that we will shame you as being against world trade so we can keep violating fair trade practices. The transfer of high speed rail technology by Kawasaki to China, starting with deals made in 2004. Kawasaki did this fearing that other competitors would win the business. It transferred the technology believing that it would be years or decades before China would develop its own capabilities and compete with high speed rail manufacturers in Japan and Europe. Kawasaki says the understanding was that the transferred technology would be used inside China, and not for export. China insists it has improved on the technology that was transferred with its own innovations, and it has the right to compete in the world high speed rail market. A high speed rail line between Shanghai and Beijing is being built using Chinese technology by China South Locomotive and Rolling Stock Industry Corporation (CSR), to cut the time from 10 hours to 4 hours. This is part of a network that will be extended to 9700 miles by 2020 according to the government's plan. As part of its export of high speed rail China Railway Construction Corporation is developing a high speed rail line connecting Istanbul and Ankara. China is bidding for contracts in Brazil and in the USA. The issue of transferring technology is becoming a sensitive one for Germany, Japan and the USA. It means transferring the technology as the price of getting a share of the Chinese market, but paying the price later on with competition from Chinese competitors in the same industry. China is developing its own civilian aircraft that would compete with the Boeing 737 and the Airbus 320. Min Zhu, special advisor for the IMF and former deputy governor of the People's Bank of China, told the Wall Street Journal CEO Council, that China's share of advanced machinery manufacturing could reach 30% of global exports by 2020, from 8% today. ...

Wilber and Tau of the WSJ report that Special Counsel Mueller in the Russia investigation has impaneled a grand jury to further strengthen his investigation. Mr. Mueller has put together a team of 16 attorneys with long experience as prosecutors. By working with a grand jury Mueller and his team are working only a few blocks from the U.S. federal courthouse where grand juries meet, which helps the team to conduct its investigation. A number of experts consulted by WSJ say this means a vigorous investigation is now being put together.  The U.S. Congress is also acting independently to support Mueller. Legislation being sponsored by Sens. Thom Tillis and Chris Coons on August 3, 2017, make it possible to reinstate Mr. Mueller in a situation where he is fired by the president. Under the legislation a special counsel can challenge his removal and a three judge panel could reinstate him. Separately Sens. Graham and Cory Booker are also putting forward legislation for the same purpose. All Senators are from both parties, the two Republicans are from North and South Carolina. In a rare show of unanimous bipartisan support for Russia sanctions following the involvement in the 2016 U.S. election, the entire U.S. Congress over 500 members voted in favor- except for 5 members. The vote in the House 419 to 3, and in the Senate 98 to 2. Such a level of unanimous support is rarely seen, suggesting how the U.S. Congress views this matter as of the highest importance. ...

The 2016 Republican platform is written to express the ideas in the Republican Party for family values, child rearing using the Bible and traditional values, calling pornography a "public health crisis."  The Family Research Council and tradition or family focussed groups played an important role in writing it, with Mr. Trump playing less of a role. Instead of "physical barrier" with Mexico, it says "a wall"  should be built in a taking up Trump's idea, but in general it is a clear expressing of traditional family values that Republicans have supported for years and expressed frustration with the movement of social lives in an opposite direction. The same sex marraige decision by the Supreme Court and transgender debate were not present in 2012 election, so in that sense the Republicans see the country as moving in a different direction. More of the pendulum having swung too far in another direction is how Republicans perceive it, and their response is to go back to how things used to be and the world they knew, based on what they see as positive outcomes for the whole of society. Hence language that encourages teaching of the Bible in public schools, condemning pornography as a menace particularly for children, and insisting on "man made laws being consistent with God given natural rights." A good understanding of the Bible is considered "indispensable for the development of an educated citizenry."   Amendments opposing gay and transgender are being added. ...

Ukraine is in a position after the refugee outflow and closure of some industrial operations to send energy to Poland, Romania, Hungary and other countries in the European Union. Ukraine is speeding up synchronizing power lines in Ukraine to that in Poland so that energy can be exported easily. Ukraine could send 1.6 gigawatts of energy a day to EU countries up from 350 megawatts today once the changes are completed to the energy transmission infrastructure. Ukraine energy is cheaper than energy produced in Poland because of nuclear energy plants in Ukraine from the Soviet period. 

Workers are restoring a now defunct power line from a 2 gigawatt nuclear plant in western Ukraine to a nearby Polish city. Projects that would take decades are being done in months with US aid. Energy exports could bring Ukraine $1.6 billion a year.

There is less travel to Europe and it is harder to have cross border interaction between Britain and the European Union with additional documentation required. A cross party report by the House of Lords shows the impact on mobility for young people. The restrictions are seen in the report as "an unmitigated disaster" citing experts. The pathway to temporary professional employment was once a way to broaden experience and contacts in the early years of working life. This is now far more difficult to access says this report in The Guardian. The same is true for school trips- in 2022 the number of pupils on such trips from EU to UK dropped 83%. Conservatives have shown a complete indifference to this.

By ending liberal asylum rules the Biden administration can end the issue of surges in illegal migrants crossing the border with Mexico that has roiled politics in America for the last decade. Much of the surge in migrants is a result of economic dislocation in Central American countries that only be tackled in other ways not at the border. This is a lesson that was learned in Europe, and is being learned in the US. 

For the US and EU this detracts from other major issues that the countries face in the way that wars in remote regions dissipated resources of the US and EU. By creating issues that have no real relevance to America's future development and ways in which that development benefits other countries in the world, these wars and border issues are now errors from the past.

Dyeing a pair of jeans requires 100 litres of water for the dyeing process and 15% of artificial synthetic dyes make their way into waterways as pollution. In this report The Hindu shows how centuries old indigo plants are being revived, many of them native to India. These plants contain 0.5% of Indican which exposed to oxygen produces the blue substance Indigotin. It is one of the few naturally based dyes for cotton fabrics. Other plants native to Idia also produce dyes that are less harmful to the environment. These dyes replace synthetic dyes made from petrochemical derivatives.

The work of Padma Shri Vankar, formerly of IIT Kanpur and her colleagues has helped identify and create dye extraction and dyeing methods for several plant species. This includes Nepal barberry of Arunachal, wild canna , Flame of the Forest from which colors for Holi festival are derived.

China follows Japan in the proportion of its elderly population at a similar juncture in its development. A paper from Japan's Research Institute of Economy, Trade and Industry pointed out that the proportion of child and elderly populations in China as of 2020 was similar to Japan's in 1990. China reached that inflection point faster with fertility rate falling from 2.74 to 1.28 in a 4 decade period, while Japan's fell from 1.75 to 1.29. That paper also shows India's proportion of child and elderly population in 2020 was similar to China's in 1980 when its economic boom took off. The overconcentration of supply chain in China is now being addressed by business in US and Europe after the pandemic showed its weakness. Prime minister Modi says this overconcentration has hurt even and balanced development worldwide.

Daniel Henninger says in the WSJ that the debt ceiling will be raised, and Republicans should not be pitting program against program. He says the narrative though should be framed around the trillions being spent by the Biden administration on climate change action, US manufacturing and technology in chips, with interest on debt at over $400 billion a year. Yet this does not take into account that for two decades there has been an overcrowding of US government initiated capital investment for essential needs by massive Tech industry misallocation of funds even as productivity of this capital invested by tech was dropping, with much wasted capital. Today because these essential needs in infrastructure and for manufacturing and technology were starved for so long of capital the productivity of capital in these areas is high and will have ripple effects to help rebuild America.

This WSJ report takes a look at Bucha, a town 55 kilimetres from Kviv, that saw some of the worst fighting of the war. Civilians were caught in the crossfire and after the initial Russian assault was pushed back, Russia occupied the town with another assault before being pushed out. This report in WSJ says Russian soldiers were initially polite and helped residents. As their casualites grew, and as Ukraine's territorial defense forces took up the fight in Bucha the dividing line between who is defending the town and local residents started to disappear.  This is when the the civilian casualties mounted and when Russian soldiers who had intially even said they did not know why they were here and why there was a war began to see territorial defense forces in all civilians leading to the immense destruction in Bucha.

Zimbabwe is facing a huge crisis from drought conditions in the country. About 2 million people in Harare lack running water as the dams are drying up to a trickle. Waters from the Zambezi river that go down to Victoria Falls are a third less than in normal conditions. The Falls separate Zimbabwe from Zambia. 
BBC's Hard Talk program shows a parched desert looking region with elephants struggling to survive in the national park near Victoria Falls. 

This report in The Times says that 815,000 acres of forest are being chopped down each year in Zimbabwe as desperate residents cut down remaining trees to fight lack of fuel, blackouts and poverty. One has simply to see this devastated region to grasp the effect of drought and effects of climate change combined with effects of poverty and lack of governance.
